the L.K.P.O.A. Board will sponsor a Newcomer’s Mixer Sunday, June 4 at 1:30 p.m. The mixer will be held in the Southwest Room of the Lodge. If you have moved to Lake Kiowa during the past six months or have never attended a mixer, you are invited to attend and have an opportunity to learn more about our community.

This month we have one big misconception to clear up. The lake was not lowered to work on the #9 hole. Unfortunately Mother Nature dealt us a blow with drought and wind; so the water just evaporated. With our latest episodes of rain and hail, the water level is rising.
I’m sure you were as surprised as the LKPOA Board members to receive Executive Chef Ricky’s resignation. We wish him well in his future endeavors and appreciate his service to our community.
Julie LaSalle is stepping in to fill the void in the kitchen. She has two years of Culinary School and one year of Baker’s training. Since she had already been working as a cook, she “knows the ropes” and is doing a great job.
The July 4th celebration will be here before we know it. IMPORTANT INFORMATION:
If you will have guests arriving, use the Kiowa Web site to sign them up in advance. This will be a huge time saver at the gate. Actually, it’s a time saver anytime you have a guest arriving.
Security checks the site at noon and midnight each day.
Many thanks to the volunteers of MGA who helped lay sod on #9. That is no easy task, but Wayne Shearer inspired many to come out and help.
Once again, don’t forget to watch for children playing – sometimes in the streets! We want everyone to have a safe summer vacation.
If you haven’t been to the Lodge lately, you’ve missed the improvements to the entry. A beautiful desk graces the foyer and new carpet and paint have spruced up other areas. Many thanks to the groups who made donations to make this possible.
The new alarm system is now installed. This will be a benefit to all of us when some type of warning is needed for our community. Thanks to KESO for their contribution towards this purchase.
Another reminder is to check the Web site often. Justin McMurry and Bill Burhans do a great job of updating the site so we can all be informed.

LAKE/BOATING SAFETY COURSE
June 18
Mitchell Sellers, a junior at Sacred Heart High School in Muenster, placed first in his district tournament and second in regionals at Turtle Hill, which qualified him for the state TAPPS 2A Division at Walden on Lake Houston, a very narrow golf course with 67 bunkers.
At state after the first day, Mitchell was the leader by five strokes with an opening round of 73 and held on to win by two strokes overall. This was his first state win.
Mitchell is the son of Paul and Tracy Sellers and the grandson of Gilbert and Maxine Pattillo.
Travis Klutts, a junior at Callisburg High School, placed first in district at Lake Park and first in regionals at Stephenville along with his team, which all qualified for the state Division 2A. State was played at Jimmy Clay in Austin, a course lined with trees and water.
After the first day Travis was in second place, one stroke behind the leader. He shot a 71 on the second day to win by one stroke. This was Travis’ first state win.
Travis is the son of Preston and Ruth Ann Klutts.
Mitchell and Travis have been friends a long time and it is great to see them both win state titles their junior year. Congratulations to all the Callisburg golfers on a great season. A big thanks to Jesse Trevino and Brown McCrory for their help with all the kids at Lake Kiowa.

East Defeats West In 2006 East-West Challenge
Sam Moore, Captain for West’s Team, was prepared to take his dunking after being defeated by the East Team. Gary Atterbury was the captain for the East Team. This annual 2-day golf rivalry was played on May 6 and 7 this year. It was the first time in seven years that East did not take a dunking.
3 New Storm Warning Sirens Installed
The East Beach is just one of the sites for the new storm warning sirens. The Driving Range on the West Side and the golf course hole #4 and #5 rest area also are sites of the new sirens. There will be a mailing soon describing the various signals and their meanings.

The Lake and Parks Committee will conduct a lake/boating safety course on June 24 from 10 a.m. until 11:30 a.m. The presentation will take place in the Southwest Room at the Lodge. Although the course will be directed mainly toward our teenagers and their parents, everyone is invited to attend. The course will consist of approximately
thirty minutes of video, furnished by the Texas Parks and Recreation Department, along with general discussion of rules, regulations and state laws that pertain to the safe operation of watercraft. We encourage everyone with an interest in improving safe boating at Lake Kiowa to attend. Attendees will receive a certificate for their attendance.

NEW GRASS FOR #1 FAIRWAY
After the recent fire here at Lake Kiowa, which was caused by lightning, there were several comments made concerning the number and the location of our fire hydrants. Lake Kiowa has 36 fire hydrants installed (above ground) around the subdivision. They are installed on six-inch and eight-inch main lines. These hydrants are located so that every home is within 1,000 feet. These hydrants can be used by the local fire departments to assist in fighting any structure or grass fire that might endanger local property. The hydrants cannot be used independently to fight a fire, but may be used to fill tanker trucks to re-pressurize and thus fight a fire. All hydrants in Lake Kiowa are currently, and have been able to be, energized with water to be used in case of a fire.
The blue painted spots and arrows along side the roads are used by the water corporation employees to quickly locate main line shut off valves. These are used to restrict water flow in areas between the valves to assist in the repairs of main line breaks. The Kiowa Volunteer Fire Department has maps of the locations of these fire hydrants on each fire truck. The water corporation will once again install colored fluorescent road markers on the roads after LKPOA has finished all of the road repairs later this summer.
It behooves all of us to know where a hydrant is located nearest to our house when an emergency occurs.

Lake Kiowa ResidentServing North Texas for over a decade
As we enter the summer months, the staff and Board of Directors are finalizing the budget for presentation to the community at our second meeting in June. Please see the proposed budget listed on page 28 of this issue.
We are very near completion with the installation of the emergency warning sirens. We would like to once again thank KESO for their donation to this needed project. The staff is currently being trained in operation of the sirens, and there will be more testing of the sirens in the coming weeks. We will continue to post those test days on the front gate sign. We will soon be sending out a special mailer or a notice in your next billing with some very specific information about the sirens and the meaning of their different tones.
We have completed the new automated gate off of Comanche, and it will soon be operational for buses and emergency vehicles.
By the time you receive this issue, we will have received bids for several miles of roadwork to be done this summer. The POA will notify those residences along these streets prior to beginning work.
With summer upon us, many of us will expect more visitors and there will be increased activity around the lake. Please remember that children must be thirteen (13) years of age and have
completed the Youth Golf Cart Safety Education Class to be eligible for a golf cart permit. The next class will be on June 17 at 9 a.m. at the Lodge.
In your last issue of the CommuniQue we mentioned that we would continue to monitor any progress or new information related to the Trans-Texas Corridor project. At one of their recent meetings, the Cooke County Commissioner’s Court unanimously approved a resolution opposing this project, basically stating that the State should focus on expanding the existing I-35 corridor, rather than reaching out into the more rural areas of the state. Again, the Texas Department of Transportation will be hosting a series of approximately 50 public meetings this summer to discuss and receive public input on this project. We will attend the appropriate meetings and monitor the progress of this effort as it moves forward.

Court Appointed Special Advocates (CASA) of North Texas is proud to announce three (3) volunteers have completed the 30 hours of training required for new CASA Guardians Ad Litem. District Judge Janelle Haverkamp administered their oaths, officially “swearing in” the newly trained volunteers, Barbara Lovegreen, Gary Caldwell and Sheri Raney. These volunteers are now eligible to be appointed by the Court to work in behalf of abused and/or neglected children who have been taken into protective custody of the State of Texas in Cooke County. Each volunteer took an oath to guard confidentiality in their cases and to represent the best interests of the children to which they are assigned.
When assigned to a case, CASA volunteers get to know the children
they are assigned, their families and their circumstances. Volunteers keep an eye on the children and the parents, monitoring how they’re doing and report their findings back to the Court. Their efforts help to assure that the children don’t “slip through the cracks.”
CASA of North Texas has been fortunate to provide volunteers for more than 300 children since the inception of the agency in 1999. The constant challenge is to continue to serve 100% of the children taken into care in this county. CASA of North Texas will be training volunteer advocates in the summer. Many homeless who were living under the I-45 bridge in Dallas were forced to leave their camps because they were razed by bulldozers.
As many of you know, James Waghorne (Syd and Jacque’s son) is very involved in helping the homeless in Dallas. He called his mother to ask people in this area to help those people start a new beginning. They need clothing, shoes, toothbrushes, toothpaste, soap, shampoo, shaving equipment, washcloths, towels and other hygiene items. They are now living in shelters and getting medical attention.

CALLISBURG—Callisburg High School announces Liam Matthew Guthrie as Valedictorian of the class of 2006 with a GPA of 5.309, and Stephanie Danielle Zimmerer as Salutatorian with a GPA of 5.133.
Liam Matthew Guthrie is the son of Heather Guthrie. Guthrie is active in the Science Club, is a three year band student, competes in numerous UIL events and One-Act play, and is active as reporter in the National Honor Society (NHS). Guthrie is also an active member in the community as a member of “Keep Callisburg Beautiful,” and he is the Cooke County Delegate to the Democratic State Convention in June.
Guthrie’s state accomplishments include participating in UIL current events and social studies in 2006, taking second place in biology in 2006, and
winning state in social studies and current events in 2005. Other state accomplishments include state music competitions for three years, state Honor Band one year, school Voice of Democracy winner, eighth place at state 2006, and Government-in-Action youth tour winner 2004.
Guthrie’s future plans are to attend Midwestern State University in the fall to pursue a degree in biology. He then hopes to earn an advanced degree and aspires to go into teaching or research.
Stephanie Danielle Zimmerer is this year’s Salutatorian. She is the daughter of John and Shirley Zimmerer. Zimmerer is president of Students Against Destructive Decisions for the 2005-2006 school year and National Honor Society (NHS) treasurer for 2004-2005 and 2005-2006. Her other

“Karis is an amazing athlete,” her coach Chet Baker said. “This is the first female Callisburg has sent to the state meet in track in over 20 years.”
Holder, who has been doing the High Jump since the seventh grade, made it to the regional meet last year but failed to advance from there, causing her to adopt her personal motto, “Never give up.”
activities include Junior class Treasurer, Student Body Association, volleyball, UIL news writing, feature writing, and editorial writing. She is a member of the yearbook staff, Prowler staff, and the Wildcat Den radio staff.
Zimmerer is also an active member of her community. She has tutored middle school students and volunteered at local doctors’ offices and at St. Mary’s High School religious education and youth Sundays.
Zimmerer’s awards include Student of the Month May 2004, Soroptimist Girl of the Month September 2005, Regional qualifier for UIL editorial writing 2003-2004 and 2005-2006, UIL News Writing 2004-2005 and 2005-2006, UIL Feature Writing 2005-2006, Rotary Youth Leadership Award (RYLA) summer camp, and all A Honor roll.
Zimmerer plans to attend Baylor University in the Interdisciplinary Core (BIC) in the fall and will be majoring in Pre-Medicine. She holds future aspirations of becoming an orthopedic surgeon specializing in foot and ankle restoration.

Chapel services are regularly scheduled at 8 a.m. every Sunday in the Lodge assembly room.
You are invited to attend the Chapel Quarterly Meeting and potluck dinner on June 5 at 6:15 p.m. in the Lodge. Come and enjoy the fellowship, good food, and hear a report on the various activities of the Lake Kiowa Chapel.
Rev. J. L. Williams and Rev. John Hare are the pastors delivering their messages on alternate Sunday mornings. Rev. Williams will deliver his message on June 4 entitled “God Is My Portion” with text from Psalm 119:57. On June 11, Rev. Hare will deliver his message “Fatal Fixation” with text from Romans 6:1-11. June 18 Rev. Williams entitles his message “A Strong and Courageous Heart” with text from Joshua 1:7. “Risky Business” will be the message from Rev. Hare on June 25 with text from Matthew 10:40-42.
The Choir sings on the third Sunday of each month, practicing every Monday morning at 8 a.m. in the Lodge. They welcome any interested singers to their group.
V.I.S.T.O. is the recipient of food contributed on the third Sunday of every month. All packaged groceries are appreciated but each month the request is made for some specific items that are regularly stocked in their food room. In June, they are asking for toilet paper
and laundry detergent which are particularly needed items. Other items from your pantry as well as cash are always welcome contributions.
The Lake Kiowa Chapel meets regularly every Sunday morning from 8 to 8:30 a.m. in the Lodge. All residents and guests are welcome. This is an interdenominational
service that may precede your regular church service or round of golf. Casual dress is always welcome. Please come and share this time with your friends and neighbors on Sunday morning at 8 a.m.

RULES FOR LAKE BLACK BASS RECORD PROGRAM1. Black Bass must be caught from Lake Kiowa2. Black Bass must be caught on artificial bait3. Black Bass must be weighed on official LKACC scales4. Black Bass must be measured by hard measuring rule5. Black Bass must be photographed6. Black Bass must be witnessed by at least one of the established
members listed with security7. Black Bass must be witnessed, released alive in Lake Kiowa or
transferred to the ShareLunker Program8. Black Bass records shall be effective from October 1 through
September 309. Each Black Bass record caught within each time frame will be
given a $100 prize from the LKACC10. One Black Bass replica shall be awarded for that year’s largest
record Black Bass11. Each replica shall hang on the wall in the Nineteenth Hole at
the Lodge until a new record is established, at which time the defeated replica shall be returned to the owner
12. If the record is not broken each year the latest record shall remain in place until defeated
13. Each year that a new record is not established, the $100 prize shall roll over to the next year. (Example - no new record for 5 years, prize pot would be $500) The cumulative pot shall not exceed $1,000 at any time
14. If the record is broken at any time, the next prize awarded will return to $100
Lake Kiowa Fishing LimitsHere are the recommendations made by Bob Lusk, Fisheries Biologist and Lake
Management Consultant, for the year 2005 Fishing Limits. These recommendations have been given careful consideration to keep a thriving ecological habitat for Lake Kiowa. The Angler and Conservation Club has fully endorsed the following fishing guidelines for Lake Kiowa:Rainbow Trout: 5 Per Day, Per PersonBlack Bass: Keep Black Bass between 10-13 inches; 5 Per Day, Per Person. Release all other Black Bass under 10 inches and over 14 inches.Crappie: Keep over 10 inches; 10 Per Day, Per Person. Release all under 10 inches.White Bass: Otherwise known as Sand Bass. No Limit. Remove all you can.Perch: No Limit.Channel Catfish: Keep fish over 14 inches; No Limit. Release all under 14 inches.Drum: No Limit. Remove any caught from lake.Carp: No Limit. Remove any caught from lake.
TROT AND JUG LINES ARE NOT PERMITTEDDock owners are encouraged to provide cover for the fish under your docks. Make
sure the trees are securely anchored not to interfere with boat traffic. Feed the fish! Dry dog food or pellets especially made for the fish are readily available at feed stores. For questions, feel free to contact George Davis or Mike Merolla for specifics.

Once again the busy boating season is upon us. The Angler and Conservation Club would like to ask all boaters and personal watercraft users to review the lake rules and regulations. If you have guests on the water, please make sure they understand and comply with our rules. Even though Lake Kiowa is a private lake, it has adopted the guidelines of the Texas Water Safety Act. There are additional rules put into effect by Lake Kiowa Officials. Please remember that travel around the lake is to be in a COUNTERCLOCKWISE direction, all watercraft are to remain 50 FEET from the shoreline and 100 FEET from ANY OTHER WATERCRAFT. If you have any questions on any of the rules or regulations, please contact Security at 940-665-3221. You can also get a copy of the Texas Water Safety Act by mail, phone or on the Web. You may also check with any Texas State Park Office or Local Game Warden.
The LKACC members have worked hard to place artificial cover in our lake. This cover is constructed of cinder blocks with black irrigation tubing. These structures are built to resemble small bushes. If you see one of these
structures along the shoreline in shallow water, please do not remove them from the lake. Once the water level returns to normal, they will be below the water’s surface. These structures have been placed in strategic locations for fish habitat.
Our third tournament of the season was held on Saturday, May 20. The winners of this tournament will be announced in next month’s article. Our second Happy Hour Tournament was held on Friday, April 21 and Mr. Wayne Kyle won the cash prize with the best stringer. Mr. Richard McCarter took top prize for Big Bass. Our third Happy Hour Tournament was held on Friday, May 12 and Wayne Kyle took first again with the best stringer and big fish. Congratulations to these guys for a job well done. Our next bass tournament is Saturday, June 17 and our next Happy Hour Tournament is Friday, June 23. June 17 will be a big day for the LKACC; not only will we have our bass tournament, but we will also be hosting a Catfish Derby for the youngsters at Little Fox Pond. The Derby will begin at noon and run through 2 p.m.
Again, for those of you who were interested in participating in the HOOK, LINE & SINKER tournament, it has been postponed. A new date has not been scheduled at this time, but please keep watching in the LKACC article for more information and please let your friends and family know it has been postponed.

Opening Doors to FriendshipAs I write this, I’m anticipating the
“Star Spangled Night” dinner/dance sponsored by Gourmet. I’ve heard bits here and there about the plans and I can assure you it’s going to be quite the affair.
We are planning our participation in the community 4th of July Celebration. Our annual Cake Walk will be held in the Assembly Room from 11 a.m. until 1 p.m. This is one of our major fundraisers of the year – and a lot of fun too! We are asking our members to donate a cake for this event. There will be a sign-up sheet at our June meeting. Also at this event, we will be selling our cookbooks and donating the proceeds of those sales to Rally for a Cure, that benefits the Susan G. Komen Breast Cancer Foundation.
At our last meeting we elected new officers for 2006-2007. Please plan to attend our meeting on June 8 as we will install the new officers and honor the past presidents of Kiowa Woman’s Club.
As of the end of June, I will join this honored group of past presidents. I am humbled to be associated with these women who have organized and guided this organization since 1973. What began as a small group of dedicated women now boasts a membership of more than 400. In addition to officers, there are six departments and 23 committees including Tour of Homes and the Style Show. It takes the devoted time and talent of more than 100 women to implement all the programs, events and community services that Kiowa Woman’s Club provides. There are no words to express my appreciation to all the women who have volunteered to make this last year a special one. I am forever grateful for your kind support.
I look forward to seeing you on June 8.

PRESIDENTS’ DAY PROGRAM
This month we will be honoring Kiowa Woman’s Club past presidents. The program will be an interview of four of the ladies who have served as president and have them share with us all their triumphs and fears during that period. Each will certainly have some very humorous as well as some not so humorous events during each of their terms. All the honorees will be recognized with their year of service and will be seated at a special table. We are hopeful that all of them will bring their scrapbooks given to them at the end of their term, which will be displayed for us to peruse and enjoy. The Bridge Department finished its last tournament on April 27. The winners were: 1st place, Allene Johnson and Jeanie Foster; 2nd place, Ruth Kurtz and Jan Thompson; 3rd place, Dee Magee and Peggy Carpenter and 4th place, Pat Medley and Barbara Koval. This was a very exciting tournament with the lead changing each week until the end. Everyone had a great time. Since there was little interest in another tournament this spring that would go into the summer, play will resume in the fall with a new director. I would like to take this opportunity to thank all the players. I have had the pleasure of being chair for four of the last five years and it is now time for a new chair. I have enjoyed my time as chair and thank all the people that have helped me. I look forward to playing in the fall with all the regulars and hopefully some new players.

If you’ve had hail in your area, to determine if the shingles have been damaged a close inspection of the shingles has to be made from the roof. Usually you cannot tell from the ground. Lake Kiowa Roofing, Inc. will perform this service for free. (940) 665-3106
Call your insurance company and ask for an adjuster to come inspect your roof for hail damage. Call a reputable roofing company and ask for the same inspection. If there are any discrepancies between the adjuster’s finding and the roofer’s finding, you may call for a “RE-INSPECTION” where your adjuster meets with the roofer to go over the roof together. Re-inspections are very common. The insurance company must determine two things when assessing the amount of your loss:
This insidious nature of hail is that it may pose no immediate threat to the structural integrity of the roof. However, many insurance companies have a “statute of limitations” of how long a hail claim is viable. If you have experienced a loss such as hail damage, it is prudent to take care of the problem in a timely manner before it leads to other associated problems.
A hail hit on a shingle looks like a “bruise” or a dark spot where the granules on the shingle have been knocked off and the asphalt underlayment and sometimes the fiberglass mat is exposed. New hail hits will have a shiny appearance because the asphalt has been freshly exposed and has not had time to weather to a dull color.
Why would my insurance company replace my roof?
The purpose of home owner’s insurance is to protect homeowners against losses in their property’s value due to damage that is beyond their control. If you have hail damage, you have experienced a financial loss in that your original investment of a 20-year roof (for example) has now been reduced to a 5-10 year useful life span. Your insurance company will compensate you for your loss and replace your roof.
1. Was there sufficient damage to the roof to declare it a total loss? (Usually determined by 7 verified hail hits per 100 square feet.)
2. What is the size of the roof and how many shingles will be needed to replace the roof?
What does hail do to a roof?
Shingles are designed so that the granules block the UV of the sun and protect the asphalt underlayment. As the shingles age the granules fall off over time. As the asphalt is exposed the UV, it dries out and the shingle gets a “potato chip” appearance as the corners start to curl up. A shingle at the extreme end of its life is bubbled in appearance and is brittle to the touch. A 20-year shingle is warranteed by the manufacturer to have a useful life, under optimal ventilation conditions, of 20 years. Hail does several things:
1. Accelerates granule loss.2. Accelerates shingle aging.3. Voids manufacturer’s warrantees.4. Leads to other associated problems.

Hello everyone! Before we begin on Lodge activity news, for all of you who may not have heard, Carrie and Ricky had a bouncing baby girl. She was born May 8 at 1:56 p.m. and weighed in at 7 lbs. and 8 oz. She was 18” long and her name is Cierra Hope Lopez.
All of you are probably aware by now that Ricky resigned his position at the Lodge and has moved on in his career. We all wish him and his family the best. With his resignation, Julie LaSalle has been appointed Head Chef/Kitchen Manager. Julie was here when the new lodge opened for New Year’s of 2000.
She and her staff have successfully handled eight banquet functions in the last three weeks, which included 242 for Mother’s Day, as well as the regular Dining Room and 19th Hole activity. Thank you guys for stepping up to the plate when you were needed and thanks to all of our members for your continued support.
Lodge management is working closely with the Lodge and Tavern Committee on ways to improve and promote the Lodge. Members are urged to make suggestions and recommendations. As always, we appreciate your continued support.
Most of our immediate interior projects have been completed. Lodge painting has been done and new carpet has been installed. Friends of the Lodge purchased a new desk and chairs for the front lobby with funds donated by the Woman’s Club. They really look nice.
Upgrades to our Point of Sale (POS) system have been installed complete with new and improved monitors. We will soon be getting a portable wireless terminal which can be moved from room to room to accommodate banquets and other functions. We will also have a hand-held terminal which can be used for outside dining or banquets.
Barletta Construction will be reworking the thresholds of the new doors and modifying the hardware in the near future.
Out latest Texas Hold’em winners were Marvin Crew (first place) and Jim
Lewis (second place). Way to go guys!! Hold on to your hats...Marvin wants to donate his $100 Gift Certificate back to the next Hold’em Tournament to allow five place payouts rather than two. Watch for further notices on this one.
May has been another busy month and we look forward to kicking off June with the Kiowa Kapers on June 2, 3 and 4.

featuring lots of talented Lodge members. Each table was given a bag of items and asked to write a skit or a song using what was in their bag. It was great fun and the ideas were amazing.

If you haven’t volunteered to help for the 4th of July, it’s not too late. We will have a sign-up sheet at the June meeting and still need workers. Thanks to those who have signed up already. Farmers agent, J. B. Cole, presented a donation to Linda Stroup (Fundraiser Chair) for the Lake Kiowa Rally For A Cure, which raises money for the Susan G. Komen Breast Cancer Foundation. This is part of an ongoing program of Farmers Insurance for community sponsorship of local agents who are actively involved in their communities. President June Cloud presided over the meeting. Margie Nash reported five new members and recognized those with May birthdays.
Kathy Reed recruited volunteers for the Habitat for Humanity tournament for sandwiches and workers for the concession stands for Kiowa Kapers.
Keith and Judy Montgomery are giving up the maintenance on the big bed on #9, but will continue to work on the small bed. If you would like to volunteer to help, it will be greatly appreciated. Thanks were expressed to Peggy Coolidge, Sue Sprenger and their helpers for their work on the Member-Member Tournament. Sixty-eight members played in the two-day tournament.
Mary Pliler announced plans for the Member-Guest Tournament. She stated she would find you a guest if you did not know someone to invite. They need door prizes donated so everyone gets a prize. Contact Mary to make a donation.
Farmers Insurance Supports the Rally

Fran Adams explained the carry-over rule for #9, #13, #16. After you hit your first drive into the lake, you may move to the drop zone and drop a ball, which will be laying three, and you will be hitting your fourth stroke.
Out of bounds rules on #7 ditch: If the ball comes to rest in the ditch against the mesh catcher, it is not out of bounds. You may move it back two club lengths and drop without a penalty.
#2 and #14: These are both lateral hazards. Under penalty of one stroke,
you may take your ball back as far as you want, keeping the last place it crossed the hazard between you and the green. You may move the ball an equal distance on other size of hazard, using the same formula.
#15: If the ball is in the hazard, you may hit your ball out without grounding your club, or under one stroke penalty, you may move it back as far as you want to on the line which entered the hazard.

Senior Club Golf Tournament Winners
The Senior Club Golf Tournament was held April 22nd (Sat.) and 23rd (Sun.). The three divisions were ages: 50-59, 60-69 and 70-up. Nineteen participated in the 50-59 group, thirty-four in the 60-69 group and sixteen in the 70-up group.
Three places were awarded in gross and three in net scores for 50-59 and 70-up divisions. Five places were awarded in the 60-69 division.

Senior Club Golf Tournament - April 22-23Q: It is a condition of the competition (Note under Rule 6-8b) that players must
discontinue play immediately following a suspension of play by the Committee in a potentially dangerous situation. After such a suspension is signaled by the Committee, may a player proceed under a Rule by dropping a ball or determining an appropriate reference point, e.g., the nearest point of relief?
A: In view of the purpose of this type of suspension of play, it is recommended that all players take shelter immediately without taking such further actions. However, discontinuing play in the context of this condition means making no further strokes and, therefore, there is no penalty for taking actions such as those described.

Saturday, May 13 was a great day for golf! MGA play was a shamble format. All members of the team hit drives at each hole and picked the best. From there each player played his ball through the hole with full handicap. The best gross score and the best net score (two different balls) were kept for each hole. The lowest total was the winner.
The third and fourth place teams are pictured. The first two places chose not to report for pictures.
Some notes of interest:1. Please sand your fairway divots.
If you don’t have a sand container...get one from the MGA. See or call Brown or Wayne. Or just use a plastic milk jug on your cart.
2. Use the 90-degree cart rule...stay on cart path until you get to your ball, then get on fairway or rough. After
hitting, go back to cart path at a 90-degree angle (straight to the side).
3. Don’t get too close to the green or tee areas. In front of the green stay at least 15 yards away. We are in the process of getting some cart arrow signs for those who don’t know what 15 yards is.
4. This is OUR golf course. Let’s keep it as best we can!
The three above problems are the most encountered by our marshall and seen by other members! PLEASE HELP!
June 2-3 and 4 is the Kiowa Kapers Golf Tournament. Good luck if you are playing!

Maintenance of the golf course is increasing as the grass starts to green up and we are starting to prepare the course for upcoming tournaments.
#1 Fairway - We verticut the fairway, seeded it with the Princess 77 bermudagrass, top dressed it and started watering it. And now we wait! We hope that all will go well. We should know within the next 7 to 10 days.
Greens – We have started removing bad areas from the greens and replacing with sod from our nursery, firming up the greens and speeding them up. This process will take about a week to complete.
#9 Seawall - Hopefully by this report we will have received a call from our sod people and they are able to cut. Which means we will have sod if there are volunteers that would like to come out and help, it would be greatly appreciated?

President Wayne Shearer called the meeting to order at 8:00 A.M. All members were present except R. J. Stroup, Chuck Essex and Barry Pliler. Special guest in attendance was Dean Dorsch.
Meeting Notes: The minutes of the April meeting were approved.
Treasurer’s Report: Dale Mock presented the financial report as of March 31, 2006. The summary report was as follows: The beginning balance $20,763.33, monthly receipts were $6,413.70 and expenses were $4,376.29, leaving the month end cash balance of $22,800.74. This amount includes committed funds totaling $5,301.07, which includes, Hole in One Pool, Handicap Tabulation and additional projects. This results in a net cash position of $17,499.67. The report was approved.
Membership: Greg Gotses, Membership Chairman, reported that our membership now stands at 475. A list of members from last year that have not renewed was reviewed and divided among board members for follow up telephone calls to solicit renewal.
We have 277 signed up for the hole in one club.
Public Relations: Larry Glover, Public Relations Chairman will include a USGA rule of the month from Brown McCrory in the Communiqúe column. Look for some excellent coverage of the Club Senior Championship in the current Communiqúe
Projects: Jim Williams, Projects Chairman will be placing the work project list on the web site in order to allow members both the ability to track projects and measure results on their own observations. Jim is also working on having sand barrels placed at every other tee box to facilitate the refilling of sand bottles by members. There was also a discussion about how to address practice around the #1 tee box and putting green while maintaining an area that looks attractive.
A reminder of the weekly work detail is now being displayed on the new front gate sign.
Tournaments: John Schneider, Tournament Chairman noted the May 13 Saturday play day format will be a shamble, and the Gainesville Habitat for Humanity tournament will take place on the May 27. For those that like to plan ahead, the June MGA outing will be a 1-2-3 on 5-4-3.
John addressed the issue of playing the ball down or up by explaining that the tournament schedule was designed to have scramble type events during the months the course is not at full growing stage, and individual play events during the prime growing season. Any individual ball play should be under USGA rules which consist of playing the ball down unless special circumstances allow lift, clean and place.
The Kapers planning is on schedule and it appears the tournament will have a full field by the end of this week.
Thirty-eight couples enjoyed a fun afternoon of golf, a great dinner and the satisfaction that they had helped finish the driving range improvements. David Long reported to the group that built up landing areas are to be constructed on the range beginning in May. The tee box will be leveled and re-sodded and pads will be put down in the winter when the grass is not growing. Gross and net winners received balls. The winners were as follows:

Old Business: David Long advised the planting of Princess 77 grass on #1 fairway is complete and the hole should remain closed until May 24. If this grass works as well as anticipated, there is a possibility of closing the course after July 9 for two or three weeks to seed the other fairways. Work on the driving range will be set back on account of the unusual, but welcome rain and has delayed getting the 36 pallets of sod needed to finish #9 and #4.
New Business: Dean Dorsch was invited to address the board with his observations from being a course marshall. He opened his remarks by noting he assumed this job because he cares about how the course is maintained. Among the major issues he identified are lack of filling divots with sand, failure to remain on cart paths near tees and greens, and failure to comply with the 90° rule. Dean suggested signage may help to direct carts around certain areas.
David Long noted that the over seeding of fairways has been removed from the M&O budget for next year as the Princess 77 should preclude such need, and the competition for growth is not desirable. A back up camera for #14 is on order and we are awaiting repair of the primary unit.
The next MGA board meeting will be June 7 and our play day will be June 10.

at 12 noon and midnight only each day. Be sure you have submitted your visitor notification form in plenty of time before arrival to insure their names have been received. As an example, if you have visitors coming to watch fireworks the evening of the 4th, you will need to submit notification before 12 noon July 4.
Activity at the beaches and around the lake has noticeably increased in the last month, which is not unusual for this time of year. Quite a few complaints were received concerning loud music at the East Beach. Extra patrols have been assigned to this area with instructions to cite individuals who will not keep music volumes at acceptable levels. Traffic on the water has also picked up. Security patrol wrote two citations for no boat registration, one for a boat in a swimming area and three for parking watercraft at POA docks in excess of the allotted time. A seven-day-a-week lake patrol will be instituted by next week. The department wrote 17 citations in all during this reporting period including two for leash law violations.
Animal Control Officers responded to 28 stray dog calls, one call concerning an abandoned litter of kittens and eight varmint complaints. Security patrol performed 15 traffic stops, secured two unlocked doors, responded to two business alarms and a residence alarm, delivered one emergency message and checked the welfare of residents on four occasions. assistance, an open fire was put out, kids playing on the dumpsters during the Spring Clean-up were chased away and 9-1-1 hang-ups were investigated three times.
Security personnel took reports on an auto accident, a burglary, two incidents of criminal mischief, two thefts and assisted Cooke County deputies at the scene of a domestic dispute. Other calls eliciting response included four reported reckless drivers, two suspicious vehicles, an underage golf cart operator, unauthorized entry at the East Gate, unaccompanied guests at the East Beach and littering. Security dispatchers prepared emergency run sheets for 21 LKVFD page-outs.

EAST GATE HOURS FOR JULY 4TH
The Security Department wishes to announce that the East Gate will be manned on July 4 between the hours of 10 a.m. and 6 p.m. The rolling gates will be locked open and an officer will be standing by to admit anyone with a current auto sticker, member card or guest card. Visitors who have signed in at the front gate and have been given a guest pass may use the East Gate for re-entry purposes. Members who wish to have their guests enter for the first time at the East Gate may lead them in there and have the officer write a pass upon their instruction.

of the Regular Monthly Assessment for Operations and Maintenance” comparison was prepared on a cash basis to show the allocation of the regular monthly maintenance assessment of $138.00 for fiscal year 05/06 vs. the proposed fiscal year 06/07 assessment of $141.85. Please note the new budget is based on 1,397 dues paying lots while last year’s was based on 1,400 lots. It does not provide for depreciation or doubtful accounts as required by generally accepted accounting procedures (GAAP). The ARRF is a separate funding assessment for capital item replacement, and, therefore, it is not included in any calculations shown in the chart for the operations and maintenance.
Other revenues are allocated to the cost center which generates the revenue. That is: golf course greens fees are placed against the golf course expense, lot mowing charges against maintenance, etc.
The projected revenues have been deducted from the expense of a particular cost center to provide a net amount to be funded from the regular monthly assessment. In the second column for each respective year, the dollar figure represents the amount of the property owner’s monthly assessment needed to meet the net expense of that cost center. The third column is the percent each center represents of the O&M monthly assessment.
For the next fiscal year, the regularly monthly assessment for Operations and Maintenance will increase by $3.85; from $138.00 to $141.85. The Asset Replacement Reserve Fund (ARRF) assessment of $34.00 will continue at the same level making each member’s monthly assessment a total of $175.85.
I hope the above comparison and narrative gives you some additional insight as to how your monthly assessment is spent to provide the various maintenance services and amenities at Lake Kiowa. $172.00

BOARD ROOMCALL TO ORDERPresident Dave Spangler called the
meeting to order at 6:03 p.m. Board member Bob Bingham was absent.
REVIEW OF MINUTESThere were no corrections to the
minutes.TRANS-TEXAS CORRIDORManager Scott Campbell reported
on the proposed Trans-Texas Corridor. No decision has been made regarding exact location. He encouraged board members to stay informed and to attend applicable meetings that will be held in the area.
ROAD PROJECTSRoad core samples indicate the types
of reworking necessary to bring our roads to acceptable standards. Preparations of specifications and contract documents are being prepared and work should begin this summer. Manager Campbell will keep the community informed of developments.
TEMPORARY RULE (Boat Slips)The following rule was adopted on a
motion by Kathy Reed and second by John Davis with all board members in agreement.
Due to increased use all public slips at the main boat launch (Dam) shall be used for immediate loading and unloading only. Mooring of boats at this location shall be prohibited until such time as the Community Manager determines the lake level is adequate to render the other public launches usable. Announcement will be made at such time this rule is rescinded.
MANAGER’S REPORTManager Campbell also updated the
board with regards to Silt Removal,
Lodge Doors (thresholds), Emergency Sirens, Comanche Gate, Motor Bike Track (on 902), Lodge Painting and Carpet, Electronic Sign and the July 4th Celebration.
The board recessed at 7 p.m. for the Board Meeting in the Assembly Room with homeowners.
At 7:03 p.m. president Spangler welcomed 16 members to the meeting and led all present in the Pledge of Allegiance. There were no newcomers to the meeting. Bob Bingham joined the board members at this time.
Minutes of the April 3 Lake Kiowa Property Association meeting were read by Secretary Peggy Padgham. Linda Fite made a motion to accept the minutes as read. Randy Howell seconded and all were in favor. John Davis abstained.
Kathy Reed, Treasurer, gave the Financial Report. She reported that the finances of the association continue to be in good order.
President Spangler called on Manager Scott Campbell and the Department personnel to give their reports. Each report will be published in the Communique. It was noted that an alert homeowner reported an incident on the #10 fairway and Security was able to apprehend the person(s) responsible. Chief of Security Gary Davidson urged all homeowners to be alert for any type of infraction and to call Security immediately.
Both Don Hoover and Dave Long gave detailed reports to those present.
Carol Clausing requested that information regarding building permits be published in the Communique. The board will take this under advisement.
The meeting in the Assembly Room was recessed at 7:50 p.m.
At 7:56 p.m. the board reconvened in the Board Room.

President Spangler presided over the discussion pertinent to the proposed budget. Additional meetings will be held to continue the discussion.

CALL TO ORDER: The meeting was held at the Kiowa Homeowners Water Supply Corporation Office and was called to order at 9:00 a.m. by President Jess Maxwell.
ESTABLISHMENT OF QUORUM: All members were present with the exception of J.A. Samples.
APPROVAL OF THE MINUTES OF THE MARCH 8, 2006 MEETING: The minutes were approved on a motion by Brent Reed and a second by Dean Dorsch. All were in favor.

MANGER’S REPORT: Manager Young reported two new taps installed on lots 1581 and 1479. Overtime reported for Robert Wilson was four hours and Gary Vanbebber was seven hours. Manager Young reported that all tanks are now back in service. The painting on the ground storage tank, inside and outside, has been finished.
DISCUSSION AND APPROVAL OF FINANCIAL STATEMENTS AND AUTHORIZATION OF PAYMENT OF BILLS: Manager Young explained the financial statements to all board members. Dean Dorsch made a motion to authorize the payment of all bills. It was seconded by Don Howeth and all were in favor.

OF CHECK SIGNATURE RESOLUTIONS: A motion to accept the resolution requiring two signatures on each check, and allowing all board members and the General Manager to sign checks at both GNB and FSB was
made by Jan Thies and a second by Dean Dorsch. All were in favor.
DISCUSSION ON OPEN MEETING/OPEN RECORDS TRAINING: Manager Young gave each board member a DVD from the attorney-generals office. Every board member and employees of the water corporation are required to take a two hour training on open meetings/open records. The DVDs will take the place of a training session.
DISCUSSION OF ANY ITEMS TO BE INCLUDED ON THE NEXT MEETING AGENDA: It is hoped we will have a report on insurance by the next meeting. A building committee update is also expected.
ADJOURNMENT: Dean Dorsch made a motion to adjourn at 10:10 a.m. Jan Thies seconded it and all were in favor.

REVIEW OF MINUTESLee Skinner made a motion to approve
the April 17, 2006 minutes. Kathy Reed seconded and all were in favor.
DRIVEWAYS – Materials now approved
John Davis, Chairman, presented a request by the Architectural Control Committee that the Board review the materials allowed in the construction of driveways. This will be discussed at a future board meeting after members have had a chance to review and consider the regulation.
AARF (POS System upgrade)President Dave Spangler and
Manager Scott Campbell discussed the upgrade for the Point of Sale system. Equipment has been ordered. Benefits associated with the Aloha system were discussed and members were apprised of the improvements that will enable transactions to be posted from the Lodge and entered immediately into the system.
BUDGET The Board briefly reviewed items
in the O & M budget before focusing on the AARF and CARF budgets. Continued discussion will take place at the next meeting.
