Lott, Jr.,PhD, gun rights activist,stated, "The problem withsuch [gun control] laws isthat they take away gunsfrom law-abiding citizens,while would-be criminalsignore them." [70] Accordingto a Bureau of JusticeStatistics May 2013 report,37.4% of state prisoninmates who "used, carried,or possessed a _rearmwhen they committed thecrime for which they wereserving a prison sentence"obtained the gun from afamily member or friend. [16]

Despite Chicago's ban ongun shops, shooting ranges,assault weapons, and highcapacity magazines, in 2014Chicago had 2,089 shootingvictims including at least390 murders. [71] [72] [73]
