Introduction

The purpose of the annual report "Labour andEmployment" is to provide information to the Kosovolabor market and reflect the achievements of theMinistry of Labour and Social Welfare in the field ofEmployment and Vocational Training. This reportreflects all developments and trends occurring withinthe reporting the year for the registration of theunemployed, job seekers and employers and theprovision of services and active measures of the labormarket.

The data used in this report are derived mainly fromthe Management Information System of Employment(MISE) which the system is a function of the Office of Employment and VocationalTraining Centres. From this app extracted all data on registered unemployment, jobvacancies, regular mediation in employment, vocational training and other active labormarket measures.

Despite the unemployment is still remains a major challenge, MLSW during this periodhas reached a record 11,506 job vacancies and compared with the previous year's datathese figures show an increase of 75.2%. Also were realized a total of 10. 754 services forthe unemployed where 6.174 persons are mediated in regular employment and throughactive measures of the labor market, which compared with the previous year represents anincrease of 32.3%. At the same time, 4055 jobseekers were referred to vocational trainingand 525 persons in other training within the active measures of the labor market.Vocational training has increased from the previous year to 18.6%.

This report will serve for processes of decision-making and policy makers within MLSWbut I believe that will also serve to other relevant institutions.MLSW is reforming the Public Employment Services where very soon we will start withthe delivery of services through online platform for all job seekers and employers. Also,we will begin to change the way the provision of services to jobseekers and do actractivethe Employment Offices and Vocational Training Centers with our hope that it willachieve much higher results in 2016.

Annual Report "Labour and Employment" as the report of work of DLE in consistently that since 2003,addresses the issues related to employment and vocational training in Kosovo. Special attention isdedicated to the performance of the activities undertaken by the Department of Labor and Employment(DLE) of the Ministry of Labour and Social Welfare (MLSW).

Based on the reforms undertaken for LES have two types of registrations of jobseekers, such as: (i) theregistered unemployed and (ii) the registred job seekers.

Registration of unemployed means physical arrival for registration at the employment office. Also theunemployed for unemployment continuing to be presented every three 3 months in office of employment.If not appear in the Employment Offices of two (2) times a row (3 + 3 months) then these persons are notactive and will be suspended from the record keeping.

Registration of Jobseekers means of the registration of all persons who are from outside (through theInternet) on a platform online and who are not obliged to come physically in employment offices. Thiscategory can also get the services they need from LES without come at us in employment offices throughonline services offered

Objectives and Methodology - Work and Employment Report as the report reflects the performance ofmost of the services offered by employment offices and vocational training centers. It presents alldevelopments as the registration of the unemployed, jobseekers and the Employer and the provision ofservices and active employment measures. The main focus is directed at monitoring the performance,which by establishing performance indicators in SIMP aimed at increasing the efficiency of the servicesprovided by the PES. Therefore the figures used in this report mainly refers to data collected by the systemof Employment Information Management (SIMP), by officials of Employment Offices (EO) and theVocational Training Centres (VTC). Based on this, the DLE has developed the Management InformationSystem of Employment derived from this app where all the data like; Registered unemployment, jobvacancies, job placement and entry into vocational training. Additionally, these data are not disaggregatedby gender, qualification, age group, ethnicity, region, sector of activity, according to the property sectoretc. Regarding the external determinants of the labor market, such as the population, the working agepopulation, active population and employment, the report refers to other institutions as secondary sources

Summary

The total number of registered unemployed by public employment services by the end of2015 is 112,179 persons, of which females are 48,960 and male 63,219 people.

The total number of registered unemployed as "unqualified" is 61.0% or 68,395 persons,while the registered unemployed with "high school" reach the figure of 21,006 persons or18.7% and the "university" in 5,052 or 4.5%.

Registered unemployment by age group mostly refers to the age of 25-39 years with 48.1%,followed by 40-54 age group participates with 33.6% in registered unemployment. The agegroup of 15-24 and 55-64 to participate elders respectively 9.5% and 8.8% of registrations.

The highest number of the unemployed registered in Pristina with 24,966 people orproportionally by 22%, then Prizren with 18% or 19,867 persons and Mitrovica with 15% or12,800 persons. The highest number of the unemployed for staff was conducted in theregion of Prizren with 2207: 1, then Ferizaj with 1372: 1. While unemployment and low staffPeja region is faced with 895: 1 and Gjakova with 1033: 1

A total of 11,506 job vacancies were registered during 2015 in the public employmentservices (PES). If we compare the data with 2014 have an increase of more than 75.2%.

In 2015, as in previous years, most of the vacancies offered refer to the tertiary sector(services, 68%), followed by the secondary sector (manufacturing, 29%) and primary sector(agriculture, 3%).

Vacancies working for the reporting period are mainly in elementary occupations with 28.9%,then the craftsmen and similar workers 19.5% and service workers and employees of storesand market sales with 19.3%.

Work vacancies registered with mostly refer Pristina region with 2449 seats or 21.3%,followed by Prizren with 1949 vacancies or by 16.9% then Peja region with 1 622 vacanciesor 14.1%. Job vacancies registered with at least refer region of Ferizaj with 1018 seats or by8.8%.

During this reporting year the Employment Offices have conducted mediations in 6174 andregular employment through active measures of the labor market for persons registered asunemployed. So if we look at the previous year an increase for the reporting year 2015 tomediation in employment to 32.3%. Employment rate for 2015 is 5.5%.

Proportionately "Elementary occupations" reach the largest number of mediation inemployment of 29.6%, followed by "workers of services and workers of Sale in stores" with16.5%, then "technical and professions similar" with 16.2%.

Mediation in employment are realized mostly with high school up 35.5%, followed byelementary school group from 27.4% then to 25.2% unskilled.

Regarding the development within the regions of Kosovo, the employment office in Pristina in2015 have achieved the highest number of placements in absolute figures for the reportingperiod of 12 months, which amounts to 860 persons or 24.1%, followed by Gjakova and Peja17.8% (636) 16.1% respectively (575).

In total 4055 unemployed have entered training in 2015, distributed in more than 30professions Vocational Training Centres. If compared to 2014 the number of participants inVocational Training increased from 18.6%.

Regarding the different levels of qualifications in vocational training, the figures reported in2015, three groups of higher qualification in order proportional still realize higher percentagethan three groups with lower qualifications.

Vocational Training Centres during 2015 have provided important that young age group, weproportionately 15-24 age group participates with 44.6%, followed by another 25-39 agegroup with 42.5%. Whereas 40-54 and 55+ age groups participate by 12.1% to 0.8%respectively.

Average rate Training in Kosovo during this year which is 3.6% Rapporteur highlights a smallimpact on proportional to the Albanians with 3.8%. Other communities so but are under themean nenproporcioanle Kosovo, where Serbs participate by 2.1%, while 2.4% otherminorities. 1. THE REGISTRED OF UNEMPLOYMENT

1.1. Registred of unemployment by years

The total number of registered of unemployed from the public employment services by theend of 2015 is 112,179 persons, of which females are 48,960 and male are 63,219 persons

Entries in unemployment for 12 months shows an increase of approximately 34.6% compared

with the record number from the previous year (2014) which was only 11.9%, females as well as

males increased from 33.9% in registrations 35.2% respectively.

This increase comes as a result of increased employment performance councilors who have

been intended provision of services to persons who so far have not been registered at the

employment office.

1.2. Registered unemployment by qualifications

The total number of registered unemployed as "Unqualified" is 61.0% or 68 395 persons, while

the registered unemployed with "H. School" reach the figure of 21. 006 persons or 18.7% and

with the "university" in 5.052 or 4.5 %. \ the number of registered with master remains in modest

figure of 226 persons or 0.2%.

The registered unemployment by occupation for this reporting year mostly refers to

unemployed registered in the elementary occupations with 72.2% of absolute majority, than

are technikal and the same profesions with 7.2% and also profesionalists with 5.6 %.

While the smallest number of registered unemployed constitute legislators, senior officials and

managers by 0.5% as well as operators and assemblers of equipment and machines 0.8%.

1.5. Registered unemployment by ethnicity

Public Employment Service also during this reporting year figures reflect the very high

unemployment records. Albanians participate with 99.153 persons or 88.4%, and in terms of the

unemployment records for the Serb minority was 4.319 persons or 3.9%.

While no other majority ethnic minorities participated in the registration of unemployment by

8,707 persons or 7.7%. All minorities participate with 13. 026 persons or 11.6% of all

registrations in unemployment.

2. EMPLOYMENT SERVICES PROVIDED BY THE PES

Digital delivery of employment services - Taking into consideration the procedures of thepublic employment service (PES) in general, their main task is focused on the registration ofthe unemployed in order to reintegrate them in employment and vocational training.

Unemployed: - After registration in the Management Information System of Employment,the next step means to consult with a view to future employment and / or career orientation.If necessary fit a labor market orientation, will be between a training / vocational training inbetween, in order to obtain the required qualifications.

Employers: - objective to be unemployed in employment is based on the successfulcreation of job vacancies, as well as adapting appropriately to the unemployed, it providesstaff with demand reported. This procedure is commonly called the Employment Mediation:Contact employers, job vacancies (labor demand) and bring the unemployed (labor supply).In detail, it will be illustrated in the chapter

2.1. Job vacancy

A total of 11,506 job vacancies were registered during 2015 in the public employmentservices (PES). If we compare the data with 2014 en have an increase of more than 75.2%.Referring to the number of persons registered as unemployed, the number of vacanciesgenerated results in a recording of vacancies (VRR) of 10.2% in 2015.

Within a period of 12 months, it was 1 vacancy of work available for about 10 unemployedregistered in the employment offices. Given the monthly average will have a more realisticimpression of the situation. According to statistics, every month more than 116 unemployedhad to compete for 1 vacancy offered.

2.1. Job vacancy

A total of 11,506 job vacancies were registered during 2015 in the public employmentservices (PES). If we compare the data with 2014 en have an increase of more than 75.2%.Referring to the number of persons registered as unemployed, the number of vacanciesgenerated results in a recording of vacancies (VRR) of 10.2% in 2015.

Within a period of 12 months, it was 1 vacancy of work available for about 10 unemployedregistered in the employment offices. Given the monthly average will have a more realisticimpression of the situation. According to statistics, every month more than 116 unemployedhad to compete for 1 vacancy offered.

Tertiary sector shows a modest increase in the number of job vacancies during the reportingperiod from 63% in 2014 to 68% in 2015. Also the secondary sector shows modest valuegrowth of 22% in 2014 29%.But the primary sector shows a decline of 15% in the past year to 3% for 2015.Regarding the developments in the Kosovo labor market divided by the property sector, thetotal number of job vacancies, is referred to the private sector. According to the overallresults of 2015 the private sector has achieved a slight increase of 64% in the previous yearto 67% in 2015.

While the public sector has decreased from 36% in 2014 to 33% in 2015 (see picture 4). Butthe importance is proportionally job vacancies in the private sector 67% compared with 33%of the public sector.

2.1.2. Job Vacancies by occupation

Job vacancies for the reporting period are mainly in elementary occupations with 28.9%, thenthe craftsmen and similar workers 19.5% and service workers and employees of stores andmarket sales with 19.3%.

2.1.4. Job Vacancies by regions

Job vacancies registered with mostly refer Pristina region with 2449 seats or 21.3%, followed byPrizren with 1949 vacancies or by 16.9% then Peja region with 1,622 vacancies or 14.1%. Jobvacancies registered with at least refer region of Ferizaj with 1018 or 8.8% places.

Compared with other regions, the highest rate of vacancies registration (VRR) in 2015 wasreported by the regionaloffices of Pec (15%), Gjakova(12%).

While the region of Ferizaj(7%) in 2015 is faced withlower decline in terms ofvacancies offered

Therefore the data to be reflected in this part shall have only to mediate regular employment thatare implemented by the employment office, while other data on mediation in employment byactive measures of the labor market will be reflected in the rest of this reporte.

The most important indicator in terms of all the activities implemented in the labor market is topromote employment.

One of the main objectives of public employment services in Kosovo is mediation in employment,the n integrate into the labor market and the behavior of the unemployed into work.

During this reporting year the Employment Office have conducted mediations in 6.174 andregular employment through active measures of the labor market for persons registered asunemployed.

Employment Rate for the year 2015 is 5.5%.

The employment rate in relation to vacancies reaches 54%, referring to the number ofemployments with the results of the number of vacancies reported

Pro rata "elementary occupations" achieve greater number of mediation in employment of29.6%, followed by "service workers and workers of Sale in stores" with 16.5%, then "technicaland similar professions" with 16.2%.

Mediation in employment made to professions "legislators, senior officials and managers"manage to absorb smaller number of 1.2%, then the "skilled workers in agriculture and fishing"with 1.6%.

However, the employment rate refers to the unemployed registered with the profession as utilityworkers and workers in sales by 12.4% which was significantly above the Kosovan average of3.2%, followed by employees with 10.2% as well as craftsmen and workers similar to 8.1 %.While under the average values of the highest job placement for elementary occupations isachieved with 1.3%

elementary school group from 27.4% then to 25.2% unqualificated.

2.2.5. Meditation in regular employment by ethnicity

From all the regular mediation (3574) proportionally Albanians participate with 95%. Comparedwith the previous year we have increased by 86% to 95% during this reporting period.

While all minorities participate by 5.0% compared with the previous year that have a decrease injob placement. But in particular, the exclusion of other minority communities, Serbs participate by0.8% or 28 mediations in employment.

Other minorities (non-Serb) during this periodreport over the Kosovan average of 6.2% ofplacement rate (see. Tab. 11 and fig. 14)

Regarding the relation of placements and theregistered unemployment, Kosovo Albaniansrealize the employment rate for 12 months (PR)of 3.4%, which is slightly higher than the nationalaverage which is 3.2%.

2.2.6. Meditation in regular employment by gender

Public Employment Services have realized 33.7% of regular intermediaries for women or 1,205people, while male are mediated by 66.3% or 2,369 people.

The rate of employment for the unemployed female is2.5%, while the male reached the results from 3.7% forthe year 2015.

Indeed women are under Kosovo average values whichis 3.2%, and so on proportional with male further theypass these values of 3.7%

2.2.7. Mediation in regular employment by region

Regarding the development within the regions of Kosovo, the employment office in Pristina in2015 have achieved the highest number of placements in absolute figures for the reportingperiod of 12 months, which amounts to 860 persons or 24.1%, followed by Gjakova and Pejawith 17.8 % (636) 16.1% respectively (575).

The lowest number of placements was reported from the region of Ferizaj with mediation inemployment by only 5.6% or 201 persons to mediate (see. Tab 12).

Based in the rateof Employment inKosovo which is3.2%, inside theregions of Kosovothe hight rate ofemployment isregistred in regionof Peja with 5.4%,from the region of Gjakova with 5.1%, Pristina with 3.4%.

The rate of employment for the unemployed female is2.5%, while the male reached the results from 3.7% forthe year 2015.

Indeed women are under Kosovo average values whichis 3.2%, and so on proportional with male further theypass these values of 3.7%

2.2.7. Mediation in regular employment by region

Regarding the development within the regions of Kosovo, the employment office in Pristina in2015 have achieved the highest number of placements in absolute figures for the reportingperiod of 12 months, which amounts to 860 persons or 24.1%, followed by Gjakova and Pejawith 17.8 % (636) 16.1% respectively (575).

The lowest number of placements was reported from the region of Ferizaj with mediation inemployment by only 5.6% or 201 persons to mediate (see. Tab 12).

Based in the rateof Employment inKosovo which is3.2%, inside theregions of Kosovothe hight rate ofemployment isregistred in regionof Peja with 5.4%,from the region of Gjakova with 5.1%, Pristina with 3.4%.

While the Region of Ferizajit facing with the lowest rate from 1.5% of which is significantly underthe awerage in kosovo the same as regions of Motrivica and Prizren with 2.1% respectivly 2.6%.

Officials ofEmployment in theregion of Ferizajrealise the lowestrate of employmentfor staff (ShPS20:1), followed byregion of Mitrovica(ShPS 25:1). Vocational Training will be reflected seperately from other acitive meaures of thelebour market. Therefore will be used these same methodology and analitically way.

In total 4055 unemployed entered into training during 2015, distributed in more than 30professions of the Vocational Training Centres. If compared with 2014 the number of participants inVocational Training is increased from 18.6%.

Refering the total number of the participants in VT ( respectively entries ) in the year 2015with total number of the unemployed registered during this time, resulting in training rate of12 month (TR) from about 3.6%, showing an increase compered to the previous year as itwas TR 1.26%.

Refefing to the entire number of the inflows in 2015, the number of certified from VT(3298),resulting the certified rate (CR) from about 81.3%, by showing relative increase fromCR from 63% as it was in the previous year.

with the employment rates also the training steps are repeatedly correlated with age.

However, the general increase of participation in the Vocational Training is evidenced with about 3.6%comparing it to the previous year which was 2.1%, referring to all age groups.

The degree of candidates’ certification in Kosovar average achieved the figure of 81.3%, but the agegroups 15-24 and 55-64 exceed this average whereas two other group ages remain under Kosovar averagevalues of certification.

3.1.3. Vocational training by ethnicity

Vocational Training during this raporting time reflects a great difference of the cipher on the basis of theethnic groups. Albanians face with positive indicators of participation in the Vocational Training ,with3750 participants or 92.5% of all trainings, then Serbians with 2.3% or 92 participation, whereas otherminority communities participate with 5.3% or 213 participants.

The Training Degree in Kosovar average, which during this reporting year is 3.6%, hightlights a smallimpact over-proportional to Albanians with 3.8% . But, other communities, in an under-proportional wayare under the Kosovar average, where Serbians participate with 2.1% whereas other minorities with 2.4%.Hence, all minorities participate with 2.3% ,a value which is still under the Kosovaraverage.

Also, it should be empasized that even theAlbanian’s degree of certification is underthe Kosovar average value with 81.3% , butSerbians participate with 92.4% ofcertifications, a value which is significantlyhigher than the Kosovar average with 81.3%(see the table 18)

Referring to the realizedcapacities of the VocationalTraining in absolute cipher withthe collected average of theunemployed registered in differentregions, the highest trainingdegree (TR) in 2015 is in theregion of Peja with 7.0% ,followed by the region of Prizrenwith 5.7% whereas the lowesttraining degree is shown in the region of Gjilan with 1.9%.

The development of Training Degrees shows a continuos increase of contrasts related to participants inVocational training, respectively capacities.

3.2. OTHER ACTIVE MEASURES IN THE LABOUR MARKET

Other active measures in the labour market will be reflected as an important part of this report from nowon, considering the huge importance that these measures have support of the unemployment.So, the activemeasures of employment have played a very important role in integrating unemployed people in the labourmarket. Through the active measures are mediated a considerable number of unemployed people and alsoa part of them are referred in vocational trainings. Referring in a short-term trainings have significantlyinfluenced in the development of individual skills for each unemployed person who received services fromthe PES.Other active measures in the labour market presented in this part of the report, are: (1) job training (ii)trainee/ practice at work (iii) subsidy for employment (iv) self-employment (v) public work.

(i) Job training or JT means the training provided by the employer to the job-seeker during the

engagement in the productive work which develops knowledge or basic skills for performing a

specific work with an adequate performance. So, the main target of JT is to increase the skills and

prospects of job-seekers for employment. JT is a labour measure which intent to give skills and

knowledge to the participants in order to perform a particular within the working place and

environment. JT supports job-seekers in order to have access in training opportunities and contact

employers in order to improve the future opportunities for employement and to gain the work

place.

(ii) Job practice or JP means a measure of the labour market which aims to provide opportunities for

gaining experience in the working environment for participants who require to enter in the

particular field of the career. So, the main target of JP is to improve the skills and prospects of

employ the particular groups with difficulties to find a job. Subsidy for employment can help

employers expand their business and employ a new staf which will help on creating more working

places.

(iv) The main intent of the Self-Employment measure is to provide opportunities for un-registered

unemployees to start a business activities. Self-employment program is a measure of the labour

market which helps the unemployed people starting a business or by becoming a self-employed

by providing training and advise to develop and manage a busines and financiar support to help

unemployed to start an business activity. Self-employment measures has intent adressing the

unemployment through self employment and in this way by creating the new working places in

the small companies.

A total of 3,125 unemployed during 2015 were activated in other active employment measures. All these

measures are implemented within the reporting period. The degree of activation in the active measures of

the labor market was 2.8%.

3.2.1. Active measures in the labour market by qualifications

Active employment measures in terms of the different levels of qualifications, the cipher reported in 2015,

disproportionately, paqyrojne different results where tertiary qualification groups participat's less than

other groups.

Proportional the activation higher number of the active measures of the employment is with secondary

school 44.1% or with 1378 beneficiaries, then the primary school with 28.9% or 902 persons, and un-

qualified with 18% or 563

persons, (see. tab. 21).

Activation average is 2.8%,therefore the activation ratefor the categories withMaster, University,Secondary and PrimarySchool is on this value.Therefore the unqualifedcategory in a proportionalway is 0.8% of theactivation rate. Emphasizingthat the higher number of unemployed people registered belong to this category with 68.395 personregistered as un-employed.

The youth is the most beneficiary category regarding the support through the active measures ofemployment. During 2015, in a proportional way, the age group 15-24 participates with 37.5%, followedby the other age group 25-39 with 36.1% and the age group 40-54 with 22.45 or 699beneficiaries.Whereas the age group 55+ participates with only 4% or 125 persons have received support.

The Activation Rate in Kosovaraverage which during this year is2.8% brings in the surface in a proportional way the other minorities with 6.7%. Also, Serbiancommunity participate with 3.5% of the Activation Rate which is obviously over the Kosovaraverage with 2.8%. The Activation Rate in the active measures for Albanians is under theaverage values with 2.4%.

3.2.4. Active Measures in Labour Market by occupations

Active measures of the employment based on professional division proportionally go mostly for

elementary profesion with 43.5%, where it is also the largest concentration of the registered

unemployment, afterwards to the craftsmen and similar workers with 16.2% as well as

technicians and similar professions with 10.3%.

The region with the lowest participation in the active measures of employment is Gjakova with 7.2 or 225participants, followed by the region of Peja with 7.7% or 242 participants and Ferizaj with 8.4% or 262participants.

Referring the activation raterealized in active measures ofemployment, the region ofGjilan dominates with 4.8% andthat over the average value ofthe Republic of Kosova.Thencomes the region of Mitrovicaand Prishtina with 3.0%,respectively with 3.5%.

Whereas the regions which haverealized the lowest rate are the region of Prizren with 1.7%, then the region of Gjakova and Ferizaj with1.8%, respectively with 1.9%.

Annex A: The implemented projects within the reform in ESP

Profiling of the unemployed people- Profiling with the undertaken reforms in 2015 has become anintegral part for new access on the provision of employment services. Profiling or segmenting of thejob seekers is a procedure of identification and assignment for unemployed people into differentcategories in order for those who can find a job easily to be distinguished from those that have moredifficulties. During the process of interviewing the unemployed person should be registered in SIMPand will also be profiled on one of the three sub-groups: (i)The group with the lowest risk to becomeunemployed in long-term.) ; (ii)The group with a medium risk to become unemployed in long-term;(iii) The group with the highest risk to become unemployed in long-term.

Online Services for Employment- MLSW will launch the online platform where all the job seekersand employers with only one registration will be able to use all the services of employment providedin this platform.All those job seekers who are users of the provided services in the online platform butnot of the services provided in Employment Office(EO) willbe held in the special list for “registered job seekers”. Jobseekers (or employers) after being registered and creatingtheir profiles as job seekers (or employers) will have accessto the provided services through the internet, such asreviewing of job vacancies (or proclamation for new placesfor employers) ,getting information for proclaimedcompetitions, direct application for job vacancies (or thereview for employers’ application), review and applicationfor the provided trainings from VTC ,etc. Multi-channelservices enable the provision of services in a quick andautomatic way.

The Internal training system- This system is developed in websides and as application will servefor the whole staff of the employment offices and vocational training centers. Except the trainingsthat will be provided to iniciate the new model of the provision of services, depending on the numberof the staff that is dedicated to the Human sources division, will review the opportunity to finalize theplatform for the inside system of the training (IST) and to plan and organise tranings for all the staffof the Employment Offices from the courses that are setlet in the IST modules and functions of thestaff to raise the level and quality of the services provided by Employment Offices.

Annex B: Implemented Projects during the 2015

During 2015 the Department of Labour and Employment continued with drafting and implementation of

the documents from the field of labour and employment and the vocational training.

Monitored, supervise, evaluate and implemented the employment policy and vocational training through

two divisions of the employment and vocational training. Continued to ensure and provide professional

advise, and made the monitoring the division activities in the services of the employment and vocational

training in the level of the Republic of Kosova.

Encourag the cooperation within and abroud the Republic of Kosova in developing the employment policy

and voctional training. It provided the support in implementation of plans and programs of the

employment and vocational training. Is committed to support the full and effective cooperation between

to all actors dealing with the labour and employment field.

There encourage and develop cooperation with enterprises that have an impact on the development of the

labor market at the level of Kosova and abroad. Budgeting at the Department of Labor and Employment. It

has made planning for human resources needs and recruitment of staff at level of the Department of Labor

and Employment.

Departament of Labour and Employment through the Division of the Monitoring and Coordinating the

Employment Offices, Divisions of the Employment Policies has continued to make implementation of the

acitive measures of the employment through seven (7) Regional Employment Centres with twenty three

(23) Municipal Employment Offices and six (6) Municipal Employmet sub-offices, eight (8) Vocational

Training Centres.

To implement the active employment policy and raising employability, Division of Labour and

Employment has closely collaborated in the implementation of a certain numbers of the projects with

MAFRD, KFA, MTPT, UNDP, Kosvet VI, WB, Municipalities, and with other local and abroad

institutions as:

Active programs and projects in the labour market:

1. The Project “Autumn afforestation” in cooperation with KFA.In this project benefited 184 job

seekers with the monthly wage of 250€ for the period of forty-five days (45). The Project was co-

financed by KFA with 44.250.00 € whereas MLSW contributed with 24.750.00€.

2. The Project “Afforestation of bare surfaces” in cooperation with Kosova Forest Agency

(KFA).In this Project benefited one -hundred and seventy-one (171) job seekers for 45days and

continued the Project with 24 benefitiaries for 6 months with the monthy wage of 250€. The

general value of the Project is 100.125.00 € from MLSW.

3. The Project “Reconstruction of the forests’ situation from fire, silvicultural activities,

thinning” in cooperation with KFA.In this Project benefited six-hundred and fifty (650) job

seekers with the monthy wage of 250€ for two months. From MLSW, the value of the Project is

325.000.00€.

4. The Project “Extinction of fires” in cooperation with KFA. In this Project benefited one hundred

and twenty (120) job seekers with the monthly wage of 250€ for four (4 )months. The Project was

financed by KFA with 120.000.00€

5. The Project “Cultivation of seedlings in the Seed-Plot of KFA” in cooperation with KFA. In

this Project were twenty benefitiaries with the monthly wage of 250€ for nine (9) months. The

Project is co-financed six(6) months by KFA and three(3)months by MLSW. The general value of

the Project is 45.000.00€.

6. The Project “ The Work Practise 1 in the Public and Private Sector”. In this Project benefited

one-hundred and thirty (130) practicants, with the monthly wage of 250€ for eights (8) months.

The Project was financed by MLSW on the value of 260.000.00€.

7. The Project “ The Work Practise 2 in the Public and Private Sector” In this Project benefited

fifty (50) practicants, with the monthly wage 250€ for six (6) months. The Project was financed

by MLSW on the value of 75.000.00€.

8. The Project “Practicants in the Employment Offices”, benefited twenty (20) practicants with

the monthly wage of 250€ for nine (9) months. The Project was financed by MLSW on the value

of 45.000.00€

9. The Project “Practicants in SWC. In this Project benefited forty (40) practicants with themonthly wage of 250€ for nine (9) months. It was financed by MLSW on the value of 90.000.00€

10. The Project “Practicants in DWIMF ,(Department of War Invalids and Martyrs’ Families). Inthis Project benefited twenty (20) practicants with the monthly wage of 250€ for two months. TheProject was financed by MLSW with 20.000.00€.

11. Work practise in Infirmary in Zurich-Switzerland- MFA has signed a cooperationmemorandum with the Care Center for Elderly Persons. The number of applications has been 81whereas only 7 of them were selected and mediated. The duration was 4 months.

Annex C : Certificates for employment notification for foreigners nationals “30,60, 90 days”

Since September of 2013 ,The Law no.04/L-219 for the Foreigners enters into force, which regulates the

entrance, stay and the employment of the foreigners.

The certificate for employment notification for foreigners regulates the activities of foreigners in

services with 90 days duration time within the calendarian year, that is regulated based the Law No.

04/L-219 for the Foreigners and the Administrative Instruction 01/2014 which regulates the

Procedure of the issuance of the Staying Permittion for the Foreigners and Certification for

Employment Notification.

Definitions and Terminology

All Chapters:

With the intent of idetifying and interpreting a difference that emerges from this report, definitions andterminology used are described as below:

Population is a population that inhabits inside the territority of the Republic of Kosova.

Population of the working age contains a part of the resident population within age 15-64, orientedon the existed law of labour.

Job seekers are all the persons who seek a job, including here even the persons who work full-time or part-time job and persons who are temporarily suspended from work.

Unemployed refere – by ILO definitions – persons who have working age, which are:

a) Unemployed,

b) Seeking work and

c) They are available for work.

Unemployed (registered) – refer to the persons who are registered as unemployed (these should be

people who are unemployed, but seeking for job, however, this requirement implemented only

partially in the Republic of Kosova and in the most of other countries).

Unemployed for a long-term – are persons who are registered as unemployed for more than 12

months: this report refers to the counted proportion of the long-term unemployment, which is under

the condition [Exit<Registrations] and [Entrances-Registrations] in:

Employees are identifyed by ILO definition/ following EUROSTAT-as: Employed are identified by thefollowing definition of ILO-EUROSTAT such as :

“ A person is considered employed if he or she has done any work for pay or profit. ... Self employeesare also considered that are working, if (person),,, works in his business", professional practice orfarm for the purpose of obtaining profit,,, spends time on the business operation,, is under the processof establishing a business ... an outstanding worker is said to be working if the work contributes

Unemployment Rate respectively registered unemployment rate is the proportion of peopleregistered as unemployed by economically active population.

The Unemployment proportion refers registered unemployed population of working age, theratio of unemployment here is equal to the ratio of registered unemployment in enrollmentrespectively.

Public Sector : Governmental and the institutions controlled by the government andenterprises.

Privat Sector : privat individual, farms, businesses and companies.

KSNA/ISCED: International Standard Classification of Education

SNKAE ISCED 0: Pre-primary Education: The initial stage of organized instructions, firstly tobe introduced as very young children for a school environment.Such programs are in school’s ororganized in centers, for children at least 3 years old.

SNKAE ISCED 1: Primary Education: The beginning of systematic studies in reading, writingand mathematics. The programs are designed on a unit basis for a Project (often with a teacher formost of the time) rather than on subject basis (with different teacher for different subjects). Theentry age is from 5 to 7 years old.

SNKAE ISCED 2 :Lower Secondary Education: The beginning of the learning based onsubject- to complete the provision of elementary education which began in ISCED 1 and toexpand the base for a long-term learning. The full implementation of elementary skills occurs atthis level. This stage is with sub-divisions

ISCED 2A Programs are designed for a direct access to ISCED 3 by order, which willlead to the tertiary education.

ISCED 2B Programs are designed for a direct access to ISCED 3C

ISCED 2C programs are designed primarly for a direct access to the labour market. Tobe advanced for the ISCED 3 ,it is required the completion of ISCED 2A or 2B.

SNKAE ISCED 3: Secondary Education (more senior) Further specializations compared toISCED 2. This stage begins at the end of the compulsory schooling 15 or 16. A successfulcompletion of ISCED 2 is required. This stage continues with sub-divisions:

ISCED 3A programs are designed for a direct access to ISCED 5A

ISCED 3B programs are designed for a direct access to ISCED 5B

ISCED 3C programs do not lead to the tertiary education. To be advanced for ISCED 5Aor 5B , the completion of ISCED 3A, 3B or 4A is required as well.

SNKAE ISCED 4: Post-Secondary non-tertiary education: The programs which have removedthe borders between the Upper-Secondary education and the Post- High School education. Thecontent is not sufficient for these to be called tertiary programs. In most of cases, not moreadvanced than ISCED 3 – to expand the students’ knowledge who have finished ISCED 3.Programs of preparation for entrance in the tertiary education.

This stage is still with sub-divisions:

ISCED 4A programs which are designed for a direct access to ISCED 5.

ISCED 4B programs which are designed primarly for a direct access to the labour marketand do not give access to ISCED 4B.

It may be obligatory for them to have more than onequalification in ISCED 5A (e.g a University diploma and later a master one) beforeentering ISCED6.

ISCED 5B programs are focused on specific professional qualifications with a directaccess on the labour market. They are often shorter than programs in ISCED 5A. Theirtheoretical content is usually unsufficient to be given an advanced access to the researchprograms (before completing the program in ISCED 5A)
