Our Business Advantage
La Grange is a community of approximately 4,600 located in proximity to one of the fastest
growing regions in the country.
La Grange is ideally situated to access Austin, Houston, and San Antonio with their international
airports, and the Port of Houston, one of the busiest ports in the country.
Within 2 hours of La Grange is nearly half the population of Texas, more than 10 million people,
putting La Grange in the heart of a dynamic and economically powerful region.
While La Grange is in proximity to major metro regions, it remains a small town, with rural
character and high quality of life.
Broadband Internet Access available from private and public providers, cellular coverage from all
major providers
Electric, water, and wastewater utilities provided by the City of La Grange. Services are modern,
efficient, and competitively priced. There is adequate capacity to support commercial and
residential growth.
Land is still priced by the acre, not the foot. Property with infrastructure is ready for new

Property taxes are among the lowest in the State of Texas and government officials are proud to

Graduation rates and ‘college bound’ rates are above average at La Grange ISD. Students have
many options close to home for college, including the top two universities in Texas, UT-Austin
and Texas A&M. Other universities and colleges are found in Schulenburg, San Antonio, Victoria,
and Corpus Christi.

The Rural Capital Area Development Board is a Workforce Solutions program serving a nine
county region in Central Texas, including Fayette County. This is a public-private partnership
providing no-cost recruitment, employment services, and information to businesses and job
seekers in the region. Five training centers are operated to provide academic remediation and
skill training, with an office located in La Grange.

Small Business Lending Programs
Experienced and qualified Certified Development Corporations (CDCs) are available to help
arrange financing for qualifying businesses. The SBA 504 Lending Program provides facility
financing up to $10,000,000 with up to 90% financing and long-term fixed rates. Typical 504 loans
are made in conjunction with local lenders to fund land acquisition and improvements, new
construction, and capital equipment and machinery.
The SBA 7(a) Loan program can be used for loans up to $5,000,000 to purchase equipment,
fixtures, materials, working capital, seasonal financing, or to purchase an existing business.
The B&I Guaranteed Loan Program is for businesses located in rural communities. This loan
program is offered by the U.S. Department of Agriculture (USDA) and provides guarantees of up
to 80 percent of a loan made by a commercial lender. B&I loans can be used for working capital,
machinery and equipment, land and buildings, and certain types of debt refinancing.

Local Incentives
The La Grange Economic Development Corporation offers a range of incentives and support for
the retention and expansion of existing local businesses as well as for the attraction of new
businesses. These efforts will support economic vitality, provide employment opportunities,
expand the tax base, and enhance quality of life for La Grange residents. Qualifying entities are
eligible for the following programs:
Revolving Loan Fund
Ad valorem tax abatements for qualifying businesses
Accelerated permitting process
Criteria for eligibility include:
Minimum of $500,000 in capital investment
Employ a minimum of 10 or more people at time of application
Create a minimum of 10 or more new jobs per year and 60% of jobs filled locally
Incentives are limited to City of La Grange zip code (78945) and / or the ETJ boundaries
Maximum inducement for-profit businesses can receive is $100,000
Small Business Revolving Loan Pool
The La Grange EDC and BCL (Business & Community Lenders) of Texas have joined efforts in a
partnership to form a revolving loan pool to provide capital for La Grange Small Businesses. Any
relocating, existing, startup, or expansion small business that meets the following criteria are
eligible for consideration:
Less than $500,000 in capital investment
Employs 10 or fewer employees at time of application
Creates 10 or fewer jobs per year
City-owned utilities provide efficient and cost effective service and rates are reviewed and
maintained to remain competitive. The La Grange Main Street Program provides marketing,
promotion, and business services for local small businesses. The City provides recreation
amenities and supports a high quality of life for residents.

Quality of Life: Tourism, Amenities, and History
The City of La Grange is a unique community, offering a strong business climate with an
exceptional quality of life which make it an attractive place to live and locate your business.
La Grange has a culture rooted in history that began before the founding of the State of Texas.
This heritage has carried through to the present. La Grange has excellent schools (K-12), cultural
tourism assets including music, art, and history, as well as many events and festivals celebrating
the community’s identity and heritage. There are also a number of sporting events throughout
the year. La Grange also has a variety of restaurants for every taste, from fast food to fine dining.
La Grange is celebrating its 20th year as a
Texas Main Street Community. This
program is provided by the Texas
Historical Commission’s Community
Heritage Development Division. It helps
Texas cities revitalize their historic
downtowns and neighborhood commercial districts by utilizing preservation and economic
development strategies. As the primary supporter of a major historic preservation effort,
Main Street La Grange stakes its future welfare on history. Business development remains an
important function of Main Street La Grange. The Main Street Program supports downtown
La Grange as a destination by supporting the unique heritage and identity of the historic assets
in the area and by supporting businesses that cater to visitors and residents alike.
The La Grange Independent School District has four
schools with total enrollment of just over 2,000
students. Enrollment has increased over last year,
with most of the increase at the Hermes Elementary and Intermediate campuses. The ISD has
four schools, Hermes Elementary (pre-K – 3rd), La Grange Intermediate (4th – 6th), La Grange
Middle School (7th – 8th), and La Grange High School (9th – 12th). For the 2014 – 2015 school year,
the High School was rated Exemplary and the remaining campuses were rated Recognized. The

ISD offers a range of programs from college prep to vocational education to prepare students for
whatever future they choose. La Grange ISD unites the community and residents come out to
support the Leopards in sports and other school activities.
St. Marks Medical Center is a state of the art, 100,000 square
foot community hospital with 65 beds and world class
technology. You no longer have to go to Austin or Houston for
specialty healthcare. Services include emergency services,
obstetrics, cardiac rehabilitation, cardio-pulmonary therapy,
imaging, physical rehabilitation, surgery, and chemotherapy. St Mark’s is a member of the non-
profit Community Hospital Corporation and affiliated with St. David’s Healthcare in Austin.
La Grange has excellent access to Austin, Houston, and San Antonio, all less
than two hours away. Austin is west on Hwy 71, and Austin Bergstrom
International Airport (ABIA) is just over an hour away. Travel to Houston is
east on Hwy 71 to I-10. San Antonio is south on Hwy 77 and west on I-10. If
you have your own plane, you can fly in to the Fayette County Regional Air
Center which can accommodate single-engine aircraft and small jets.
The Bugle Boy is an intimate concert hall housed in a World War
II army barracks. Since opening in 2005 it has become one of the
premier listening rooms in the country. Unlike typical concert
venues, a listening room encourages attendees to focus on the
performers and not talk during performances to allow a live music
experience to remember. The focus of the venue is on original,
independent singer / songwriters performing everything from
folk, blues, rock, jazz, swing, and everything in between. The venue offers an array of beverages
as visitors enjoy the music in a unique setting.

Schmeckenfest is just one of the many festivals celebrating
the heritage and culture that makes La Grange such a
special place. The festival celebrates the German drink
wassail, a mulled cider, and competitors from around town
share their unique brews as visitors select their favorites.
The festival is in downtown, so visitors can enjoy their
wassail while perusing the boutiques and specialty shops
that make downtown La Grange a destination.
The Texas Quilt Musuem is a unique attraction that
spun off from the International Quilt Festival. The
museum allows these hand-sewn creations to be
exhibited and shared with visitors from around the
world all year ‘round, not just during the festival.
The museum attracts thousands of visitors to La
Grange each year and provides a significant
economic impact to the city. It is truly a one of a kind attraction that makes La Grange even more
of a special place to live or visit.
Kreische Brewery and Monument Hill is a State
Historic Site operated by Texas Parks and Wildlife.
The site celebrates the life of Heinrich Kreische,
who brewed Bluff Beer from the location. The
beer was produced and sold until 1884, two years
after his death. The site offers a variety of
activities including picnicking and tours. Special events include a
holiday Trail of Lights and Texas Heroes Days. It can also be reserved
for a unique wedding venue or other event as well. Monument Hill
commemorates the location where victims of the 1842 Dawson
Massacre and 1843 ‘Black Bean Death Lottery’ are buried.

The Texas MS 150 is a bicycling event from Houston to
Austin that raises money for the National Multiple
Sclerosis Society. The event attracts over 13,000 riders
and supporters and La Grange is the layover stop for
the two day event. Riders spend the night at the
Fayette County Fairgrounds. This event provides
excellent exposure for La Grange as a destination,
raises millions of dollars, and is an important event to the local economy.
The La Grange M-K-T (Katy) Railroad Depot Museum
is located at its original site adjacent to the tracks at
the intersection of North Washington and Lafayette
Streets. The building, which has waiting rooms, an
office, and a freight area, was completed in
November 1897 by the Taylor, Bastrop, and Houston Railway Company to replace the town’s first
station, which burned in March of that year. The depot was operational through the 1970’s and
now provides a variety of hands-on learning activities as well as historical artifacts and
photographs celebrating La Grange’s transportation history.
La Grange is the ‘Cradle of Czech Immigration’ which is
celebrated at the Texas Czech Heritage and Cultural
Center, a multi-functional facility that preserves and
promotes the history, language, culture, and heritage
of Czechs in Texas. The center provides resources for
historical, genealogical research, educational services,
as well as promoting the literary heritage and other
contributions of Czech immigrants to Texas history. The center includes historic structures,
walking trails, and the Sanford Schmid Amphitheater, a 400 seat auditorium.

History of La Grange
La Grange was established around 1831 when Colonel John Henry Moore built a blockhouse
about one block north of the present town square. Many other families had already settled in
and around the general area, but the blockhouse became the center of the little community.
During Indian raids and other times of turmoil, the Moore Blockhouse served as a refuge and a
haven.
In 1837, Albert C. Horton, William M. Eastland, John
Rice Jones, James S. Lester, and John Henry Moore
formed a partnership to establish a town on the area of
Moore’s Land Grant. Later the same year, the town was
platted and the group began selling lots. Moore even
advertised in statewide newspapers about the
attractiveness of the area.
Late December, 1837 saw the Second Congress of the Republic of Texas vote to establish the
county to be known as Fayette from areas of Mina and Bastrop. In April of the next year, the
same Congress voted to select Eblin’s League near the Bluff as the provisional capital of the new
Republic of Texas. Unfortunately, President Sam Houston vetoed the selection because he felt it
was too far removed from all the major cities of the new nation. La Grange became the county
seat because it was the only community in the Fayette County area at the time that was
established. There are many myths as to how La Grange got its name, but none of them have
been proven true at this point.
The year 1839 saw remarkable changes in the town. In January, the first election of city officials
was held to elect a mayor, constable, and five aldermen. The population had grown to between
80 and 100 residents, mostly living in log cabins. There were several enterprising businessmen
with stores located on the square. These included two hotels, groceries, a bake shop, and at least
one saloon. Robert E.B. Baylor organized the first school to serve the growing community. Later,
Baylor founded Baylor University in Waco.

German immigration to the area began as early as
1832 when both F. W. Grasmeyer and Christian
Wertzner arrived. However, the main influx of
immigration occurred in the mid 1870’s. Both
German and Czech settlers left an indelible stamp
on the community. At one time, La Grange boasted
newspapers in both German and Czech. Even today,
two bakeries produce treats of all kinds using original family recipes. Visitors from all over the
state and country travel miles out of their way just to procure a dozen kolaches.
La Grange has continued to thrive and prosper since that time due to the perseverance and
tenacity of its citizens. Challenges included Indian raids, the Yellow Fever Scourge of 1867, the
Civil War, the several wars of the 20th Century, as well as major destruction from Colorado River
flooding and economic downturns.

main streets in downtown, a person
can look around the Square and see an
area filled with history. Because of the
preservation efforts of many retailers,
several historic buildings have been renovated, including the rock Heintze Building, built in 1855
by Henry Rohde with construction by stonemason Heinrich Kreische. While small towns across
Texas suffer the loss of such structures through neglect or ‘progress’, La Grange residents choose
to honor and respect the history of their town.

In 1891, a three story stone County
Courthouse was built and by 1896 the City had
electric service and waterworks. There were
also new bridges across the Colorado River,
four schools, five churches, three banks,
gristmills, cotton gins, three newspapers, and
an Opera House. By 1900, the population of La Grange was 2,392.
Between 1900 and 1925, La Grange declined to a population of approximately 1,665. La Grange
grew during the 1920’s, but then struggled through the Great Depression, declining from 130
businesses to only 75. By 1939, the community had recovered with over 140 businesses and a
population of 3,000. Cotton was the primary industry through World War II when
production declined and new industry was recruited including mattress and furniture
manufacturing, banks, cotton gins, hatcheries, feed mills, and many retail establishments.
During the late 1960’s a bottling plant opened along with a structural steel plant. By the early
1970’s only one cotton gin remained and there were few opportunities for young people. The
population continued to fluctuate throughout the 20th Century, reaching 4,478 in 2000.
The current population is estimated to be approximately 4,650 with continued growth
expected. Today, the City of La Grange has a diverse and robust economy with over 417
commercial entities in industries ranging from agriculture, utilities, communication,
construction, wholesale and retail trade, financial services, medical, hotel and lodging,
education, and other services.

A fu:ility must fust receive a dctet:mination from the Texas Canmission on Environment Quality (I'CEQ) that property is fat pollution control. puxposes. That positi-ve use detcanioAlion is then provided to the local appraisal disttict, which must accept the TCEQ's decision and giant the property an exemprion from property taxes.
To be eligible for a positive use determination, the property tn1.1St have been pun:fiascd, acquired, constructed, installed, repla.ced, or reconsttucted aftet January 1, 1994 to meet or exceed fedei:al, s� or local envirorunc:nw laws, rules, or regubrions.
