Our dam is 52 years old. While it is well maintained, it is classified as high hazard dam and has issues that must be addressed. LMPOA must: (1) Restore the aging outlet pipe, (2) Move the valve to the upstream end of the outlet pipe, (3) Install drawdown gates to dewater the lake 24” in 24 hours, and (4) Update the spillway to accommodate the Probable Maximum Flood (PMF). Schnabel Engineering proposed eight options to accommodate these issues. Three options maintain the existing height of the dam, eliminating the need for upstream easements. The Lake Management Committee recommended option 3A, the least costly of these three viable options. Option 3A addresses issues while maintaining the existing spillway and adds an auxiliary labyrinth spillway to accommodated the PMF. Jeremy Young of Schnabel Engineering presented on the next steps of the project. Phase II includes further analysis, design, and permitting. Phase III involves hiring a contractor and construction. Questions and comments following the presentations were thoughtful and very much appreciated. It is clear that our community cares about the future of our lake. Phase I is complete, but this project is by no means over. Your involvement is vital for our future work. As we enter Phases II and III please consider attending Lake Management Committee Meetings on the second Thursday of every month at 7 pm. On Saturday, May 18 at our town hall meeting, 126 residents filled the Community Center to learn more about our dam project. Thank you to all who participated! I am thrilled to live in such an engaged community. The meeting began with a presentation on the work completed in Phase I of our dam project. Our dam is 52 years old. While it is well maintained, it is classified as high hazard dam and has issues that must be addressed. LMPOA must: (1) Restore the aging outlet pipe, (2) Move the valve to the upstream end of the outlet pipe, (3) Install drawdown gates to dewater the lake 24” in 24 hours, and (4) Update the spillway to accommodate the Probable Maximum Flood (PMF). Community and Property Appearance Committee (CPAC) – Hazardous/Storage/Unsightly• Structures with missing or damaged

components.• Driveway entries, mailboxes, fences,

and play structures with damaged components.

• Improved Lots (lots with a house): Storage and/or parking of inoperable, unlicensed or unregistered vehicles/machinery shall be in an enclosed structure.

• Unimproved Lots (no house on lot): Storage and/or parking of inoperable, unlicensed or unregistered vehicles/machinery is prohibited.

• Any vehicle, boat, or trailer which is damaged or in a state of neglect (unsecured or torn tarps, missing parts, surrounding vegetation overgrown higher than seven (7) inches, etc.) shall be repaired/maintained.

• Tires, parts, and accessories for vehicles shall be stored in a structure.

• Building materials, ungraded fill, and/or construction debris are prohibited unless they are being used for an approved project.

• Indoor appliances used or stored outdoors are prohibited, unless in an approved outdoor living area i.e. outdoor kitchen.

• Burn barrels are prohibited.

Start by looking at your own property. How many of the above items apply to you? Are you creating an eye-sore for your neighbors? Now is the time to get

the hose and soap or use a power washer to remove mildew from your siding. Inoperable, unlicensed vehicles need to be in a garage. Is your boat operable or just placed somewhere in the yard with a tarp on it? Does your boat have an unsecured or torn tarp on it? Are you maintaining the grass and vegetation around the house, garage, sidewalks, bushes, trees and driveway?

REMEMBER: Owners shall assure that their lots and homes are kept clean, properly maintained with the grounds kept in an attractive condition according to the Rules and Regulations.

Walkers Summer – what a wonderful time to take a walk! As a reminder - walkers FACE traffic. Facing traffic allows you to see vehicles approaching you and you can step off the roadway to allow more room for the vehicle to pass. This is important when two or three walkers are traveling abreast far out into the lane of travel. Have you experienced walkers that will not form a single file? The state law requires the walker to yield to vehicles. If you walk in poor visibility conditions (night, early morning, hazy, etc.), please wear a reflective safety vest. Your safety matters and starts with you!

Swimming Pool Splash Party – Plan to attend the Pool Splash Party on Saturday, July 13 from 3:00 p.m. to 7:00 p.m. A D.J. will provide your favorite summer music and cake will be served as a treat.

Swimming Pool Hours of Operation at End of Season LMPOA lifeguards make every attempt to provide service to the members on as many days as possible during the swimming pool season. The Lake Meade swimming pool has closed due to staffing on only a few days through the years. Some days at the end of the pool season offer a modified schedule instead of an 8-hour day. In recent years, local school districts, including Bermudian Springs School District, have changed the start of the school year to the third week of August. This change, combined with college also starting the latter part of August, high school sports programs, and families focusing their attention on other aspects of life becomes challenging for adequately staffing the swimming pool. Two other lake communities in PA close their swimming pools mid-August, due to lack of available lifeguards. Aquatics International, an industry publication, reported the decline of available trained lifeguards in 2016. In 2017, the two local YWCA’’s contacted LMPOA in search of more lifeguards to staff their facilities and the Patriot-News published information about the City of Harrisburg only offering modified swimming pool hours, due to the lack of lifeguards. LMPOA is fortunate to be fully staffed at our swimming pool. The Lake Meade swimming pool cannot open without a minimum of three Red Cross certified lifeguards on duty due to the risk involved in a swimming pool operation and providing adequate safety measures at the facility. In 2017, the Recreation and Pool Committee instituted extended hours as follows: “Every Saturday and Sunday opening time is 11:00 a.m. The swimming pool will also open at 11:00 a.m. on Memorial Day, July 4th and Labor Day. Also instituted by the committee in 2017 was an earlier closing time of 7:30 p.m. during the last two weeks of the swimming pool season, due to earlier dusk. While the committee changed the closing time to 7:30 p.m. during the last two weeks of the pool season due to safety concerns, they lengthened the hours of operation on Saturdays, Sundays and summer holidays to 9 hours.

Emails, Emergency Phone #’s, Registering Dock Slips and Racks – Situations arise when it is necessary for the Association to contact our members. For example, lake treatments or road closures in Lake Meade. By using email addresses, we can send e-bulletins to notify residents of this information. Emergency situations may prompt a phone call.

Every new boating season, the office maintains a register of the information members provide to us, such as the dock location and slip ID where they have docked their watercraft. This also holds true for the non-power watercraft on racks. The importance of this information comes to the forefront when we are presented with situations such as a boat sinking or breaking away from the dock, or dock damage that forces repairs to the point some boats need to be relocated, etc. We refer to our register to determine whose watercraft is affected and contact them at the phone number the member has provided to us. LMPOA members do a great job of providing all of the above information to the office. Thank you!

Traps are set along the dam. Like most of us, you probably do not like the sound of the word “trap”. For dam owners, traps are a means of preventing burrowing animals at the dam. If burrowing animals are not controlled, eventually this activity will lead to a breach in the dam that will cause catastrophic loss of lives and property. PA Department of Environmental Protection, Division of Dam Safety, has previously stated to us that we must control burrowing animal activity at the dam. As the owner of the dam, LMPOA has a responsibility to ensure the burrowing animals do not compromise the integrity of the dam. LMPOA has three (3) signs posted at the dam to warn people about the traps. We move the traps periodically based on where active groundhogs are observed. They may be moved along the top perimeter of the spillway or to the top of the dam and down into the rocks on the face of the dam. People walking (and their pets) should avoid these areas. PETS SHOULD BE KEPT ON A LEASH whenever walking along or near the dam. The traps can be placed year ‘round, if necessary, to prohibit groundhogs from flourishing at the dam.

Republic Services (Trash Vendor) Information Republic Services will collect yard waste as part of the weekly trash collection which includes one 96 gallon toter plus two 32 gallon bags or cans. Yard waste may be placed in open containers or Kraft paper yard waste bags. Shrubbery, clippings, and branches must be bundled. The bundled branches should not exceed 4 feet in length or 3 inches in diameter. One bundle of yard waste will count as one bag of trash.

Trash Cans Properly Stored? We are asking our seasonal residents to please make arrangements for your trash and recycle receptacles to be stored properly after they are emptied by Republic Services, if you have departed from Lake Meade. Empty receptacles sitting out for days creates an untidy scene for everyone.

ASSISTANT MANAGER’S CORNER:

Communications & Technology CommitteeWe are continuing to explore enhancements to our website, as well as reviewing productivity software to ensure that our staff has the most appropriate tools available for their jobs. The committee held a workshop in June to further explore this topic. On the hardware side, our new server was successfully installed in May and we have instituted a solid backup solution. The committee is continuing to solicit photos for the Lake Meader masthead. We’re trying to keep it seasonal, so now we’re looking for fall or late summer photos of our community

of any orientation. Submissions should be sent to Heather Holt. Photos should be a minimum 300 dpi and emailed at full size. Please remember that you are always welcome to attend our committee meetings on the first Monday of each month to either give input, or just to observe. When you observe unsafe boat operators, you can report to the Gate House (259-0823) so they can radio the Patrol Boat Operator if on duty.

Even though Lake Meade is a private gated community, the lake waters are governed by the laws and regulations of the Commonwealth of Pennsylvania. If you can’t do it on the Susquehanna River, you can't do it here. Those rules are supplemented by LMPOA rules such as no wake before 10:00 am. One of the most contentious and rankling things in the community is the handling of the use of our roads and ensuring safety. Some feel LMPOA is too rigid, some feel that it is too loose with the laws that govern the use of our roads. You might say that “Well everyone I know feels the way I do” and they probably do. We tend to associate with people that think, act and feel the way we do. But remember that when it comes to issues of the lake: It is best to view the whole picture. Don’t be afraid to ask committees, board members or staff why we do the things we do. There are a lot of great ideas that would help the community. Some might be fresh and a great contribution, but some might have been thought of before and a very valid reason might exist to not take that action. A great example of this is speed on the roads. We have all heard the arguments that someone is going too fast in the community. But speed is a hard thing to judge. There are many factors when it comes to perceiving the speed of a vehicle. Some vehicles are intentionally designed to be quiet; some designed to be loud. Perception has much to do with it. A red sports car drives down your road, must be speeding. Large truck with a bad muffler and shifting gears must be racing. Younger driver, male, must be speeding. Experienced police officers can tell you that it is difficult to gauge speed by sight and sound alone. And you don’t have to! Let us do it with our regularly tested speed devices and our property trained employees! LMPOA is open to setting up speed patrols in all areas of the community, just stop in to one of the Safety and Traffic Watch Meetings and we will see what we can do. The goal of LMPOA is to have zero traffic fines! Violations of the rules are fined and without violations there would be no fines. Everyone involved in the management of this community, both volunteer and paid, do not count on fines to pay LMPOA’s bills. What is the job of the patrol if it is not to bring in fine money? Well, what isn’t their job? Seriously, if you were to look at the job description, you would be surprised. Doing traffic patrol is a minor portion of patrol’s job. Patrol helps

ensure the safety of the community, not just the roads. They are the eyes and ears of management and the board, as well as the community. They spend most of their time looking into questions and concerns of the members. They are here to help keep us safe. OK, if we have patrol employees, why do we need the “Your Speed Is” Sign? The sign was purchased with multiple reasons in mind. Yes, it is nice to have a calibrated and carefully installed speed sign. But it is also another means for LMPOA, the fire company, LMMA and other groups to communicate to the membership. Remember the plywood and paper signs that communicated issues, water treatments and other items? The “Your Speed Is” Sign replaced those and is a quicker, cleaner, and professional means to communicate on demand and efficiently. The appeal is a final step in the long process that started with a violation. It can be looked at as a pyramid. Management and the board have many processes, guidelines and rules that eliminate any shadow of a doubt before a letter is sent to a violator. Every violator has the right to an appeal as explained in the letter. The appeal is a formal meeting with your board members. It is not an appeal with management. They are unable to change things. The appeal is not the place to validate the process or present opinions; that is in the committee meetings or board meetings. The appeal is an opportunity to present solid evidence that was not evident during the time of the violation. Ultimately every action from the newest employee to the experienced manager, from the committee member who only comes when they can to the dedication of the board president, is done with the best of intentions and a desire for a better community. And the best part of Lake Meade is the community. We are a community of diverse people. Your committee members, Board members, gate and patrol employees – all your neighbors – are doing the best that they can do to ensure that you live in a safe community and that Lake Meade is the best place that it can be.

This spring was filled with Lake Meade Community events beginning in March with the annual election of Board Members and rolling out an illustration of the new sign at the entrance. The newly placed Board of Directors unanimously approved the sign and the process to complete the contracts and establish the construction calendar moved forward. That process, including site preparation, installation, and initial landscaping is expected to be complete in four weeks following the first shovel. The beloved sign has served us well over the 50 years and what can be environmentally recycled will be. Inquiries about the possible have been considered by the committee but the sign, the paddle, and letters are so weathered and warped that there is no expectation of saving any of it. Fifty years of photographs and videos will keep the memory alive. Moving forward, the volleyball courts are scheduled for a decades old necessary upgrade this coming fall. The pool refurbishment was completed and we received positive comments about the tiling and the coping around the pool. Additional Umbrella stations are being added to improve shade. The pool pumphouse is also getting attention; soon it will have a new roof and a new mural this summer. May had a number of activities in motion, the Ash Tree assessment was started with a boost from Katie Kincaid, a Public Health and Health Care Studies major at Saint Francis University of Loretto, PA. Katie lives in Stewartstown and her interest in the environmental effects of tree loss on Public Health was a perfect Field Experience for us. The process

of evaluating trees follows scientific rigor and the work is in conjunction with Barbara Mitchell reporting to the Recreation & Pool Committee and David Graeff, a member and arborist. The results will not be available until early August. Gratitude is the word from this Committee for all of the events held by the Registered Organizations: a very active Summer Volleyball season, thank you Jason Eckenrode; a successful Green Infrastructure Workshop program on stormwater where we learned of the many ways to soak up the water in our yards and lawns, thank you Barbara Nickel and members; an unqualified success of the Lake Management Committee, standing room only Town Hall, to learn about the progress of the dam renovation project, many thanks to Dr. Susan Shannon and her team; and last, a garden club presentation, attended by a number of garden members from York and East Berlin, including local farmers, by Susan Hunter of Heartwood Nursery, on several topics: the importance of the hundreds of species of native hollies to our food supply, identifying and replacing invasive species, and why it is so important to try to purchase plants from a nursery, thank you Barbara Mrgich. And to all of the leaders of the Registered Organizations who provide exercise, information, interest, down right fun to the Lake Meade property owners and their families like the Homemakers Line Dance in June. Thanks to all of the Committees and Organizations that keep Lake Meade a great place to live.

The Lake Meade Homemakers club is a fun gathering where you can meet new friends and socialize with your neighbors. At every monthly meeting (held on the second Monday of each month from September through May at the Northeast Adams Fire & EMS – Co. 32 Station 2 building on Lake Meade Drive), we start off with a social time and lunch at 12:30 pm, followed by a business meeting and a program. Topics for our programs vary, and are generated from club members’ suggestions. You are invited to come to any meeting to see if membership might interest you. Dues are a modest $10.00 a year.

UPCOMING PROGRAMS Our program year ended on Monday May 13, when we welcomed Becky Shank, our 2019 scholarship recipient from Bermudian Springs High School along with her parents Dean and Cindy. On Monday, August 12 at 11:30 a.m., we will gather at Diane Reimert’s home at 10 Reynolds Drive for a pot luck luncheon. Beverages and table service will be provided. Individuals interested in learning more about the Lake Meade Homemakers group are invited to join us for FUN, good food and fellowship at this informal event.

The 2019-2020 Homemakers program year will begin on Monday September 9, 12:30 p.m. at the firehouse.

DANCES Each year the Homemakers group sponsors a spring and a fall dance at our Community Center multipurpose room, proceeds of which are donated to local charities designated by the group. The Unforgettable Big Band plays for both dances. We also offer a Country Dance which takes place in June. For the past three years, we have gathered in the multipurpose room for a New Year’s Eve party, and plans are now underway for the 2019 event. More information on these dances will be available in the Lake Meader and on the Lake Meade Homemakers Facebook page in the coming months.

Building Committee News The community of Lake Meade is changing. Look around, you will see new construction and many projects to improve existing properties. The Building Committee has had 50+ projects on-the-books for several months. Obviously, these are not the same 50 projects, but a constant flow of very nice additions to our community. When planning a construction project, the first step is to get a copy of the Building Regulations from the office or the website. Be sure to allow sufficient time to secure permits, both from LMPOA and the townships. Also, please be sure that your applications and drawings are clear, complete, and labeled. As-built plot plans will be requested when members contact LMPOA to make changes on their properties. These plans are needed to provide a clear record of properties within the association and to facilitate the approval process. A lot of time is spent contacting property owners to complete information for applications. This follow-up takes valuable administrative time and delays projects. On many occasions, approval time for the small projects like sheds takes as much time as for a large project because applications and plot plans are not accurate and up-to-date.

Setbacks The first question the Committee asks is “Are the setbacks in compliance?” The Deed Covenants state, “Lots are subject to a thirty (30) foot minimum setback from any road right of way or rear lot line, a ten (10) foot setback from the property line of any abutting property owner and sixty (60) foot setback from the normal high water line of Lake Meade as shown on the recorded plats. No structures shall be constructed over the easement areas that benefit the Association.” The Building Committee and the Board of Directors do not have the authority to change or grant exceptions to the setbacks.

Resale certificate There have been a few occasions when plans are submitted

and verified only to find that a setback is in violation. Of course, no new construction can occur in the setback area. A repair to the existing structure can be made and the noncompliance documented in the Resale Certificate. A Resale Certificate is issued upon sale of a property and states the status of the property at the time of the sale, (compliant or not), and any violation. If the property is not compliant, the buyer must be made aware of any issues and that any proposed changes to the property must be in compliance with the Deed Covenants and the Building Regulations. This is not a new practice; resale certificates have been used for the last 22 years when the Uniformed Planned Community Act (UPCA) was adopted into law. Many eye-catching improvements are being made to properties – increasing curb and community appeal – and raising the property value for all properties. I’d like to give thumbs up to these efforts that show community pride: • installing matched grouped mailboxes. They look terrific! • maintaining the swales and grass higher (7”) which slows

and filters the water running into our lake. • not parking in the swales—the weight compacts the soil

decreasing water absorption into the underground water table. • cleaning the grime and mold from houses and roofs. • planting attractive (hopefully native) landscaping and trees. • replacing damaged and deteriorating building materials

around your house. • removing unsightly and prohibited burn barrels. • removing and/or storing unsightly clutter from your yards

and driveways. On a final note, please be considerate of your neighbors. Our lots are small and houses sometimes sit as close as 20 feet apart. Be a good neighbor by trimming bushes, checking the health of your trees so that they don’t fall on adjoining property, and refrain from planting flowers and shrubs that spread past your property line.

• Approved the purchase of gravel and to assist with replenishing funds, and to assist with labor and equipment for preparing the site for the two storage sheds to be purchased and used by the Boy Scouts Troop #88 and the Cub Scouts Pack #88. The Scouts have raised the money for the purchase of two storage sheds.

• Responded to questions submitted by members as part of the Annual Meeting process.

• Approved a revision to Rules and Regulations, Article V, Lake, Watercraft, and Water Safety 2. Docks and Rack Spaces, f.: All power watercraft moored at a dock must have a current state registration sticker and a current LMPOA sticker, with the exception of pedal boats which must only have a current LMPOA sticker.

• Authorized member Lisa Oommen to paint a new mural at the swimming pool complex and for LMPOA to pay for the materials.

• Approved a contract with Baer Signs, LLC for the construction of a new sign and landscaping at the entrance.

• Approved funds from the 2019-2020 Capital Improvements List for a contract with Kinsley Construction to complete the renovation of 1.25 miles of Lake Meade Drive starting at Lee Cove intersection to Pheasant Cove recreation area.

• Deferred the paving of the entrance parking lot to a future date that may include traffic flow improvements in this vicinity.

• Agreed to a trial use of the firehouse parking lot for staging the leaf collection dumpsters in Fall 2019.

• Approved the purchase and installation of 6 8MP, 100' varifocal lenses ALIBI Cameras for the gatehouse entrance area with 2-8 TB Hard Drives; 1-16 channel NVR; 1-32" monitor; 1-battery backup and all required wire and ends.

• Appointed Steve Rasmussen to serve as the liaison to the Executive Committee for the purpose of assisting with settling the property line dispute.

• Approved a Discount Assessment Agreement for Lot #’s 315 and 316.

• Approved replacement of the swimming pool pumphouse roof with maintenance providing labor.

• Approved the transfer of responsibility for the Common-Owned Green Spaces (COGS) from the Recreation and Pool Committee to the Roads and Stormwater Management Committee

• Approved traffic line painting for Lake Meade Drive, Schofield Drive, Sedgwick Drive, Curtis Drive.

• Approved the purchase of a 2015 Venture VP 24-24 boat trailer for the patrol boat.

• Approved a Discount Assessment Agreement for Lot #’s 542 and 543.

• Approved the purchase of a new dump truck to replace the 1996 International dump truck.

• Approved a donation to Northeast Adams Fire and Emergency Medical Services Company 32.

• Approved the LMPOA President to notify members who refuse to sign the required annual documents for serving on a committee or the board that they are not eligible to continue to serve on the committee and/or board and therefore should not attend future meetings.

Letters of Compliance were issued for one house, one deck extension, one solar energy, one dock and four decks. Letters of Approval were issued for one porch railing, one concrete pad, three storage sheds, one screening, one fence, one fire ring, one heat pump, one retaining wall and three window/door replacements. The total number of homes is 1,087. The committee reports eleven new members for the period March 9, 2019 through May 16, 2019.

Lake Meade Board of Directors

The PA Department of Environmental Protection, Wetlands and Waterways Program (DEP-WWP) requires lake front properties planning shoreline, seawall or dock projects to obtain a general permit from the DEP-WWP office prior to starting the project. These types of projects also require LMPOA Lake Committee review and approval by the LMPOA Building Committee. When the Building Committee approves the project, a Letter of Compliance is issued to the member. Depending on the scope of the project, the property owner may then be required to submit the plans to the township for a building permit and also obtain an Adams County permit. Property owners considering any type of shoreline, seawall or dock projects should plan well in advance, as the approval process with the various entities will take time to complete. Watercraft length overall is defined as the length from the forwardmost tip of the bow to the aftermost end of the stern of a vessel’s construction. In no case shall a watercraft be allowed that cannot be completely contained in a box the length of which is no longer than the length allowed for that specific type of watercraft. For watercraft other than pontoon boats, length overall shall not include bolted on ladders, bolted-on anchor roller(s), or bolted-on swim or transom platforms that are not an integral part of the hull structure. For pontoon boats, length overall shall be measured from the forwardmost part of the front of the boat, which may be the tip of the pontoons or the deck (whichever projects out the farthest), to the aftermost end of the stern which may be the pontoons, the deck, or a non-bolted transom or motor mount. Bolted-on ladder(s), anchor roller(s), bowsprits, pulpits,

railings, swim platforms, and all other projection(s) shall not be included in the determination of length overall for pontoon boats. Watercraft length overall shall be determined foremost by reference to the boat manufacturer’s published specification of overall length. The member shall present evidence of the manufacturer’s published length overall measurement to establish compliance with the length limitation for each type of watercraft. Actual measurement shall be made by

dropping plumb lines from the forwardmost tip of the bow and the aftermost end of the stern in accordance with the criteria above. The distance between plumb lines shall be the watercraft length overall. This information is an excerpt from the LMPOA Rules and Regulations. The full document governs. Property violation complaint forms may be submitted at the Lake Meade Office or via the LMPOA website. The complainant is ensured complete confidentiality. The focus of the concern is solely whether there is a violation of the LMPOA's Rules and Regulations.
