Policy Statement

The County Council, in recognition of its duties under the Health and Safety at Work etc Act 1974 towards its tenants, employees, visitors, pupils, customers, contractors and members of the public, undertakes to protect people from exposure to asbestos during works of any nature or arising from the condition of Council premises and to manage all installed asbestos containing materials responsibly.

The Council has commissioned Management surveys (formerly known as Type 2 surveys) of its building stock. These surveys were largely undertaken between 2002 and 2005 and covered all buildings which at the time were owned or leased by the County Council as well as all "maintained" schools

The Council will not differentiate between the health risks presented by the three most commonly used types, Crocidolite (blue), Amosite (brown) and Chrysotile (white) asbestos.

The Council recognises its management responsibility for asbestos- containing materials and will prioritise all asbestos treatment works in accordance with the current Asbestos Risk Assessment.

Removal of asbestos containing materials will be undertaken when indicated as a priority under the Asbestos Risk Assessment or as part of a planned refurbishment or maintenance scheme. Removal of asbestos will only be carried out in accordance with the Control of Asbestos Regulations 2012.

The Council will not undertake or contract out any planned work to any building without adequate information on the nature, condition and extent of any installed asbestos containing material likely to be disturbed. The Asbestos Surveys will be consulted in all cases. Adequate checks must be made before any materials likely to contain asbestos are disturbed. The Council undertakes not to purchase or install any asbestos containing material and, where relevant, will require all suppliers to declare that any product they supply is asbestos free.

The Council will provide guidance and awareness training for all employees who are involved in the management and maintenance of council occupied property or who are liable to come into contact with asbestos during the course of their employment. Annual refreshers will also be provided. All contractors undertaking construction work or asbestos removal will be required to provide similar guidance and training to their staff who may be similarly exposed.

The Council strongly recommend that any work on ACMs within LCC buildings is done by an HSE licensed asbestos contractor and that County Council employees should not work on ACMs or undertake any asbestos removal work

1.1 Although it is now illegal to use asbestos in the construction or refurbishment of any premises, many asbestos containing materials which were used in the past remain in place. It is reassuring that as long as such materials are in good condition and not disturbed or damaged there is no risk and need not be removed. They can, however, become a danger to health if disturbance or damage allows asbestos fibres to be released into the air where people can breathe them in.

1.2 One of the Health and Safety Executive’s (HSE) top priorities which is fully

supported by Lancashire County Council is to reduce the well-known health risk to employees at work, or anyone else affected by an employer’s undertaking, from asbestos containing materials. They expect employers and building owners or managers to manage their premises in such a way that the risks are eliminated or reduced to an acceptable level. A clear Policy, and sound working procedures, is an important step in helping to achieve this.

1.3 Who are the arrangements aimed at?

These arrangements for the management of Asbestos are, therefore, aimed at everyone who is responsible for managing and maintaining buildings, or who carries out maintenance and installation work in buildings occupied by Lancashire County Council.

1.4 Who is responsible for buildings?

Some examples of those who are responsible for buildings include Head Teachers, Managers in Adult & Community Services Establishments, Librarians or Curators of Museums. Therefore, if you have responsibility for managing a County building, then the Policy applies to you and throughout the rest of the document you will be referred to using the generic term, the “Premises Manager”, irrespective of whether you are a Head Teacher, Social Worker or Librarian, etc.

1.5 What type of work is included?

The policy applies to any type of maintenance or installation work in County premises. Examples include:

General building and maintenance work, including mechanical services

Demolition and alteration work

Installation of electrical, telephone or computer cabling

Painting and decorating

Minor installation such as wall hooks, shelves, white boards or window blinds etc. In summary, anything which could disturb materials which might potentially, contain asbestos.

1.6 Who might disturb asbestos?

Apart from contractors officially approved by Lancashire County Council (who will all be issued with a copy of this policy) everyone else, who carries out maintenance and installation work, must also be made aware of it by the Premises Manager or nominated deputy, and follow the Policy. Examples of such people include, site supervisors, caretakers, handymen, porters, Parent Teacher Association members, and smaller local contractors, such as jobbing builders, decorators, electricians and plumbers, etc (who might not be on LCC’s approved list of contractors).

1.7 NB: The lists in the above paragraphs are not exclusive – if in doubt,

please contact your Manager, the Lancashire County Scientific Services Health & Safety Team on 01772 721660 or the Corporate Health, Safety & Wellbeing Team on 01772 538877.

2.1 This policy applies to all buildings owned or occupied by Lancashire County

Council (LCC).

3 CONTENT OF ASBESTOS SURVEYS

3.1 This section describes the nature of the standard asbestos surveys

commissioned by Building Design & Construction (BDC)

A diligent and determined non-destructive search for materials suspected to be asbestos bearing i.e. a Management Survey as defined in the HSE guidance HSG264 (formerly known as a Type 2 Survey)

The sampling of those materials and subsequent issue of a certificate of analysis.

Labelling of confirmed instances in accordance with the guidance in this document. ( See Section 8 )

Emergency Reports Notification to BDC of any asbestos in a dangerous condition requiring urgent repairs.

The collection of data in the format specified by BDC and transmission to BDC.

Digital Photographs.

The provision of floor plans provided by BDC.

Included within the computerised recording above are details of asbestos contained in convector and storage heaters and ventilation units.

Hard copy reports will include:

The reference numbers of all samples taken.

The location of confirmed occurrences of asbestos.

The location of all photographs. 3.2 DESCRIPTION AND EXTENT OF THE SURVEY

Building Design & Construction has commissioned a Management Survey (formerly known as Type 2 survey). This involved a diligent and determined non-destructive search for asbestos containing materials to all areas of the property, both internally and externally, including every room, corridor, roofspace, void, duct, store, shed and similar areas in consideration of the safety and access arrangements recorded in the specified manner whether positive or negative.

The survey identifies:

Material that requires sampling in order to establish whether or not it is an asbestos containing material.

Material that is known to the surveyor to be an asbestos containing material.

Those areas that do not contain any asbestos containing materials.

The survey:

Allocates reference numbers to suspect materials.

Makes a condition assessment of the materials.

Establishes its use category.

Provides a precise description of its location.

Assesses the extent of the material.

Fixes sample and warning labels as appropriate.(See also para. 8.1)

Undertakes minimal areas of sealing and repair.

Inspects behind panels of convector and storage heaters and ventilation units.

3.3 LIMITATIONS TO THE SURVEY

Examples of what is included in the survey are:

Fixed kitchen equipment such as cookers, cooker hoods, deep fat fryers, industrial fridges and freezers (but not including the removal of any panels).

Convector and storage heaters and ventilation units, including the inspection behind loose covers.

Lifts and lift motor rooms including the inspection behind loose covers but excluding the removal of guards.

Plant and boiler rooms, including the inspection behind loose covers and the inspection of pipe joints but excluding the breaking of any seal or the removal of any guard.

Wall and ceiling finishes (including pinboards).

Floor finishes including the finishes below loose laid coverings.

Soffit boards.

Internal and external doors.

Fixed lighting systems.

Fume cupboards and pipes.

Pelmet boards.

Fixed workbenches in CDT rooms, hearths, kitchens and workshops, etc.

Fixed firefighting systems.

Fixed stage equipment.

Ironing Boards.

Examples of what is not included in the survey are:

Curtains.

Loose stage equipment.

Telephone Systems.

Sluices.

Mobile Hoists.

Furniture.

Carpets.

Freestanding workbenches.

Loose cleaning equipment.

Loose catering equipment.

Occupier’s loose equipment. A loose cover is classed as one which can be removed either with or without tools, and its removal will not break seals nor require a specialist contractor to replace the cover. Also these areas below may not have been surveyed and could still contain asbestos:-

Ducts

Ceiling voids

Roof spaces

3.4 PROVISION OF INFORMATION/SURVEY PROGRAMME

The Council will provide an Asbestos Survey report to occupiers.

3.5 The Council will maintain centrally Survey Reports of all identified asbestos containing materials within the buildings it owns or occupies as well as all "maintained" schools. The Survey Reports will be kept and updated by the Senior Asbestos Manager in Building Design & Construction (BDC). Copies will be made available to other relevant persons.

3.6 All buildings owned or occupied by LCC have been surveyed (Management

Survey) initially to identify and record the location, type and condition of asbestos containing materials. Any additional sampling to supplement the existing Management survey must be undertaken by Lancashire County Scientific Services (Section 6.1 covers additional inspections )

4.1 The Risk Assessment has been identified by BDCs PAMIS (Property Assets

Management Information System) following the risk category assessments undertaken by the surveyor from the pre-defined lists.

Any material that has been sealed or protected, regardless of its condition category, is recorded as such. This includes areas sealed during the course of the survey following sampling and emergency repairs. Note: A material in a condition that is assessed as ‘extreme risk’ will have been reported to the BDC.

4.2 The risk assessment includes a material assessment and a priority

assessment.

The material assessment looks at the type and condition of the asbestos containing material (ACM) and the ease with which it will release fibres if disturbed. Five parameters are considered:-

The Priority assessment looks at the likelihood of someone disturbing the ACM. Three parameters are considered:-

Vulnerability Human exposure potential Extent of ACM Each of the parameters is scored between 0 and 3 and the scores for each ACM occurrence added to give a total score between 4 and 24 which is then given a risk ranking as follows:-

4-10 Very low 11-15 Low 16-20 Medium 21-24 High The risk ranking algorithms are calculated automatically by PAMIS.

5.1 Any remedial works have been identified as part of the risk assessment, however, it will not normally be necessary to further seal, enclose or remove materials containing asbestos that are sound, undamaged and unlikely to release dust. These will be managed as follows:

Any High Risk Asbestos has over a period of time been removed from all LCC premises including all "maintained" schools.

Where medium, low and very low risk undamaged asbestos containing materials are specifically identified, left in situ and managed, an Asbestos File must be maintained and the occupiers of the building plus any visiting contractors who may disturb it must be made aware of its location. An example is shown in Appendix 6.

The presence of any material containing asbestos must be noted on the premises survey. THIS MUST ALSO BE UPDATED AS SOON AS REMOVAL IS CARRIED OUT. (contact BDC Special Services Team on 01772 533501)

Periodically, re-inspection will be undertaken by BDC to assess deterioration in accordance with the table below

* Premises Manager Inspections only Periodically, re-inspection must be undertaken by the premises managers to ensure the condition of the material has not changed. The inspection will be visual only to avoid unnecessary disturbance or fibre release and will not involve removal of covering material, e.g. duct panels or ceiling tiles. The frequency of inspection should reflect the risk assessment score, guidance on the frequency of inspection is given below.

A record of all inspections must be maintained. (A suggested pro-forma is available at Appendix 7)

Premises managers, will ensure the management of asbestos in accordance with the requirements of this schedule.

5.2 If, on inspection, any material containing asbestos is found to be damaged

or has deteriorated, the person responsible for the management of the premises shall ensure it is reassessed and reclassified by referring it in the first instance to the BDC Special Services Team (01772 533501).

6 MAINTENANCE & BUILDING WORK

6.1 When arranging for any building and maintenance works, the appointed

consultant/Premises Manager must take all reasonable precautions to

determine whether asbestos is present including consulting the premises asbestos survey and drawings. Any information regarding the presence of asbestos shall be passed on to whoever is employed or otherwise engaged to undertake the work, together with a warning that not all asbestos containing material may have been identified. The Premises Manager must ensure that contractors complete and sign the Asbestos Register Inspection Record (Appendix 8) before undertaking any work and follow all instructions in the foreword of the Asbestos Register Inspection Form.

6.2 A Refurbishment & Demolition Survey (formerly known as a Type 3 survey) must be commissioned from Building Design & Construction or Lancashire County Scientific Services prior to any work which may reasonably be expected to disturb any asbestos containing material which could exist within the structure and which might not have been identified during the Management Survey (formerly known as a Type 2 survey).

6.3 All contractors who are appointed to carry out any work involving the

disturbance of the following materials that contain asbestos must be in possession of a licence issued under the Control of Asbestos Regulations 2012.

a. Asbestos coatings e.g. sprayed, limpet and flock b. Asbestos insulation e.g. lagging infill and millboard c. Asbestos Insulating board

6.4 Prior to the commencement of any building or maintenance work involving

work with asbestos insulation and coatings, work with asbestos insulating board or other asbestos containing material or removal of asbestos from any plant, the contractor shall complete an assessment of likely exposure and a plan of work. Building Design & Construction has a standard specification for Asbestos Removal Contracts which must be followed (See Appendix 9). NOTE: Where the job is in progress, and suspected asbestos is discovered, please refer to Section 7.

6.5 For building or maintenance work involving work with asbestos insulation

and coatings, work with asbestos insulating board or other asbestos containing material (see Standard Specification referred to above), the assessment and plan of work must be in writing and submitted to Lancashire County Scientific Services Generic assessments and plans of work are only acceptable for repetitive tasks carried out in the same manner in similar locations. NB: This is in addition to any statutory notification required of the contractor.

6.6 Where the work method is varied due to a change in specification or an

instruction to carry out additional works, an amended assessment and plan of work must be prepared by the contractor and communicated to Lancashire County Scientific Services.

6.7 The Council and every contractor shall aim to prevent the exposure of

employees to asbestos. The following measures shall be implemented to reduce the risk of exposure to asbestos:

the removal of materials containing asbestos before any major work begins;

work methods which minimise breakage, abrasion, machining or cutting of asbestos materials;

dust suppression by wetting where appropriate;

segregation by not carrying out asbestos work and other work in the same place at the same time.

6.8 All contractors carrying out work with any asbestos containing material in

any building to which this policy applies, must keep on site the following documents unless it can be shown they are not appropriate.

a. Copy of the plan of work and assessment (relating to exposure levels). b. Copy of licence for work with asbestos, c. Copy of the ASB5 notification form, d. A copy of the waiver, e. A copy of the work programme. f. A copy of the current Employers’ and Public Liability insurance scheme. g. Copies of all relevant medical certificates, h. Copies of all relevant training certificates and face fit certificates. i. Copies of all relevant plant test certificates. j. A copy of the waste carrier’s registration, k. Copies of all consignment notes, l. COSHH assessments for all products in use. m. Risk assessments appropriate for the proposed work. n. Copies of air monitoring certificates and bulk sample analysis, where

appropriate. o. Daily maintenance checks of decontamination units where appropriate.

6.9 All contractors carrying out work with any asbestos containing material in

any building to which this policy applies, must keep a site log of the activity on the site, including any incidents of procedure, system, or plant failure.

6.10 All clearance testing must be undertaken by Lancashire County

Scientific Services. On no account should Asbestos Removal Contractors make their own arrangements for clearance testing by other parties.

6.11 All sites must be registered under the Hazardous Waste Regulations 2009

when removing asbestos waste and need to obtain copies of the disposal certificates.

NB. Registration is for 12 months only and will need to be checked and renewed if no longer valid.

6.12 All contractors carrying out non-licensed asbestos work must consider

whether the work falls into the category of notifiable non-licensed work (NNLW). The key factors to consider are

- if the material is friable (more likely to release fibres) - if the material is in a poor condition or - if the material will be damaged when worked on. If the assessment of the contractor is that the work will be NNLW then they must notify the HSE prior to commencing the work.

If the contractor requires any further advice they should contact the BDC Special Services Team on 01772 533501.

7 EMERGENCY PROCEDURES

7.1 If suspected asbestos is discovered once work has commenced and the

material is undamaged, no further work should be undertaken that could cause the deterioration of the asbestos. The Contract Administrator must be contacted immediately. If the asbestos is damaged, the area should be evacuated and sealed off to prevent further access.

7.2 Upon notification of the discovery of suspected asbestos material, the Contract Administrator should contact Lancashire County Scientific Services so that samples can be taken.

7.3 If the material is confirmed as containing asbestos, an assessment by

Lancashire County Scientific Services shall be carried out to determine whether any of the works will result in people being exposed to asbestos.

7.4 If the assessment indicates no exposure is likely, the works may continue.

BDC Special Services must be notified on (01772) 533501 in order for the asbestos survey to be updated. If the assessment indicates that exposure is likely, Lancashire County Scientific Services shall make recommendations as to the appropriate action required.

7.5 In the event of any member of staff or contractor inadvertently damaging a product thought to contain asbestos or discovering damaged asbestos, the following procedure will apply:

Leave the room, or if not in a defined room, the immediate area, closing the door and switching off all ventilation equipment.

Report to the premises manager or deputy.

The premises manager will then refer to the Asbestos Survey Register for the premises to determine if the material contains asbestos. If there is any doubt the manager will contact the Environment Health & Safety Manager (01772 532646)

Where the material does or could contain asbestos, the Premises Manager must consider whether to evacuate the other occupants of the building and arrange that evacuation if deemed necessary.

Where deemed appropriate the Environment Health and Safety Manager will request Lancashire County Scientific Services to attend to carry out testing and provide advice as to appropriate action.

Where the Control limit has been exceeded, the Premises Manager or Contract Administrator (if appropriate) will notify the Health and Safety Executive and advise the Environment Health and Safety Manager accordingly.

If emergency work is required to make the area safe, the Premises Manager or Contract Administrator (as appropriate) shall arrange with BDC for the work to be undertaken by an approved contractor.

The Environment Health and Safety Manager will carry out necessary investigations in association with Lancashire County Scientific Services.

7.6 The procedure is illustrated in the flowchart as Appendix 4.

7.7 If there has been an uncontrolled release, a risk assessment of the likely level of exposure is to be undertaken and where it is reasonably believed that at a concentration that exceeded the appropriate control limits has occurred, a record should be made on the employee’s personnel record. A form is set out in Appendix 5. This should be completed by a member of Lancashire County Scientific Services' Health & Safety Team who can give advice to the person exposed A copy of this should be given to the employee and the record should be retained for 40 years.

8 LABELLING

8.1 The position of warning signs and labels on asbestos containing materials is

beneficial in decreasing the chance of inadvertent damage and exposure. However, labelling is not always appropriate in certain environments and where the label may cause undue distress or fear to the building occupants. Therefore, in discreet or high risk areas, eg loft spaces, boiler houses, equipment stores/rooms, asbestos labels should be used. Where parties believe labelling could cause alarm or malicious damage, e.g. in common or public areas of buildings, a decision may be taken not to label items. If this is so the premises manager of the site must ensure that all staff are aware of the presence of asbestos containing materials and the procedure for responding to changes in condition, or damage to such materials. Records containing such information must be made available to those involved in maintenance or building works (i.e. Asbestos Register)

9 REVISION AND AUDIT

9.1 This policy will be reviewed biennially or when there is any significant

change in legislation or best practice.

10.1 Premises managers must ensure that safety and/or employee

representatives are kept informed of incidents and follow-up proceedings including the outcome of any sampling/monitoring.

APPENDIX 1 TYPES OF SURVEY

Management Survey (previously Type 2) (Used for LCC Properties) Its purpose is to locate, as far as reasonably practicable, the presence and extent of any suspected asbestos containing material (ACM) in the building which could be damaged or disturbed during normal occupancy, including foreseeable maintenance and installation, and to assess their condition.

Refurbishment & Demolition Survey (previously Type 3) (Used as required for LCC Properties)

This type of survey is needed before any refurbishment or demolition work is carried out. The survey is used to locate and describe, as far as reasonably practicable, all ACMs in the area where refurbishment or demolition is being planned. The survey will be fully intrusive and will involve destructive inspection as necessary to gain access to all areas including those that may be difficult to reach.

Legislation A Number of Regulations and Approved Codes of Practice (ACOPs) apply to Asbestos, and further Regulations, which consolidate and strengthen the existing Regulations, came into force in 2012.

These, and all other Health and Safety Regulations and ACOPs are linked to the UK’s overarching Health and Safety Legislation – the Health and Safety at Work Etc Act 1974 – which, in general terms, requires employers to ensure the health, safety and welfare of their employees and anyone not employed by them, but who might be affected by the work, including work processes and workplaces etc – the self-employed have similar duties (to themselves, and others affected by their work).

The Management of Health and Safety at Work Regulations 1999 require, amongst other things, that employers undertake suitable and sufficient risk assessments, to identify risks to health and safety, and to use preventative measures that eliminate or control the risks to an acceptable level. The Regulations also require employers to integrate the management of health and safety into their normal management processes.

Part of the role of the 1974 Act and the 1999 Management Regulations is to cover any health and safety issues, which are dealt with in any other, more specific, regulations, etc. Therefore, LCC currently already has a duty to properly manage Asbestos-related risks, using the existing Regulations and well developed good practice and guidance. Please note that the list that follows is not exhaustive.

The Contractor shall also be aware of his duties under The Control of Substances Hazardous to Health (COSHH) amended Regulations 2002 in relation to such products spray adhesives, PVA based sealants, polyurethane expanding foam, smoke generants, etc. Copies of any relevant COSHH assessments shall be supplied to the Authority on request.

2.9 Licence to Work with Asbestos

The asbestos removal contractor shall be licensed by the Health and Safety Executive, to carry out work with asbestos insulation, asbestos coating and asbestos insulating board. A copy of this licence shall be displayed on site at all times. If a scaffold is to be used to

gain access to the asbestos the scaffolding contractors must hold an ancillary licence to erect, alter or maintain scaffolding that will:

a. Either form the framework from which an enclosure will be built for the purpose of

working with asbestos or; b. Providing access for work where it is foreseeable that asbestos is likely to be

disturbed. 2.10 Notification

The asbestos removal contractor shall be required to notify the Health and Safety Executive of work to be carried out with asbestos, giving 14 days notice. The licensed scaffolding contractor must also give 14 days notification of the start of any work and it is a condition of the ancillary licence to do so.

2.11 Assessment

The asbestos removal contractor shall make an adequate written assessment of the likely exposure for his employees, as required by Regulations 6 and 7 of the Control of Asbestos Regulations (CAR) 2012. A copy of this assessment shall be supplied to the Authority along with the tender document prior to commencing on site. Appendix I of this specification details the key information that should be included by the contractor. This appendix is to assist project champions to monitor the competence of the contractor.

2.12 Method Statement (Plan of Work)

The asbestos removal contractor shall supply the Authority with a method statement by completing Appendix 2, specific for each contract as required by CAR (2012). The following information should be included in the method statement:-

(a) Nature and probable duration of work (b) Location of work

(c) Method to be applied

(d) Equipment to be used for:

(i) protection and decontamination of the workforce (ii) protection of the external environment and other persons on or near the work site

(e) Measures Removal Contractor intends to take to prevent or reduce exposure to

asbestos.

(f) Measures Removal Contractor intends to take to ensure cleanliness of premises and plant.

(g) Emergency arrangements and procedures.

NOTE: Prior to any removal projects being undertaken the asbestos removal contractor must submit their Risk of Exposure Assessment and Plan of Work (method statement) to the Project Champion (Appendix I & II).

2.13 Site Removal/Documentation

All contractors carrying out work with any asbestos containing material in any building to which this specification applies, must have the following documents available for inspection on site.

a. Copy of the plan of work and assessment (relating to exposure levels) b. Copy of licence for work with asbestos, where appropriate c. Copy of the ASB5 notification form, where appropriate d. A copy of the waiver, where appropriate e. A copy of the work programme f. A copy of the current Employers’ and Public Liability insurance scheme g. 3 ASBESTOS REMOVAL 3.1 For asbestos removal projects not requiring a licence (Non Licensable Work) para 3.2

and 3.3 below may not apply although suitable & sufficient exposure assessment and plans of work for the unlicensed work are still required to identify effective controls are being implemented.

3.2 Provision of Decontamination Facilities

The asbestos removal contractor shall comply with the recommendations in HSG 247 The Licensed Contractors Guide. A purpose-built unit shall be supplied which provides adequate changing and showering facilities to enable employees to decontaminate themselves completely before leaving the worksite. This must be fully operational before any work commences. The facilities shall:-

(a) Have separate changing areas for contaminated work clothing (dirty area) and for

clean or personal clothing (clean area), interconnected by a separate shower compartment, located between the two changing rooms.

(b) Be designed to enable them to be easily cleaned.

(c) Be adequately heated, ventilated and lit. Any gas heater mounted inside the unit

must be of a room sealed type. All gas appliances must be maintained by a competent person.

(d) Be fitted with effective air extraction equipment capable of maintaining a flow of air

through the facilities from the clean to the dirty areas. The extracted air should be filtered through a high efficiency (HEPA) filter.

(e) Have sufficient and separate storage for personal clothing, protective clothing,

equipment and suitable receptacles for contaminated clothing, towels, filters etc in the dirty ends and shower area.

(f) Have running hot and cold or warm water in the showers and soap, shampoo, nail

brushes, individual dry towels, and have a wall mounted mirror in the clean end of the unit.

(g) Have all waste water filtered before it is discharged to the drains. All filters to be treated as asbestos waste.

(h) Wherever possible be directly connected to the asbestos work enclosure. If this is

not possible then transit arrangements shall be used, with different coloured protective overalls used for work and transit. This information shall be included in the Plan of Work (method statement).

(i) Sufficient power supply routed via a 30 Amp residual current circuit breaker fitted at

the point of entry into the unit. 3.3 Asbestos Work Enclosures

The asbestos removal contractor shall comply with the recommendations in HSG 247 The Licensed Contractors Guide. The asbestos work enclosure shall:-

(a) Decontamination Unit (DCU) should be directly connected to the enclosure. If not

there should be a three-stage airlock system for entry and exit, with weighted flaps suspended on the enclosure side of the compartmental barriers. Wherever possible enclosures should also have separate arrangements for the removal of asbestos waste – baglocks.

(b) Be constructed of suitable strong, durable materials for the type and duration of

work required ie suitable timber, heavy gauge polythene or visqueen sheeting, adhesive tape, etc.

(c) Be constructed such that all openings in plant, pipes, floors, walls and ceilings are

properly sealed.

(d) Be constructed such that all non-contaminated equipment and material is, wherever possible, removed or if it has to remain inside the enclosure is adequately protected with polythene or visqueen sheeting, adhesive tape, etc.

(e) Be visually inspected for any breaks or holes which shall be properly sealed prior to

smoke testing.

(f) Be smoke tested to ensure enclosure integrity. The asbestos removal contractor shall notify the Authority of the time and date of the smoke test so that it may be witnessed if required.

(g) Have sufficient asbestos warning signs posted around the outside of the enclosure.

(h) Have sufficient negative pressure units (NPUs) to provide adequate negative pressure located in such a way as to purge the entire work enclosure and to provide a minimum of 8 air changes per hour. The NPUs shall, wherever possible, be vented to the exterior of the building.

(i) When work has started, be maintained under adequate negative pressure for 24

hours a day for the full duration of the contract. Where this is not possible, in agreement with the Authority, it may be permissible to maintain adequate negative pressure throughout work and for at least 60 minutes after the end of each shift before switching off the NPUs.

(j) Wherever possible be monitored for the negative pressure differential provided by

the NPUs using a negative pressure differential monitor.

(k) Be regularly inspected and maintained by the asbestos removal contractor and a daily record of such checks is to be kept.

(l) Include a viewing panel whereby HSE Inspectors and the Authority’s

representatives may view the interior of the enclosure from outside. (note – viewing panels are now required on the inner stages of the airlock and baglock. If viewing panels are impractical then alternative methods should be employed (e.g. CCTV)).

(m) Air monitoring should be carried out periodically to confirm that the enclosure,

airlocks and extraction equipment are working effectively. Monitoring should be performed once work starts and if the NPU discharge outlet is inside the building. Daily monitoring should be performed where the enclosure is located in an occupied building. These should be documented accordingly and kept on site for inspection.

3.4 Respiratory Protective Equipment (RPE) and Personal Protective Equipment (PPE)

The asbestos removal contractor shall provide his employees with RPE approved for use against asbestos by the Health and Safety Executive. Further guidance is available in HSG 247 and HSG 53. The RPE selected by the asbestos removal contractor for the protection of his employees shall be adequate for the purpose it is intended ie the protection factor of the RPE shall be sufficient to ensure that the wearer does not breathe levels of asbestos dust above the relevant control limit. Additionally a documented face fit test must be undertaken by the asbestos removal contractor for all employees using RPE. The asbestos removal contractor shall supply PPE including suitable protective coveralls to minimise bodily asbestos contamination of his employees during asbestos removal. These protective coveralls shall be manufactured from material that is resistant to penetration by fibres and shall have elasticated ankles, cuffs and hoods. If a transit system is in operation then the asbestos removal contractor shall ensure that coveralls for asbestos work and transit procedures are a different colour and that this information is included in the method statement. Asbestos contaminated coveralls shall be disposed of as asbestos waste. Suitable protective footwear shall also be provided that can be effectively decontaminated after asbestos work eg wellington boots.

The asbestos removal contractor shall ensure that their employees receive adequate and suitable information, instruction and training as detailed in the ACOP L143 Managing & Working with Asbestos. Refresher training shall be given at least annually to existing employees. The Authority may wish to inspect this information at any time when work involves removing asbestos containing materials.

3.6 Heat Stress

Asbestos removal shall not be carried out on hot plant unless absolutely necessary. Where it is agreed with the Authority that it is essential that such work takes place when plant is hot, then the asbestos removal contractor shall assess the likely heat stress to his employees using a Wet Bulb Globe Thermometer.

3.7 Asbestos Removal Techniques

Asbestos removal techniques shall be chosen by the asbestos removal contractor so as to keep asbestos dust levels at the working position and within the asbestos work enclosure, as low as reasonably practicable in accordance with the recommendations of HSG 247 and the ACOP L143 Managing & Working with Asbestos. Where wetting is used for dust suppression, the asbestos removal contractor shall take care to ensure, as far as is reasonably practicable, adequate penetration and diffusion of the liquid throughout the asbestos insulation. Wetting right through the material may not be feasible or necessary in the case of asbestos insulating board. Excessive wetting shall be avoided since this can create asbestos slurry and contaminated waste water. When “heavy” asbestos removal work has been completed the area inside the enclosure, once dry, shall be thoroughly cleaned using Type “H” vacuum cleaners. The detailed cleaning shall include the inside surfaces of the enclosure, all plant or pipes from which asbestos has been removed (using wire brushes and damp cloths where necessary) and all equipment which has been used inside the enclosure. If water is used, the enclosure shall be allowed to dry prior to clearance testing.

3.8 Sealants

Asbestos removal contractors shall, under no circumstances, apply sealant to surfaces stripped of asbestos prior to the clearance inspection by Lancashire County Scientific Services. Where sealing of such surfaces is required, for example, where it has been deemed not reasonably practicable to completely remove spray-on asbestos coating from porous brickwork, then sealing should be carried out under the direction of Lancashire County Scientific Services and Environment Directorate Building Design & Construction.

4 CONTROL OF WASTE ASBESTOS 4.1 Management of Waste

The asbestos removal contractor shall ensure that work methods are chosen to prevent the build-up of asbestos waste on floors and surfaces inside the work enclosure and that the waste is placed in suitable containers as it is produced. Each container shall be sealed and suitably cleaned before being placed inside a second container (“double

bagged”) which shall be again sealed and suitably cleaned before transfer of the package waste to a suitable secure container, such as a totally enclosed lockable skip, at the end of each shift.

4.2 Labelling Requirement

The asbestos contractor shall ensure that any receptacles holding asbestos are properly labelled identifying the material as asbestos with the appropriate warnings.

4.3 Removal and Transport of Waste from Site

The asbestos removal contractor shall ensure that the carriage of any asbestos waste by road is transported in an appropriate lockable skip or a vehicle with a separate load area from the driver’s cabin by a registered waste carrier. No asbestos containing materials will be removed from site unless the site is registered with the Environment Agency under the Hazardous Waste Amended Regulations 2009.

4.4 Consignment Notes

The contractor shall supply the Project Champion with copies of all consignment notes for asbestos waste to cross-reference type of asbestos removed with type of asbestos consigned, to ensure of its effective disposal.

5 SITE CLEARANCE

On completion of final detailed cleaning, the asbestos removal contractor shall allow sufficient purging time for the air inside the enclosure and ensure by visual inspection that the area is free from visible asbestos debris and in a clean and dry condition.

Lancashire County Scientific Services (telephone 01772 721660) will carry out a four stage clearance and if work is satisfactory issue a certificate of re-occupation (clearance certificate). The four stage clearance encompasses:-

Preliminary check of site condition and job completeness

A thorough visual inspection inside the enclosure/work area

Clearance air monitoring undertaken at Lancashire County Scientific Services

Final assessment post enclosure/work area dismantling 6 SUPPLEMENTARY INSPECTION AND SAMPLING PROCEDURES 6.1 Inspection

Lancashire County Scientific Services and other representatives of the authority may, from time to time, carry out general safety and site audits to ensure compliance with both the Authority’s requirements as discussed in Sections 2 to 5 of this document and HSE Guidance or legislative requirements.

Any action required by the Authority on the basis of the results of such inspection shall be undertaken by the asbestos removal contractor.

6.2 Sampling

Where deemed appropriate by Lancashire County Scientific Services further monitoring may also be carried out, namely leak sampling, reassurance sampling and background sampling as described in HSG248 and HSG 247 Chapter 6, sub paragraph 6.56.

Any action required by the Authority on the basis of the results of such sampling shall be undertaken by the asbestos removal contractor immediately.
