D. As regards photographe : I am in some doubt as
you do not tell me the number required or the object
in view. I can obtain prints from various people,
if these would meet the oase; if negatives are essen
tial I shall have to get photographs taken (which I
intend to do in any oase) and I am afraid that photo-
l l graphs taken here in the camps now would not be suf
ficiently heartrending for good propaganda work, as
the refugees are mostl^bheerful and clothed I However
I will do my best to get something useful, but perhaps
you will write more fully your exact requirements.
Does Dr. Nansen intend to make use of cinematograph
films? Those, it seems to me, would be very much more
effective. The N.E.R. publicity man took films at
Smyrna and in Eastern Thrace and the I.B.C. have done
so here.

L . .. .My dear Philip,
« Thanks for your letter of the 5th, re
photographs of refugees. This Is not so easy a matter
a s you might suppose: the refugees all look too cheer
ful, they have mostly got sufficient clothes and food,
the weather Is perfect, and there 1.s very little really
acute distress. Moreover, It Is quite Impossible to
find anyone here who really understands how to take the
right kind of photograjttis - they take groups of grinning
refugees, and so forth ! However, I have now obtalnec,
quite a good camera myself, and hope to get something
useful - but it will take time. You really should have a
"publicity man" travelling round, photographing and
reporting. That would be the only way of getting really
comprehensive infomation and pictures.
I have heard, nothing of any embargo on the
export of photographs. On the contrary the Govt put their
stock of photos at my disposal - it was , however, of very
little use, as only the positives were available and they
were not good enough for reproduction. I might be able to
get you a copy ( positive!i.e. for show but not for
printing ) of a cinematograph film taken by the Govt in
Thrace, showing the evacuation etc!, Would It be of any
use ?

vary very con s id e ra b ly - and r e p o r t and photograph
in each p l a c e . Let me know, i f you can, what form
th e propaganda w i l l ta k e ; the c inematograph, i f use
oan be made o f i t , i s a thousand times more e f f e c t i v e
than th e " s t i l l " in showing cold and d i s t r e s s .

extract from a Report he has sent In. There Is some
sob stuff In the middle which Is exactly what we
need for propaganda with the societies. I will try

societies in various countries could make use of it
with Immense effect if it came Into their hands.
