Against a background of falling equity markets and the weak Rand, many investors are considering the appeal of the residential market for building a property portfolio. Aiming for capital growth, accompanied by an income stream from letting, the residential market is a safe option with a relatively low barrier to entry,

Pam Golding Properties, Laurie Wener, says some people may start a property portfolio by keeping their original modest apartment when moving to a bigger home, while others may be considering adding to already substantial assets.

But as with all investments, Wener says it is vital to do thorough research on earnings potential and have a well-thought-out strategy.

Considerations include how you are going to fund your property, how much risk you want to take, understanding what you want to achieve with your investment, and getting to know your tenant profile. Insights from experienced, well-respected property professionals can be invaluable.

An investor can hope for a return of between 2% and 8% for long-term rentals in place for 12 months and more. Generally, the higher the value of the property, the lower the rental return. Most investors view rental returns as a secondary benefit to the capital returns.

“Smaller, lower-priced properties will yield a higher rate of rental return. Large properties yield lower rates of rental return, but can yield large capital growth in the medium to long term of six years plus,” says Wener.

Typically, seasonal or holiday homes may yield excellent rental returns during the peak summer season. However, Wener says these can dwindle to very little in low season, and agents’ fees on short-term rentals are about double those on long-term rentals.

It is vital to put in the groundwork and study trends in the areas before you buy to rent, understanding the best locations and nuances of the various suburbs. Determine your tenant profile and gauge demand.

Your market may be young professionals wanting ‘yuppie pads’ in the central city, families needing spacious accommodation close to schools or those scaling down and wanting the convenience of an apartment. In all areas, security comes at a premium.

Speculation, buying for quick turnaround at a profit or in emerging areas is exciting - but understand the increased risks and be sure you can hold out if you need extra time before selling.

You will have paid transfer and perhaps bond costs when buying, and you will have to pay agents’ brokerage and inspection costs and bond cancellation, if applicable, when selling.

So take this into account when calculating your potential profit on resale. It could be around 10% to 12% over the price you paid before you are into profit, which will ultimately attract capital gains tax.

Purchasers must keep accounts of all capital improvements to a property as these can be added to your capital cost and will decrease the capital gains tax due. This does not include bills for maintenance or repairs, but costs incurred in improving or enhancing the value of the asset.

Generally speaking, your portfolio should ultimately be spread in accordance with your financial situation and your personal appetite for risk. While it is good to have a spread in terms of suburbs and property type, be sure to invest in well-established areas with good infrastructure, high demand and a track record of trends.

Taking these factors into account will allow you to grow a property portfolio of sound investments of which the overall performance should be cushioned even in challenging market conditions.

Assess your affordability and credit history:

From the beginning of the home buying process, it is essential to ensure that you are house-hunting within the right affordability bracket. Banks calculate affordability based on disposable income after deductions and expenses. Your disposable income must be more than 30% of your gross monthly income for banks to approve a home loan. Use an affordability calculator to work out a realistic purchase amount; there are even a number of free apps available for your Tablet Smartphone. Your credit history will be assessed by the bank to ensure that when you’ve borrowed money, you’ve paid it back and that your credit history is clear.

You can improve your chances of getting approved by getting prequalified. Pre-qualification puts negotiating power in your hands! South Africa has seen a rapid growth in the installation of gas appliances in households. Many homeowners are unaware that they must comply with specific regulations when install-ing gas appliances.

The Occupational Health and Safety Act, 1993 (Pressure Equipment Regulations) stipulates that all gas installations must have a certificate of compliance. Essentially this certificate states that the gas installations around the home have been properly inspected and considered safe and leak free. This certificate must be issued by an authorised person who is registered with the Liquefied Petroleum Gas Safety Association of Southern Africa (LPGAS). The following types of gas installations which require this certificate are gas stoves, ovens, gas braais and hot water systems /geysers, amongst others. The regulation further stipulates that the onus lies with the homeowner and not the installer to ensure that he, the homeowner, is in possession of the abovementioned certificate.

What is the consequence of not having a valid certificate?

In the event that the homeowner’s house is damaged or destroyed due to a defective gas installation and the homeowner is not in possession of a valid certificate issued by an authorized person who is registered with LPGAS, the implication hereof could be significant in that an insurance company may well be in their rights to repudiate a claim

caused by such defects. This may lead to severe financial repercussions for the homeowner.

The need or duty to comply with the required inspection is not only essential for insurance purposes but also to ensure the safety of one's family. If gas appliances have been incorrectly installed, the resulting gas leaks may cause health implications or cause an explosion.

If a homeowner suspects that the gas appliance is not safe, the appliance should be turned off immediately and a qualified installer contacted to verify and test the gas appliance. Gas installations should always be in excellent working condition and to ensure same, an annual mainte-nance and service check should be conducted by a registered gas installer.

What is the requirement for a homeowner when selling his property?

When a homeowner decides to place his property on the market, as a seller he needs to have all compliance certifi-cates in order to ensure a smooth sale. In most property transactions, the common compliance certificates that are required are the Electrical Compliance Certificate and the Pest Control Certificate (also known as the Entomologist Certificate). However Regulation 17(3) of the Pressure Equipment Regulations stipulates that a Gas Certificate of Conformity must be issued when there is a change of ownership. The following requirements, set out in the

Regulations, are some of the aspects which will need to be covered when issuing a clearance certificate - that a gas bottle may not be installed:

* Less than 1 meter sideways from doors and windows;* Less than 2 metres form drains and air vents;* Less than 3 metres below windows (unless a non combustible roof is installed);* Less 1 metre from the property boundary wall (unless it is a fire wall);* Less than 5 metres sideways from a switchable electric point or plug switch; and* Light bulbs cannot be less than 1.5 metres above gas bottle.

It is therefore vital that homeowners comply with all Regulations to ensure that their home, family and “insurance policies" are kept safe from any possible related disasters due to ignorance and negligence!
