INTRODUCTION

Planning and Urbanism play a significant role in the consumption and distribution of resources in space.

The design of the built environment plays a vital role in achieving equitable and sustainable consumption.

Sustainability must be the foundation of all developments and well-being, and the health of our planet as a whole is dependent on adopting sustainable practices.

INTRODUCTION

Sustainability is important to the built environment because it is conventional human habitation that has so dramatically altered the environment.

Sustainability is important in planning, construction and preservation of the built environment because it helps these activities reflect multiple values and considerations.

The built environment dominates humanity’s impact on nature and it is the major contributor to climate change, resources depletion, wastes, over-consumption diminished human health and other significant problems.

Climate change is about change in weather patterns giving rise to increase in global temperature and has been adduced to the release of greenhouse gases (GHG) into the atmosphere.

The climate change phenomenon is now an accepted reality. It is a major concern to Government at all levels, international organizations, corporate bodies and individuals.

However, the major challenge is on how it can be tackled because the atmosphere has no boundary. Thus, the need for synergy and cooperation at all levels if the issue of climate change will be successfully confronted.

Urban areas are the main producers of the causes of climate change.

The annual climate change summit is a globally recognized event that takes cognizance of the circularly causal relationship between man and his environment.

This phenomenon became amplified in Nigeria and in Lagos State in particular because of environmental challenges the State has witnessed in recent times.

These challenges include the unprecedented flooding of Ogun River, rise in Sea/Lagoon levels causing Ocean Surge in areas along the coastal regions of Lagos, Ondo states, flooding of Benue River and its attendant consequences etc., increase in flash flood and run-off human activities resulting in blockage and silting of streams, canals and water ways among others.

The State Government through Physical Planning and Urban Development has adopted the following measures to mitigate the effect of climate change.

The Ministry has mandated the developers of private estates and owners of excised villages to provide:

workable drainage network central sewerage system water treatment plant.

This is to address the issue of run offs within the estates, control erosion and invariably the incidence of flooding.

The Ministry engages in:

Monitoring, Enforcement and Removal of non-conforming structures in flood prone areas.

Intervention programmes through urban regeneration

Improving blighted areas through the introduction of tree planting

Provision/Or expansion of drainage system, landscaping, sewage system and water reticulation.

Relocating and Re-developing urban based activities in order to have a befitting and sustainable development in place.

Examples are; Relocation of Oko- Baba Sawmill to Agbowa in Ikosi Ejirin

LCDA The replanning of existing site, the computer village in

Ikeja to Katangowa in Alimosho LGA.

The introduction of multi – modal transportation:

The Proposed cable car project will reduce the use of vehicular mode of transportation.

Provision of jetties in strategic locations to also encourage multimodal water transportation.

The light rail project and BRT lanes along the major corridors of the State all aimed at discouraging the use of private vehicles and minibuses.

The Provision of cycle tracks in Layout plans (of private and public estates) to discourage the use of Cars for short trips.

Legal frameworks have been put in place to address the effect of climate change on the environment in order to ensure sustainability. The following comprise the legal frame work:-

The Master Plan and the Model City plans are policy documents aimed at mitigating the effects of climate change on the built environment.

Setting apart certain percentage of land for soft

landscape, and the preservation of wetlands.

LEGAL FRAMEWORK CONT……Provisions in Lagos State Law

Provisions in Lagos State Urban and Regional Planning Law of 2010 which established the following Agencies, to ensure sustainability of the environment.

Lagos State Physical Planning Permit Authority (LASPPPA).

Lagos State Building Control Agency (LASBCA). Lagos State Urban Renewal Agency (LASURA)

These Agencies have been empowered to grant development permits, Control developments and renew and regenerate the blighted areas in the State respectively.

PROVISIONS IN THE LAGOS STATE PHYSICAL PLANNING AND DEVELOPMENT REGULATIONS 2005 SUPPORTING GREENERY

Section 14, 4 a – b PERMISSIBLE DEVELOPMENT.

Agricultural zonea) Agricultural related uses shall be permitted generally in

agricultural zones except in other land use zones where subsistence farming on vacant lands may be permitted provided that animal husbandry such as piggery, poultry and sheep/goats rearing shall not be practiced.

b) No development shall be allowed in agricultural zones except where the development is complementary to activities related to agriculture, farming, animal husbandry, and other conditions that may be spelt out in Lagos State Agricultural Land Holding Law and in the approved Land Use Plan, or the State Regional Plan.

Section 18, 1 – 2 PROVISION OF SOFT LANDSCAPING

1) A minimum of 20 (twenty) per cent of any plot on Victoria Island, Ikoyi and all other Government residential schemes shall be reserved for landscaping.

2) For all other Residential, Commercial, Industrial, Institutional and other uses a minimum of 10 (ten) per cent of the plot shall be reserved for landscaping.

Section 27, CONVERSION OF OPEN SPACES.No approval shall be granted for change of use of a public open space, sites for utilities and service plots.

Schedule 5 Page B 97, OPEN SPACE AND RECREATIONAL ZONE.

The zone is for the specific intent and purpose of providing open space for the recreation and leisure of the general public. In particular, it will include playgrounds, parks and other open spaces. No commercial uses will be permitted except those that are complementary to the major use of the zone.

GREEN BELT AND CONSERVATION ZONEThis zone provides for a belt of open land around the urban built-up area of Lagos for purpose of containing the urban areas as well as for agriculture, recreation and the maintenance of other rural pursuits. This zone will include a number of existing villages and the normal extension of residential development in these villages.

The preparation of various levels of plans to reduce the effect of climate change on the built environment through the implementation of the following Model City Plans for different parts of the State:- 

Ikoyi/Victoria Island Model City Plan Alimosho Model City Plan Ikeja Model City Plan Mainland Central Model City Plan Apapa Model City Plan Badagry Master Plan Kosofe/OshodiIsolo/Agege Model City Plans are ongoing

Layout approval is ongoing in various parts of the State to curb deforestation, guide coastal area erosion and protect the ecosystem.

The discontinuance of illegal usage of the under bridge areas by miscreants, has allowed for proper planning by the Ministries of PPUD, Environment, and LASPARK thereby creating an aesthetic environment through soft landscaping.

CONCLUSION The approach of the Ministry of Physical Planning

and Urban Development to intervening in climate change effects has been well expressed with illustrations in this paper. As we are all aware we are in a dynamic world and physical planning is not an exception. The Ministry will continue to strive to meet present challenges and address future needs that may face mankind, in terms of making the human environment sustainable, using acceptable, humane, conscious and best practice in solving environmental issues facing us as a State.

It is my belief that the lessons from this year’s summit will be put into practice by all stakeholders, individually or collectively in our various fields of endeavour in order to bestow an environment that is sustainable to our generation and the generations yet unborn.
