Welcome Masters, Coaches, all participants, and spectators. Thank you for joining us on this wonderful day.

As a President of California Taekwondo Committee (CTC) and Kukkiwon- USA, I am excited to introduce the 1st Los Angeles Invitational Taekwondo Championship/ Kukkiwon Taekwondo Hanmadang. I am absolutely certain that this tournament will showcase Taekwondo competition at the highest level and establish itself as a world-class Taekwondo event.

2019 marks our 1st year hosting this tournament. Utilizing the latest state-of-the-art technology, Los Angeles Invitational Taekwondo Championship promises to be the most exciting one to date. All rings will be equipped with an electronic scoring system, with monitor displays for each ring. We pledge to do everything in our ability to ensure that all of the matches are most accurate and fair. We also aim to ensure that everyone in the tournament, young and old, beginner and professional athlete alike, get the full experience of Taekwondo spirit.

Distinguished American Taekwondo families, officials of the California Taekwondo Committee and

participants of the contest!

Congratulations to the 2019 US Kukkiwon Taekwondo Hanmadang. This convention will be held to

commemorate the appointment of Taekwondo Day on September 6 every year and to celebrate the

friendship and unity of the Taekwondo family in LA.

We hope that this tournament, which will be held for the first time in California with events such as

poomsae, defeat, and competition, will contribute to the revitalization of Taekwondo in the future and

will become a Taekwondo event that represents the city of LA. Taekwondo families in the United

States will be able to view and enjoy the skills the athletes have cultivated throughout the years at this

competition and for it to be a place where they can celebrate and encourage each other.

Once again, I sincerely congratulate you on holding the '2019 US Kukkiwon Taekwondo Hanmadang'

Greetings from Korea! First of all, I’d like to express my compliment for ‘Declaration of LA Taekwondo Day’ and opening of ‘LA Invitational Taekwondo Championship’. I appreciate the effort of Mr. Jin Seob Kim, the president of California Taekwondo Committee, David Ryu, the member of City Council, Eric Garcetti, the mayor of Los Angeles and all Taekwondo masters. Last May, City of Los Angeles had approved the bill that designates September 4th as ‘Taekwondo Day’. The very day is also appointed as Taekwondo day by World Taekwondo(WT). Every September 4th, Taekwondo Promotion Foundation(TPF), WT, Kukkiwon and Korea Taekwondo Association(KTA) host the Taekwondo Day Ceremony at Taekwondowon, the sacred land of the martial art. Now, Taekwondo has earned respect as a martial art as well as a global sport, which is trained by 100 million practitioners in 209 countries. Moreover, the educational value of Taekwondo is highly appraised by being adopted as a curriculum at a number of schools in US, Honduras and China. I believe this could be initiated by the endeavor of grand masters who had rooted Taekwondo in US. From the bottom of my heart, I sincerely appreciate their exertion. In addition, I’d like to express my gratitude to City of Los Angeles for their effort for Taekwondo. US Taekwondo Family! Taekwondo Promotion Foundation does its utmost to support Korean government policy enhancing South Korea-United States alliance by Taekwondo. TPF invites families of US Forces in Korea to Taekwondowon, and hosts joint Taekwondo training camps for cadets of West Point Academy and Korean Military, Naval and Air Force Academy of Korea every year. I am proud that Taekwondo can strengthen the strategic partnership of two countries. TPF does the best endeavor for the development and proliferation of Taekwondo, and promises all Taekwondo family to cultivate Taekwondowon as an authentic shrine of the martial art. COMPETITION RULES AND REGULATIONS

Eligibility: The age of an athlete will be determined by the birth year, not actual age on the day of the tournament, which is the current the WT and USAT standard. All competitors must be 4 years and older.

POOMSAE: Poomsae competitors must perform only the poomsae designated for their specific rank. Scores based on: proper order, beauty, grace, rhythm, accuracy, power, technique and attitude. 4 competitors per division. PRELIM/SEMI FINALS 15-30 M/F Mixed Division Koryo/Taegeuk 7 Taegeuk 8/Taebaek SPARRING/KYOROOGI: The current USAT & WT competition rules will govern this championship. The organizing committee may modify some rules according to the local condition. May combine or divide weight categories depending on the size of the group. JUNIOR KYOROOGI SAFETY SPARRING RULES: Ages 7 & Under (All Belts) and Ages 11 & Under (Color Belts) NO HEAD CONTACT

a. Any contact to the head area which does not make any injury will be given a warning by the referee. b. Any contact which makes injury to the head area will result in a one-point deduction c. If the competitor cannot continue because of the injury to head area, the attacker will be disqualified. d. Inability to continue competition because of fright, crying or loss of will following a legal kick to the body does not constitute grounds for disqualification of the attacker.

Ages 8-11 (Black Belts), 12-14 (Black Belts and Color Belts) and 15-17 Junior Division (Color Belts) a. The competitor is allowed to kick to the facial area;; however, the kick must be light contact with absolute control w/o

causing any injury or excessive contact, or penalty shall be invoked. b. The competitor who executes a successful technique shall be awarded three-point. c. The competitor who executes a kick to the face which results in a minor injury shall receive a one-point deduction. A minor injury is defined as abrasion or bleeding caused by non-excessive contact. d. The competitor who executes a kick to the face which results in the inability of the opponent to continue sparring because of injury shall be disqualified.

Ages 15-17 Year Old Junior Black Belts and Senior Division (All Belts) a. Excessive contact to the head area: even in the absence of visible injury, such as light bleeding or abrasion, the referee

may deem the contact to be excessive and declare the appropriate penalty. Competitor who executes a successful technique to the face (light contact w/o causing any injury) shall be awarded three-point.

b. 8-Count: The referee should not give an 8-count for any technique, even a legal one, to the head area;; if a kick to the head is powerful enough to warrant an 8-count, it should be considered excessive and the appropriate penalty should be declared. However, the referee can and should begin and 8-count for a legal kick to the trunk area that results in a knock-down condition.

c. Turning Kicks: Turning kicks to the head will not be awarded an extra point in junior division. Bonus point only in Senior divisions. Successful turning kicks to the body shall be awarded two-points in all Junior sparring divisions.

INDIVIDUAL HIGH JUMP KICKING BREAKING RULES

1. Each participant has a maximum of 30 seconds to attempt to break the board with Running Jumping Front Snap Kick. 2. Each participant has only one attempt to break the board for each round. 3. Participants may not cover the breaking foot with any bandages, tape or any other material. The referee must approve any injuries that may need to be covered. 4. The running distance is approximately 6 meters, and the starting board height will be determined by the referee. 5. The order of participants (who breaks first) will be determined by height. The shortest participant will attempt to break first. 6. Participants must break the board to advance to the next round. Board must be broken by an upward kicking technique to be considered a successful break. 7. Once the participant passes the designated halfway mark, an attempt is counted upon approach. (For example, once the participant crosses the designated halfway mark, they may not return to the starting position to attempt to break again.) 8. After each round, the board height will be raised incrementally at the referee’s discretion. 9. The participant to break the highest board will be declared the winner. 10. In the event of a tie for 1st place only (If there is a tie for 2nd or 3rd place there will be multiple 2nd and 3rd places awarded), the height will be raised until a participant FAILS to break the board. (If all participants fail to break the board, then 1st place will be awarded to the SHORTEST participant.) 11. Once a participant is determined the 1st place winner the competition is over. The first place winner is NOT allowed to keep breaking until he or she fails. 12. If any part of the body touches the floor besides the feet, it is considered NO BREAK

I hereby submit this registration and liability waiver form to participate in the Los Angeles Invitational Taekwondo Championships- Kukkiwon Taekwondo Hanmadang. I certify that the above information is true and correct and hereby release, discharge, and waive any and all responsibility of the LA Convention Center, California Taekwondo Committee(CTC), Tournament Organizing Committee, Referees, Instructors, agents, and other competitors from liability of any injury, including death, and for damage to or loss of property which may be suffered by myself arising out of, or in any way resulting from or attributable in whole or in part to my traveling to, being coached in, using any sports equipment in, or participating in the Los Angeles Invitational Taekwondo Championships. As a competitor or parent/legal guardian of the competitor, I give consent to any x-ray exam, medical, chiropractic, dental, or other treatments(s) deemed necessary for the safety and welfare of the contestant. I understand that this authorization is given prior to any diagnosis, treatments, or hospital advisable,.
