    Even though in the context of explaining leadership, the terms can be quite confusing because they are used interchangeably.[10] Leadership in public safety agencies, particularly police agencies, is at a critical crossroads. Early retirement incentives have enticed experienced personnel to leave their departments in mass numbers, creating a shortage of experienced supervisors.[11], Leadership isnot a formula or a program, it is a human activity that comes from the heart andconsiders the hearts of others. [7] Leadership is even not about creating a great vision. It is about creating conditions under which all your followers can perform independently and effectively toward a common objective.[8] Leadership isnot merely a series of skills or tasks; rather, it is an attitude that informs behavior because Leaders have always faced the job of inspiring others while making important decisions with incomplete information. Today's leaders are confronted with challenges and opportunities that have never been more dynamic or complex.[3] Leaders already have the Intelligence to perform the roles from a process& tasks perspective, the key ingredient that separates high performers from therest is whether they also have a high Emotional Intelligence. [4] Leaders are people, who are able to express themselves fully. Lastly, they know how to achievetheir goals[5] and the leadership differs in that it makes the followers want to achieve high goals (called Emergent Leadership), rather than simply bossing people around. Thus you get Assigned Leadership by your position and you display Emergent Leadership by influencing people to do great things.[1] Leadership is different to management. All leaders are not necessarily great managers, but the best leaders must possess good management skills.[2].
