Helen also said there is a ‘Multi-Agency Safeguarding Hub’ or MASH.
This includes experts from all teams and the police.
The police are there for information. They have very secure systems to find out about the history of alleged perpetrators.
Helen also has a case study, which Chris will send out with these minutes

We also have other examples to send?
The board wanted to know how this worked if the alleged abuse happened in hospital.
There would still be a capacity assessment and best interest decision on how to proceed.
Acute Liaison Nurses are also there to support people
Sometimes people may feel intimidated and not want to complain.
Staff still have a duty to report suspected abuse. Investigators will decide if the is a public interest to continue.
There are also drama based workshops to help people to feel confident speaking up

The board were also interested in what happens if the abuse involved a crime
The police involvement in the MASH is just for information. Crimes would still need to be reported as usual.
Although ‘making safeguarding personal’ is not process driven, the processes are still there! Certain things need to be done in certain timescales.
There is a flowchart for this. Chris will send it out with these minutes.
The board were pleased that person centred approaches are being used in safeguarding, and were interested in how this was being done in practice.
There are lots of very good resources, video’s and social stories available on line that MASH could use.
Board members will send links to good resources to Chris. Chris will talk to Helen about this before the next board.

Michael Sprossen then spoke to the Board about Information
advice and advocacy
The Care Act gives councils the responsibility to provide accessible information and advice about support services.
The Care Act has 52 requirements and Enfield fully or partially meets all of them.
Health, Housing and Adult Social Care are checking all the documents they give to people.
The council also commissions information and advice from some voluntary and community sector organisation. Contracts with service providers also say they should give information and advice as part of the service they provide.
The council is also talking to GP’s and Library’s to make sure they have the right information and advice to give people.
The council is also working on its website all the time.
The council website will be linking to ‘AskSara’, an information and advice service from the Disabled Living Foundation. This provides information and advice to people with low or moderate needs that do not meet Fair Access to Care Services.

The council also has to give financial information and advice about how to fund care and support. There is a new section on the Adult Social Care section of the website, called ‘My Care – Money Matters’
This section has links to sites for different types of information and advice. These sources are all regulated by the ‘Financial Conduct Authority’.
The council is also developing an ‘Information and Advice Plan’. This may be part of the joint health and wellbeing strategy. This plan will look at the sorts of information people want, and different ways to communicate it.
The council is also updating its advocacy policy to meet Care Act Requirements. This includes things like -
How and when to decide if someone has ‘Substantial Difficulty’ being involved in decisions, and is provided with an independent advocate.
How to decide if someone has good informal advocacy in place (family friends etc.). Some people may not want family members to advocate for them.
How an independent advocate fits in with other things, like a ‘Lasting Power of Attorney’.
How to make sure independent advocates have the right skills, training and experience.

The council will be commissioning an advocacy service, probably later this year or early 2016.
The council still needs to understand how much advocacy is actually needed.
Until the new service starts, the council will ‘Spot purchase’ advocacy for people as they need it.

The board accept that a lot of work will be done to make information available on the council website.
Many board members found the council website very difficult to use. They say it is difficult to find things.
Some board members preferred face book. Chris will speak to Lesley about the possibility of the partnership board creating an easy access website or face book page which can link to useful information.

The board though some of the charts were quite complicated, and some people would need help to understand them.
Board members are also aware of a separate consultation on possible charges for transport to day services. This will not be completed until after the charging policy consultation closes.
The board felt that any outcome from the transport consultation should not come into effect until next year.
The says that anyone who became disabled before the age of 25 will be exempt from charging. Note – The government now suggests this only applies to people who are under 25 on 1st April 2016.
Board members are encouraged to take part in the national consultation. Chris will send the link out with these minutes.
The board were interested to know how much money is raised by care charging for people with learning disabilities. Chris will send this out with these minutes.

The board noted that the minimum income guarantee puts some people at a disadvantage. People living on their own only have a few pounds a week more than people living with their family or friends and sharing living expense.
Chris and Niel will complete a response to the consultation and circulate it to the board for comment. The final version will be sent out with these minutes.
Members of the board are also encouraged to formally take part in the consultation.
The income team are also reviewing disability related expenses, but have not produced any easy read information for people with learning disabilities. Niel will offer to do a workshop with the income team on the needs of people with learning disabilities.
Any Other Business
The board noted that the carers centre was not represented again. Carers feel that the needs of carers of people with learning disabilities do not get sufficient support from the carers centre. Niel will arrange a meeting with the carers centre to discuss this.

Work Plan
In order to move on with the Autism strategy, the council are tendering out an Autism Coordinator post. This has now gone out.
The Equalities and Inclusion workstream is still working on the Learning Disability Parliament. Things should start happening soon.
The board also noted that the housing report did not refer to the service at Old Church Court losing its lease. This will involve 18 people needing to find new homes. Geoff said that the Integrated learning Disability Service were confident everyone will find a place.
The board noted there has not been a Health Sub Group since November. Niel will chase this up with Jon.
There is still no champion available for workforce development. We will make this the big issue for the next meeting.
Effects of financial climate
We did not have time to discuss this at this meeting. Niel will update the next board on the financial situation for 2015/2016
