He also thanked the almighty for the victory, saying “we have been blessed by the almighty’s beneficence”.Mr Sukhbir Badal said the victory had however come at a great loss. “We have lost over 700 farmers who were martyred during the course of this agitation. Farmers braved all odds during the last one year be it the inclement weather to pressure to lift their dharna. They however stood their ground and continued the democratic protest for their rights which has been recognized as one of the most peaceful protests the world over”. While speaking about the SAD, Mr Badal said the party had always stood up for the rights of farmers and khet mazdoor. “We have led several agitations to secure the rights of farmers and under-privileged sections of society. The SAD has supported the Kisan Andolan to the hilt and even quit the government as well as the NDA to protest against the BJP led union government’s decision to thrust them on farmers. The SAD is also known to be the only party which has taken pro-farmer and pro-poor decisions when in government ensuring free power facility to farmers or starting unique welfare schemes like aata-daal, shagun and old age pension”.

Govt decision to repeal 3 farm laws is 'victoryof evil over good': Agri economist Sardana

AGENCYNEW DELHI, NOV 19

As the government on Fridaytook a massive U-turn andannounced to repeal the threecontentious farm laws, notedagriculture economist VijaySardana said that the decision towithdraw the laws is victory ofevil over good. A staunchsupporter of the agriculturalreforms and the three farm laws,Sardana said that the three farmlaws were excellent but someselfish people created such apolitical environment thatgovernment came underpressure.

"Farmers have gainednothing from the repeal of farmlaws. Anyway, status quo hasbeen maintained. They gainednothing but lost so many things,"he said. Asked if the content ofthe fresh farm laws would besame as the previous ones,Sardana responded in affirmationsaying, "That would be thelogical thing to do. What elsewould you would write in thelaw." He said that the laws werebrought to improve the economicconditions of the farmers andunshackle them from the grip ofmiddlemen and agents.

"But a section of the farmersresorted to violence andaggression and worked againstthe interest of majority offarmers," Sardana said.

The three farm laws werepassed by the Parliament lastyear triggering strong protestsfrom farmers especially fromPunjab, Haryana and WesternUttar Pradesh. The farmersclaimed that the laws had beenbrought to slowly and graduallyscrap the system of minimum

support price (MSP). They alsoargued that the three laws wouldcorporatise the agriculture sectorand small farmers wouldeventually become asharecropper. In his televisedaddress to the nation, PrimeMinister Narendra Modi onFriday announced to withdrawthree contentious farm laws andappealed the protesting farmersto return to their homes. He saidthat the constitutional process torepeal the three farm laws would

be completed in the Parliamentsession scheduled to commencefrom this month-end.

Modi said that the three lawswere brought in the interest offarmers especially small andmarginal farmers. "But despiteour best of the efforts we couldnot make this sacred thing, completely pure and the one inthe interest of them we could notconvince a section of farmers.Agriculture economists, scientists and progressivefarmers also tried their best tomake them understand but to noavail," PM Modi said. The threefarm laws which would bescrapped are Farmers’ ProduceTrade and Commerce(Promotion and Facilitation) Act,Farmers (Empowerment andProtection) Agreement of PriceAssurance and Farm ServicesAct and Essential Commodities(Amendment) Act.

While Farmers’ ProduceTrade and Commerce(Promotion and Facilitation) Actgives farmers freedom of choicefor selling their produce acrossthe country, Farmers(Empowerment and Protection)Agreement of Price Assuranceand Farm Services Act providesframework for contract farming.

The path to prosperity passes through our toiletsRecently a photo went viral on social me-

dia, the photo of 72 year Padma shriAwarde Tulsi Gowda clad in her tribal at-

tire sans a footwear took over social media andmade heads turn. That photo singularly under-lined the Government’s commitment to rewardthe champions who have been contributing atthe very roots of the society, innocuously awayfrom the spot light, silently work with a sage likefocus. A similar photo had gone viral in 2016,the photo of the Hon’ble Prime Minister bowingdown to a 105-year-old Kunwar Bai who hadsold 10 goats, most of her assets, to constructtoilets in her village.

These visuals are as poignant and worth cel-ebrating as our achievements in numbers anddata. When India achieved open defecationfree status by constructing 108 Million toilets, itwas as much Kunwar Bai’s victory as it was theHon’ble Prime Minister’s victory. Championsare not always the by-product of Government’spolicies, sometimes Policies take inspirationfrom champions. As the Prime Minister oftenquips, when each Indian takes just one step, In-dia takes 135 crore steps forward. Mass move-ments like Swachh Bharat Abhiyan, Jal ShaktiAbhiyan, Jal jeevan mission and most recently

the vaccination campaign are living testimoniesof this adage. Poignancy and inspiration aside, heralding a movement and giving it momentumis only a single domino in the policy value chain,to sustain the momentum and to discourage rollback to past habits is a much bigger challenge, one that requires immense technical expertiseand infrastructural needs. For this purpose, ex-amining all the stationary and moving parts inthe sanitation value chain, i.e containment, emptying, transport, treatment and reuse or dis-posal of faecal waste is of prime importance. Inlight of these facts, the Government of India ap-proved The Swachh Bharat Mission (Grameen)phase 2 with a total out lay of 1,40,881 Crorewith focus on sustainability of ODF status andsolid and liquid waste management. The centrepiece of this large problem and one of thebiggest riddle to solve is Faecal Sludge Man-agement (FSM), a critical yet challenging partof “Open Defecation Free” plus India. Alongwith construction of community toilets, effectivemanagement of solid and liquid waste and vi-sual cleanliness of villages, ODF Plus counts asmajor focus area of Swachh Bharat MissionGrameen Phase II. FSM is critical for deliveringsafe sanitation in rural areas due to the consid-

erable number of toilets linked to on-site sani-tation, such as septic tanks and single pits. Themagnitude of the challenge ahead compels usto identify best practices and case studies. onesuch example worth mentioning is of the Kali-billod village in Indore District, MadhyaPradesh.

The Kalilbllod Faecal Sludge Treatment plantoperated and maintained by the Gram Panchy-at, caters to 45,870 people in a cluster of 3Gram Panchayats and has a capacity of 3 KiloLitres of faecal sludge. Service providers collect3000 litres of sludge every day which then goesthrough a sequence of treatments, the end re-sult being the treated effluents that end upbeautifying the landscape. Kalilbillod is one ex-ample on a board studded with other champi-ons, each customised to fit local conditions andchallenges. Rural India throws a gargantuanobstacle in front of any initiatives in this sector. The obstacle being the non-existence of sewer-age systems in rural India, thus putting maxi-mum onus on the safe management of faecalwaste. Barring twin leach pits other contain-ment systems like single pits and septic tanksrequire emptying removal of faecal sludge. Thereason why Swachh Bharat Abhiyan saved

50,000 Rs per household per year in terms ofhealth and man days was only because of thebrilliance of introducing twin pit without whichSBM would have been the harbinger of a muchbigger and much more unsolvable problem.Twin Pit is a perfect example of this Govern-ment’s foresight, as it provides on-site treat-ment at ultra-low cost otherwise 108 Million toi-lets built without twin pits would have destroyedwhole eco-systems, poisoned our ground waterand in general made life a stinking hell foreverybody.

The scale of the challenge mostly bears itsorigins to pre- Swachh Bharat days where toi-lets were constructed without much thoughtabout its sustenance. What SBM is doingpresently with Faecal Sludge Management isundoing mistakes of the past, preventing seep-age of faecal pathogens into ground water andwater bodies because of poorly built sanitationsystems. The faecal management space iscrowded by small scale, unskilled, informal of-ten non mechanised service providers and tobuild sense into this chaos, to bring disciplineinto the system is a tough challenge that we willbe facing along the path. Institutionalising bestpractices is one of the ways forward which we

have discussed earnestly in this article. Themagnificent twin pit system makes itself knownonce again as we are also rapidly convertingsingle pits into twin pits. For septic tanks, leachpits are being built for septic tanks to disposepartially treated waste water.

The theme for World Toilet Day 2021 is ‘Valu-ing Toilets.’ If there is any country on the planetthat has truly valued toilet, it Is this country un-der this Government. Where others saw waste,we saw a means to uphold self-esteem ofwomen, where many saw toilets as a topic be-neath the status of a Prime Minister to discuss,he spoke about it from the rampant of the RedFort. He made it his life’s mission and millionslike Kunwar Bai joined in this march. Now thebaton has been passed for the SBM Phase-2,and I am confident that by 2030, Goal 6 of Sus-tainable Development Goals, i.e. water andsanitation for all, will be achieved. It will be aproud achievement standing on that pedestal, and as a nation, we are prepared, prepared toretain our position as champions of sanitation, prepare to make ourselves proud once again.

Migrant pawnsAs thousands of migrants, mostly from the Mid-

dle East, struggle to survive in sub-zero tem-peratures along the Poland-Belarus border, the

world is staring at a humanitarian crisis that is the re-sult of cynical politics. Alexander Lukashenko, thestrongman president of Belarus often described as Eu-rope’s last dictator, is widely believed to have engi-neered the horrific situation along his country’s west-ern border by flying in migrants as ‘tourists’ and thensending them to the Polish border to enter the Euro-pean Union. Poland is forcibly preventing them fromcrossing the border, using water cannons and tear gas. After last year’s controversial election, where MrLukashenko claimed victory despite major irregulari-ties, Brussels imposed strict sanctions against the Be-larus president and his aides. By threatening the EUwith a flood of migrants, Mr Lukashenko is believedto be hoping for sanctions relief. It is a dangerousgame. For the moment, Brussels is warning of furthersanctions and Poland has asked Nato to intervene.

Yet the EU cannot shirk its responsibility. It hasrepeatedly shown that it is willing to strike morallydubious deals to keep refugees out of the continent.Despite other tensions between the Turkish president,Recep Tayyip Erdogan, and the West, Brussels is pay-ing Ankara billions of euros to host migrants other-wise headed for Europe. It similarly works with bru-tal Libyan militias, paying them to help stop Africanmigrants from crossing the Mediterranean Sea. So itis not hard to comprehend why Mr Lukashenko mighthave decided that the ‘threat’ of migrants could spookthe EU into offering concessions to him. And it is notjust Europe. The world’s largest democracies are in-creasingly shunning international law and their ownlegacies as safe havens for refugees. The principle ofnon-refoulement in international refugee law bars na-tions from sending migrants back to countries wheretheir lives might be in danger. But the United States ofAmerica is flying thousands of Haitian migrants backto the Caribbean country, where gang-led street vio-lence is the norm at the moment. Meanwhile, the In-dian government has been trying to send Rohingyarefugees back to Myanmar, where the community isfacing ethnic cleansing. The West is accusing MrLukashenko of weaponizing migrants. In that is animplicit admission: that to the EU, the women, menand children along the Poland-Belarus border are mis-siles aimed at the bloc, not humans first and foremost.

Warmer soil stores less carbonGlobal warming will cause the

world's soil to release carbon, new research shows. Scientists

used data on more than 9,000 soil sam-ples from around the world and foundthat carbon storage "declines strongly"as average temperatures increase.

This is an example of a "positivefeedback", where global warmingcauses more carbon to be released intothe atmosphere, further acceleratingclimate change.

Importantly, the amount of carbonthat could be released depends on thesoil type, with coarse-textured (low-clay) soils losing three times as muchcarbon as fine-textured (clay-rich)soils.

The researchers, from the Univer-sity of Exeter and Stockholm Univer-sity, say their findings help to identifyvulnerable carbon stocks and providean opportunity to improve Earth Sys-tem Models (ESMs) that simulate fu-ture climate change.

"Because there is more carbonstored in soils than there is in the at-mosphere and all the trees on the plan-et combined, releasing even a smallpercentage could have a significantimpact on our climate," said ProfessorIain Hartley of Exeter's College ofLife and Environmental Sciences.

"Our analysis identified the carbonstores in coarse-textured soils at high-latitudes (far from the Equator) aslikely to be the most vulnerable to cli-mate change.

"Such stores, therefore, may re-quire particular attention given thehigh rates of warming taking place incooler regions. "In contrast, we foundcarbon stores in fine-textured soils intropical areas to be less vulnerable toclimate warming." The data on the9,300 soil profiles came from theWorld Soil Information database, withthe study focusing on the top 50cm of

soil. By comparing carbon storage inplaces with different average tempera-tures, the researchers estimated thelikely impact of global warming. Forevery 10°C of increase in temperature, average carbon storage (across allsoils) fell by more than 25 per cent."Even bleak forecasts do not antici-pate this level of warming, but weused this scale to give us confidencethat the effects we observed werecaused by temperature rather than oth-

er variables," Professor Hartley said."Our results make it clear that, as tem-peratures rise, more and more carbonis released from soil.

"It's important to note that ourstudy did not examine the timescalesinvolved, and further research is need-ed to investigate how much carboncould be released this century." The re-searchers found that their results couldnot be represented by an establishedESM. "This suggests that there is an

opportunity to use the patterns wehave observed to improve how modelsrepresent soils, and further reduce un-certainty in their projections," Profes-sor Hartley said.

The differences in carbon storagebased on soil texture occur becausefiner soils provide more mineral sur-face area for carbon-based organicmaterial to bond to, reducing the abil-ity of microbes to access and decom-pose it.

Hypertension might increase riskof developing epilepsy: Study

Hypertension may double an adult'srisk of developing epilepsy, ac-cording to a new study. The find-

ings were published in the journal Epilep-sia. In the study of 2,986 U.S. adults withan average age of 58 years, 55 new casesof epilepsy were identified during an av-erage follow-up of 19 years. Hyperten-sion, defined as the presence of elevatedblood pressure or the use of antihyperten-sive medications, was linked to nearlytwo-fold higher risk of epilepsy.

After excluding participants with nor-mal blood pressure on antihypertensivemedications, hypertension was linked to a2.44-times higher risk of epilepsy.

"Our study shows that hypertension, acommon, modifiable, vascular risk factor,is an independent predictor of epilepsy inolder age," said co-lead author Maria Ste-fanidou, MD, MSc, of Boston UniversitySchool of Medicine.

"Even though epidemiological studiescan only show association and not causa-tion, this observation may help identifysubgroups of patients who will benefitfrom targeted, aggressive hypertensionmanagement and encourage the perform-ance of dedicated clinical studies that willfocus on early interventions to reduce theburden of epilepsy in older age," Maraadded.
