What this means is that the Board has recommended this Budget to be forwarded to the Membership for approval at the Annual Meeting on December 6th at the Lake Carroll Clubhouse. As you know a large percentage of the Fixed Asset dollars for 2015 were spent on the Dam Grouting Project, which I am glad to report was a huge success. In fact, for the first time since my arrival in late 2010, the lake maintained “pool” level and we had water flowing over the spillway as late as mid-October. The 2016 Fixed Asset Budget will allow us the opportunity to make some of the repairs and improvements to other areas which need attention. With the exception of last year’s grouting project, our largest single Fixed Asset Budget expenditure is usually the work which goes towards maintaining our roads. In 2016, the roads here at Lake Carroll will remain the largest Fixed Asset expense. While there are numerous items proposed in the 2016 Fixed Asset Budget, one item that I’m particularly excited about is one that our Safety Committee has been working on, which is the installation of Tornado Sirens within the Lake Carroll Community. This project is budgeted at $80,000 and could very well save lives in the event of severe weather. A great deal of time was invested by all of the committees to consider all of the requests. Although we could never complete all of them, our Steering Committee did a fine job of prioritizing which projects should be addressed in 2016. The Operating Budget also presented us with many challenges. The biggest cost increases we face heading into 2016 is the rising cost of healthcare for our staff and the drop in Dues-Paying Members. Our healthcare premiums will increase by nearly $52,000, or 22%, beginning January 1st. The shortfall in Dues during 2015 is approximately $46,000 and this liability unfortunately has to be shouldered by the remaining Property Owners. Dues increases are never going to be popular and those who assisted in creating this budget are, and have been, very mindful of that fact. Sometimes however, as with this budget, making decisions based solely on keeping dues increases to a minimum may be popular during the budget process, but can create a budget that compromises our ability to maintain the standards which are expected by the Membership. From an operations standpoint, our goal is to continue to maintain and enhance our Community. This objective can only be accomplished by adequate funding and the Board and the Committees feel strongly that the proposed budget will keep Lake Carroll one of, if not the finest, Four-Season Recreational Community in Northern Illinois. The 2016 Budget calls for a $60.00 increase in annual dues, an increase of less than 4%. Of that increase, $48 will go towards the Operations Budget; $11 will go to the Fixed Asset Budget and $1 for debt repayment. It isn’t possible to inform you of all aspects of the 2016 budget in this article, but I will ask the Membership to consider the entire budget when voting on it. In early November you will be receiving the annual information packet regarding the proposed budget. The packet will include detailed information on the budget including the projects and expenses which will be funded in this budget, and which ones have been eliminated or deferred. I am glad to report that this budget includes the funds needed to make our last payment on the Pool Loan which originated in 2004. Originally, this loan would not have been retired until 2022, but with the accelerated pay-down, which the Membership approved over the past four years, the final payment will be made in February 2016. I hope you all have a wonderful Thanksgiving and I look forward to seeing you On December 6th at the Annual Meeting. I would like to take a second and thank a couple of employees. Bob Randerson has been working on the Security boat for 7 years now. Working the Security boat can be very challenging during the summer season; Bob does a wonderful job and is always looking to help someone in need. Kim Sturtevant has been working the trail system for 9 years now. Kim also does a great job and any of you that ride the trails know how dirty of a job it can be. I would like to personally thank them both for their service and Lake Carroll is lucky to have two such dedicated people working for them. Don’t look now but winter is right around the corner! Just a reminder when the snow flies at Lake Carroll, please slow down while driving. Many times our roads will not be completely clear of snow and ice like the highways you travel to get to Lake Carroll. Our roads receive much less traffic than the highways, lack of traffic causes a longer time for our roads to clear up completely. If a significant snow storm hits Lake Carroll and you do not need to travel, please stay home and give our Maintenance Department time to clear the roads properly before venturing out. Give our snow plows plenty of room while clearing snow. Let’s have a safe winter driving season. The deer harvesting program has begun at Lake Carroll. Please be aware folks will be out in the woods and you may see more vehicles parked alongside of the roads. This brings me to another topic. I know the deer are enjoyable to look at, but it is illegal in the State of Illinois to use bait to attract deer. ** It is unlawful to make available food, salt, mineral blocks or other products for ingestion by wild deer or other wildlife in areas where wild deer are present. Page 11, of the Illinois hunting rules and regulations. You will be prosecuted by the State of Illinois if you are found to be baiting deer at Lake Carroll. As the weather cools, many of you will be leaving for warmer destinations. LCA encourages Members who leave for extended times consider utilizing the LOW TEMPERATURE LIGHT PROGRAM the Security Department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. The Heat Light Program is simple…The homeowner places a light in a window with a colored bulb. The light is plugged into a low temperature switch, which is then plugged into an interior wall (exterior walls are cooler and may cause a false alarm). When the temperature in the residence falls below a preset temperature the light is activated and will be viewed by Security. Security will contact you or other contacts you have provided too upon registration for the program. See more information about this program elsewhere in this issue, at www.golakecarroll.com, or contact me if you have any questions. I have seen the devastation water can do to homes here at the lake because of a broken water pipe…something to consider. I would like to wish all the property owners and their guests a safe and enjoyable fall season and DON’T’ FORGET YEILD TO YELLOW!!! If you have any questions, complaints or compliments please feel free to contact me at (815) 493-2552 ext.18 or e-mail me at [email protected]. If the Security Department can be of any assistance to you, we may be contacted 24 hours a day, 7 days a week at (815) 493-2599. Neighborhood WatchBy Mike Siciliano, NW Coordinator

I can’t believe I am writing this article for November. As we talk about every fall season, we need to watch our friends’ and neighbors’ property when they are away for an extended period (snow birds). Make sure you remind them about installing the red low temp lights that alert neighbors and/or Security when the furnace goes out. If you are planning to leave LC, try and leave a key with a trusted friend/neighbor. This way they can check for you and help Security if a problem exists. Another thing many people forget to do is placing reflective rods along the driveways to let drivers of snow plows know the length, width, and even the curve in your drive. I witnessed many culverts ripped or damaged. I was asked to list locations of existing AED’s (Automatic External Defibrillator) and outdoor emergency phones located in Lake Carroll. Here we go;AED’s:- Campground (summer/fall) (*this one goes to Ski Hill in winter).- West Marina - concession (summer/fall, (winter) Maintenance building (winter)- Lodge - Fitness Center, fireplace room (rear round), *ski rental lower level (winter)- Clubhouse, hallway between bar and Pro Shop (year-round)- Aquatic Complex (year-round)- Conference Center - by rest rooms wall (year-round)- Hatchery (year-round)- Security Vehicle (24/7 year-round).OUTDOOR PHONES - No charge for local 493 #’s, 911, or security. Locations…- East Marina Pavilion- West Marina Concession outside wall- Campground outside wall of shower house- Lodge hallway at Fitness Center entrance; hallway open 24 hrs.)- Pro Shop outside wall- Outdoor Pool entrance wall (outdoor pool season) From time to time, the NW group organizes CPR/AED training and/or refresher courses. Knowing the locations of our AED’s is important; but knowing how to use them could be a lifesaver! BEWARE THE FRAUDS OF FALL!!!!Distraction burglaries’ and furnace flimflam increase as weather cools, Here are two of the most common cons of autumn — and how to dodge them. A “distraction burglar” can slip in your house while an accomplice does a job outside. Watch me, not your valuables. Summer is peak season for break-ins because warm weather means more folks are out and about. But cooler weather is hot for so-called distraction burglaries that occur while you’re right there at home but not paying attention. It works like this: A self-described contractor comes to the door, offering to clean leaf-filled gutters, trim trees or make other fall fix-ups. When you step outside to talk about the job or watch him work, a lie-in-wait accomplice enters your unattended, unlocked door for a quick burglary. Cash from handbags and jewelry from the bedroom are common targets. In another form of distraction burglary, you remain inside your home. A scammer posing as an employee of the water or electric company lures you away from the door, perhaps on the pretext of needing to go down to the basement to check a meter. AND THE NEWEST PLOY: A con artist gains entry by claiming to be from a government-sponsored weatherization program. He tells you he’s got to take measurements so you can get low-cost insulation. You step with him away from the door … and you know the rest. In summary, anyone showing up unsolicited at your door and claiming to be a contractor or utility worker should raise your rip-off radar. Don’t invite that person in, even if there’s a uniform and badge. First verify the visitor’s identity by calling the company yourself. If you step outside to talk, always lock the door behind you. A cleaning and a clean-out. Even if you verify a technician’s identity, that’s no sure protection against a rip-off. That’s because now is the time when low-ball prices hit high gear in mailed fliers and telephone offers for the most common con of the season, shady service for your home’s chimney and furnace. Bargain prices for cleaning a heating system can be bait for the real clean-out: An “inspection” carried out during the work reveals problems that can cost thousands of dollars and, as the serviceman warns, need immediate attention. With chimneys, swindling sweeps may allege there’s a leak of carbon monoxide, structural damage or a worn-out liner that could cause a fire. Furnace-cleaning fraudsters may warn of carbon monoxide poisoning, as well as loss of heat in the months ahead, so as to red-tag an immediate replacement. Either way, you’ll want a second opinion. Or do it right the first time, by choosing a company you can trust. You’ll spend about $200 for a chimney cleaning and inspection by a company recommended by your local fire department or the Chimney Safety Institute of America. Expect to pay about $100 for a furnace cleaning. The company that installed your current unit can do the job or refer you. You may also find legitimate companies through your neighbors or the LC office that list registered contractors who are allowed to work at Lake Carroll. Please be safe out there!!!

Welcome fall, with all its beautiful color. Many people like to walk this time of the year because it’s cooler. Please remember a few safety rules when walking along our roadways. Always walk facing traffic, and wear bright colors or even a reflective vest. Stay to the side of the roadway and be ready to jump out of the way in case a car does not see you. The sun may be in their eyes or they might be distracted and not see you. If you are walking with your dog, be sure the dog is leashed and more toward the ditch. Some dog owners have trained, or tell their dog to sit at the edge of the ditch/road. This lets an oncoming driver know the dog is under control, which is always appreciated. If you’re riding a bike, you ride on the same side as you would while driving your car (with traffic). Be aware of loose gravel along the roadways, especially near intersections. Bright colors or a safety vest would also help. If you have a light or red blinking light for the back of the bike turn it on, even if it’s in the daytime. You will be better seen. Be cautious late in the afternoon whether you’re walking or riding your bike, as the sun sets earlier now and it’s not as easy to see you as it was in the summertime. Now after you’ve walked or biked around, you might want to have a bonfire at home. Do not use gasoline to start your fire, do not pack your fire too full of wood, and don’t sit too close to the fire. Most importantly, pour water on the fire when you’re done, so the coals do not fly out and light something on fire that you don’t want to burn. If you’re burning brush during your fall clean-up, be sure to notify Security (815-493-2599) so if a distant neighbor reports smoke indicating a possible fire, Security already knows you’re burning in the area. Let’s enjoy November in whatever you are doing. And remember SAFETY FIRST.

VOTEFOR

BARBShe has lots to offer.

POOL LOAN TO BE RETIRED With the vote of the Membership to retire the loan earlier, the pool loan will be paid off in February of 2016. As originally proposed in 2011, the additional $16 each year was to be used for pool loan principal reduction. This proposal was presented in the 20l2, 2013, 2014 and 2015 budgets. The early pool loan pay-off proposal included a payment of $16 in 2016. This will not be necessary. The $64 from the 4 years of $16 additional payments and an amount from the dues debt financing will be enough to pay the pool loan. The committees have submitted their budget requests. The

Steering Committee prioritized them. Then the Steering, Finance and Board of Directors have reviewed them. The hearings were held in October followed with a Board Workshop to finalize the budget. Now it is up to you, the members. The biggest hit this year was the increase in insurance. We discussed different scenarios of financing the employees’ insurance. If we increased the employees’ share of their insurance it would only have a negligible effect on the dues. We are proposing an increase of dues of $60, or $5 a month. The incentive we offer would more than pay for the increase and still have money to spend. We try to be realistic and only request an increase to cover the costs of our Association. I encourage you to attend the Annual Meeting and vote for the budget or send in your proxy card. Every vote counts. Together we can keep Lake Carroll a great place to belong.

Recently, the LCA has received two calls from concerned Property Owners regarding a potential telephone scam targeting people in the 50-80 age groups. On both occasions, we immediately contacted the Carroll County Sherriff’s office to report the activity. The Sherriff’s office confirmed that they are aware of the scam and that it’s not just Lake Carroll residents, it’s a county-wide problem. The scam works like this: you will receive a phone call from someone who either claims to be a relative, usually a grandson or a friend of your grandson. The call will inform you that your grandson is in jail and needs a large sum of money to get him out. The most recent report was that the grandson needed $9,000 to get out of jail. The caller will say that the grandson was in a friend’s car and that they were pulled over by the police. During the stop, the police found drugs in the car and both young men were arrested and put in jail. The caller will also say that the grandson is innocent, but was simply in the wrong place at the wrong time. If you receive a call that sounds similar to this, you should hang up on the caller and contact the Carroll County Sherriff’s Office to report the call.

Refer a New Lake CarrollProperty Owner and Receive $500

Over the past several years, The Lake Carroll Association has unwillingly acquired dozens of Lots through our collection policy, foreclosures, or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots. One way of soliciting these properties at little or no cost is to enlist and incent our current Membership for referrals who ultimately purchase a Lake Carroll Owned lot. Currently, The Association owns fifty-seven (57) single lots and thirty-nine (39) double or triple lots. Nearly all of these lots are considered buildable and all of them are very reasonably priced. We are not looking for you to provide us with leads or phone numbers so that they may be marketed to. Instead we are simply making an offer to reward you with $500 if you have a friend or family member who purchases one of the lots currently owned by the LCA.HERE’S HOW THE PROGRAM WORKS: If you know someone who has expressed interest in becoming a Lake Carroll Member, please have them contact myself at the Association Office. Instruct your friend to inform me of your name as the member who referred them. You may also contact me yourself to let me know that I may be hearing from your friend regarding the purchase of a lot. I will match your name with the prospect’s name and when the referral purchases the property, and pays the first 12 months of dues, you will receive $500. To help you and anyone interested in purchasing an Association Owned lot, we will be adding a new page to our current Web-site. This page will display a listing of available lots, a map showing the location, the size of the lot, the price of the lot and a photo of the property. We anticipate having this page available prior to February 28, 2015. In addition to providing another person or family the opportunity to enjoy all the Lake Carroll has to offer, this program will also help spread the financial burden of operating the Association, onto a broader Membership base. The Association needs more Members and there are people out there who would like the benefits of Lake Carroll Membership and Ownership. If you have a question regarding the incentive program or have a referral you wish to make me aware of, I may be reached at 815-493-2552 ext 12 or by e-mail at [email protected].

Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided. The order is by department/category.1. Report on directives from the September 25, 2015 BOD Meeting. a. N/A2. Administration: a. An updated copy of the Fixed Asset Expenditures – Cash Status report is included in the Board Packet under Treasurers Report. b. The Meet the Candidates forum is scheduled for Saturday, October 24, 2015 at 10:00am and will be held in the Conference Center. Director Don Aleksy will be moderating the event. c. During the budget process, several Board Members asked me to provide information regarding the language which was used to explain the accelerated pool loan pay down, the Nicor loan and the 2004 Pool loan. Copies of the information packets which were mailed to the Membership explaining the details are attached to this report for your review. 3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Wednesday, October 14, 2015. Matt Ripplinger and Dave Townsend joined us for the meeting and goals for 2016 were discussed. Minutes from this meeting have not yet been completed and will be included in the November Board Meeting Packet. 4. Sales of Lake Carroll Owned Lots: a. Inquiries regarding the LCA’s Lots to Offer program continue to slow down. I’ve been averaging approximately two (2) inquiries per week regarding our Lot Sales program. Though we currently have no sales pending, there are two prospects which seem promising. Our most recent sale closed on October 17, 2015 which represents the 13th lot we’ve sold since the program started in March, 2015. A summary of these sales is attached to this report. 5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2015 dues status report which is attached. -DPE’s collected thru 10/15/2015 – 2,108.85 -DPE’s collected thru 8/20/2014 – 2,138.85 -Variance between 2014 & 2015 – (30.00) -DPE’s budgeted for 2015 - 2,240.00 b. Nineteen (19) Ownership transfer transactions were processed between September 18 and October 16, 2015. Eight of these transactions were homes and eight were for vacant lots. One of the eight lots which were sold was an Association owned lot. The remaining transactions were lots that we foreclosed on. c. Through 10/16/2015, 559 Natural Gas Permit Fees have been deposited totaling $139,750.00. d. 4th Quarter handling fees ($25) were added to 425 properties paying their dues on a quarterly basis. Nineteen (19) of these are currently delinquent. e. Fourth Quarter dues and August mowing fees are due by no later than October 31, 2015. f. Julie and the Front Desk Staff have been very busy preparing for the Member software conversion to IMIS. Training on the new software was conducted October 5th through October 9th and the conversion is scheduled for January, 2016.6. Finance & Human Resources: a. Finance:

i. Financial Statements for September, 2015 have been completed and will be sent electronically to the Board prior to the October meeting. The Gaming Machines generated $2,921.94 in income for Lake Carroll during the month of September, 2015. The budgeted amount for September was $2,200.00. Through September 30, 2015, year to date income is $12,496.65 vs. the year to date budget of $10,550.00. See attached report. ii. Budget hearings were held on Thursday, October 8th and Saturday, October 10th. The budget hearings were followed by a Board workshop on Saturday, October 17th. The only modification made to the budget was an increase for the golf “no show” fee from $5 to $15. A copy of the proposed 2016 budget, fee schedule and Fixed Asset Budget appear on the October Agenda for action. iii. Julie, Donna and the Front Desk staff are currently updating forms for the Annual Meeting, ordering envelopes, ballots and proxies. The tentative mailing date is the first Friday in November, 11/6/15. iv. As mentioned earlier, IMIS software training was held here the week of October 5, thru October 9, 2015. The training was extensive and was attended Deb Stagno, Lisa Vanderheyden, Julie Brantner, Missy Clark, Arlene Gries and Marcy and Pam at the front desk. Others who attended portions of the training were Luke Fossett, Denise Lahm, Doug Rominski, Joyce Stadel, Donna Beyer, Chelsey Heckman, Shaun Nordlie and I. The staff is impressed with the product and they are excited to start using it. During the initial training, several discussions were had with software trainers/developers and it has become apparent that we significantly underestimated the amount training which will be necessary for us to utilize the software to its full potential. This project was originally budgeted for 2014 and due to time constraints, was carried over to 2015. We have exhausted the budgeted funds for training and the training is not yet finished. Additional monies needed for the training is estimated to be approximately $32,000 and I am asking the Board for direction on how to fund the necessary additional training. b. Human Resource: i. No specific report 7. Safety & Security: a. No specific report8. Information Technology: a. Deb Stagno has continued her discussions with Frontier Communications regarding our internet needs and what improvements can be made by Frontier. A copy of a recent e-mail exchange and update is attached to this report for your review. b. As mentioned earlier in this report, our accounts receivable and front desk departments are preparing for the Membership software conversion. Deb Stagno has been the “point person” for this project and has been immersed in preparation for the conversion. This will be the second software conversion of the year (the first was our accounting software) and I’d like to thank Deb for her incredible work and dedication. 9. Communications: a. No specific report 10. Facilities Management: a. We are still mowing, hopefully for the last time this week and the week of October 26th. I reported this same news a month ago but mowing has continued through the month of October due to the warmer than normal temperatures. 11. Lake Management/Wildlife: a. The lake level as of October 16, 2015 was 739’ and 10”.

Water started going over the spillway on May 28, 2015 and stopped on October 14th. This year we had water going over the spillway for 139 days. b. The beach was closed for the season on September 13th and the Marina Concession was closed for the year on September 27. c. The week of October 12th we changed out the buoys to the winter buoys. We were not able replace all of the buoys because of the amount of zebra mussels on the cables. The weight was too much for the winter buoys so they would sink immediately. Therefore, we will be keeping some of the orange ball buoys out all winter so we do not lose more buoys. We did get all the solar buoys off the lake. It was disappointing to see that we will have to throw away 6 of these buoys due to damage caused by being struck by boats. d. As proud as we are that the Lake maintained pool level for entire summer, the valve will be opened on Monday, November 2, 2015 so that we can perform the annual lake draw-down. The elevation will be lowered to 737’ so that rip rap repairs can be made. 12. Building Inspection/Architectural & Environmental: a. In August, the Board was asked for permission to have a contractor access private property through the Pell Park area to replace a retaining wall. The Board accommodated that request but asked that a damage deposit be held in the event that our common property was in any way damaged. Earlier this month, the work was completed. The contractor smoothed out the surface and completely re-seeded the area. Photos of the restoration are attached and the deposit has been returned. b. With positive comments regarding Doug’s first monthly report, I have attached Doug’s report for your review.13. Golf Operations (Pro Shop): a. No specific report 14. Golf Maintenance: a. No specific report15. Clubhouse Operations: a. The Clubhouse was stained during the week of October 12, 2015 and the results look fantastic. I’ve received numerous positive comments from Clubhouse Committee Members and members as well. 16. Recreation Complex Operations: a. Aquatic Complex: i. The outdoor pool closed on September 11, 2015 and was winterized on October 17, 2015. ii. The Indoor pool continues to run smoothly with no significant maintenance issues to report. b. Recreation: i. The Fitness Room was used 145 times between September 15th and October 15th, 2015. ii. The LCA Halloween party was held on Saturday October 10th. 70 kids enjoyed Halloween themed games, costume contest, and pumpkin carving contest. 50 people came back that evening for the haunted walk from 7:00pm-8:00pm. c. Ski Hill: i. No specific report but the season is just around the corner. 17. Campground: a. The campground site renovation was completed the week of October 9, 2015. Nine sites were re-leveled, re-surfaced and had new paver surrounds and picnic tables installed. New electric pedestals were also installed on the renovated sites.18. Equestrian Area(s): a. The Giving Tree, also known as the Angel Tree, has been sponsored by the Fishing Club for well over ten years here at Lake Carroll and we will participate again this year. The program is run by the Eastland Council of Churches who distribute these gifts to needy children in the area. Each child will be assigned two tags to be put on the tree. Each tag will have a description of the child, boy or girl, and their age along with their requests. They receive two gifts, one gift of clothing and the other a toy or game. Last year we were given forty-eight tags for our tree in the Clubhouse, which were put on the tree the week of Thanksgiving. These were all taken by the following week and seventeen more were added. This year we plan to participate in a similar program that will

include Big Meadows nursing home in Savanna and Good Samaritan nursing home in Mt. Carroll. A number of tags for residents of these facilities will also be put on our tree. Each tag will be placed on the tree with the residents’ request. We feel this will be a nice addition to our program and will be greatly appreciated by the residents. Our tree will be in the Clubhouse prior to the Thanksgiving weekend. Thank you for your support last year and we look forward to your generosity again this year.

Thank You! Thank You! Thank You All!! To everyone who helped with the Craft Sale..........thank you! Especially my “sidekick” Sue Gribble for all her hard work and to her husband, Jeff, for his help with everything computer related and his muscles driving in the direction signs along the way. Thanks to Joanne Borysiewicz for all her help and for doing a bang up job selling the 50/50 raffle tickets. To Sharon Queckboerner and Joe Unser for the greatly needed help in setting up all the crafters tables on Friday. We could not continue to hold this event without all the help you all provide! Also a big shout of thanks to the vendors and crafters who come out and show their talent. I marvel at some of the awesome things I see every year. Beautiful items!!!!! To everyone who came and browsed…thanks. To everyone who baked.......................thanks. To everyone who came and bought......thanks. ANYONE interested in helping out for next year, please let me know. We can always use new ideas and more helping hands. SEE YOU NEXT OCTOBER!

In my last Column I had spoken about my time overseas, inn Croatia and Yugoslavia before the collapse. Towards the end of my time there, the same kids I had shared time, food, and stories with had started to head over the hills to fight for their independence. Headed through the Alps chewing gum to keep my ears from popping with the standard 90 miles an hour driving, we passed through heavily armed check points till we made it to Germany to take the Lufthansa air bus back to the States. About fifteen years after this experience I took on the role of Chef de cuisine of a high-end Irish Tavern in downtown Rockford, IL.

For some reason we had a large group of kids around my age that would patronize this warm, fresh, wood grill food venue. After a year of casually having small talk with them I found out they were all Bosnian and Croatian refugees. Who would think that possibly some of the very kids I might have met so many years ago, could find their way into this little European tavern, sipping a glass of wine and eating off my menu. And maybe none were kids I met years ago, but the idea was fulfilling. Our Octoberfest German Buffet took place on October 23rd. Hopefully you were able to join us. We had a great time revisiting some old food and smells that bring back good memories for me. You see, I feel like food is not just a substance to fill your gut; it’s all an experience that can remind you of old friends and family, of dishes that get past down from generation to generation with cozy stories of grandmas lovely bacon hot slaw, or a way for your kid to know they are home. None the less, always put yourself out there and try new things. A while back I stopped in a Vietnamese restaurant and I was the only non-Vietnamese person in this place. Because of observing this I knew this was going to be good! For the love of good food and friends…”Cheers”.

Lake Carroll Women’s Club News At our October meeting President Lana Soldat welcomed 36 members and one guest. The members approved the 2015-16 proposed budget which was presented by treasurer Brenda Schnarr. Several local groups will again benefit from our fundraising efforts. Plans were finalized for the October 10th Bake Sale and Craft Sale that was held at the Clubhouse. This is the club’s major fundraiser of the year. Dagmar Zvonek reported the Food Pantry is in need of Jello, pudding, dish soap, facial tissues, and paper towels. Donations can be dropped off at the home of Carol Margosein or in the Food Pantry drop box. Nancy Comstock told the club that the by-annual quilt tying for the Blanket Project was scheduled on October 27th at the Lodge. Everyone was encouraged to participate and refreshment will be served! Julie Reddies is our contact person for collecting greeting cards, new or used. She reported that the entire card is what they want, but that envelopes are not needed. President Soldat thanked Mary Grant for the outstanding job she has done in putting our 2015-16 handbook together. Members were reminded to sign up for the November 12th meeting which will be a field trip to North West Design Glass Studio. We will meet at the Lodge at 12 noon (note earlier meeting time) for a short business meeting and then car pool to the studio. The sign-up sheet was also available for the Christmas luncheon which will be held at the Clubhouse on December 10th. The cost is $16.50 and reservations must be made by November 30th. The Eastland High School jazz band will entertain us and there will be popcorn sales and the Senior Center Craft Sale.

Julie Reddies introduced our speaker, John Voelz, who shared a very informative presentation on Exercise, Aging, and Weight Loss. His final recommendation was that we follow a regimen that includes weight-bearing cardiovascular exercise and large muscle resistance training two days per week, yoga two days per week, a 20-30 minute walk once or twice a week, and attending a fun exercise class one day a week. Following the meeting members enjoyed fellowship and fall refreshments provided by hostesses Nancy Quilico, Maureen Unser, and Char Messmore. Winners of the drawing for completed ice breaker forms were Gael Will and Char Messmore. The Lake Carroll Women’s Club always welcomes new members! Join us for our November meeting or talk to any member about joining.

Women’s Club Fundraiser UpdateBy Char Messmore

The Lake Carroll Women’s Club would like to take this time to thank everyone that made the 2015 bake sale a huge success! The sale made over $1,000, which will be distributed among various organizations in the area. We couldn’t have done this without the help of so many bakers, workers, donors and buyers! Thank-you, thank-you, thank-you from the LCWC Ways & Means committee.

Members enjoyed refreshments and fellowship following the October meeting.

Personal Trainer and Doctor of Physical Therapy, John Voelz, presented an informative and motivational program on Exercise, Aging, and Weight Loss.

Security Residential Checks & Low Temperature Light Checks

Submitted by Luke Fossett, LC Security

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away. Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation. The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months. The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.The fees for this service are as follows: 1. $10.00 a week2. $30.00 a month3. $180.00 a year A form must be filled out if you are interested in these programs. The form can be picked up at the Association Office, from a Lake Carroll Security Officer, or at www.golakecarroll.com (Resources> Document Library>Security Forms).

One of the objectives of the Lake Carroll Fishing Club is to improve fish habitat in our lake. To this end we have been busy again this year working to provide more structure for fish habitat – specifically Christmas trees and rock reefs. On two separate days this summer, we worked to sink approximately 225 Christmas trees. This has been an ongoing project for the past several years, so we’re hopeful that the cumulative efforts have been effective. More recently, we have begun to build rock reefs in the lake. This has been made possible by the LCA purchase of a barge and push boat. Last year we installed three rock reefs in the no wake area of the East Marina. This September we worked on two days to install two additional rock reefs – one near Section 23 and one near Section 26. Although the Fishing Club provides funding and some of the labor, these reef projects could not be completed without the support and assistance from Shaun Nordlie and his Maintenance staff. Rick Jensen hauled many truckloads of large rock to our staging area in the overflow parking area of the West Marina. Rusty Block used the backhoe to load the barge and then operated the mini-excavator to push the rock off the barge once we were in position on the lake. We feel that the rock reefs will be the most permanent and effective means of adding structure to our lake. We’re already planning for next year, at which time we hope to install at least one more rock reef and also attempt to construct a gravel bed next to one of the reefs. We feel that this could be an excellent way to improve the spawning area for fish – especially the walleye. Thank you to all the Fishing Club members whose support makes these projects possible.

Fishing Club Structure ProjectBy Mitch Feucht

The Fishing Club sunk around 225 Christmas trees for new fish structure in our lake.

Donated trees are tied to cinder blocks; then loaded onto a barge and the push boat delivers it to the predertermined location.

In the same process as the Christmas trees, large rocks are loaded and dropped into our lake.

This year we plan to participate in a similar program that will include Big Meadows nursing home in Savanna and Good Samaritan nursing home in Mt. Carroll. A number of tags for residents of these facilities will also be put on our tree. Each tag will be placed on the tree with the residents’ request. We feel this will be a nice addition to our program and will be

greatly appreciated by the residents. Our tree will be in the Clubhouse prior to the Thanksgiving weekend. Thank you for your support last year and we look forward to your generosity again this year.

I hate to do it, but I am going to talk winter. As the leaves are changing and the temperatures are getting lower the Maintenance Department is starting to think about winter and plowing and shoveling again. Soon we will be pulling the plows out, greasing them up, and getting everything ready for the season. One issue that we seem to have every year is our cul-de-sacs. What do we do with all the snow in some of these cul-de-sacs that are full of driveways? If you live on a cul-de-sac you probably know about our dilemma and may have already called me in the past few years to complain about

where we are putting the snow in your area. It seems like we usually get the same response from anyone that is calling us regarding snow in these cul-de-sacs – “Why don’t you plow it over there, they are gone until April!” The problem is that my staff does not know who is gone for the season and who is not. So we have come up with a plan – If you live in a cul-de-sac and will be gone for the entire winter season, please email me your lot, section number, and name. I will keep this information only for the Maintenance Department staff that are plowing in your area. But this will make our jobs easier in knowing who comes out during the winter months and who will not be back until the snow melts. This does not mean we will be piling big snow banks in front of your driveway, it just allows us to work around a cul-de-sac easier when there is a big snow and the cul-de-sac has a lot of driveways. My email is [email protected]. Thank you for your assistance with this program. A couple things that I would like to remind everyone as we start thinking about the winter, snow, and plowing in the next few months and the trucks start making their way out on the roads for plowing – These are safety vehicles, so please do not follow behind a plow too closely and please do not pass a plow. Although the trucks are equipped with mirrors, it is still difficult for the drivers to see when you are following too close. The crew is doing their best to be as efficient as possible on the roads, if they have to worry about a car behind them it takes away from their concentration and time plowing. Also, when you are behind a plow, do not pass them. The drivers do not want to have to worry about having to move over to allow you enough room to pass. I appreciate your cooperation with these issues. I hope that with the planning we are already doing this year’s plowing will be as smooth as possible for both the snow plow drivers and the members. One other note about plowing; if you have a medical appointment or urgent reason to have to get out on a morning that we are plowing, please call Missy, Marcy or Pam at the Front Desk to alert them (815-493-2552 ext 0) or call my cell phone – 815-275-6121 to make us aware of your situation. We will make every effort to accommodate you so you can get out and make your appointments. However, if at all possible, you if the roads and weather are questionable, please stay home till we have the chance to clear our roadways. I also would like to discuss mailboxes again this year. Predictions have been anywhere from a milder and a less snowy winter to colder and more snow than last year. The crew does their best to steer snow away from driveways and mailboxes, but when we get as much snow as we did last year and it continues to pile up on the sides of the roads sometimes mailboxes are taken out. If you do not use your mailbox in the winter I would suggest taking it out during the snowy months.

Facilities Update

Shaun NordlieFacilities Director

The Ad Hoc Community Center Committee held their meeting on October 19th at the Conference Center. The meeting included an interactive online Power Point presentation from Williams Architects on several preliminary design options. We were pleased to have twelve or more LC Members in the audience in addition to the Committee Members. We received good input and suggestions from all. We also received some feedback and suggestions on the possibility of renaming the Committee to include a reference to the “Lodge”. A follow-up meeting was held on October 26 at the Lodge. It consisted of a workshop to review design options presented by the architect in our Webex online meeting the previous week. Different design ideas were suggested by the committee and audience. We appreciate the attendance by the membership and committee members. It was resolved to move forward with one option and will work on an alternate design with the architect. As a result of membership input, our ad hoc committee voted to change the project name to “Plumtree Lodge and Recreation Center.” The committee name will be changed to that as well. Our next meeting is scheduled for Saturday, November 21st at 11 AM in the Lodge. All members are welcome to attend. Your ideas and suggestions are appreciated.

As we move toward the end of the year, I decided to look over the Boards Goals for the 2015 year. I thought I would evaluate and see if we have made some accomplishments or did we just spin our wheels this past year. Did we have more successes or failures? I could not help but think of Robert Schuller’s book, “Success is Never Ending Failure is Never Final.” In his book it talks about success as being our choice and if we can dream it and believe it we can achieve it. Perception: Sometimes we hear the feeling that the Board does not know what they are doing and we do not represent the membership. Fortunately we have many members that support the Board and the accomplishments that we do complete. At the beginning of the year each Board member jots down their goal for the upcoming year and we as a group discuss the goals and finalize the composite list of goals for the year. These goals are determined by the majority of the Board on the basis if the goals are speaking to the membership concerns. In my opinion, I’ll list what I feel was some of our successes. Number one goal for this year was a concentration on the Lake. The grouting project was a huge success with excellent reports showing that we stopped a great portion of the leakage on the south side of the dam. For most of the season we had water going over the spillway because the rain this summer was not just filling the lake but adding excess that spilled over most of the season. Another goal that had some success was the sales of some of our Association owned lots that will bring in added membership dues. The program and marketing of these lots will continue and hopefully continue to show positive results. Increase in Golf Outings helped bring in added revenue this year. We should all be proud of an excellent job and effort by Jason and his staff for having a successful year. The Community Center Ad Hoc Committee has made some initial strides in evaluation of the Lodge structure and the planning stage of a possible new structure. I caution the membership not to listen to rumors just listen to the facts from the correct sources. This committee is only in the planning and research stage. We as a membership will be hearing more on this project in coming months. The Board worked close with the Finance and Steering Committee in developing a budget to propose to the membership for the 2016 year. Cost increase is due to two major items: the rise of insurance rates and the loss of dues paying properties. A recommendation will be offered to the membership on a separate line item vote to fund the Capital Improvement Fund. In 2010, at the Annual Meeting the

membership voted to establish a Capital Improvement Fund for the purpose of funding debt payments, principle and/or interest, resulting from the Association’s financing of major capital improvements. Thus far the Board has not offered the membership a chance to vote for a given amount of money to establish the fund. This will be the first year we are offering to the membership the opportunity to begin adding money to our account that currently has zero dollars. We can only put money into this account on a membership vote or take money out of the account on a membership vote. Our Board President continued having quarterly committee chair meetings that helped coordinate the long term goals of our community. The meetings have been a success. Success/Failure: The first step was setting our goals and striving to reach them. We were attempting to solve problems even though we encountered difficulties along the way. Some of our goals were not a huge success but not exactly a failure either. As the year moves along success will spawn new problems; however we are not quitting, we attempt to remain positive and patient working together to solve the goals that will lead into next year. Example: the dredging project…the idea is a positive thought for us to remove and dredge the Lake; however we have run into many problems with the dredger all along the way. The Board, maintenance department and the Lake Committee are already looking into a change in strategy for next year. Also, one of our goals was weed control. This is a never ending problem that will continue having plans and strategies to tackle this problem. So even though all our goals have not been a success, I’m reluctant to say that we have had failures. Success is a never ending process and we have a team of Board members, staff, committee members, volunteers, and the membership body to work together to solve the goals that will continue into next year. Success for 2015 is good on many thresholds. It leaves the Board with the self respect that we have been a good steward of the membership’s interests, challenges, and opportunities that have faced all of us this past year. I applaud all of the candidates who have stepped up to volunteer as a candidate for the 2016 Board of Directors. The success, failures, opportunities, challenges, and work tasks that face all of us will always be upon a growing community. So as we begin entering decisions that will reflect upon 2016 as well as the future of our community, continue to volunteer, speak your concerns, and be a part of the solutions that make Lake Carroll a success!

Lake & Natural Resources

As summer draws to a close, we start to look towards the future, and how to continue serving our community. For the lake, this means collecting data, and getting a better understanding on the fish community, and continuing our fish stocking programs. While I provide recommendations to the Fish Replenishment Committee, the committee decides what is or is not stocked in the lake. This year, we were able to conduct two different fish surveys; One was performed by the Illinois Department of Natural Resources (I was on the boats on this trip), while the other was performed by myself with the assistance of the

Fishing Club using the Lake Carroll boat. Our surveys, or data collection, were strategically performed prior to the stocking of any new fish. The reason for this is so that we are certain that any fish collected were from our lake, and not the stocking program. For example, the Fish Replenishment Committee purchased walleye this year. If we surveyed AFTER the stocking of walleye from the fish dealer, then we wouldn’t know if the fish collected were from OUR hatchery, or from the fish dealer. It is important to understand if your fish population is spawning, and surviving, or does it need continued support through stocking. The 2015 survey indicates a good spawn of black crappie this year, as well as largemouth bass, smallmouth bass, bluegill, and yellow perch. Based on the data collected, the Fish Replenishment Committee and I will be meeting in December to discuss upcoming changes to the fish limits as well as possible stocking programs

for 2016. At this time, the smallmouth bass fishery is doing very well. However, in contrast, the catch of largemouth bass in the survey indicated that there are some size gaps in the largemouth bass population, and we will be discussing changing limits this winter. Besides the young of the year crappie and yellow perch, we had two other catches we were happy to see. We were able to collect several walleye that were spawned at our hatchery, and have been growing in the lake! In the spring, walleye fry (baby fish) were stocked in the walleye-rearing pond by the hatchery, as well as stocked directly into the lake. This was a very fruitful effort in that we are seeing them growing, and we’ve collected way more than expected. We will be draining the rearing pond yet this fall, and are excited to see what survived the summer. The final exciting catch in our electrofishing survey was the capture of two redear sunfish (one on each sampling date). Both were in the 7”-8” range. Hopefully they will begin to spawn and we’ll see young of the year recruitment in the future. These are currently being stocked in an attempt to reduce the impact of the current zebra mussel population at Lake Carroll. Please remember to properly identify these fish and release them back into the water unharmed. For the stocking program, we were able to purchase and stock Muskie, walleye, yellow perch, and redear sunfish this fall. We appreciate the support the community continues to provide, and we look forward to quality fishing here at Lake Carroll. I’m sure many of you are looking forward to fishing the ‘hard water’ once the ice forms, and remember to be safe out there!

Fish TalesBy Mitch Feucht

We had another great turnout at our Fishing Club pot luck and general meeting on Wednesday, October 14, 2015. Approximately 75 club members gathered to enjoy a delicious meal and take time to catch up with friends.

After the meal, Bill Comstock called the meeting to order at 6:52 p.m. Clarence Grant led us in reciting the Pledge of Allegiance.

The first order of business was discussion of plans for the walleye harvest. In spite of all the problems with the drain valve at Fawn Pond, we still plan to drain the pond once we get the word that Tim Throop no longer needs the water for golf course irrigation. This will most likely occur at the end of October. We will notify the membership by e-mail once we have more information. Plans will be to have a potluck and bonfire as we have always done in prior years.

Fred Reddies then gave a summary report of the results from the DNR shocking activity conducted last month. There was a good size distribution of perch, smallmouth bass, and crappie. Largemouth bass seemed to be missing any distribution in the 8-10” size range. One encouraging result was three small walleyes which would have been from this year’s hatch. Three might not sound like much, but this was only a small sampling over a short period of time.

Fishing Club Board of Directors elections are scheduled for November. We have four board members whose terms are expiring, but three have opted to serve another term. Also, Frank Malito has agreed to be on the board. So, at this time we have four people to fill four positions. Unless that situation changes, we will not need to have a formal election.

Mitch Feucht presented the September financial report. Motion to approve was made by Fred Reddies and seconded by Kathy Miller. Motion passed.

Mitch then recapped the Fishing Club Golf Outing which took place on September 19. A fun time was had by all participants. Plus, it was a beautiful fall day and the meal prepared by the Clubhouse was excellent. See a separate article reporting on this event elsewhere in this issue.

Tom Stangl reported on the installation of two new rock reefs – one near Section 23 and one near Section 26. The project was done on two separate days last month and went very well, other than a delay for motor repair on the push boat. This completes our five-year reef project, but we hope to install additional reefs in the future.

We will again be sponsoring the Giving Tree this year. The tree will be put up in the Clubhouse and have names of needy children for whom we can purchase a Christmas gift. Plans are to expand the program this year to include residents of nursing homes in Mount Carroll and Savanna.

Marve Feucht talked about the Christmas Party which is sponsored by the Fishing Club. It will be on Friday, December 4. The committee has finalized the menu and is now working on decorations and other surprises. Nancy Quilico was selling tickets at the meeting and is the person to contact for tickets. Nancy’s phone number for tickets is 815-493-9909, or email her at [email protected]. Give her a call to get your tickets. There is additional information on the party in the Lake Carroll News.

Tom Wienecke brought up a concern about a homeowner who objected to the buoys being placed to mark the rock reefs in the East Marina. Tom felt that we need the buoys for safety reasons since people do dive off pontoon boats in this area. He suggested that the Fishing Club needs to make a strong statement to Shaun Nordlie or to the Lake Carroll Board to show our support of these marker buoys.

Bill then called for a motion to adjourn the meeting. Motion was made by Clarence Grant and seconded by Roman Cirignani. Motion passed.

The split the pot raffle drawing was made with winners as follows:1st Place - $45 Stan & Phyllis Suchocki2nd Place - $35 Kim & Carol Margosein3rd Place - $25 Steve & Cindy Myers

What a beautiful fall day we had for our Fishing Club Golf Outing on Saturday, September 19! After lots of rain on the two days prior, we were very happy to see the sunshine that morning. Fifty-two golfers gathered for an 18-hole scramble format, beginning with a shotgun start at 1pm. Although it was really all about having fun and enjoying the camaraderie, there were some prizes for finishing places in the event. We used the Peoria scoring system to figure the net scores. Here are the results:Low Gross – 65 – John & Gail Mitchell, Kathy Young & Dave Porzel2nd Low Gross – 71 – Bill & Ann Wilcox, Karen Carby & Alan SchipkowskiLow Net – 70 – Jim & Pia Molloy, Barb Anderson & Denny Ganz2nd Low Net – 72 – Dennis & Loretta Dick, Donna Carroll & Gary JohnsonHigh Gross – Bill & Nancy Comstock, John & Nancy Quilico There were also several prize winners for flag prizes on eight of the holes. We really appreciate all the help from Jason, Mike, and Jarren in helping us organize this golf event and calculating the results for us. Following the golf event, we were joined by an additional seven non-golfers for a great family style meal in the Clubhouse. The menu included bacon wrapped chicken breast with mornay sauce, asiago mashed potatoes, grilled asparagus, salad, dinner rolls, and brownies. Thanks to Denise, Danielle, Troy and the Clubhouse Staff for doing a great job in preparation and serving of the meal. After the meal Jason announced the winners of the golf prizes. Several attendees also won door prizes that we were able to offer thanks to donations by several local businesses. All in all, it was a fun event. I hope even more of you will join us for the outing next year.

The Fishing Club Golf Outing had 52 participants this year.

As the vacation and golf seasons begin to wind down, you might find yourself doing some yard work or maybe looking into other forms of activity. Second only to “New Year’s Resolution time,” fall is when many people begin a structured exercise program as part of their weekly routine. Here are a few suggestions to help you get started: Walking is always an important activity. Lake Carroll has great places to walk and enjoy the fall colors. Start with short walks (maybe 10 to 15 minutes) on level terrain and work your way up

to 30 minute walks on increasingly hilly terrain. This type of activity three to five days per week is a perfect way to improve your endurance and overall health. Don’t forget that Lake Carroll has a complete fitness center with cardio, weight training, and balance equipment. Stay tuned for ongoing improvements and programs specifically designed for all levels of fitness. Aquatic programs are also available! Believe it or not, yard work can be great exercise if you go at it in the right way. Simply walking on the uneven terrain on your property can improve endurance, leg strength, stability, and balance. If you enjoy raking leaves, this can be an excellent exercise for abdominal/core stability as well as hip and upper body strength -- one useful thing to remember is this: when you’re raking, try to switch directions every so often so you exercise both sides of your body! Safety is important when working outside. Always remember to lift heavier objects using your legs and not your low back. So when it comes time to lift a bag of wet leaves, try not bend over, but rather squat at the knees and hold the bag close to your body as you lift up. Most importantly, pace yourself. Working all day can be exhausting, so listen to your body and take a break when you feel fatigued. Dividing up the yardwork into several shorter bouts through the day is often safer……and you’ll still get the work done! If you have any questions about activity programs, contact Chelsey Heckman at [email protected]; she can steer you in the right direction. Article courtesy of The Answer Fitness Center, Savanna, IL.

November is here and the golf season is coming to an end, unless Mother Nature gives us an Indian Summer. Let’s keep our fingers crossed. We had another great year at the Lake Carroll Golf Course, fairly good weather and great events made for a very busy season. Jason HillPGA Golf ProfessionalCARROLL COUNTY 4-H ACHIEVEMENT PROGRAM

Come one, come all to the Carroll County 4-H Achievement Program to honor our county 4-H’ers for their hard work and accomplishments for the past 4-H year. The program is scheduled for Sunday, November 8, at 2:00 p.m., at Naaman Diehl Auditorium in Mt. Carroll. We will be giving out many awards for individual and club accomplishments, first year members, county award winners, volunteer recognition, plus much more. Every 4-H family is encouraged to attend. Following the awards program ice cream sundaes will be served. For more information contact Leanne Rahn at the Carroll County University of Illinois Extension at 815-244-9444 or e-mail at [email protected]. 4-H IS A FAMILY AFFAIR Carroll County 4-H is a family affair. Parents, grandparents, brothers and sisters, and all family members become involved with their 4-H’ers. They assist with the learning, the business, and the fun. Spending quality time with youth is as essential as it was in the past, despite all the demands of daily life. Children need the care and guidance that parents and family members can provide. What better ways to get involved in your child’s life, while helping him/her learn, than through a 4-H project. Youth need parents to help them determine their strengths and the things they do well. Parents can nurture them to cultivate their skills and develop additional skills for living. Parents can also help them translate the 4-H experience into other meaningful experiences. In our society, each child needs a concerned adult; someone to help guide them through positive activities instead of being influenced by the negative activities we hear about in the media. Adults have the experience and knowledge to help youngsters through a few rough spots. 4-H helps improve family and home life by encouraging learning experiences that lead to closer parent-child relationships. Since parents are an important influence on the growth and development of young people, parent cooperation and participation in the program is given priority. Emphasis on parent participation and life skills development, combine to build family strengths. This is your opportunity, as a parent, to get involved in your child’s life, and help shape his/her life through learning experiences. You’ll discover a great deal of joy in working together. For information on how to bring the 4-H program into your family, contact the Carroll County University of Illinois Extension Service at 244-9444 or e-mail Leanne Rahn at [email protected].. Make an investment in your family.

4-H OFFICER TRAINING OFFERED All Carroll County 4-H’ers are invited to attend an officer’s training scheduled for Saturday, November 14, at Naaman Diehl Auditorium in Mt. Carroll from 2:00 – 3:30 p.m. Uncover the mysteries of your officer position. Everyone that attends will receive information that will help them carry out their duties as a 4-H Officer. Please contact the Carroll Co. Extension Office if you will be attending by calling 815-244-9444 or emailing to [email protected], with your name, officer session you will be attending and a contact phone number. 4-H is a community of young people across America who are learning leadership, citizenship and life skills. The annual Night Ride last month was a great time. The weather was a little chilly with clear skies. I’m guessing that due to the Cubs playoff game, the turnout ended being a little down compared to prior years. For the more than 40 machine that showed up, the ride was a lot of fun. Due to the lack of rain over the past couple of weeks, it was a bit dusty for those not near the front of the line. More and more riders are decorating and lighting up their machines. If you missed seeing the parade going around the trail in the dark, make sure you plan come out to see it next year. Gloria Vitelli won the contest for the best decorated. She did a great job adding lights, spider webs, a real pumpkin, and other decorations. She even added lights to her helmet and whip flag. The ride ended at the “fire pit” in the campground. It was more of a huge bonfire than anything. As someone who did not know the location of the campground fire pit, you could not miss the flames leaping up at least 30 feet in the air as we came up the trail by the ski hill. As we gathered to warm ourselves by the fire, many riders brought food, snacks and desserts as well as a beverage to share with others. Thank you to everyone who participated, especially the Maintenance crew for suppling the wood for the fire and bringing over several picnic tables for us to use. Also thanks to our fire starters who could not ride along with us this year. You all did a fantastic job! Our last event of the season, the PACK THE PANTRY RIDE on November 7th may or may not have already taken place by the time you read this. If it hasn’t, we assemble at the Lodge at 10am. Cost of the ride is a canned or dry good donation for the Shannon-Lanark Food Pantry. We then take a leisurely late fall ride around the trail ending at the fire pit below the damn. We encourage riders to bring lunch or some snacks to enjoy as we bid an end to another season of riding the trail. I have even been known to make a dessert to share with everyone. If you can’t make the ride and still want to donate, we will be at the Lodge at least until 10:30 for donation drop-offs. If you missed this opportunity and still want to give, there is always a donation box located inside the LCA Conference Center year around. Until then, Happy Thanksgiving and I’ll see you on the Trail!

‘Broadway in Concert’ comes to the HCC stage FREEPORT — The Highland Community College Royal Scots, Chamber Singers, Highland Youth Choir and Highland Chorale are coming together for a night of music with “Broadway in Concert” at 7:30 p.m. Oct. 23 at the Fine Arts Theatre in the Ferguson Fine Arts Center on the Highland campus. For the past twenty years the Highland Choral Music Department has been entertaining audiences with selections from some of Broadway’s best shows at the annual “Broadway in Concert” event. This year’s program promises to continue the legacy of strong performances with highlights from recent shows along with great shows from the past. The Highland Chamber Singers, under the direction of Allen Redford, will perform selections from Stephen Schwartz’s “Pippen” along with a number from Disney on Broadway’s newest creation, “Newsies.” Nominated for eight Tony Awards, “Newsies” tells the rousing story of Jack Kelly, a rebellious and charismatic news boy and leader of a ragged band of teen-aged “Newsies”, who dreams of a better life away from the streets. The Royal Scots Vocal Jazz Ensemble performance will feature tight harmonies and a strong swing groove on an updated version of “Almost Like Being in Love” from the classic Lerner and Loewe show “Brigadoon.” A soulful selection from the Carole King biographical musical, “Beautiful” will also be featured. The Highland Chorale, directed by Heidi Spotts-Manthey, is comprised of HCC students and community members from across the HCC district. Their performance will include selections from the beloved Rodgers and Hammerstein’s show “The Sound of Music.” Also featured will be “Seasons of Love” from Rent, “42nd Street” and selections from “Motown, the Musical”. The HCC Youth choir will be singing selections from “Disney Spectacular” which includes “Zip-a-Dee-Doo-Dah,” “I’ve Got No Strings,” “Feed the Birds,” “Whistle While You Work,” “Some Day My Prince Will Come,” “It’s a Small World,” “When You Wish Upon a Star” and lots more. The Youth Choir is directed by Dagny Brandt. Accompanying the singers throughout the performance are Nadia Wirchnianski, John Hartman, Rick Andrews, Jon Watson, Heidi Spotts-Manthey and Grace Cifonie. To purchase tickets visit the web site www.highland.edu/boxoffice or call 815.599.3718 Monday through Friday between 1 to 5 p.m. For more info contact [email protected].

HCC presents Jane Addams’ Vision for political candidates FREEPORT — The Highland Community College Global Task Force will host a program entitled “Jane Addams: Why her vision is vital today” at 7 p.m. on Thursday, November 5, in the Student/Conference Center, Room H201. A well-known native of northwest Illinois, Addams was born in Cedarville before going on to become the co-founder of the Hull House, the nation’s most influential settlement house. A tireless advocate for social reform, Addams founded the Women’s International League for Peace and Freedom and was co-founder of National Child Labor Committee, the American Civil Liberties Union, the NAACP, and the Immigrant’s Protective League. She was awarded the Nobel Peace Prize in 1931. The program will be presented by Judy Whipps, a professor of Liberal Studies and Philosophy at Grand Valley State University in Michigan. She has published a four volume edited set of Addams’s writings, as well as many articles on Addams. She established the “Jane Addams’ Prize,” given out by the Society for the Advancement of American Philosophy. Addams’ work has inspired Whipps’ thinking about education, and social change. The program will focus on Jane Addams’ vision which was shaped during a time when democracy was in crisis. Whipps will speak of how deep divisions between the rich and the poor, the fight for equal rights, the turmoil around immigration and working conditions, and the conflicts arising from labor movement were all threatening the stability of the nation. Even though Addams was 60 years old before she was able to vote, her activism changed the landscape of these social and political issues. Addams’ aspirations for democracy, and her trust in the pragmatist method of working with others are models that all of us, including politicians, can still learn from today. Is it time to pay more attention to Jane Addams? The event is free and open to the public. For more information regarding this event, contact Kay Ostberg at [email protected] or 815.599.3533.

COME CHECK OUT STORYBOOK TRAIL IN ROCK FALLS Imagine you are taking a walk along a nature trail, and you come upon a page form a children’s book, laminated and mounted on a stake. As you continue to walk you discover another page, then another, and another, you soon realize you are reading a story!

The Storybook Trial at the Rock Falls recreation path held a ribbon cutting ceremony on Friday October 9th at the start of the storybook trial located at the canal bridge. Members of the Rock Falls community, city hall, chamber of commerce, the trail committee and volunteers were all present for the opening.

After the ribbon cutting, everyone enjoyed reading Plant a Pocket of Prairie, as they walked the quarter mile path. In celebration to this newest addition to the Rock Falls trail system, third grade students from Lincoln Elementary in Sterling traveled to the trail. Added to the trail for this classroom tour, were 5 stations of Master Naturalist /Master Gardener guided activities related to the story theme. Students learned about the life cycle of a monarch butterfly, the length of a prairie plants roots, and how Native Americans used bison. This trail would not be possible if not for the support and assistance from; Mark Searing; Rock Falls Building Inspector, Bill Wescott; Mayor of Rock Falls, and Jim Schuneman; Rock Falls Trail 3rd ward alderman and Trial committee chair. Special thanks go out to John Larson and Boy Scout troop 902 for the design and construction of the stations. The recreation trial located from McNeill Rd to the Canal Bridge is open to the public from dawn to dusk; books will be updated on a seasonal basis. Come check us out!

NIU & Highland Sign OnlineBachelor’s Degree Completion Pact

FREEPORT — A new agreement between Highland Community College and Northern Illinois University will make it easier for HCC automotive technology and wind turbine technician students and graduates to earn a bachelor’s degree that will set them on the path to career success. In a ceremony held on Highland’s campus on Tuesday, October 27, representatives from the two institutions approved a new degree completion program that will allow HCC students to earn a Bachelor of Science in Technology degree from NIU without leaving the region. “Postsecondary education is a powerful force for career advancement, and a skilled workforce helps the region maintain its competitive advantage,” said NIU President Doug Baker. “Both NIU and Highland are committed to providing affordable access to high-quality educational opportunities and we are delighted to partner with them on this initiative, which eliminates barriers and fosters an innovative educational pathway to career success.” The agreement is aimed specifically at HCC students who have earned an associate of applied science in one of three areas — auto body repair, automotive mechanics, or wind turbine technician. “We value our partnership with NIU in this effort to continue to provide new educational and career pathways to the residents of northwest Illinois,” said Highland President Tim Hood. “This agreement is yet another example of how Highland continues to expand its partnerships with four-year institutions in order to create more options for our graduates.” Students who earn an associate of applied science degree in those areas can complete remaining general education and all BS program prerequisites at HCC or NIU before taking their final 30 hours of technology courses with NIU, either online or at the university’s DeKalb campus. Upon completion of that work, students will graduate with a bachelor of science in technology, with an emphasis in applied manufacturing technology from NIU’s College of Engineering and Engineering Technology. “This is a great program for place-bound professionals, who are working or already have their AAS degree,” said Cliff Mirman, chair of the Department of Technology at NIU’s College of Engineering and Engineering Technology. “It allows students to take classes online, at their own pace, and to earn a bachelor’s degree, which opens up great opportunities for career advancement.” The online component features recorded lectures by NIU faculty, the opportunity to interact with faculty and an array of online materials that enrich the learning experience, Mirman said. Promod Vohra, dean of the engineering school at NIU, hailed the program as a boom to the Illinois economy, saying that, “Engineering technologist trained for leadership are a catalyst for innovation,” said Vohra. “We are excited about this program, and this partnership, because it helps to ensure that our region will remain a vital player in the global economy.” Highland’s dean of Business and Technology, Scott Anderson, explained the unique nature of the partnership. “The associate of applied science has been seen as a ‘vocational degree’ that simply prepared people for a life-long career in their chosen field. However, with this new partnership, the pathway to the advanced credential of a bachelor’s degree is made available,” said Anderson. More information on NIU’s online degree program in applied manufacturing technology is available on line at bsamt.niu.edu or by contacting Stacey Deegan ([email protected]) at 815.753.9943. For information about HCC’s auto body repair, automotive mechanics or wind turbine technician programs visit highland.edu or by contacting HCC Admissions at 815.599.3414.
