Starting out

• The agenda for the 1st session was broadly set out to establish what we are trying to achieve as a group and what our ambitions are.

• We also needed to be mindful of other work and initiatives currently taking place regionally and nationally so we complemented one another and not duplicate work done so far.

The agenda was set out as; • Current NHS priorities (Transforming Care Programme)• Other current market development/shaping initiatives London Market Shaping ForumNational market Development Forum

• New BusinessToday – assessing our position with market development – what do we want to focus on and how can we tackle thisSWOT analysis

The first session was attended by representatives from the below;• Newham• Redbridge• Havering• Enfield• Croydon• Southwark• NHS England

The discussion Like with many ‘kick off’ meetings the discussion was vibrant and went outside of the planned agenda.• To start with Caroline & Elliot gave the latest from Transforming Care and some timelines from the fast track sites for

information.• One key decision was that as a group of local commissioners it was quickly established that the focus of this work

stream should be more than about those that Transforming Care is focused upon and should include the wider learning disability economy.

• The other Market Development groups that are currently live are London Market Shaping Forum and National Market Development Forum. The group needs to liaise with the London Forum. This led to discussion in these areas;

Market relations and relationships Coproduction in Commissioning Market Position Statements

Other areas of discussion/debate included – Preventative/Early intervention services A protocol/concordat for cross borough placing Sharing frameworks – who has what and how can we communicate when refreshed or open Gaps in learning disability commissioning skill and expertise Case management issues in health and social care Workforce issues generally MH, Autism and LD working separately Transition planning……still an issue Sub regional forums – East London LD leads network Provider failure procedures What does good look like

Actions

1. As a group, we agreed that we should schedule approx 6 more meetings. The next to be held in late October.

2. A mapping exercise to ascertain what initiatives are in process or in place that may provide an opportunity to fellow commissioners to pursue cross borough commissioning or sharing practise etc.

3. Email to all those commissioners who initially expressed interest in the task & finish group but were unable to attend

4. A cross referencing of provider lists exercise to start5. In the group we devised a list of questions to be sent around to all local

areas/commissioners which would then feed back into the work stream and provide evidence of best practise and areas of need/gaps which can then be explored in the work stream (list of questions on the following slide)

6. For those commissioners involved to carry out a SWOT analysis exercise of their borough from a market development perspective to be used in the work stream

Next meeting

• Sharing what other regional programmes are working on and think about our priority action areas for the task & finish group over the next 6 months – result being a work plan

• Develop our own short term priorities – with specific outcomes • Thinking about what we want to achieve in the medium to long term –

again with outcomes
