LAND USE POLICIES

A. General Policies

1. It shall be the policy to preserve prime agricultural lands, forest reserves and watershed areas;

2. It shall be the policy to encourage the location of major commercial establishments in the Poblacion and the identified growth center which shall henceforth service the commercial needs of the neighboring barangays;

3. It shall be the policy to provide transportation links to all barangays ( residential clusters) and channel growth to the barangays.

B. Policies for Residential Areas

1. It shall be the policy to make residential areas pleasant, attractive, free of congestion and incomplete feature and to provide them with adequate facilities / ulities such as schools, parks and other services.

2. It shall be the policy to locate within the residential area of the following:

a. Residential

b. Low density commercial with restrictions as to noise,

appearance, environment and merchandise.

3. It shall be the policy to maintain the ff. density standard

for residential areas:

a. Low-density residential area - 25 families/ha. (gross)

b. Medium density - 37 families/ha. (gross)

c. High density - 66 families/ha. (gross)

4. It shall be the policy to support housing projects for

various income groups so as to meet housing demand

and solve the problem of housing backlog;

5. It shall be the policy to give priority to the construction

of drainage canals to eliminate problems of flooding in

accordance with the infrastructure program;

6. It shall be the policy to provide building for general

public uses such as community centers, library, health

centers, library, health centers in areas that need such

facilities;

C. Policies for Commercial Areas

1. It shall be the policy that only the ff. are permitted in the areas;

a. Medium density commercial in the poblacion and

growth node identified in the proposal land use

map;

b. Low-density commercial;

c. High Density Residential;

d. Institutional and other government areas.

D. Policies for Institutional Areas

1. It shall be the policy to permit the ff. uses in the institutional areas:

a. High density residential

b. High density commercial

2. It shall be the policy to encourage the development of

concentration of government, medical educational and

cultural uses in the Poblacion;

3. It shall be the policy to adopt a high standard a design for

all institutional buildings.

E. Policies for Parks/ Open Spaces

1. It shall be the policy to develop or encourage the development of parks and preservation of rivers, forest, wild life, sanctuaries and other natural road.

2. It shall be the policy to carry out program of planting, protection and replacement of trees and at designated parks, forest areas and along main road.

F. Policies for Transportation

1. It shall be the policy to encourage the improvement of transportation movement/system;

2. It shall be the policy to retain the present street pattern except where there is a demonstrated need to widen a sector or connect streets which are not presently connected;

3. It shall be the policy to take appreciate steps to protect residence areas and other areas from truck traffic and undesirable through traffic.

4. It shall be the policy to integrate terminal facilities for public vehicle I strategic sites within the Poblacion area.

G. Policies for Agriculture

a. Crop Production

1. To provide the optimum use of land as a natural resource for whole welfare rather than a commodity of trade subject to just speculation and indiscriminate use.

2. To bar the resort to conversion of agricultural lands as a means of avoiding the application of land reform laws and decrees to land holdings and dispossessing tenants/ farmers of the land they till.

b. Fishery

1. To accelerate and promote the integrated development of fishery industry and to keep fishery resources of the country in optimum production condition through proper conservation and production.

H. Forestry

1. The multiple uses of forest lands shall be oriented to the development and progress requirements of the country, the advancement of science and technology, and the public welfare.

2. Land classification and survey shall be systematized and hastened.

3. The establishment of wood processing plants shall be encourages and rationalized.

4. The protection, development and rehabilitation of forest lands shall be emphasized as to ensure their continuity in production condition.
