I t i s d o u b t l e s s t r u e t h a t t h e Govern ing Commission was c l e a r l y

o f o p i n i o n t h a t I r a n e e would d i s p l a y s p e c i a l s o l i c i t u d e i n p r o ­

t e c t i n g , to t h e b e s t o f h e r a b i l i t y , t h e i n t e r e s t s o f t h e d a a r

i n h a b i t a n t s . I t was p r o b a b l y o f o p i n i o n a l s o t h a t t h e e a s i e s t

way to make i t s own i n f l u e n c e f e l t was to s e c u r e r e p r e s e n t a t i o n
