    In the space below, describe at a high level what and why this change is necessary and how it may affect the current systems.

    This approved Field Guide Alert is sent as part of the normal Field Guide Alert process to communicate a change in the National recommendation for Ericsson LTE configurable parameters. FGA41 introduces Mobility Control at Poor Coverage (MCPC) feature and it will be used for LTE inter-frequency border (interLTE) and mixed bandwidth (mixedBW) guideline. InterLTE site is an ENodeB located at LTE inter-frequency borders. MixedBW site is a single carrier ENodeB with two or more different bandwidth/frequency.

    MCPC feature has become available since L13B Ericsson software. In the previous version, IFHO/IRAT Enhancement (IIE) feature was used for inter-frequency border cells. Conceptually MCPC is basically similar to IIE feature plus Event A3 for inter-frequency handover and ANR improvements. In this FGA41, it is decided to use Event A3 for inter-frequency handover instead of Event A5. Here is the basic concept of MCPC: At the search zone, the UE starts inter-frequency and IRAT measurements. Event A3 for inter-frequency added as possible event.

  • When Critical/Secondary is crossed, blind handover or release with redirect (RWR) to:

    Highest Priority Frequencies IN Search list if SearchEffortTime does not expire

    Highest Priority Frequencies NOT IN Search list if SearchEffortTime expires

    The following new counters have been introduced:

    pmBadCovSearchEvalReport: The total number of A2 measurement reports received due to entering the Search zone. This counter is used when the feature Mobility Control at Poor Coverage is activated.

    pmCriticalBorderEvalReport: The total number of A2 measurement reports received due to critical threshold is reached. This counter is used instead of pmBadCovEvalReport when the feature Mobility

    Control at Poor Coverage is activated. The following existing counter has been changed:

    pmBestCellEvalReport: The counter is updated to be triggered also when an event A3 inter-frequency measurement report is received.

    In this FGA, Event A3 is recommended to be used for inter-frequency handover instead of Event A5. Based on field study, Event A3 provides more benefits than Event A5. Event A3 can provide better inter-frequency handover performance, better retainability and it is more flexible. It can be used in interLTE, mixedBW and might be used in multicarrier site. Event A3: Neighbor becomes amount offset better than serving.

  • The values in braces indicate [Level, Value, Units, Permission]:

    MobCtrlAtPoorCov::featureStateStateMobCtrlAtPoorCov [ENodeB, 1, boolean, Global] Indicates if the licensed feature Mobility Control At Poor Coverage. The feature needs to be set to 1 (activated) for interLTE and mixedBW site. EUtranCellFDD::mobCtrlAtPoorCovActive [Cell, TRUE, TRUE/FALSE, Global] Specifies if the feature Mobility Control at Poor Coverage is enabled or disabled in the cell. The parameter needs to be set to TRUE for interLTE and mixedBW cell.

    EUtranCellFDD::systemInformationBlock3::sNonIntraSearch (interLTE) [Cell, 10, dB, Global] Specifies the threshold when inter-frequency and inter RAT measurements are required. The parameter needs to be set to 10dB for interLTE cell. EUtranCellFDD::systemInformationBlock3::sNonIntraSearch (mixedBW) [Cell, 20, dB, Global] Specifies the threshold when inter-frequency and inter RAT measurements are required. The parameter needs to be set to 20dB

    for mixedBW cell. EUtranCellFDD::threshServingLow [Cell, 6, dB, Global] Specifies the threshold that the signal strength of the serving cell must be below for cell reselection towards a lower priority Inter-Frequency or Inter-RAT frequency. The parameter needs to set to 6dB for interLTE and mixedBW cell. UeMeasControl::ueMeasurementsActiveIF [Cell, TRUE, TRUE/FALSE, Global] Activates or deactivates

    EUTRAN inter-frequency measurements for mobility purposes when Mobility Control at Poor Coverage feature is enabled. The parameter needs to be set to TRUE for interLTE and mixedBW cell. ReportConfigEUtraIFBestCell::A3offset [Cell, 30, 0.1 dB, Global] The offset value for eventA3. The parameter needs to be set to 3 dB for interLTE and mixedBW cell.

    ReportConfigEUtraIFBestCell::hysteresis A3 [Cell, 10, 0.1 dB, Global] The hysteresis value for eventA3. The parameter needs to be set to 1 dB for interLTE and mixedBW cell.

    ReportConfigEUtraIFBestCell::timeToTriggerA3 [Cell, 320, ms, Global] The time to trigger value for eventA3. The parameter needs to be set to 320 ms for interLTE and mixedBW cell.

    ReportConfigEUtraIFBestCell::triggerQuantityA3 [Cell, 0-RSRP, 0-RSRP/1-RSRQ, Global] Trigger quantity value for eventA3. The parameter needs to be set to 0 (RSRP) for interLTE and mixedBW cell.

    ReportConfigSearch::a1a2SearchThresholdRsrp (interLTE) [Cell, -110, dBm , Global] The Reference Signal Received Power (RSRP) threshold value for events A1Search and A2Search. The parameter needs to be set to -110 dBm for interLTE cell. ReportConfigSearch::a1a2SearchThresholdRsrp (mixedBW) [Cell, -100, dBm , Global] The Reference Signal Received Power (RSRP) threshold value for events A1Search and A2Search. The parameter needs to be set to -100 dBm for mixedBW cell.

    Power (RSRP) threshold value for event A2Critical. The parameter needs to be set to 0 -118 dBm for interLTE and mixedBW cell.

  • ReportConfigSearch::hysteresisA1A2SearchRsrp [Cell, 30, 0.1 dB, Global] The hysteresis value for RSRP in

    events A1Search and A2Search measurements. The parameter needs to be set to 3 dB for interLTE and mixedBW cell.

    ReportConfigSearch::hysteresisA2CriticalRsrp [Cell, 10, 0.1 dB , Global] The hysteresis value for RSRP in event A2Critical measurement. The parameter needs to be set to 1 dB for interLTE and mixedBW cell.

    ThresholdUTRA, threshold2 value for eventB2. The parameter needs to set to -115 for interLTE and intraLTE and mixedBW cell.

    EUtranFreqRelation::interFreqMeasType [Cell, 1-EVENT_A3, 0-EVENT_A5/1-EVENT_A3, Global] The type of event based measurements on other LTE frequencies. The parameter needs to be set to 1 (EVENT_A3) for interLTE and mixedBW cell.

    EUtranFreqRelation::connectedModeMobilityPrio (Intra-Freq) [Cell, 5, integer, Global] Prioritizes EUTRAN frequencies among all frequencies related to the cell for UEs in connected mode. The parameter needs to be set to 5 for its own frequency. EUtranFreqRelation::connectedModeMobilityPrio (Inter-Freq) [Cell, 1, integer, Global] Prioritizes EUTRAN frequencies among all frequencies related to the cell for UEs in connected mode. The parameter needs to be set to 1 for other frequency.

    EUtranFreqRelation::cellReselectionPrio [Cell, 5, integer, Global] The absolute priority of the carrier frequency used by the cell reselection procedure. The parameter needs to be set to 5 for interLTE and mixedBW cell.

  • Based on the trial results, following is the summary of the results from North Georgia market.

    Retainability improved by 0.01 % (from 99.3% to 99.4%). No noticeable change in accessibility.

    Inter-frequency handover (IFHO) success rate improved by 0.7% (from 98.0% to 98.7%). Number of IFHO attempts increased about two times.

    IRAT relatively unchanged.

    DL throughput relatively unchanged. The following KPIs need to be closely monitored by the market once the change is made:
