    The P#rpose o! the Strateg

    The purpose of the strategy is to have a five year strategic plan for thedevelopment and improvement of Short Break services in the local area. Thisincludes Leicestershire County Council, Rutland County Council and the NHS.ur intention is to !ork !ithin the national policy frame!orks, linking these tolocal priorities and the availa"ility of resources at a local level. The strategytakes account of the different needs that are found across Leicestershire andRutland, and set out in this five year plan.

    -hat do $e mean ' Short Brea"s.

    # Short Break is responsive to people using services, parents and familycarers circumstances !hich are regular and relia"le. $t is for parents andfamily carers to get a complete "reak and for people !ith learning disa"ilitiesto get an en%oya"le "reak !ith real opportunities and choices.

    Short Breaks should "e fun and en%oya"le, support people !ith learningdisa"ilities to "e part of the community and provide opportunities to do ne!and different things. They should "e easy to get, especially in an emergency,no matter !hat day or time it is.

    The Short Breaks Strategy aims to "uild on and reflect the re&uirements ofcurrent and future Short Breaks provision "y taking into account !hat peopleusing services, parents and family carers have told us !ould help supportthem. 'eople !ant Short Breaks that(

    #t present there are t!o !ays that Short Breaks are arranged and it has "eenrecognised that services need to "e arranged in a !ay that ensures people4shealth and social care needs are met in the communities !here they live.

    #nalysis of the current provision has sho!n that there are four options andservices availa"le, !hich consist of(

    /irect payments.

    # detailed consultation !as undertaken using a &uestionnaire and focusgroups a"out current and future short "reaks options involving adults !ithlearning disa"ilities, parent and family carers.

    The response to the &uestionnaire has told us !hat type of Short Breakservices !ould most meet the needs of service users, parents and familycarers. The follo!ing are the preferred choices for short "reak options5

    outcomes to deliver &uality services according to need and choice. The

    services and the opportunity to determine their o!n support through theuse of direct payments and individualised "udgets.

    $n addition !e !ill continue to !ork in partnership !ith Leicester City Counciland the NHS as !e have already undertaken a %oint revie! of Short Breakservices !hich has identified a num"er of key areas in !hich partners can!ork together to make the "est use of resources and achieve added value forpeople !ith learning disa"ilities and carers. These are areas !here !e !ill%ointly commission(

    Specialist learning disa"ility health staff to provide a peripatetic service tosupport other services across the Counties and the City.

    This does mean that !e !ill need to use some of our e*isting resources moreeffectively in order to increase capacity 8for e*ample #dult 'lacementServices are more cost effective than residential services9, the overall level ofinvestment in Short Break services !ill need to demonstrate value for moneyand move to!ards choice, opportunities and individualised "udgets.

    This method of delivery is in line !ith the !ider programme for implementationof the 'ersonalisation #dult Social Care in 1@@A across the authorities.
