Neil’s News 9th December 2011 At the beginning of the week I attended the launch of a special "Campus Stockton" prospectus which outlines the wide range of services we offer to support our Borough's schools. The Council strongly values its relationship with the schools, academies and colleges and it was fantastic to meet so many headteachers and governors sharing our vi-sion and enthusiasm. I also met with representatives from the Strategic Health Authority and NHS Stockton to continue planning for the public health reforms which will see the Council take on more responsibility for health services when the Primary Care Trust is abolished in 2013. The Corporate Management team held an extended meeting this week to discuss numerous issues currently affecting the Council including the on-going budget chal-lenges, the scrutiny work programme, EIT review updates and the implications of national policy reviews. I regularly meet with local Trade Union representatives to keep them updated on matters that may impact on their members. This week, Julie Danks, the Council's Corporate Director of Resources and I met with the unions to talk about the budget situation and the on-going EIT Review programme. I am a member of the Local Public Service Board which includes Chief Executives of the Tees Valley Local Authorities, NHS Trusts, Primary Care Trust, Cleveland Po-lice, Cleveland Fire Brigade and the Probation Service. This week we came to-gether to discuss issues affecting all of our organisations including budgets, part-nerships and considering how we can work even more closely together in future. I also met with Craig Richmond who is the Chief Executive of Peel Airports – own-ers of Durham Tees Valley Airport. We talked about issues relating to the airport in-cluding different marketing and publicity ideas to promote its worldwide KLM routes. A special meeting of the Council's Cabinet was held at a packed Education Centre this week. It was good to see so many members of the public taking part in such health debate about issues affecting our Borough. The busy agenda included a re-port seeking approval of a borough wide parking strategy and an update on the multi-million pound plans to regenerate Stockton Town Centre. This week I also had numerous internal meetings to keep me up-to-date with all is-sues affecting the Council ahead of the Christmas holiday period. .

EIG Review Update 9th December 2011

Thank you to everyone who is taking part in the consultation. We are now 4 weeks into the consultation period and have received lots of responses, questions and al-ternative proposals. We continue to work on answers to all questions and sugges-tions and please be assured that if you make a comment you will receive a re-ply. Please note that we have received a high level of queries as there are 300 em-ployees covered by the review so apologies if you are still waiting for a reply. Where comments or alternative suggestions have a potential impact beyond the in-dividual then we will make this information available to everyone in the review or to groups of staff once it has been considered by the project board and where neces-sary by the Union representatives. This weekly update will be used to provide you with information on any proposed changes. There is nothing of general comment to issue this week. We intend to add some Questions and Answers to the EIG area of the intranet in the next few days. This will provide answers to the more commonly asked ques-tions (please be reassured that all questions will be anonymous). We will send an email letting you know when the information is available. Today is the deadline for submitting requests for voluntary redundancy and/or vol-untary reduction in hour requests. We have had a good response and these will now be processed as quickly as possible in line with the aim of responding to indi-viduals by 23rd December 2011. Work is also continuing on the tendering process to seek partner organisations to operate the 4 partner Children’s Centres in the target areas of the Borough and for the 3 non-target areas. The tendering process begin next Tuesday with a briefing session for potential providers at The Education session. There has been a good response from potential bidders to the invitation to the briefing session. The docu-ments which will be made available to bidders next Tuesday will also be available on the intranet next week. The Review Team

Salary Sacrifice changes in VAT WILL impact on your payment for car park-ing permits and the cycle scheme HM Revenue and Customs (HMRC) have announced changes to VAT in relation to salary sacrifice arrangements which the Council have to implement with effect from 1st January 2012. You do not currently pay VAT on salary sacrifice arrange-ments for car parking permits or cycle schemes but you will have to next year. There are some transitional arrangements which mean that not everyone will be affected on 1st January 2012, however by 1st April 2012 everyone will see a change in their payment. If you entered into a salary sacrifice arrangement on or after 28th July 2011 you will see a change in your payment fom1st January 2012. Employees affected on 1st January 2012 will receive a letter in the next 2 weeks. For everyone else the change will take place on 1st April 2012 unless you have a change in your contract of employment between 1st January and 31st March 2012. If this is the case the change will take place on the starting date of your new contract. If your salary sacrifice arrangement is for the cycle scheme the increase will be individual depending on the value of your bike.

Changes to Leave and Flexi Policies

The leave policy and flexitime policies have been changed. If you cannot access the intra-net please get in touch with The Leave Policy has been amended slightly to include a provision for emergency time off for dependants and time off for religious purposes. Please make sure you refer to the most recent version now on the intranet. The Flexitime Scheme has been reviewed and updated in line with other policies relating to time off. The latest version is now also on the intranet.

XENTRALL SHARED SERVICES – OPERATIONAL FINANCE CHRISTMAS / NEW YEAR TIMETABLE 2011/2012 – STOCKTON BOROUGH COUNCIL Xentrall Shared Services Operational Finance teams (Creditors, Debtors, Banking & Income) based at Bayheath House will open as normal over the Christmas and New Year period, operating a limited service. Please act upon the following information in order that we may ensure items due to be processed or paid over the Christmas period are dealt with in a timely manner ACR Cash Receipting/Paye.net Cover will be available for acute system problems only. Acute system problems should be reported via the Helpdesk extension 7890. Users should ensure that passwords are changed prior to 23 December 2011, as there will be no support for this function. The last system end of day, generating reports and exports, will be run on the eve-ning of Thursday 22 December. At those cash receipting sites that are open during the Christmas period (Municipal Buildings, Thornaby and Multi-Service Centres) cashiers should carry out a till balance and terminal close daily as normal. Payments posted via ACR will be accumulated within ACR from 23 December to 3 January inclusive. Reports and exports will be generated detailing all of these pay-ments on the evening of 3 January 2012. Balances will be disabled over the Xmas week, as imported payment files will not be up to date. IVR 24/7 Telephone/Internet Payments Service These services will be available for customer use throughout the Christmas pe-riod. Payments made from 3.30 pm 22 December 2011 to 3.30 pm 3 January 2012 will be added to end of day on 3 January 2012 and updated to customer accounts as part of the end of day processing on that evening. Girobank/Bank Payments Transactions made via these services will be updated on a daily basis to 22 De-cember 2011. Payment transactions received after this date will not be updated until 3 January 2012.

Volunteers at Preston Hall Museum & Park have been recognised for their hard work and dedication at the Renaissance North East Museum Volunteer Awards. Preston Hall Museum & Park has a team of more than 120 volunteers, all of whom make a valuable contribution to the site. At the awards ceremony, held at Newcastle's HancockMuseum, the work of volun-teers from Berwick to Redcar at more than 80 museums and galleries was cele-brated. Emma Fairweather, a volunteer at Preston Hall Museum & Park, won the Contribu-tion to the Visitor Experience award, while members of the University of the Third Age were given a Highly Commended for the Volunteer Team Award. Volunteers at Preston Hall Museum & Park are involved in a host of activities be-hind the scenes including caring for the Museum's valuable collections as well as delivering activities and working with school and community groups.

Their work has been invaluable as the Museum and park is currently undergoing a £7 million redevelopment, funded through the Heritage Lottery Fund and Stockton Council. The work is expected to be completed by summer 2012 when visitors will see the restoration of the Grade II listed Museum, improved accessibility, a redisplay of the Museum collection and the opening of the restored Victorian walled kitchen and or-chard. Councillor Ken Dixon, Stockton Council's Cabinet Member for Arts, Leisure and Culture, said: "I am delighted the volunteers at Preston Hall Museum & Park have been recognised for all their contributions, hard work and passion. "The role of volunteers is invaluable and we appreciate their commitment and I am sure they are as excited as we are about the redevelopment of the Museum and Park. The regeneration will only help to make what is already a hugely popular visi-

Anyone who did the River Rat Race in Stockton the last two years will know how much fun they were - I’m looking to put together a council team (plus any friends or family) to take part in one of night time Rat Race Adventures. Ideally I’d like to have a crack at the Deer Stalker but this will involve an overnight stay or a drive home in the early hours.

· Deer Stalker - Scottish Borders, 17 March, 10K night time run - £40 (£30 if booked before 1 Jan) - plus £5 for the Beer Stalker after party)

Or there are two others we could consider:

· Legends of Sherwood - Nottingham, 3 March, 10K - £35 (£25 if booked be-fore 1 Jan)

· Yorkshire Terrier – North Yorks, 10 March, 10K - £35

I’d like to hear from anyone who fancies a challenge and then we can look at sorting a car share, booking a mini-bus, B&B etc – whatever’s needed really. Would be easier and cheaper to go as a group. Drop me a line with any preferences if you have one – I’m up for having a crack at any of them. The Rat Race team also do a load of other events – day time races in Glasgow, London and many more. They’ll all be fun so we could look at team en-tries there as well if we get enough interest. But for now, I’d just like to get an idea of the levels of interest out there. So come on – take part in a fun challenge and meet a few new people along the way – and give yourself something to keep fit for over the Christmas period when you’re having your selection box for breakfast! MS Office Professional Plus 2010 As part of the Council's licensing agreement with Microsoft, if you have an individ-ual email address at the Council, you can now purchase a copy of MS Office Pro-fessional Plus for personal use at home for £8.95. Between Stockton and Darling-ton Councils we have a maximum of 3,739 home user licences which will be allo-cated on a first come first served basis. This home licence is only valid for the same 3 years of the Council's Enterprise Licence i.e. until March 2013, after which you should stop using it. Each employee benefit (your email address) can only be used once; however if you downloaded Office 2007 previously, you will now also be able to download the 2010 version. This full version of Office comes complete with; Word, Excel, Outlook, Powerpoint, Access, InfoPath, OneNote, Publisher & Sharepoint Workspace. Simply go to Microsoft and follow the instructions to make an on-line purchase. As well as your work email address, you will also need to enter the following Program Code 61AAD39CBA For a total price of £17.95, you can also purchase backup disks for your copy of Of-fice.
