YOUR NEIGHBORHOOD’S BEEN REZONEDOR HADN’T YOU HEARD?

When local governments make decisions they are required to publish a newspaper notice to let you know. But that could change.

Local governmental entities across the state want to bury their public notices on little seen, rarely visited government websites.

What you don’t know will affect you personally!

If it is not in the newspaper, you won’t know about it.

CITY OF LA FERIA ADVERTISEMENT and INVITATION TO BID Sanitary Sewer System Improvements

The City of La Feria will receive Competitive Sealed Bids for Unit B “Sanitary Sewer Improvements for West Colonias Phase I” at City Hall located at 115 E. Commercial Ave., La Feria, TX 78559 until 2:00 PM on Tuesday August 4, 2015. Bids will be publicly opened and read aloud at 2:00 PM on Tuesday August 4, 2015.

Summary of Work: The proposed project involves construction and installation of approximately 6,300 L.F. linear feet of SDR 35 / SDR 26 pipe for sanitary sewer collection ranging in size from 6" to 15" diameter. The project also requires construction of a lift station with 12’ diameter FRP monolithic wet-well, factory made duplex 4” horizontal self-prime pumps with skid and factory made control panel, 150 kw generator, odor control unit, and building all as specified in the plans and specifications. Bidders must be well acquainted with the rules and regulations established by 30 TAC Chapter 217 and must be able to demonstrate past experience with construction of sanitary sewer collection facilities.

Bid/contract documents may be examined and/or obtained at the office of Sigler, Winston, Greenwood & Associates (SWG), 611 Bill Summers Intl., Blvd., Weslaco, TX 78596. Copies may be obtained by depositing $100 with SWG for each set of documents. The deposit will be refunded to each document holder of record who returns a complete set of Bidding Documents in good condition within 10 days following the bid opening. Bidder must be registered as a “plan holder” with SWG to ensure receipt of any addenda issued. Each Bid shall be submitted in a sealed envelope bearing the name of the Project in accordance with the Instruction to Bidders and shall be accompanied by a Bid Bond in the amount of five percent (5%) of the bid issued by an acceptable surety. A certified check or bank draft payable to the City of La Feria or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The Bidding firm must be able to furnish a 100 percent Performance Bond and a 100 percent Payment Bond issued by a U.S. Treasury certified surety company acceptable to the Owner with the signed Contract. Bidders must submit two (2) complete bid packages as noted in the “Instructions to Bidders”.

Bidders are strongly encouraged to attend a Pre-Bid meeting to be held at La Feria City Hall on Tuesday, July 28, 2015 at 10:00 AM. The project to be constructed pursuant to this contract will be financed with assistance from the Texas Water Development Board (TWDB). This contract is subject to all TWDB applicable Federal and State laws and regulations and contingent upon release of funds by Texas Water Development. The Texas Water Development Board's (TWDB) Clean Water State Revolving Fund programs receive federal funds from the U. S. Environmental Protection Agency (EPA). As a condition of federal grant awards, this contract is subject to the EPA “fair share goals” for Minority Business Enterprise (MBE), and Women-owned Business Enterprise (WBE) firms in the construction, supplies, equipment, and services procurement categories. EPA’s policy requires that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to MBE and WBE owned firms. Although EPA’s policy does not mandate that the fair share goals be achieved, it does require applicants and prime contractors to demonstrate use of the six affirmative steps. Note MBE/WBE contract percentages for the following: Construction: 12.94%/8.72%; Supplies: 9.68%/9.34%; Equipment: 7.12%/5.39%; Services: 10.84%/5.72

Attention is called to the fact that not less than the prevailing wage rate as issued by the U.S. Department of Labor and contained in the contract documents must be paid in compliance with Davis Bacon and related Acts. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, national origin, age, or disability. Bidders on this work will be required to comply with the President’s Executive Order 11246 as amended by Executive Order 11375, and as supplemented by 41 CFR Part 60.

The City of La Feria reserves the right to waive any informality or to reject any or all Bids. Bids may be held for ninety (90) days from the date of bid opening for the purpose of reviewing bids and investigating the bidder’s qualifications prior to the contract award. The Contract will be awarded to the lowest responsive, responsible, qualified bidder who submitted a complete bid package including all requested information on or before the time and date, and at the place stated in the Invitation for Bid. The term “lowest responsive, responsible, qualified firm” as used herein shall mean the firm whose quotation is the lowest of those firms, possessing the skill, ability, and integrity necessary to the faithful performance of work and who provides the equipment specified or its exact equivalent to obtain the desired results stated in the specifications.
