Section 46 23 23:
1. Clarification for Section 46 23 23‐1.4.D.1.i – anchorage calculations, per Section 03 15 19, are required to be stamped and sealed by a Professional Engineer registered in the State of Washington.
2. Clarification for Section 46 23 23‐3.2.C.2.b – the vendor should plan to conduct a
minimum of two (2) separate tests on two (2) separate days. One (1) test will be during
a high flow period (at a time when the plant flow is projected to fall into the range
indicated) and the other test will be during a low flow period (at a time when the plant
flow is projected to fall into the range indicated). The test days may not be consecutive,

as the plant flow and weather conditions will determine the testing time, and the
vendor should plan for two (2) separate trips. The vendor will not be required to
otherwise manipulate influent to the system during testing and the flows during the test
will be subject to the flow into the plant at that time. Exact testing conditions can be
flexible. The number of samples taken during each test must be statistically defensible
(single grab samples will not be sufficient). Capture efficiencies can have an error of up
to five percent (5%).
CHANGES TO DRAWINGS
Drawing M2‐24:
1. Clarification for Drawing M2‐24, Grid 3B – the 4” GT and 1.5” C3 pipes entering the grit tank and routed to GU‐202 are shown nominally. The precise point of entry into the tank (for the C3 line) and interior routing (for both the GT and C3 lines) to the GU‐202 equipment shall be determined by the manufacturer (Section 46 23 23) and coordinated by the Contractor for Shop Drawing review and approval by the Engineer.
CLARIFICATIONS TO BID DOCUMENTS
GENERAL CONDITIONS:
1. Sections 54.6.1 through 54.6.3, inclusive, shall be superseded and replaced by the following:
54.6.1. When five percent (5%) of the total original Contract amount is earned, less Mobilization, Cleanup ,and Demobilization and excluding amounts paid for Materials on Hand, fifty (50) percent of the lump sum amount bid for Mobilization, Cleanup, and Demobilization, or five percent (5% ) of the total original Contract amount, whichever is the least, shall be paid.
54.6.2. When ten percent (10%) of the total original Contract amount is earned, less Mobilization, Cleanup ,and Demobilization and excluding amounts paid for Materials on Hand, seventy‐five percent (75%) of the lump sum amount bid for Mobilization, Cleanup, and Demobilization, or ten percent (10%) of the total original Contract amount, whichever is the least, shall be paid.
54.6.3. Upon completion of all work on this Project, payment for the remaining amount bid for Mobilization, Cleanup, and Demobilization in excess of ten percent (10%) of the total original Contract amount, shall be paid.

SECTION 01 30 50 WEB BASED CONSTRUCTION MANAGEMENT
PART 1 GENERAL
1.1 SUMMARY
A. The Owner and Contractor shall utilize Bluebeam REVU for electronic submittal of all data throughout the duration of the Contract. Bluebeam REVU is a program for file sharing as well as coordinating Portable Document Format (PDF) documents, allowing for web‐based electronic access by multiple parties. Access to the construction session for this project will be made available by the Owner to all Contractors’ project personnel, subcontractor personnel, suppliers, consultants, and the Engineer. The joint use of this system is to facilitate electronic exchange of information, automation of key Contract processes, and overall management of the contract. Bluebeam REVU shall be the primary means of all project‐related information, submission, and execution of project‐related items and management of the project communication. When required by Contract and/or agreed by joint parties, the Project Representative and/or Contractor will also provide paper documents. In the event of discrepancy between the electronic version and paper documents, the paper documents will govern. Bluebeam REVU is a registered trademark of Bluebeam, Inc.
B. Contractor is required to obtain their own copy of Bluebeam REVU for access to upload and download files to the session created by the Owner. Contractor shall pay for costs for communications, labor, computer hardware, or other Contractor/ subcontractor/supplier costs to operate their own copy of the program.
C. The Owner will provide basic Bluebeam REVU access instructions to the Contractor at no cost to the Contractor. The instruction will not include detailed training, but will be basic instructions regarding access and logistics (workflow process) within the project session. This instruction will be provided after the notice to proceed at a time agreed to by the Owner and Contractor.
1.2 USER ACCESS LIMITATIONS
A. The Project Representative will control the Contractor's access to Bluebeam REVU by allowing access and assigning user profiles to accepted Contractor personnel.
1. Subcontractors and suppliers will be given access to Bluebeam REVU by the Contractor’s designated representative. Entry and accuracy of information exchanged and transferred between the Contractor and its subcontractors and suppliers on Bluebeam REVU shall be the responsibility of the Contractor.

B. Joint Ownership of Data ‐ Data entered in a collaborative mode (entered with the intent to share as determined by permissions and workflows within the Bluebeam REVU system) by the Project Representative and the Contractor will be jointly owned.
C. Contractor is responsible to download and maintain their own archive copy of any items from Bluebeam REVU upon completion of the project.
1.3 AUTOMATED SYSTEM NOTIFICATION AND AUDIT LOG TRACKING
A. Review comments made (or lack thereof) by the Owner on Contractor‐submitted documentation shall not relieve the Contractor from compliance with requirements of the Contract Documents. The Contractor is responsible for managing, tracking, and documenting the Work to comply with the requirements of the Contract Documents. Owner’s acceptance via automated system notifications or audit logs extends only to the face value of the submitted documentation and does not constitute validation of the Contractor's submitted information.
1.4 SUBMITTALS
A. See Section 01 33 00.
1. All submittal procedures shall be executed and managed via the Bluebeam REVU program.
B. Pre‐construction Submittals: Submit list of Contractor's key Bluebeam REVU personnel for review and approval of Project Representative. Include descriptions of key personnel's roles and responsibilities for this project. Contractor should also identify their organization's administrator on the list.
1.5 COMPUTER REQUIREMENTS
A. The Contractor shall use computer hardware that meets the requirements of the Bluebeam REVU software.
1. Upgrading of the Contractor's computer systems will not be justification for a cost or time modification to the Contract.
2. The Contractor will ensure that connectivity to the Bluebeam REVU session (whether at the home office or jobsite) is accomplished through DSL, cable, T‐1, or wireless communications systems. It is recommended a faster connection be used when uploading pictures and files into the system.

1.6 CONTRACTOR RESPONSIBILITY
A. The Contractor shall be responsible for the timeliness and validity of their information placed in Bluebeam REVU and for the abilities of their personnel.
1. Accepted users shall be knowledgeable in the use of computers, including Internet Browsers, email programs, CADD drawing applications, and PDF document distribution program.
2. The Contractor shall utilize the forms provided in the Contract Documents as an attachment to a submittal, RFI, or other uploaded information.
a. If a form does not exist in the Contract Documents, the Contractor may submit a suggested form for review and approval by the Owner.
b. File exchange shall be primarily through PDF documents.
c. PDF documents will be created through electronic conversion rather than optically scanned whenever possible.
3. The Contractor is responsible for the training of their personnel and their subcontractors/suppliers in the use of Bluebeam REVU and the other programs indicated above as needed.
4. User Access Administration ‐ Provide a list of Contractor's key Bluebeam REVU personnel for acceptance by the Project Representative.
a. Contractor is responsible for adding and removing Contractor‐controlled users from the system.
b. The Project Representative reserves the right to perform a security check on all potential users.
c. The Contractor will be allowed to add additional personnel and subcontractors to Bluebeam REVU upon acceptance of the additional personnel by the Project Representative.
d. The Contractor is responsible to maintain access and permissions for the Contractor‐controlled users and organizations.
1.7 CONNECTIVITY PROBLEMS
A. Access to the Bluebeam REVU session is subject to the inherent speed and connectivity problems of the Internet. The Contractor is responsible for its own connectivity to the Internet.

1. Bluebeam REVU response time is dependent on the Contractor's equipment, including processor speed, Internet access speed, current traffic on the Internet, etc.
2. The Owner will not be liable for any delays associated from the usage of Bluebeam REVU including, but not limited to: slow response time, down time periods, connectivity problems, or loss of information.
3. Under no circumstances shall the usage of the Bluebeam REVU be grounds for a time extension or cost adjustment to the contract.

2.1 DESCRIPTION

3.1 BLUEBEAM REVU UTILIZATION
A. Design Document Submittals – All design drawings and specifications shall be submitted as PDF attachments to the Bluebeam REVU submittal work flow process and form.
1. Design Documents shall represent the original bid documents.
2. Contractor is responsible for conforming sets of documents for use in field.
B. Shop Drawings ‐ Shop drawing and design data documents shall be submitted as PDF attachments to the Bluebeam REVU submittal work flow process and form.
1. See Section 01 33 00 for submittal requirements.
C. Electronic O&M Manuals shall be submitted per Section 01 33 04.
D. Schedules shall be submitted per the requirements of Section 01 32 17.
E. Photographs – Pictures shall be uploaded as required by Contract as “.jpg” files to the Bluebeam REVU file location as determined by the Project Representative.

F. Product Data (Product Review and Product Information Submittals) – Product catalog data and manufacturer’s instructions shall be submitted as PDF attachments to the Bluebeam REVU submittal work flow process and form.

G. Samples – Contractor shall enter submittal data information into Bluebeam REVU with a copy of the submittal form(s) attached to the sample submitted as PDF attachments.

H. RFIs – Requests for Information shall be submitted utilizing the Bluebeam REVU workflow process per Section 01 26 13.

9. All Owner Requests for Pricing will be issued via Bluebeam REVU and should be managed and processed utilizing the Bluebeam REVU workflow process.
10. Plans for safety, demolition, environmental protection, and similar activities as required by the Contract.

13. All general correspondence for the project should be through the Bluebeam REVU system as determined by the Project Representative (versus use of email).
J. Compliance Submittals – Test reports, certificates, and manufacturer’s field report submittals shall be submitted on Bluebeam REVU as PDF attachments. Examples of compliance submittals include, but are not limited to:
1. Field test reports.
2. Quality control certifications.
3. Manufacturer’s documentation and certifications for quality of products and materials provided.
K. Record and Closeout Submittals – Record and closeout submittals shall be submitted on Bluebeam REVU in locations specified by Project Representative as PDF documents during the approval and review stage as specified, with the actual set hard copy and electronic copy of documents submitted for final. Examples of record submittals include, but are not limited to:
1. Record Drawings: Final documents shall be submitted as specified.
2. Extra Materials, Spare Stock, etc.: Submittal forms shall indicate when actual materials are submitted.
3. Testing, training, and commissioning documents.
4. Guarantees/Warranties: Final documents shall be submitted as specified.
L. Financial Submittals – Schedule of Value, Pay Estimates, and Change Request Proposals shall be submitted and processed in the Bluebeam REVU workflow process and as required by the Contract Documents.
1. Supporting material for Pay Estimates, Change Requests, and other financial information shall be submitted on Bluebeam REVU as PDF attachments.
2. Examples of financial information to be submitted and processed include, but are not limited to:
a. Contractor’s Schedule of Values.
b. Contractor’s Monthly Progress Payment Requests.
c. Contract Change proposals requested by the Owner.
d. Contract Requests for Pricing requested by the Contractor.
e. Change Orders.
