the City and PLED to coordinate use and to secure permits from each other for use as appropriate, and sets guidelines addressing such issues as indemnity, maintenance and repair. Neither party charges the other for facility use fees, however direct out-of-pocket costs can be charged by mutual agreement: The Agreement establishes the priority for recipmca! usage of faci!ities, depending on the ownership of the facility and the user. When PUSD-owned recreational facilities are not in use for "Schnol-Oriented Programs", the next priority for use is 'City of Pasadena Recreation and Parks Programs". Likewise, when the City is n d using - re&ea!i~na! faci!ities for City programs, the newt priority for use is "S~hgg!-oriented Pregram~". -

use of the ~ther 's facilities. Users of improved facilities not associated with CityIDistrict shall provide appropriate supervision as required by authorizing agency.

The current Joint Use of Facilities Agreement is the overall authority facilitating the existing joint facility use policies and practices between the City and PUSD: an additional City-PUSD agreement regarding facility use would only be entered into when more detailed terms and conditions are required to address specific improvements or use provisions at a designated site or sites; for a specified time period: as in the following Contract # la, 162

The project justlflcatlon stated the lmprovements would "enhance the dellvery of recreation servlces for the school age youths as well as neighborhood cltlzens". Accordmg to CIP records, prolect deslgn began In FY95 and construction was completed In FY97 and FY98, w~th expend~tures totallng $79,660. An addltlonal one-t~me allocation from World Cup funds supported a "soccer court" at Washington School, but that project was not spec~f~cally included in these SchoollPark lmprovements projects.

According to the terms of the Project Agreement between the City of Pasadena and the L. A. County Regional Park and Open Space District, the Pasadena SchooliPark Improvement Project (Grant No. 58H1-95-0507) expires on June 30, 2015. Until that time the property must by used only for the purpose for which the grant monies were awarded. With regard to public access! the City-L.A. County Park Agreement states the following (page 10! item J.3):

Applicant agrees to provide for reasonable public access to lands acquired in fee with arant monies. include the provision of parking and public restrooms. except where that access may interfere with resource protection.

2). "ATHLETIC FIELD LIGHTING AT VARIOUS SCHOOL SITES" FY94 to FY99

The FY1995-2000 CIP Budget identified a project for "Athletic Field Lighting at Various School Sites", to install multi-purpose lighting at 3 locations: Muir High School (north athletic field); Pasadena High School (footballltrack area and baseballlmulti-purpose area) and Washington Middle School (north athletic field). The purpose of the pro-iect was to enhance the use of these fields by adding lights, as the facilities were not then lighted for night use. The total project cost was originally estimated at $1,055,000 and

through FY04 $400!000 had been appropriated. Subsequently the pro!ect was re- scoped at a revised cost of $589,000 and was fully funded in FY98 with the commitment for installation of poles and lights by a local non-profit organization (American Youth Soccer Organization). The City and AYSO Region 13 entered into Agreement #15:769 in November: 1995: in which the City agreed to provide $400:000 in Prop A grant funds for the lighting pro!ect: and AYSO Region 13 would provide $100,000 towards the purchase of the lighting equipment ($33,000 for each of the three school sites) as well as volunteer labor and professional services to plan and implement the project.

The designs of PHSNictory and Muir were completed in FY95: and construction at the two locations completed in FY97. The Washington Middle School project was postponed for design and construction until additional funding became available, and was completed in June 2004.

3). CITY- PUSD MOU'S REGARDING USE OF SPACE FOR SPECIFIC SITES AND ONGOING PROGRAMS.

The City currently has two MOU's with PUSD with specific terms and conditions regarding use of the following sites:
