License Plate Theft on Rise for Crime The West Valley Division of the LAPD recently released
a bulletin warning the community that there has been a recent escalation of license plates being stolen from vehicles. These stolen plates are being used to “cold-plate” or swap out registered license plates of cars that are involved in committing crimes. West Valley LAPD is providing special locking bolts that deter thieves from stealing your license plates, which can also be found at most automotive stores. If you are interested in obtaining one, call the station’s auto detectives at 818-374-7757.

Los Angeles joined the rest of California in approving the vaccination of people 65 and older from COVID-19. The State had previously approved such action but L.A.County held back, despite the growing number of cases.
To date the West Valley has recorded 68,059 cases of coronavirus; the City of Calabasas posted the number of 931.
To meet the increased number of people needing vaccination, several new sites have been or are being opened. Vaccinations provided by the city and county are given at no cost to the consumer. Dodger Stadium opened with the initial goal of handling 4,000 vaccinations a day. New sites, called Mega PODS, opened at California State University Northridge, Six Flags Magic Mountain in Santa Clarita, the Pomona Fairplex; the L.A. County Office of Education in Downey; and the Forum in Inglewood.
Seniors Scramble to Get the Vaccine
While the sites are expected to begin operation on Thursday, as of Tuesday afternoon many of the available appointments were booked already.
On Wednesday the appointment system at www.p u b l i c h e a l t h . l a c o u n t y. g o v crashed. People were unable to
make appointments and many scheduled appointments were cancelled.
By Wednesday afternoon the system was up and working, however, seniors are finding it difficult to make appointments as the available calendars filled up quickly. The 65+ population of L.A. County is 1.3 million, and according to County officials there are only enough doses to get through this week. To date L.A. has received 685,000 doses. According to Public Health

Commercial Leasing a Year Into COVID Almost a year into
the COVID crisis and the commercial real estate market has been hit hard.
With many employees still working from home companies just don’t need the space they did in early 2020.
According to commercial broker Hal Cook of Cook Commercial in Calabasas, the biggest losses have been in retail space and restaurants - but “office towers are suffering as well. No one wants to go in and out of a building or use the elevator.”
According to Cook, “retail was mandated to close
down, offices chose to close.”And more than in a normal
year, tenants are not renewing leases. “We had 26 transactions underway when COVID hit,” he said. “Everything then froze. We closed only three of four of them.”
Cook says that many are continuing to pay rent, but not renewing the lease when it comes due. “You just can’t cancel a lease,” he told Valley News Group in an August article. “Typical Force Majeure clauses do not allow for non-payment of rent. However, you can’t get blood out of a stone

There was always suspicion in the September 29 Westlake Village crash that killed two children that a second car was involved. Rebecca Grossman was charged with murder in the case but now sources have told The Acorn newspaper that the second driver speeding next to Grossman was former Dodgers pitcher Scott Erickson. Erickson and Grossman are reportedly good friends and have been photographed together at past charity events. He has not been charged with any crime as of yet. “Our office is working with the Los Angeles County Sheriff’s Department to determine if the evidence supports the filing of additional criminal charges,” said Pamela Johnson of the L.A. District Attorney’s office.

A few individuals have started to spread false rumors about the LAPD Topanga Police Station. I absolutely will do everything in my power to prevent station closures and ensure that first responders have the resources they need to keep our communities safe. I continue to be a steadfast supporter of all three of the stations in my district — Topanga, West Valley and Devonshire — and am extremely grateful to the brave men and women who protect and serve our community every day.
Indeed, we are in financially perilous times right now and it’s important to understand what is and isn’t happening with regard to the Police budget and other City Ddpartments budgets.
The City is currently facing a $675 million deficit. LAPD Chief Michael Moore has said that if draconian cuts happen, some stations could face closure. This would be awful and must be avoided, and I’ll continue to fight to prevent closures.
- The City Administrative Officer (CAO) recommended beginning to prepare for a worst-case scenario, which in their view could mean laying off more than 900 police officers.
I’m never going to take my body for granted ever again.
At 61 things sag a little, my back hurts, I’ve got a bum shoulder, I need cheaters to see the small print - and I admit I don’t always hear everything said to me (though that might be selective hearing!).
But this is a body that has gotten me to 61. That has given birth. That has loved, laughed and worked all these years.
And I can walk. I can talk. I can breathe.
Those with COVID can’t do any of the above. As I write this my friend is still in a medically-induced coma. Another friend is so weak, feeling like she was run over by a Mack truck, that she can’t text or talk - or move from the bed.
So I start each day giving thanks. That I can get out of bed. That I can walk to the computer. That I can work. That I can talk to friends on Zoom. That I can breathe.
I’m doing my damnedest to stay healthy. Isolate. Don’t see friends or family outside my pod. It’s tough. But it’s easier than being in a hospital bed. So
it’s an old refrain now but stay safe. Appreciate what you’re able to do. Really be thankful for just being able to get up in the morning and move.
I went outside today to take a break from work and just reflect.
This is not acceptable, even during our current budget crisis.
- I’m fighting for far less drastic cuts in the Budget Committee. I instructed the CAO to look for other alternative cuts, and to limit even the possibility of layoffs to far fewer officers. While I’m very concerned about even considering these layoffs, the budget shortfall is too dire to ignore options.
- I strongly opposed a
proposal to spend $90 million of the unallocated funds set aside during the June budget process on a series of Council directed projects. I refused to support new spending when we’re considering layoffs, especially when those funds could help preserve jobs and services. Though the full Council passed the spending proposal over my objections, I was pleased that the Mayor vetoed it.
- I’ll continue to urge our State (which currently has an upwards surplus of $26 billion)
and Federal governments to offer relief to prevent layoffs of police, firefighters, and other city workers. I urge everyone to reach out to our State and Federal representatives to let them know we need emergency funding to prevent serious cuts.
I want to be clear: While I support creating alternative 911 non-armed responses for certain non-violent situations, I do not support and have never supported extreme “defunding of our police.” Alternative interventions can allow police to focus on real crime, can save money, and can produce better outcomes.
I’ll strongly fight against any closure of the Topanga, West Valley, and Devonshire Police Stations – and I’ll keep the community informed.

In both their cases they went down too fast to do any logical planning or thinking. Got sick one day and were hospitalized the next.
I am not great at filing - I admit. But I got this done. Take the 10 minutes you need to be prepared. In the long run that 10 minutes can help you - or your family - in an emergency.
I saw a hawk high in the sky just floating on the air. Not flying, not struggling, just breathing and being.
That’s all I wish for all of us. •••
On a more practical note. We found this with my stepdaughter’s death and also with my friend in the coma.
We couldn’t get vital information needed - insurance records, contact phone numbers, a will, trust or advanced directive - because we couldn’t get into their phones or computers.

• We’re at the age...so went in for my check up before a colonoscopy, and one of the many sheets of information they gave me was one informing me that Anthem Blue Cross is the only insurance company that does not cover anesthetic for a colonoscopy procedure! Seriously? Should I tell their execs to try it without? Or maybe just where to stick it?
• Why is “phonics” not spelled the way it sounds?
• On the subject of budgets and money when someone says, “It’s only money,” it’s usually your money he’s talking about.
• Said the photographer to the young man, “It will make a better picture if you have your hand on your father’s shoulder.” To which his father quipped, “It would be more realistic if he had his hand in my pocket!”
• I discovered I scream the same way whether I’m about to be devoured by a great white shark or if a piece of seaweed touches my foot.
• Our friend Dave Smith, himself a barrister, checks in with this lawyer joke: Did you hear about the man who was walking through the cemetery and noticed a gravestone that read “Here lies a lawyer and a good man.” “Imagine that,” said the man to himself. “Two men buried in the same grave.”

From Clack to Click: Business Machines Center Celebrates 40

They started out fixing the old Victor adding machines, then moved onto typewriters.
Business Machines Center in Woodland Hills has come a long way since the IBM Selectric!
The original owner, Tom Suling, sold the business to John Warnier, who was strictly an IBM t y p e w r i t e r repair guy. But he and brother Ray, who joined him in the b u s i n e s s , were both tinkerers and technicians. They took their combined knowledge and gradually expanded to fix thermal fax machines and printers.
Ray’s training was at IBM on copiers. “So I figured that printer theory is the same as copier theory. They make an image the same way. I knew how they were supposed to work so we got the service manuals and just started fixing the printers customers brought in.”
When computers came on scene, Ray actually took them apart to see how they worked. He then got formal training by Hewlett Packard to be more knowledgeable about computers
and laptops. As machines became all-in-one computers, printers, fax machines - they learned how to fix those too.
John moved on in 2010 and Ray stayed and moved the business to its current location
at 22741 Ventura.
N o w he can fix anything that goes into an office - c o m p u t e r s , fax machines, copiers - all but the large stand-alone copiers that
require separate servicing.And yes, he still fixes the
iconic Selectric! In fact, he says if you still own one don’t get rid of it - refurbished machines can go for over $500.
He also can fix antique typewriters as well - and has some on display in the shop. “Customers still bring in their manual typewriters and machines found in grandma’s garage and attic,” he laughed. “Most of the problem with those is just plain old dirt. The need cleaning and lubrication after sitting for so long.”

Locally in the west valley Sandy Rosenholz of Senior Resources, Inc., a senior placement service, teamed up with a Canoga Park board in care in conjunction with CVS to administer the Pfizer vaccine to local seniors. The line-up of cars around the block testified to residents’ desire to get vaccinated as quickly as possible.
Medical frontline workers were the first allowed to register and receive doses – and most of those given went to hospital and health care providers. Health care workers still registering must still show proof of identification (Driver’s License, Real ID) and proof of employment. Those 65 and over must show proof of identification and age. Don’t even think about lying and saying you are a medical worker to eliminate the wait for getting vaccinated. If you can’t show proof, you will not be allowed to get the vaccine.
It should be noted that as of now, all sites will be administering a two-dose vaccine, whether it be Pfizer or Moderna. Also, all sites are required to have medications on-site to handle any allergic reactions. Other announced sites, including Pierce College and some local pharmacies, have not set their opening dates yet. There is also word that Costco is in talks to become an approved
site. Several Ralphs pharmacies are also offering vaccinations. Check which vaccine you get the first time as you will need to get a second dose of the same brand.
So, what does this mean to the average citizen? It means the City and County are moving forward and attempting to get the vaccine out to as many people as possible as soon as possible. It

B.1.1.7 is the strain first detected in the United Kingdom. It is not considered more deadly but is far more contagious and can spread rapidly.

patients have been living in an internal prison, suffering from debilitating long-term symptoms, some for six months or longer. They have gotten few answers and even fewer treatments from the medical community. Now, some pharmaceutical companies and researchers are moving to launch the first clinical trials for drugs intended to treat long-term COVID.
So far, these drugs are experimental and not yet FDA approved. Many long-term haulers are young, were previously healthy and were not hospitalized for their initial infection. Months later, many are experiencing life-altering symptoms including brain fog, shortness of breath, loss of taste and smell capabilities and extreme fatigue to make normal daily activities nearly impossible.
Letonlimab, a monoclonal antibody administered through subcutaneous injections, was developed as an HIV drug but was not approved. CytoDyn, a Vancouver, Washington biotechnology company, has applied to the FDA to run a clinical trial to test their Letonlimab for relief from symptoms lasting patients three months or longer.

AIM immunotech in Ocala, Florida, has an oral tablet in usage as an experimental drug to treat scarring in post-acute COVID patients. They are currently in Phase 2 of a clinical trial with LYT-100. Toby Maher, a professor of medicine at the University of Southern California, stated: “Increasingly we are recognizing there are a large number of COVID patients left with significant symptoms of permanent damage to the lungs caused by scarring.”
Long-hauling patients are desperate for anything that might give them some relief from symptoms. With the recent advent of discovery of an additional strain of the COVID virus, the need for additional pharmaceuticals is imperative to deal with lingering symptoms.

survivors. We thank domestic violence expert Professor Nancy Lemon and all our colleagues at FVAP for their dedication in ensuring this bill reflects the most accurate evidence about coercive control.
Much of intimate partner violence is non-physical and many victims report experiencing a hostage-like situation within an abusive relationship.
Experts have thus often used the non-injury model of “coercive control” to explain the dynamics of intimate partner violence. The term was first popularized in 2007 by the work of Dr. Evan Stark, who described coercive control as a pattern through which abusive partners--typically males--employ combinations of violence, intimidation, isolation, humiliation, and control to subordinate their partners. In this framework, physical violence is only one dimension of the complex interplays in an abusive relationship. Importantly, Dr. Stark argued that “what men do to women is less important than what they prevent women from doing for themselves.”
Under Senate bill, SB1141: Domestic violence: coercive control, passed by both houses and signed by the Governor, amends Section 6320 of the Family Code so that “disturbing the peace of the other party”—a grounds for a DV Restraining order—includes Coercive Control. The legislature has unambiguously recognized that such non-physical actions “destroy the mental or emotional calm” of victims.
Specifically, the amended statute defines coercive control as “a pattern of behavior that in purpose or effect unreasonably interferes with a person’s free will and personal liberty.”
The following examples of
coercive control are included in amended Section 6320 of the Family Code:
(1) Isolating the other party from friends, relatives, or other sources of support.
(2) Depriving the other party of basic necessities.
(3) Controlling, regulating, or monitoring the other party’s movements, communications, daily behavior, finances, economic resources, or access to services.
(4) Compelling the other party by force, threat of force, or intimidation, including threats based on actual or suspected immigration status, to engage in conduct from which the other party has a right to abstain or to abstain from conduct in which the other party has a right to engage.
Most lawyers welcome the
new legislative change because it will further ensure uniformity of appropriate responses at the trial level, which is where the vast majority of victim-survivors interact with the courts. Coercive control within a relationship is harmful and violation enough; no court should question whether such control and dominion are in fact abuse. The California Legislature now thankfully agrees.

FEMA declared several counties to be subject to a Major Disaster Declaration due to wildfires. Fresno, Los Angeles, Madera, Mendocino, Napa, San Bernardino, San Diego, Siskiyou, Shasta and Sonoma counties.

2020’s Largest Multi-Family Deal in Valley ClosesMatthews Real Estate Investment Services, the nation’s fastest-growing commercial
real estate firm, arranged the sale of a commercial property in Canoga Park for $11.75 million. The property is located at 7047-7019 Canoga Avenue. The deal was the largest multi-family development deal in the San Fernando Valley in 2020, according to CoStar.
Matthews Senior Associate John Boyett and Senior Vice President & Senior Director Daniel Withers worked in tandem to broker the record-breaking transaction.
The 51,159 square-foot development site is located steps away from Warner Center and, “The buyer won by being able to secure a great in-fill development opportunity that is located in an Opportunity Zone,” said Daniel Withers. “Ultimately, we were able to recognize the increased value of the property as a development opportunity and leveraged Matthews Platform to get the value.”
The seller was sourced through a cold call. They were motivated by a desire to dissolve a partnership and reposition equity. The property was being used for office and retail and was underperforming. Matthews’ agents determined that the highest and best use for the seller to exit the property was to market and sell to a developer.
The unidentified buyer, an experienced affordable housing developer located in the San Fernando Valley, was motivated by a desire to demolish existing improvements and build a group-up 209-unit affordable housing project.

were pre-COVID. Once the vaccine gets rolling they’ll get tougher on concessions and rents. They can’t sustain the vacancies they have now.”
According to Christian Fisher of Cook Commercial, the vacancy rate for Class A space in Woodland Hills is 19.9% - up from 14.1% in August. For Calabasas, Agoura and Westlake the rate is 11.9% and Encino has 14.9% vacancy for Class A space.
“This isn’t a regional issue per se,” said Cook. “Everyone’s involved. It’s a national issue - everyone’s hurting.

NOTICE IS HEREBY GIVEN that the Board of Directors of Las Virgenes Municipal Water District invites and will receive sealed proposals (bids) up to the hour of 4:00PM
on February 24, 2021, for furnishing the work described in the contract documents. Bids received after the time stated in the Call for Bids will not be accepted and will be returned,
unopened, to the bidder. The time shall be determined by the time on the receptionist telephone console in our Headquarters lobby. Proposals will be publicly opened and
read aloud at the District headquarters, 4232 Las Virgenes Road, Calabasas, California 91302. Said bids shall conform to and be responsive to the Specifications and Contract
Documents for said work as heretofore approved by the District Board of Directors.
Precautions are being taken by the District in response to the novel coronavirus and COVID-19 outbreak in order to protect employees, customers, and our partners. Until
further notice, the District is suspending many in-person meetings relating to bids (including public bid openings and the hand-delivery of bids by company employees) to
reduce the number of people coming into District facilities.
This policy is effective, Monday, April 6, 2020, and remains in force until further notice. All bids must be sent by mail or placed in the District drop box. Bidders must allow
enough time for bids to be delivered to the District by the due date. All submittals will be time stamped as soon as they are received. Bids received after the due date and time may
be deemed non- responsive and excluded from consideration. The District is allowing proposals to be dropped into a mail box outside the front entrance doors to the main
building (4232 Las Virgenes Rd.) This mail box is checked every morning, and will also be checked several times throughout the bid due date. All bids are to be received by the deadline, 4:00PM on February 24, 2021. Bids being sent by mail must allow sufficient
time for delivery, to District headquarters. Label the envelope with “Sealed Proposal for Westlake Filtration Plant Building Repairs”, to ensure prompt timestamping.
Pre-bid meetings and other meetings associated with the bidding process will be held via telephone conference and/or through web enabled video conference. Details for these
meetings will be provided on bid announcements specific to each project. Any questions related to this announcement, including requests for special accommodations to attend the meetings, may be directed to the Project Manager, Veronica Hurtado, at (818) 251-2332 or

A mandatory pre-bid meeting will be will be conducted at 9:00AM on February 3, 2021 via teleconference. Site tours will be conducted by appointment the week of February
8-12, 2021. Contractors may contact the District Project Manager for more information or to schedule an appointment. Although Ebidboard will fax and/or email all notifications to registered plan holders after the District uploads the information, Bidders are responsible for obtaining all addenda and
updated contract documents.
Each bid must be on the District bid form and shall be sealed and filed with the secretary of the District at or before the time stated in the Notice.
No Contractor or Subcontractor may be listed on a bid proposal for a public works project submitted on or after March 1, 2015 unless registered with the Department of Industrial
Relations pursuant to Labor Code section 1725.5. No Contractor or Subcontractor may be awarded a contract for public work on a public works project awarded on or after April 1,
2015 unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. Effective January 1, 2016, no Contractor or Subcontractor may perform on a contract for public work on a public works project unless registered with the Department
of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the DIR.
All terms and conditions contained in the Specifications and Contract Documents shall become part of the contract. The Board of Directors of Las Virgenes Municipal Water
District reserves the right to reject any and all bids and to waive any and all irregularities in any bid. No bidder may withdraw his bid after the said time for bid openings until 60-days thereafter or until the District has made a final award to the successful bidder or has
rejected all bids, whichever event first occurs.
