2 . The wages di s p u t e "between t h o French. H ines AO m in i a t n a
t i o n and t h e n a t i v e w o r k e r s a f f o r d e d tho Govern ing Commission

The Govern ing Commission w i t h d r e w t h e r o c o g n i s o d r i g h t of
p i c k e t i n g and i s s u e d t h e p r o v i s i o n a l d e c ro e - n o t o r i o u s
t h r o u g h o u t t h e whole w or ld - which d e p r i v e d t h e i n h a b i t a n t s
of t h e ' 3 a a r o f t h e l a s t v e s t i g e s o f t h e i r l i b e r t i e s (See à
Annex). The Govern ing Commission ou gh t t o have known t h a t
the c a l l i n g o u t o f F re nch t r o o p s was a p r o v o c a t i o n t o
the whole p o p u l a t i o n and t h a t , i n a d d i t i o n , su c h a s t e p
was a b s o l u t e l y u n n e c e s s a r y t o e n s u r e t h e s a f e t y o f th e
mines . In t h e i r own i n t e r e s t s th e m in e r s t h e m s e l v e s have
p r o t e c t e d t h e p i t s - on which t h e y depend f o r t h e i r d a i l y

t i v e , and u n f o r t u n a t e l y e x p e r i e n c e h a s c o n f i rm e d t h e i r f e a r s .
I t i s d o u b t l e s s t r u e t h a t t h e Govern ing Commission was c l e a r l y
o f o p i n i o n t h a t I r a n e e would d i s p l a y s p e c i a l s o l i c i t u d e i n p r o
t e c t i n g , to t h e b e s t o f h e r a b i l i t y , t h e i n t e r e s t s o f t h e d a a r
i n h a b i t a n t s . I t was p r o b a b l y o f o p i n i o n a l s o t h a t t h e e a s i e s t
way to make i t s own i n f l u e n c e f e l t was to s e c u r e r e p r e s e n t a t i o n
by I r a n e e . The v e r y o p p o s i t e has p r o v e d to be t h e c a s e , fori,

The S a a r S t a t u t e was drawn up w i t h t h e e v i d e n t
i n t e n t i o n of g r a n t i n g to t h e i n h a b i t a n t s of t h e T e r r i t o r y f u l l
f reedom t o d e v e lo p t h e i r economic l i f e . The b e s t o w a l of such a
r i g h t i s n o t i n c o n s i s t e n t w i t h th e i n c o r p o r a t i o n cf t h e S a a r
T e r r i t o r y i n the F re n c h Customs a r e a . The French im p o r t and
e x p o r t p r o h i b i t i o n s f r e q u e n t l y i n t e r f e r e i n t h e most -
s e n s e l e s s manner w i t h th e d i s p a t c h of g a a ï p r o d u c t s - and
e s p e c i a l l y manures - t o n e i g h b o u r i n g m a r k e t s . In t o o many
oa se s t h e Govern ing Commission has p roved i t s e l f i n c a p a b l e o f
doing a n y t h i n g t o r e l i e v o th e S a a r i n d u s t r i e s f rom t h e p a r a l y s
ing r e s t r i c t i o n s t h u s im p o s e d .
