SCOPE AND CONTENT NOTEConfidential U.S. State Department Central Files, 1960–January 1963

The U.S. State Department Central Files are the definitive source of Americandiplomatic reporting on political, military, social, and economic developmentsthroughout the world in the twentieth century. Surpassing the scope of the StateDepartment’s Foreign Relations of the United States (FRUS) series, the Central Filesprovide extensive coverage of all political, military, social, and economic mattersrelating to a particular country or world event.

The State Department Central Files for 1960–January 1963 cover a crucial periodin U.S. and world history. Each part of the 1960–January 1963 series contains awide range of primary materials arranged topically and chronologically: full texts ofimportant letters and cables sent and received by U.S. diplomats and embassypersonnel; legal documentation; reports and clippings from journals and newspapers;interviews and minutes of meetings with U.S. and foreign leaders; and high-levelgovernment documents, including official reports, memoranda, and transcripts orsummaries of speeches, press conferences, and parliament and cabinet sessions.

Confidential U.S. State Department Central Files, Lebanon, 1960–January 1963People are so accustomed to thinking of violence or chaos at the mention of

Lebanon that they forget, or are not aware, that before the long civil war begandestroying the country in 1975, there was another mode of life there.

In June 1960, Cabinet Minister Pierre Gemayel set forth this goal as a core part ofthe platform for his Phalange Party: “to make of Lebanon a paradise on theMediterranean similar to small, independent, and prosperous Switzerland, wherepeople would relax from divisions and subversions, ambitions, and the hot and coldwars.” The extent to which Lebanon was relaxing is open to interpretation; yet thefact remains that for most of the first three quarters of the twentieth century, Lebanonwas a place where people of vastly different cultures and belief systems found waysto coexist peacefully, most of the time, and to prosper.

Confidential U.S. State Department Central Files, Lebanon, 1960–January 1963compiles a large collection of recently released documents that provide illuminating,sometimes astounding, glimpses of Lebanon in the long period of relative calm beforethe storm of civil war. The collection also includes substantial subsets of material onIsrael, Palestine, Syria, and Turkey.

The following sections summarize some of the major topics and issues covered inthe collection.

Domestic Politics and Civil OrderA country with seventeen religious sects, each competing for its share of power

and wealth, produced many assertive, charismatic, and politically savvy leaders. Thecollection contains hundreds of documents that portray important figures in thevarious Christian and Muslim sects or in the dynamic business sector, including

cabinet ministers Camille Chamoun, Raymond Edde, Pierre Gemayel, KamalJumblatt, and Philippe Takla; Prime Ministers Saeb Salaam and Rachid Karame;businessmen Yusef Beidas, Robert Kfoury, and Emile Boustani; Maronite PatriarchPaul Meouchi; and Lebanon’s President Fuad Chehab.

Sessions of parliament often featured fierce debates, high theatrics, deals, andstalemates, with legislators sometimes stomping out of the chamber when theirdemands were not met. One document describes a fairly typical session: “...aparliamentary meeting marked by confusion, raucous laughter, obscenities, andthreats.”

The person who, more than any other, held this unruly group together and kept itfunctioning was President Fuad Chehab. A reluctant leader who often expressed hisdesire to step down, Chehab enjoyed near unanimous respect across the countryand was almost literally forced to remain in office. When he submitted his resignationin July 1960, nearly the entire parliament rushed to his house and begged him toretract his resignation. He did.

Chehab’s resignation and subsequent retraction, the reshuffling of the cabinet, theparliamentary elections, and the periodic outbreaks of civil violence—usuallybetween members of rival political parties or their associated religious sects or ethnicgroups—are some of the more noteworthy domestic political events of the period.

The most significant domestic political event was the coup attempt of December31, 1961. Although the insurrection by a small group of military officers garnered littlesupport inside or outside the military and quickly failed, it had a rather heavy fallout.The coup brought to light disaffections with the standing government that weredeeper and more widespread than many in the Beirut elite had supposed.

But in the end, no internal tensions proved strong enough to seriously disrupt whatU.S. Ambassador Armin H. Meyer called “the genial anarchy of Lebanon.”

Foreign RelationsThe collection includes a broad spectrum of materials on Lebanon’s foreign affairs.

The country’s dealings with other Arab countries, especially Syria, Jordan, and Iraq,seem to have been rocky more often than smooth. Relations with the United ArabRepublic (UAR)—in effect, Egypt, after Syria withdrew from the union on October 9,1961—were especially troubled. Pro-Syrian interests and the Communist press,fearful of what they perceived as Gamal Abdel Nasser’s plan to achieve hegemonyover the Near East, lambasted the UAR, while others in favor of Arab unificationdefended Nasser and his aim to establish a Palestinian state. Meanwhile, Lebanon,with its long-entrenched fear of Syrian domination and its determination to remainneutral, refused to join any sort of economic union with that country.

Lebanon’s policies toward the non-Arab world also reflected the country’sneutralist stance. The collection includes materials on Lebanon’s views on orinvolvement with developments such as the French-Algerian conflict, the Congo civilwar, the Arab boycott of U.S. ships, the U.S. Navy’s periodic visits to Beirut, theLebanese purchase of U.S. arms, the visit of Vice President Lyndon BainesJohnson, the U-2 incident, the Berlin crisis, and the initiation or resumption of nucleartesting by Israel, the United States, and the USSR.

Lebanon’s relations with Israel were relatively peaceful during the 1960–1963period, compared to later years when the Palestine Liberation Organization launchedraids against Israel from southern Lebanon. Still, there were tensions, such as

demonstrations by Palestinian refugees in Beirut. There were frequent borderincidents. Then there was the plan to divert waters of the Hasbani River from Israel,in retaliation for Israeli diversion of water from Lebanon. Finally, in an interestingexchange of telegrams between the U.S. embassies in Beirut and Tel Aviv, one canfollow the efforts of American diplomats to persuade the Lebanese government toallow U.S. school children to cross from Israel to Lebanon at Ras Nakoura to spendChristmas or Easter with their families in Beirut.

Economic and Social MattersThis collection contains interesting material for students of free market economics.

Lebanon came as close as any country has to maintaining a system of laissez-fairecapitalism, unfettered by government regulation. It had long prospered as a keytrading center between the Middle East and Europe and continued its growth in theearly 1960s. Many documents in the collection capture the flavor of dealings amongLebanese entrepreneurs, government officials, and business people of othercountries.

The collection also provides documentation of other economic matters includingthe ever-present labor strikes, relations with the big oil pipeline companies, theestablishment of the central bank, the Litani River hydroelectric project, agriculture,civil aviation, U.S. aid, construction, manufacturing, commerce, governmentfinances, balance of payments, and economic and monetary policy.

In addition to its extensive documentation of the refugee problem both inside andoutside Palestine, the collection also includes bodies of material on other socialtopics including colleges and universities, especially the American University ofBeirut and the American Community School; medicine; press controls andcensorship; and background information on powerful families.

Ancillary Material on Palestine, Israel, Syria, and TurkeyProviding a broader context for researchers, this collection also includes subsets

of documents on Palestine, Israel, Syria, and Turkey. The contents of these subsetsare summarized below.

Palestine. Documents cover the proposed establishment of a Palestinian state;relations with Israel, Jordan, other Arab countries, and non-Arab countries; economicand labor conditions; Jerusalem elections; United Nations (UN) activities; thePalestine Liberation Front; Palestinian military training; self-help projects; Israeliimmigration; the resettlement of refugees in Latin America; refugee repatriationissues; communications, including Jerusalem newspapers; the conditions at Mountof Olives cemetery; and the water dispute between Jerusalem and Bethlehem.

Israel. The collection includes material on foreign relations; Palestinian refugees’repatriation; border incidents; UN Truce Supervision Organization convoys to MountScopus Hospital in Jerusalem; French relations; the military government; and thecommunications sector, including censorship. Persons covered include David Ben-Gurion, Golda Meir, Moshe Dayan, and Abba Eban.

Syria. Topics covered include Egypt-Syria relations; Syrians’ views on GamalAbdel Nasser; relations with Iraq and other Arab and non-Arab countries; Kurds’uprising; the military coup; disaster relief; U.S. food aid; drug trafficking; policetraining in the United States; communications, including the government suspensionof newspapers; and the transportation sector.

ORGANIZATION OF THEU.S. DEPARTMENT OF STATE

DECIMAL FILING SYSTEM

From 1910 to 1963 the Department of State used a decimal classification systemto organize its Central Files. This system assembled and arranged individualdocuments according to their subject, with each subject having a specific decimalcode. The decimal system from 1950 to January 1963 consists of ten primaryclassifications numbered 0 through 9, each covering a broad subject area.
