The Lao National Commission for Drug Control & Supervision
The Lao Government in compliance with international conventions and national policies has committed itself to eliminating illicit opium poppy cultivation by 2005.

Since 2001• The Lao Government conducted civic awareness
campaigns on the dangers of drugs and illegality of opium production in all provinces of the north
• Opium elimination contracts were made with all opium producing households
• Continued support provided by alternative development projects and other poverty reduction programmes
• Community pressure and sanctions brought to bear on farmers who did not abide by the contracts made

• In 2003, Six districts were declared opium free • Pakkbeng, Beng and Nga in Oudomxay Province, Chomphet in
Luang Prabang Province, Viengthong in Bolikhamsay Province Nalea in Luangnamtha Province

A total of 37 districts 5 Provinces declared Opium Free by 2004

In 2005 the remaining 5 provinces & 1 Special Region declared opium free

• The National Programme Strategy for the Post Opium Scenario was developed in early 2005
• The goal • To stabilize the situation in the
immediate post opium scenario • Ensure full integration into the National
Growth and Poverty Eradication Strategy • Provide assistance in the transitional
phase before these areas can be fully integrated into the normal national socio-economic development process.

The national programme strategy for the post opium scenario. Four main components
Alternative livelihoods development interventions to replace the socio-economic incentive to produce opium poppy:
Demand reduction to eliminate the need of remaining addicts for opium.
Law enforcement including community sanctions to stop both production and trafficking for internal and external markets.
Civic awareness to mobilize community drug control and prevention.

External assistance provided for eliminating opium cultivation
• Less than 50% of households received external assistance;

Approach
•Special AD revolving funds will be set up in major opium producing provinces to provide access to affordable micro credit
•These funds will focus on alternative sustainable livelihoods and be designed to become fully integrated with the national poverty reduction programme
•Partnerships will be formed with WFP and other bilateral partners who assistance can provide infrastructure development and provision of health & education facilities
•UNODC will continue its support through its wide expertise in rural participatory development processes and community based treatment of remaining addicts
•The aim is to maximize synergy and the complementary effect of all development partnership

• . It will address the need for AD in needy areas and continuation of treatment for the remaining 20,000 addicts. And estimated to cost US$ 8,300,000 over a three-year period from 2006-2009.
