A plan to develop nearly 100 hectares of land in Okanagan Cen-tre, known as McCou-brey Plateau, will go to public hearing after Lake Country council adopted the McCoubrey Plateau area structure plan at a recent council meeting.
� e area in question is a unique parcel of land that rises up from Oka-nagan Lake and is most-ly forested but also in-cludes a pond, sever-al � at bench areas as well as numerous rocky out-crops.
Central to the plan is the development of up to 2,800 units; however, after an earlier public meeting, the possibility of allowing highrise tow-ers in the development has been scratched.
But Lake Country is moving ahead with plans to allow for development on the parcel of land.
“It has a fair bit of de-velopment potential,” said Lake Country dir-ector of planning Mark Koch.
“Council has said that this is an area they want to develop, some-thing that is close to the Town Centre. It’s an area
that can accommodate growth for a number of years and its envisioned that it can grow quite ex-tensively over time.”
Council heard that the development will include approximately 12 acres for a mixed use commer-cial centre which will be integrated with high density residential build-ings as well as a senior’s complex and commer-cial use.
� e higher density units are envisioned to occupy the upper bench-es of the plateau area, surrounded by medium density residential and lower density residen-tial to the west. Centered within the neighbour-hood is the proposed senior’s complex.
� e high density will include high density residential buildings (six-storey maximum) to accept growth in the dis-tant future.
� e project envisions substantial growth, in-cluding up to 2,800 fu-ture units, not including any commercial space.
� e core area itself, is accessed and serviced by an inner spine road and will be surrounded by a series of neighour-hood parks, linear parks,
trails system, and open space features to provide for recreation opportun-ities and to protect the integrity of the natur-al environment and steep slopes.
Lake Country council was generally supportive of the plan, with Coun. Penny Gambell saying the area is very unique and hopefully future de-velopment will take into consideration the many natural wonders the area has.
“� is is a signi� cant area. � ere are parts of it that are very import-ant to preserve,” she said. “� ere is a topography in there that is really un-usual and beautiful. It’s a fabulous piece of land.”
“I think it’s very im-portant with such a large area that we not be afraid to engage the public. I think it’s very import-ant that we consider the public before moving forward.”
A public hearing was scheduled for the regu-lar council meeting last night, Jan. 21 after the Lake Country Calendar deadline.

New destinations, new airlines and grow-ing passenger numbers have made 2013 a rec-ord-breaking year for the Kelowna International Airport.
“� is has been a tre-mendous year for the YLW community,” said airport director Sam Samaddar. “We have a record number of airlines serving our region to a record number of destin-ations and we had each of the 12 months reach record breaking num-bers.”
In 2013, Air North and Paci� c Coastal Air-lines both added the air-port to their route maps, while Abbottsford, Whitehorse, Cranbrook and Ixtapa/Zihautanejo, Mexico, became new destinations for YLW passengers.
“Two new air carriers, four new destinations and more partnerships with our travel and busi-ness stakeholders have helped YLW serve over 1.5 million passengers in 2013,” said Samaddar.
With every month
last year breaking all-time highs in terms of passenger numbers at the airport, YLW saw 1,503,288 passengers pass through its terminal in 2013, a 4.11 per cent increase over the 2012 total and 8.14 per cent ahead of 2011.
“August was once again the busiest month of the year with 143,555 passengers using YLW, which was 5.5 per cent ahead of August 2012,” said Samaddar.
“December was the second busiest month
with 136,145 passen-gers.”
Last year began with the addition of United Airlines service to Los Angeles, inaugurated a few weeks earlier on Dec. 18, 2012 and in April, Northwestern Air began service to Abbotsford.
In June, Air North started what was planned to be seasonal service to Whitehorse, but thanks to stronger than expected passenger loads and suc-cess in the market, it an-nounced the service was being changed to year-round.
In November, Pacif-ic Coastal Airlines an-nounced � ights between Kelowna and Cranbrook in the Kootenays, and Sunwing Airlines of-fered a new destination for winter sun seekers
to Ixtapa/Zihautanejo Mexico.

Like many, she had participated in track and � eld and ran some dis-tances in high school, but in the years since gradu-ation, the 32-year-old professional had stopped running altogether.
And not only that, al-though she was interest-ed in getting started again to keep in shape and improve her health, Preston wasn’t sure she had the proper skills be-cause when she had tried to get back into running, she had not enjoyed it.
“� e main challenges I had trying to do it on my own was I wasn’t do-ing it properly. I was get-ting tired or hurting so I wasn’t having any fun,” said Preston. “I never really understood running as a recreation. It was di� cult because I didn’t know the tech-niques and wasn’t sure of the proper breathing and the little things that you overlook because you are ignorant to it all. � ere are tools you need to enjoy it and make it a whole lot more fun.”

decided to join the Van-couver Sun Run InTrain-ing program, 13 weeks or training that culminates
with participants tak-ing part in the 10-kilo-metre long Vancouver Sun Run. � e clinic in-cluded group runs as well as information sessions and eased runners into longer distances, using timed runs.
Clinic leaders helped participants with their running program as well as o� ering tips on proper techniques.
“It was nice to have the support and to have the system implemented by the leaders,” said Pres-ton. “At the beginning you run for a minute and then walk for a minute and you’re thinking ‘how am I ever going to run 10 kilometres?’”
But over the 13 weeks and as the intervals be-
tween running and walk-ing changed, the partici-pants were running for 40 minutes straight as they were approaching the Sun Run. � e group then traveled togeth-er and ran the Vancouver Sun Run’s 10 kilometre course.
“I remember when we ran for 10 minutes straight and I thought this was never going to happen,” said Pres-ton. “But then we were running for 40 minutes straight. When we went to Vancouver we were all thinking back to when we were freaking out over being able to run for � ve minutes. � en we did the run and it was crazy. We all met up at the � nish line so every-one could share their ex-periences. It was a pretty remarkable experience.”
Since taking part in the Sun Run clinic and the actual 10 kilometre course, Preston has not only kept running for recreation but she has also taken it to another level.
She ran a few more 10 kilometre races and even went longer, completing both the wine country half marathon and the Okanagan half marathon as well as several other races. � is year she will be a leader at the Sun
Run Clinic and, perhaps most important, she feels healthier than ever.
“I felt a great sense of accomplishment (com-pleting the Sun Run),” she said. “I’m sleep-ing better, I have more energy, I want to go out-side. � e Sun Run is something that is achiev-able by everybody. � e clinics are a controlled
environment where everyone is looking out for each other and help-ing you make that goal.”

Chief Allan Adam of the Athabasca Chipe-
wyan First Nation has cited a discredited study by former community doctor John O’Connor to press the same claim.
� e College of Phys-icians and Surgeons of Alberta reviewed O’Connor’s claims in 2009. It concluded that: “Dr. O’Connor made a number of inaccurate or untruthful claims” about cancer patients, and then refused to provide pa-tient information after his claims made inter-national news.
Retired professor David Schindler toured with Young and con-tinued to push the health
scare, referring darkly to newer research showing increased mercury and PAH (polycyclic aromat-ic hydrocarbon) contam-ination.
When you peel back the propaganda and journalistic hype, these studies mainly reveal that such toxins are on the rise, but are found in much higher concentra-tions around large cities where fuel is consumed. � e cancer claims were then debunked by a Roy-al Society of Canada ex-pert panel in 2010.
� is cancer scare is the most damaging and
dishonest part of the se-lective attack on Alberta. � e oil industry, polit-icians and most of the media seem unwilling to examine it critically.
Climate scien-tist-turned-politician Andrew Weaver was at Young’s Toronto news conference. He says there were no questions for him, Adam or Young’s other validator, David Suzuki, who previous-ly worked with Schin-dler on a slanted oil-sands documentary for the CBC.
Weaver calculates that Young’s claim about greenhouse gas emis-sions is substantially cor-rect, if you include emis-sions from the � nished fuels. Weaver refused any comment on the cancer claims.
Young included the obligatory sneering com-parison between Stephen Harper and George W. Bush, which is another sign he’s lived in Califor-nia too long. He seemed unaware that the NDP’s � omas Mulcair and
Liberal leader Justin Tru-deau support continued oilsands development.
As for moonscapes, Young could have driven his famous electric Lin-coln from his Redwood City mansion on a hill to nearby Bakers� eld, to view the greasy ex-panses of closely packed pumpjacks reaching to the horizon, still expand-ing due to hydraulic frac-turing.
Young could have visited North Dakota, where the second shale oil train explosion luck-ily didn’t kill anyone. It seems there will be no remake of Young’s classic Kent State lament dedi-cated to 47 Dead in Old Quebec. � at’s Amer-ican oil, so no protests.
Chief Adam was frank in an interview on CTV about using the “Honour the Treaties” tour to strengthen his legal position. Young’s concert tour put $75,000 in his fund to pay law-

Most social analysts cite the military as the classic example of au-thoritarian, top-down, organization. It’s e� -cient. But it’s almost the opposite of the new way of living that Jesus prac-ticed and Paul taught.
Only a few sects—relatively speaking—de-liberately rejected a top-down structure. But they too tended to worship an almighty God on high. Deviation from the ac-cepted will of God could be punished by exclusion,
discipline, or burning at the stake.
Even today, few churches encour-age people to think for themselves, to question traditional doctrines, to explore new ways of carrying out their
responsibilities.Which makes me
wonder how a God of unconditional love might treat her employees.

An Oliver man is fa-cing a number of crimin-al charges after refusing to pay his taxi cab fare in Lake Country.
On Jan. 15, at 8:54 a.m., the Lake Coun-try RCMP received a re-port of an unpaid taxi cab fare.
� e suspect was re-portedly picked up in the Lake Country area, driven to a destination in Vernon and returned
back to Lake Country where he � ed the cab, re-fusing to pay the siz-able fare.
� e suspect male left both personal items and property suspected to have been stolen behind in the taxi cab, which was turned over to police to investigate.
� e male suspect later showed up at the Lake Country RCMP detach-ment, in another taxi cab,
in possession of addi-tional suspected stolen property, at which point he was taken into police custody without incident.
A 29-year-old man faces possible criminal charges of fraud, obstructing a peace o� cer and possession of property obtained by crime under $5,000. He was later re-leased from police cus-tody on a promise to ap-pear in court on April 7.

Here at Sun City Physiotherapy, we often see pa-
tients with shoulder in-juries who are worried that they have developed “frozen shoulder.”
Adhesive capsulitis, commonly known as fro-zen shoulder, is a condi-tion where the connect-ive tissue surrounding the shoulder becomes thick and tight. It can be painful in certain stages of development and is associated with a loss of movement in a particu-lar pattern.
Unfortunately, we do not know what caus-es adhesive capsulitis. � e risk of developing this condition increas-es if you have had trauma to the shoulder, shoul-der or chest surgery, or prolonged immobiliza-tion, however others de-velop it spontaneously. It is more common among women, people aged 40-60 years old, and dia-betics.
� ere are three stages of adhesive capsulitis; the freezing stage, frozen stage and thawing stage, and it may take a while for one’s body to move through these phases.
� e good news, how-ever, is that adhesive cap-sulitis is rare and most patients that come to see us with decreased shoul-der range do not actually
have this condition. Many patients come
to physio after an acute muscular shoulder in-jury, such as a rotator cu� injury, when the move-ment of the shoulder is limited due to pain or muscular tone. Although the range of motion is limited when the patient tries to move his or her own arm, it is not limited when the Physiother-apist moves it passive-ly. � is is a good sign, in that the sti� ening pro-cess has not begun and the patient can prevent sti� ness by keeping the arm mobile while the soft tissue is healing.
Sometimes we see pa-tients who have had a longstanding injury re-sulting in sti� ness of their shoulder in a pat-tern that is di� erent from the pattern we see with adhesive capsulitis. In this situation, sti� -ness in parts of the con-
nective tissue surround-ing the shoulder joint has occurred without a thickening of the entire capsule. � is often hap-pens if a person has had a shoulder injury and did not move the shoul-der for a long period af-ter the injury. It can also occur after shoulder sur-gery. Again, this is a good sign in that physiother-apy and exercises can help to loosen the shoul-der and restore range of motion.
One of the best ways to prevent frozen shoul-der from developing is to wear your jacket when you are outside this win-ter. Just kidding. � e actual best technique to prevent the shoul-der from becoming sti�
is to keep it mobile af-ter an injury. To do this you can place the hand of the injured arm on top of a broom stick and use the other arm to slow-ly lift the broomstick as high as you can without causing pain in the in-jured arm. Repeat this 10 times in a row through-out the day trying to bring your arm a little bit higher each time without causing pain. If you have just had shoulder surgery make sure the surgeon approves this exercise be-fore performing it.
You can also see your local Physiother-apist to help diagnose what is causing your de-creased motion and how to properly manage it. If you have already been
diagnosed with adhesive capsulitis your Physio-therapist can assess in which stage of healing you are, and what exer-cises and therapy will be the best for you dur-ing that period of heal-ing. If adhesive capsulitis is not present, but your shoulder is sti� , mobiliz-ations your Physiother-apist will perform can have a substantial impact on improving your range of motion and keeping your shoulder “unfrozen” this winter.

Here at Sun City Physiotherapy, we often see pa-
tients with shoulder in-juries who are worried that they have developed “frozen shoulder.”
Adhesive capsulitis, commonly known as fro-zen shoulder, is a condi-tion where the connect-ive tissue surrounding the shoulder becomes thick and tight. It can be painful in certain stages of development and is associated with a loss of movement in a particu-lar pattern.
Unfortunately, we do not know what caus-es adhesive capsulitis. � e risk of developing this condition increas-es if you have had trauma to the shoulder, shoul-der or chest surgery, or prolonged immobiliza-tion, however others de-velop it spontaneously. It is more common among women, people aged 40-60 years old, and dia-betics.
� ere are three stages of adhesive capsulitis; the freezing stage, frozen stage and thawing stage, and it may take a while for one’s body to move through these phases.
� e good news, how-ever, is that adhesive cap-sulitis is rare and most patients that come to see us with decreased shoul-der range do not actually
have this condition. Many patients come
to physio after an acute muscular shoulder in-jury, such as a rotator cu� injury, when the move-ment of the shoulder is limited due to pain or muscular tone. Although the range of motion is limited when the patient tries to move his or her own arm, it is not limited when the Physiother-apist moves it passive-ly. � is is a good sign, in that the sti� ening pro-cess has not begun and the patient can prevent sti� ness by keeping the arm mobile while the soft tissue is healing.
Sometimes we see pa-tients who have had a longstanding injury re-sulting in sti� ness of their shoulder in a pat-tern that is di� erent from the pattern we see with adhesive capsulitis. In this situation, sti� -ness in parts of the con-
nective tissue surround-ing the shoulder joint has occurred without a thickening of the entire capsule. � is often hap-pens if a person has had a shoulder injury and did not move the shoul-der for a long period af-ter the injury. It can also occur after shoulder sur-gery. Again, this is a good sign in that physiother-apy and exercises can help to loosen the shoul-der and restore range of motion.
One of the best ways to prevent frozen shoul-der from developing is to wear your jacket when you are outside this win-ter. Just kidding. � e actual best technique to prevent the shoul-der from becoming sti�
is to keep it mobile af-ter an injury. To do this you can place the hand of the injured arm on top of a broom stick and use the other arm to slow-ly lift the broomstick as high as you can without causing pain in the in-jured arm. Repeat this 10 times in a row through-out the day trying to bring your arm a little bit higher each time without causing pain. If you have just had shoulder surgery make sure the surgeon approves this exercise be-fore performing it.
You can also see your local Physiother-apist to help diagnose what is causing your de-creased motion and how to properly manage it. If you have already been
diagnosed with adhesive capsulitis your Physio-therapist can assess in which stage of healing you are, and what exer-cises and therapy will be the best for you dur-ing that period of heal-ing. If adhesive capsulitis is not present, but your shoulder is sti� , mobiliz-ations your Physiother-apist will perform can have a substantial impact on improving your range of motion and keeping your shoulder “unfrozen” this winter.

Police are urging the public to take the neces-
sary steps to properly se-cure their trailers fol-
lowing multiple reports of both attempted and
completed thefts in the Lake Country area.
On Jan. 5, at 10:07 p.m., the Lake Coun-try RCMP received a re-port of a cargo trailer left abandoned in the mid-dle of the 12000 block of Carrs Landing Road. Further investigation re-vealed that the trailer had just been stolen from a driveway nearby on Moberly Road.
On Jan. 6, at 10:19 a.m., the Lake Country RCMP received a report of a theft of a hydraul-
ic dump trailer from the area of Granite Road.
On Jan. 11, at 2:35 p.m., the Lake Country RCMP received a report of an attempted theft of another cargo trailer, this time, from the 14000 block of Carrs Landing Road.
� e suspects were later observed on surveil-lance footage attempting to hook up to the trailer and tow it away. It appeared as though the trailer receiver was too large for the suspects tow ball.
� e trailer slipped o� the suspects’ vehicle and rolled back into the com-plainants driveway, not causing any damage.
Consider the follow-ing tips to help prevent the theft of your trailer:• Park your trailer out of sight from the roadway• Park your trailer with the tongue pointing away from the roadway• Use a hitch coupler lock• Remove one or all of the trailer’s wheels, or• Use a wheel lock
• Secure the trailer to a tree or large � xed ob-ject with a chain or heavy cable• Park a vehicle in front of your trailer.

What causes gout and how can I treat it?
Gout is caused by an accumulation of uric acid, a breakdown product of digested protein - speci� cally purines - in our diet. Uric acid can stay dissolved in the blood but if it accumulates enough it will deposit in
our joints and cause pain. The most common joint this occurs in is the big toe joint. The big toe joint is the coolest in the body and the uric acid will often deposit there. Foods that are high in purines that contribute to gout include beer and alcohol, anchovies, breads, � sh roe, meats, sardines, yeast, seafood, liver, dried beans, mushrooms, peas, and spinach. Cutting these foods out of your diet will help reduce symptoms. Foods that are bene� cial for those with gout include dark berries, vegetables not listed above, nuts, eggs, fatty acids found in salmon, � ax oil, low fat dairy, and tofu made from soybeans. A family history of gout can also predispose you to this problem. Chronic gout can in turn also cause arthritis. If your big toe joint becomes painful, red and in� amed, seeing your podiatrist can help control your symptoms and prevent them from recurring.

What exactly does it mean when someone says they’re colour blind?
Colour blindness is a condition in which a person is unable to identify certain colours in what would be considered a “normal” way. Our retinas are populated by colour sensitive red, green and blue
cones that respond preferentially based on the wavelength of light that enters our eye. In individuals with red-green colour blindness, both the red and green cones respond to the same wavelengths, thereby making it dif� cult to distinguish between the two colours. A similar phenomenon occurs with individuals who are considered blue-yellow colour blind. While it’s not actually known how a person with red-green colour blindness perceives the world, it is thought that what we consider red or green would actually appear as a blend of beige like tones to them. Naturally, there is a wide spectrum of colour blindness types and severities - all of which can be easily assessed in-of� ce with your local optometrist.

Are dental problems the same in pets and people?
Dental disease is one of the most common medical conditions seen by veterinarians. Over 68% of all dogs and two thirds of cats over the age of three are estimated to have some form of periodontal or dental disease. Few
pets show obvious signs of dental disease. It is up to the pet’s family and veterinarian to uncover this hidden and often painful condition. Just because an animal is eating doesn’t mean dental disease is not causing pain or other health consequences! In people, the most common problem is tooth decay, which, due to the loss of calcium from the enamel, results in painful, infected caries (cavities). In the dog, tooth decay represents less than 10% of all dental problems. The most common dental problems seen in dogs are caused by periodontal disease. This is a term used to describe in� ammation or infection of the tissues surrounding the tooth. Accumulation of tartar and calculus on the teeth causes gum recession around the base of the tooth. Infection soon follows and the gums recede further, exposing sensitive unprotected tooth root surfaces and the bony tooth sockets. Left untreated, the infection spreads deep into the tooth socket, destroying the bone. Ultimately, the tooth loosens and falls out.

Wat said the Lib-eral government plans to work with the Op-position NDP in draft-
ing and presenting the apology during the up-coming spring session of the B.C. Legislature.
In Kelowna, Wat was told historical wrongs, such as provincial legis-lation, rules and regu-lations and the hated Head Tax of the late 1800s and early 1900s—deeply a� ected both the Chinese men who
came to work in Canada, mainly building the rail-road, and their families back in China.
Legislation such as the Chinese Exclusion Act, which barred Chi-nese immigrants from coming to Canada be-tween 1923 and 1947 and the preceding Head Tax, which charged as much as $500 per person
for each family member a worker wanted to bring to Canada, tore families apart.
Shui Lee, a � fth gen-eration Chinese-Can-adian and president of the Chinese-Can-adian Freemason’s Club in Kelowna, told of how his great-great-grand-father never saw his wife and children again after
coming here in 1914 in search of a better life.
He called the Kelow-na forum, which was or-ganized as a way for the public to give input into the promised apology, a “happy day and one I have been waiting for a for a long, long time.”
As an audience of about 60—mainly Chi-nese Canadians—lis-
tened, seven speakers told Wat how important the apology will be. � ey spoke of how racist gov-ernment laws and regu-lations of the past a� ect-ed their ancestors and subsequent generations because, in some cases, non-Oriental people and businesses took their lead from the government and enacted their own
racist and discriminatory rules aimed at all Asian people.
Several said the apology should include a reference to racism out-side of only past direct government legislation.

the apology, he wants to see a recognition of the hard work Chinese im-migrants to Canada did over the years in help-ing to build this coun-try and the loyalty they showed to Canada by volunteering to serve during World War II—despite not being grant-ed full citizenship until 1947. He said the history of the Chinese Canada and how they were treat-ed should also be man-datory education in the B.C. schools.
During the Kelow-na forum, Wat produced a thick binder with a rec-ord of all the discrimina-tory and racist legis-lation, regulations and rules past B.C. govern-ments enacted or pro-posed to keep Chi-nese-Canadians from owning land, running for, or holding, public of-� ce, voting and long list of other rights mod-ern-day Canadians take for granted.
She said she wants to hear from all Can-

The Planning and Development Department is seeking a permanent full-time Planner to join their team. The Planner provides research, analytical, report writing, presentation services respecting policy development, land use planning projects, and land use applications. The normal work week is 35 hours, Monday to Friday, plus the option of a compressed work week to get every 3rd Friday off. This is a mid-level professional planning position in the Planning and Development section that requires a high degree of professional responsibility in the development and implementation of planning strategies, statutory documents, and municipal policy. The position also requires thorough knowledge of related Acts and Regulations and the planning process in British Columbia. The Planner primarily works independently and works collaboratively with District staff to make submissions to Council and other affected public and private agencies as well as working with committees and above named groups respecting land use in the community. The preferred candidates will have completed a Planning Degree or Degree in a related discipline and membership or eligibility for membership in the Planning Institute of BC and/or the Canadian Institute of Planners. A minimum of three years’ related experience in planning, with preference taken to relevant experience in municipal government. The hourly rate of pay for this unionized position is between $30.52/hr and $36.33/hr (2014 rates). Zoning Amendment (DC11 Live-Work) Bylaw 878, 2013 (Z2013-007) is a zoning amendment that would change the property FROM C2 (Neighbourhood Commercial) TO DC11 (Direct Control 11 (Live-Work)) to allow for the development of multiple dwelling units and Live-Work units. The principal use of each of the Live-Work units would be residential and a part of the unit may be used for select commercial purposes. These Live-Work units must front a public street. A Direct Control zone has been prepared, and if adopted, could be used throughout the community.
