Dear Director, California State Department of Motor Vehicles
Caveat: I am not asking for nor do I want any LEGAL ADVICE.
I’m writing to you today because it has been brought to my attention that I may not fully
understand my relationship and responsibilities as a citizen with your agency.
Please provide me with the answers to these questions as soon as possible due to the legal
ramifications they imply. The information I seek is public and I am entitled to answer
under California Government Code §§100, 54950-54963 (The Brown Act) and the
California Public Records Act: Government Code §§6250-6270.

1. Am I required to hold the DMV Director harmless as a condition of being granted
the driving privilege?
2. Am I required to transfer my power of attorney to the DMV as a condition of beinggranted the driving privilege?
3. Are legal definitions used for terms such as: driver, person, motor vehicle, resident,
driving?
4. As a condition of registering my car with the DMV am I granting a possessory or
other interest in it to the DMV?
5. Is driving a commercial activity?
6. Is a motor vehicle a device or contrivance used for commercial purposes?
7. Upon being issued the driver license and plates, who owns these items, the issuee or
the issuer?
8. Is it mandatory or voluntary to participate in the federal Social Security program?
9. Am I required to waive any constitutionally secured unalienable rights as a conditionof being granted the driving privilege?
10. Is the nature of my relationship with the DMV contractual?
11. I have noticed that the name on the Drivers License I received from the California
Department of Motor Vehicles is not represented in the manner of a proper noun. Is it possible for the department to issue a California Drivers License with my Christian name
spelled in initial capitals only as is the case of all proper nouns?
12. If the department cannot issue a California Drivers License to me with my
Christian name spelled in initial capitals only as is the case of all proper nouns then canyou direct me to the rule of law, which authorizes or requires this type of grammar and
punctuation?
Your prompt reply to these questions will help me better understand the law and my
responsibilities as a law-abiding citizen.
