    Liberals believe that war or any other aggressivebehavior is not evitable and can be moderatedthrough institutional reform.

    Through collective action, states can cooperate toeliminate the possibility of war.

    FOUR DIMENSIONAL DEFINITION OF LIBERALISM (D OYLE 1997:207)

    1. all citizens are juridical equal and possesscertain basic rights to education, access to a freepress and religious toleration2. legislative assembly of the state possesses onlythe authority invested in it by the people, not abusebasic right.3. a key dimension of the liberty of the individual isthe right to own property4. largely market driven and not one that issubordinate to bureaucratic regulation and control,either domestically or internationally.

    WHAT IS LIBERALISM ?

    The liberalism image of international relations isbased on four key assumptions:

    1. The nonstates actors are important entities inworld politics.2. The state is not the unitary actor3. Liberalist challenge the realist assumption of the

    state as rational actor.4. The agenda of international politics is extensive.

    Reflect Enlightenment thinking.He argued that human nature is not defective andthat problems are created as man enters civilsociety and form separate nations.War is a product by society, not an attributeinherent in individuals.To overcome defect in society, education isimperative, it prepare for one for civil life.Group of states are united according to the law ofnations, which regulated conduct even during war.
