May 2, 2006 – State Water Resources Control Board adopted Statewide General Waste Discharge Requirements (WDRs).

January 1, 2007 – Electronic reporting of sanitary sewer overflows (SSOs).

May 6, 2008 – Sewer System Management Plan (SSMP) adopted by the Board.

Elements of the SSMP

L. *LIST OF IDENTIFIED DEFICIENCIES AND PLANNED CORRECTIVE ACTIONS, IF ANY.

1. As stated in our last report, we are behind in meeting our goal to completely televise the entire Consolidated Sewer Maintenance District’s (CSMD) sewer lines to assess the structural condition of the pipes at least once every ten years. In addition to the unexpected slow start resulting from needed training of our CCTV staff and contractors on methods and strategies, there were some unanticipated delays caused by challenges in contract execution. We are on track in completing the inspection of the CSMD’s entire sewer system by increasing our annual CCTV output by an additional 75 miles each year for the next 4 years. In addition, we are currently executing only two large-scale CCTV inspection projects each year to minimize the time of processing contract documents in between contracts.

2. Of the 2,675 miles of sewers televised, to date, about 94 percent of sewer pipes are in good to

excellent structural condition. Approximately two percent are found to be in poor structural condition. Twelve percent of the latter category has been repaired through our emergency repair program or by CSMD forces. The rest have been prioritized, based on degree of deterioration, and added to our list of future ACO projects.

3. There was about a 31 percent reduction in the number of SSOs (9) this period from the figure (13)

reported during the previous period for the City of Rancho Palos Verdes. This could be attributed to the increased use of chemical root foaming and other programs of the CSMD.

*Based on interviews of field personnel/cities/other agencies, analysis of back-up data (enclosed), and Audit.

M. COMMENTS

1. The Districts continue to meet their set goals of reducing the number of SSOs and responding

SSOs and other service calls within two hours of being notified. Districtwide, there was a total of

60 SSOs in 2011, which was a 73 percent reduction from the 226 SSOs experienced in 2007.

On the average, 85 percent of the SSOs that occurred during this Audit period were responded to

within 2 hours.

2. With the Countywide budgetary and the Air Quality Management District’s regulatory issues of the

previous Audit period resolved, the temporary delays in replacement equipment acquisitions

during Fiscal Years 2007-08 and 2008-09 have been addressed. This resulted in resumption of

purchasing of new and replacement of ageing equipment needed to perform work more efficiently

by the Districts.
