The town’s water supply, which is pumped from the lake, currently undergoes a process of chlorination before reaching residents, though that system no longer holds up to new regulations. In 2009, Island Health (then known as Vancouver Island Health Authority), changed requirements for water providers throughout the Island. The new regulations require municipalities to use a second treatment system, such as sand filtration. In cases of “very high quality sources and effective and ongoing watershed protection” ultraviolet (UV) light disinfection is permitted. The town hopes to use the latter, and less costly, solution. Since then, the town has been testing the water in hopes that the ministries of Health and Environment will grant them a deferral and allow the use of UV disinfection. “When they asked us to implement the policy in 2009, they wanted us to implement sand filters right off the bat,” Public Works superintendent Nagi Rizk said. “With high enough water quality, the Ministry can grant us a deferral from using sand filters. We’ve been doing studies and collecting samples to test the quality of the water. At this point, we’ve collected enough data to prove that.” UV disinfection works by scrambling the DNA of organisms, making them unable to reproduce and effectively harmless if consumed. The Lake Cowichan Municipal All Candidates meeting brought in a full house Monday night. Estimates were that close to 200 people attended to listen to municipal candidates discuss their platforms and answer questions from the Chamber of Commerce and the public. Candidates were seated alphabetically and asked questions in random order. Candidates spoke with passion, humour and enthusiasm.

The Lake Cowichan Municipal All Candidates Forum took place Monday night at Centennial Hall from 7 to 9 p.m.

The hall was packed; more chairs had to be brought out and once those were lled people stood at the back of the hall.

The Chamber of Commerce hosted the forum, which was moderated by George deLure. He asked the candidates a series of pre-determined questions created by the Chamber, which the candidates hadn’t heard before. Once the Chamber’s questions were nished, they opened the oor to questions from the public.

Candidates answered in a way consistent with their platforms.

All candidates touched on the need for a seniors care facility,

improvements to infrastructure, and the need for a way to entice business into the downtown core. Each individual answered with passion, earnestness, humour or resolve, as they saw t. Each individual also demonstrated their conviction to act on behalf of the town and serve in the way they thought would best serve the townspeople. The forum was at some points heated and at some points relaxed as candidates and the public listened and interacted with each other.

Below is a summary of how candidates answered one of the Chamber’s pre-determined questions. Responses are summarized in the order they were answered.

If (re)elected, what would be the one goal you want to achieve in the next four years?Rocky Wise: Two new ball parks.

Lorna Vomacka: Affordable family housing.Bev North: People want to have fun and see the lighter side of life. What do you (townspeople) want?Put some drive into it, laugh a little and we’ll get through.Tim McGonigle: “Fun’s my middle name.” A base for revenue, apart from property taxes, and other tools to raise funds to pay for projects in town. For example, a gas tax. We need to lobby the province for continuous funding.Frank Hornbrook: A balanced nancial statement with no debt.Ted Gamble: An assisted living building, which might take some time. In the meantime, a local market in the new square, generating local economy.Bob Day: A downtown business marketing program that draws new business to the area. Hubert Crevels: Eliminate most of the stop signs in town by removing

them or changing to yield signs.Carolyne Austin: Affordable housing for seniors and families.Ross Forrest: Seniors care facility. I’ve seen too many spouses separated from each other when they get old. I want to see people stay together as they age. We also need to attract other partners in businessWendy Klyne: I have a vision for how I want the town to be–a busy downtown core bustling with people; a new elementary school.Over 150 people in the community are 80+ years old, so we need assisted living.Kyle WylieFocus on planning with purpose for the future. I want to leave the community better than it was when I came here. It’s not just about what I do for the next four years but how I lay the foundation for the next 20 years.

Questions from the oor ranged from water and sewer costs, a new town hall building, the future of the old ranger station, downtown revitalization and an open door policy at the municipal of ce.

The municipal vote takes place on Nov. 15 this year at Centennial Hall from 8 a.m. to 8 p.m. To register as a resident voter, you must be 18 years of age, a Canadian citizen, a resident of BC for at least 6 months prior to voting, a resident of Lake Cowichan at least 30 days prior to voting, and eligible by law to vote. To register on election day, bring two pieces of signed ID. One piece must also have your address.

Advance voting is open to eligible voters at the Municipal of ce on Nov. 5 and Nov.12 between 8 a.m. to 8 p.m.

Cowichan Lake is about to get a whole lot healthier.

Island Health confi rmed last week that the roughly 6,500 residents of Lake Cowichan and surrounding area are just a matter of weeks away from their promised primary health care team.

“Enhanced primary health services through a primary health care team will begin providing programs and services in early 2014,” the provincial health authority (formerly VIHA) announced in a press release.

The team will be located at the Kaatza Health Centre, 58 Cowichan Ave. West and will begin delivering services early in the new year.

A nurse practitioner has also been hired for the Cowichan Lake area. The nurse practitioner will begin practicing at the Brookside Medical Clinic in the New Year.

“This year we went from three doctors to zero, and in the New Year we’ll have two full time doctors and however many doctors work out of the walk-in clinic and then the nurse practioner,” Lake Cowichan Mayor Ross Forrest said.

The two new docs will have an international background, said the mayor.

We’re also getting the two doctors through a return of service program, where international doctors do a course through (Vancouver’s) St. Paul’s Hospital and two year course at the U of Victoria that allows them to practice in Canada,” he said.

“The doctors we have coming are from, I believe, Chile, and we’re getting two of them Aug. 1.”

Forrest said the town entertained quite a few doctors in the international program to try and convince them to work in Lake Cowichan.

“There were eight openings on Vancouver Island and we knew we would have a real good chance because some of the other areas that had openings weren’t

quite as attractive communities as we are.”Community information sessions will

be held in the New Year when residents can meet the primary health care team and get information on the health services that will be provided and how to access these services.

Dates and locations for the information sessions will be announced in the coming weeks.

The new arrangement arises from circumstances that left the community temporarily doctor-less.

“There was a bit of a panic in the community,” Forrest said.

“So we formed a committee called CHOOSE Cowichan Lake and we worked together with VIHA’s physician recruitment and also with the Cowichan Family Practitioner group and they’ve done a tremendous job for us,” he said.

“The goal of the working group was to develop a primary health care team that would meet the needs of residents based on what they considered as their most important health care issues and the make-up of this team defi nitely meets this goal,” Lake Cowichan Councillor Bob Day said in a release.

The Cowichan Lake Working Group, which consisted of representatives from the Cowichan Communities Health Network, CHOOSE Cowichan Lake, the Cowichan Valley Division of Family Practice and Island Health, was formed to develop a model for an integrated health care team.

“This collaborative team was selected based on input from local residents about their long-term health services needs which include local access to care,” Dr. Bob Burns, executive medical director for Population and Community Health for Island Health, said in a release.

Community consultations took place to determine the long-term health services needs of residents and the working group agreed on a primary health care team consisting of a dietitian, primary health care nurse, social worker/counsellor and a clinical offi ce assistant.

“[This project] could have a huge financial impact,” councillor Tim McGonigle said at a Public Works and Environmental Services meeting. “Council has been wrestling with this for half of the time I’ve been at the table.”

Mayor Ross Forrest added that many small municipalities are “in the same boat.”

“We’re hoping to find grants,” Rizk said, “but we’ll have to go ahead whether we do or not.”

Councillor Bob Day suggested the town apply for a grant from the New Building Canada Fund. Lake Cowichan would likely qualify for the Small Communities Fund, which grants $1 billion to communities of under 100,000 residents in order to pursue projects that meet local needs.

Despite the high costs of water treatment upgrades causing headaches for some of the Island’s

smaller municipalities, Richard Stanwick, Island Health’s Chief Medical Health Officer, defended the rising standards for drinking water in a Nov. 27 report.

“Despite high-profile coverage of outbreaks associated with bad water in BC and Canada, such as the notorious Walkerton outbreak, reluctance by water recipients to make the necessary

investments to bring existing water systems up to BC standards occurs from time to time.

“It is ironic that Drinking Water Officers have had to resort to

issuing orders for water systems to comply with these expectations at a time when some members of the public are willingly paying more for a litre of bottled water (which for all intents is no better than tap water) than for a litre of gasoline”

The town was previously given an eight month extension to implement a secondary treatment system, lengthening the deadline from Mar. 27 to Nov. 30 of next year. Rizk said he was confident that the town could meet the deadline with council’s approval.

Horgan on LNG, climate and farmland

Tom Fletcher: The B.C. Liberal government has given every indication they’re going to proceed with the Site C dam on the Peace River. What do you think?

John Horgan: I’ve always maintained that it’s a good project, but it’s a question of when to add another $8-9-10-12 billion onto the backs of ratepayers.

First of all, go to the B.C. Utilities Commission and fi nd out if this is the power you need and if this is the time to build it. The government refuses to do that, and I think that’s just an Achilles heel in this process.

TF: You voted for the liquefi ed natural gas income tax to provide certainty, and then you immediately said you would work to increase the LNG tax in 2017, before any major project could be started. How is that certainty?

JH: I thought it was important that the investment community in this sector knew there was bipartisan support for LNG in British Columbia. But we went from a seven per cent [tax] to a 3.5 per cent because of a softening market.

If there is a decline in return to the province because of a softening market, then surely over a 25-year period – not just between now and 2017, but if the market conditions change and prices go up – I think British Columbians would want their government to make sure they were getting a fair share of that benefi t.

TF: Why did you vote against the LNG environmental legislation?

JH: They said prior to the election that LNG would be the greenest in the world. And then when they tabled legislation they left out 70 per cent of the emissions from upstream activity.

TF: Gordon Campbell’s great

goal for greenhouse gases, 33 per cent reduction by 2020, can that be reached assuming a substantial LNG development?

JH: I fi nd it diffi cult to believe that they’re going to achieve those results. [Environment Minister] Mary Polak has a different point of view, and our job as opposition is to hold them accountable to the numbers that they passed into law, and we’re going to do that.

One of the three sectors, housing, energy and transportation, where emission profi les can be managed downward is transportation. And the government has wasted 18 months talking about a referendum on [Metro Vancouver transit.]

TF: What’s your top priority for 2015?

JH: I think the public is going to increasingly fi nd affordability issues to be the challenge. We didn’t spend as much time as I had hoped to on hydro rate increases, ICBC. When the government balanced the budget, they did it by selling assets, and by increasing costs at their Crown corporations and then pulling that revenue in for budget purposes. We’re going to have to use new technologies and means of communication to better explain to people what the government’s doing to them.

TF: What should happen with the agricultural land reserve?

JH: I don’t think there was a groundswell of opposition to the ALR, quite the opposite in fact, and the commission has in my opinion, infi nite fl exibility to meet the demands of development in northern areas as well as urban centres.

I’m going to make sure that [agriculture critic] Lana Popham, who as you know is fearless on this issue, is let loose on [Agriculture Minister] Norm Letnick, and we’re going to dog this issue up to the next election.

New speed board slows traf c, hastens road projects

Lake Cowichan’s Public Works and Engineering department is coordinating with local RCMP on a speed board installation — though the new gadget does more than warn speeders.

Equipped with an on-board computer, the speed board collects and stores data on nearly all aspects of traf c, such as the number of drivers using a particular road, the date and time they’re using it and of course their speed.

Nagi Rizk, superintendent of Public Works and Engineering, said the speed board’s abilities will have a huge impact on how the town plans new road improvements.

On prior projects, such as the roundabout on South Shore Road, the town relied on traf c personnel to physically count traf c, whereas the new speed board does so automatically.

Aside from data collection, the speed board can also be used to deter speeding in pedestrian-heavy areas like school zones.

“We don’t need to wait for contractors to collect data for us,” Rizk said. “It’s a handy tool for us and it’s handy for the community. I’ve already noticed people slowing down, it’s a visible difference.”

While no traf c projects are currently in the works for the town, Rizk said the information being collected now is invaluable for looking at traf c design

down the road, allowing them to compare traf c ow from, say, ve years from now, to traf c ow from today.

“We need as much info as possible,” Rizk said. “The more data you have over the years, the better.”

Because the speed board doubles as a safety initiative, the device and its installation were funded by ICBC.

The speed board is currently located on South Shore Road, though the RCMP plans on regularly changing its location to other areas where with high crosswalk traf c, particularly in school zones.

The board runs on a combination of solar and electric power, though due to the recent cloudy weather, it was temporarily taken down for charging.

The staff at Cowichan Lake Sports Arena are preparing for the annual Winter Wonderland, one of Lake Cowichan’s most popular family events.

Guests are invited to skate or walk on the ice, go on a sled run, play a pick-up game of hockey, sit by the re in the middle of the rink or even paint their own decorations on the ice.

While organizers may not be innovating on the ice, Arena supervisor Rob McFarlane said the event remains very popular with former Lake Cowichan residents coming home for the holidays.

“I’ve been a part of [Winter Wonderland] for ten years, and I’ve never heard of anything negative, shy of Santa not being here long enough,” McFarlane said. “Last year we had people lining up to get in an hour before we opened.”

This year, kids will be getting a little more time to visit Santa, who will be at the event from 6:15 to 7:45 p.m.

Turnout for the event typically ranges between 300 and 600 people, depending on the weather.

“It’s both the biggest and

smoothest event we host,” McFarlane said. “We just ask that people respect each other both on and off the ice.”

Winter Wonderland has been taking place in Lake Cowichan since the early 1990s, when the

event lasted three or four days.Winter Wonderland takes place

on Dec. 23, from 6 to 8 p.m. Admission is $3 per person or $10 for a family of four.

Skates, shoes and strollers are all welcome on the ice.

Water consumption takes a dive, according

Last week, the Town of Lake Cowichan released an update to the municipalities water consumption rates, which shows a significant decrease in the amount of water drawn from the system this year.

According to Public Works superintendent Nagi Rizk, the steadily decreasing consumption rates can be attributed to several factors, such as the water meter program implemented last year.

“I wouldn’t say we were surprised with the results,” Rizk said. “We were expecting it from talking to other municipalities [who implemented water meters].”

Water meters, which monitor usage and in turn allow for a

scale of payment based on usage, are partly responsible for what may turn out to be the sharpest drop in water usage for the town since 2010. Numbers currently sit at 582,260 cubic metres (c.m.) as opposed to last year’s 761,660 c.m., a 24 per cent reduction.

Though numbers won’t be final until 2015, the current count includes statistics from January to the end of November. As residents tend not to turn their taps on much in December, Rizk said he’s confident that water usage will remain well below 700,000 c.m. by the end of the year, staying in line with or even exceeding the 15 to 20 per cent decrease originally projected in mid-2012, before water metering began.

Water metering was an initiative brought forward by the BC Climate Action Charter,

signed by town council on Sept. 26, 2007. Water conservation is just one aspect of the charter, which also includes reducing carbon emissions and purchasing carbon offsets to compensate for emissions. 180 of the province’s 188 municipalities, including Lake Cowichan, have since signed the charter.

Along with water metering, extensive leak repairs within the town have also played a part in lowering consumption.

While 2014 is likely to show the biggest leap forward for water conservation, usage in Lake Cowichan has been steadily decreasing since 2011, when we saw a numbers drop from 899,270 c.m. to 885,750. Usage continued to decline in 2012 and 2013 by about 60,000 c.m. each year.

The inside back: A little of this and that

• Dec. 18: It’s family story time at the Vancouver Island Regional Library’s Cowichan Lake branch. Kids ages five and under, and their families, are invited to the library for a half-hour of stories, songs, rhymes and fun, starting at 11 a.m.

• Dec. 19: Will be a night of karaoke at the Cowichan Lake Sports Arena Curling Lounge. The 19+ event will be held from 7:30 p.m. to 12:30 a.m. and is free of charge. A concession will also be open until 10 p.m.

• Dec. 23: Cowichan Lake Sports Arena will be hosting their annual Winter Wonderland. The arena will feature a toboggan run, fire on ice, skating, shinny hockey, hot chocolate, and a visit from Santa Claus.

• Dec. 31: Come ring in the New Year with family and friends at Youbou Hall. Ticket price includes hats, noisemakers, balloons and a midnight snack. Tickets are $12 and available at Cowichan Lake Sports Arena or the Youbou Hall. The event runs from 9 p.m. to 2 a.m. and a cash bar will be open.

• Free Public Skating will be held each Monday at the Cowichan Lake Sports Arena. The rink will be open from 3:30 to 4:50 p.m. Paid skate rentals are available for those without their own pair. Skinny Hockey games will also be on the ice for kids 12 and under, helmet required.

• Yoga Sessions for ages 15 and over are will be held at the Cowichan Lake Sports Arena multi-purpose room from 6:30 to 7:45 p.m.

• Hiking Club meetups are held every Wednesday morning at 9:30 a.m. starting at Saywell Park.
