    There Ought to be a Law!PLN Wants Bali to PassLaws Controlling KiteFlying Activities

    The State ElectricalBoard (PLN) is recommendingto the provincial government ofBali that local regulations beurgently formulated addressingkite flying.

    T h e p r o p o s e dregulations, according to PLN,should contain rules covering

    specific locations in which kiteflying is allowed and limitationson maximum height permitted for kiteflying.

    According to Beritabali.com, theregulations urged by PLN are neededto end the frequent power outagescaused by kites that get entangled onpower lines and transformers.

    The area manager for executionand maintenance for PLN in Bali,Wayan Bujana, said that between 2006and 2010 there have been 5 instances

    of total blackouts in Bali, 3 ofwhich are linked to short circuits causedby errant kites.

    An island-wide electrical blackoutin Bali can cause financial lossesestimated to be as much as Rp. 8 billion(US$860,000). This figure does notinclude damage to equipment causedby power failures.

    Kuta is nestled between Jl. Bakungsari to thesouth and Jl. Melasti to the north.

    Kuta is the best known of all the villages in Bali, oftenmaligned, but loved by many. Kuta gets its so called badreputation from the early days of travel to Bali whereeverybody, particularly the young crowd, hung out and gotwrecked. Footpaths didn't exist, open drains ran down theside of unmade roads. Shopping was sarongs and T-shirts

    and hawkers who sold just about anything.Times have changed and Kuta has grown up, gone

    are the unmade roads and open drains. Footpaths, althoughnarrow, run both sides of the main streets. The hawkers arestill there - part of the character of the place.

    Sarongs and T-shirts are still sold but now there areCD shops, boutiques, small trendy bars and restaurants andeven Department Stores. Kuta boasts the world's first"themed" Hard Rock Hotel.

    Imagine going into a huge one level shopping centrethat would take about 45 minutes to walk from one end to theother with small walkways branching off in every direction,now add cars, motorbikes and the odd temple ceremony.This is what the middle of Kuta is like except it doesn't have aroof. Just find a small caf (Warung), sit back and watch, it'sgreat!

    The hawkers in Kuta can be aggressive, but if youdon't want to buy - don't make eye contact. Don't sayanything and there will generally be no problems.

    The beach at Kuta is wide and usually has good surf inthe late afternoon. Kuta beach isn't really a place to si t if youdon't like crowds.

    In keeping with the Kuta theme, it is more of a socialoccasion, where you meet the locals and other tourists andyou don't have to move for anything - the hawkers will bring itto you. Late afternoon is best about 3 - 4pm, sunsets, soccergames, and just a great place for a walk.

    If being involved and having everything close by;if you want to party or just shop, Kuta is the place. Evenif you don't stay there, don't go home without visitingKuta at least once, maybe twice... three times?

    day again readers and welcome to the IndonesianIndependence Day, Hari Raya, Idulfitri edition of the BestGPaper In Bali. The Kuta weekly congratulates Indonesia on its

    independence and hopes everyone enjoys their Hari Raya holidays. As aconsequence of the holidays this will be the last issue for a few weeks asit seems almost the entire nation stops, much the same as the Christmasholidays back home. A great time to be on the island or in the republic.

    Last week's editorial covered an age old issue that occurs here on theisland, and I guess all over the world, being the flapping of gums by people that don't know what they aretalking about, and boy didn't it stir up a pot full of feathers amongst a few paranoid people. We had emails,phone calls, and meeting requests from people wanting to confirm that what was said was not about them.The funny thing is it was a broad overview and a written gesticulation of a silly little rumour about a goodfriend of mine that inspired my ramble, so, Please folks try to keep in mind, if you don't know aboutsomething then keep your mouth shut. My dear old dad always told me, Discretion is the better part ofvalour and after thinking about it for 25 years plus, I get it now, even if you know something aboutsomething its best left alone and not disclosed as it's not your business. Everybody is and expert, everybodyknows better, with most people not being able to keep a secret. Life's good..

    Moving along this week, I did get the chance to catch the closing ceremony of the London Olympics at the Y-BAR very early Monday morning with Mr Steve, who was good enough to get some staff sorted for the eventand was happy to help drink a few bottles of champagne with us, and I will say cheers for making it happenmate. A big thanks goes out to all the other expats and holiday makers that enjoyed it at the Y-bar. I believethe editor has put the top ten medal tallies on page 14. I think at the end of the day it was a great success for

    Britain and I'm looking forward to the Rio Games in four years.

    On the subject of games, I guess I'd better give the A.F.L footy a mention this week seeing the Mighty Piestook back the top spot on the ladder, even though Sydney appear to hold the position due to for and against, Itwas a close game but Collingwood came through in the end. The Kangaroos had a great win putting them tosixth spot, which was a nice hop for them (pardon the pun) and it seems Freo finds itself outside the eight atthis point. Geelong's top four chances have all but evaporated, with them having to really get a move on toretain any chance of holding the cup this year. The fourth spot at this point could be anyone's, even though theHawks are there at the minute, they have a potentially easy ticket, this week against the Suns, but thefollowing two rounds will be a decent challenge for them to keep that spot. Only a few weeks to go till thefinals series, along with the yearly tipping coming to an end for 2012 so get ready for a party.

    Ok folks I'm gonna move on and prepare fora few weeks holiday along with all the stafffor Idulfitri, I hope all our Indonesian friendsenjoy their time and have a great timevisiting families back in the many villages

    throughout the archipelago. I hope the mostof you travel well, stay safe, happy, healthyand always remember, the problem with theworld is that the intelligent people are full ofdoubts, while the stupid ones are full ofconfidence.'

    I am emailing you from Sydney where Ireside. 5 months ago I visited Bali withmy sister for the first time. Being on thehigher side of 50 years old and in Balifor the first time, but also well travelled,my sister and I decided to book a driverand his vehicle through the hotel desk.A wonderful day was had as we sawbeautiful Ubud, Bedugal and LakeBratan. Other days were spent by thepool at the hotel as well as of coursesome retail therapy we ladies arerenowned for. Bali is such a lovelyplace. So Martha, can you pleaseexplain to me why, from right when you1st arrive at the airport the locals try to

    make your purse lighter. First are theporters who were actually arguing overwho was going to get my business. In theend none of them did. Then, whenoutside it was the taxi drivers. I havetravelled enough in third worldcountries to realise the need forbusiness but not legalised theft.     Dear Martha,

    A mother bear and her threecubs broke into the woodenlodge in the north of thecountry by ripping off a wall,and went on to eat and drinknearly all its contents.

    The cabin's owner, EvenBorthen Nilsen, said that over 100cans of Norwegian beer stored in thehut in preparation for the autumnhunting season had disappeared.

    Bear excrement and footprintsand an awful stench left him in nodoubt that it was the animals that hadtrashed the place during a night ofrevelry.

    The carnage was discoveredby Mr Borthen Nilsen's mother and

    grandmother when theyreturned to the family owned 26square foot hut in Jarfjord inFinnmarken.

    The bears drank over 100cans of beer.

    The bears had also polishedoff their store of marshmallows,chocolate spread and honey.

    Mr Borthen Nilsen, who hass t u d i e d n a t u r a l r e s o u r c emanagement and bears, said: 'Theyhad a hell of a party in there.

    'The en t i r e cab i n wasdestroyed. The beds and all kitchenappliances, stove, oven and

    cupboards and shelves were allsmashed to pieces.

    'They have bitten into the cansand drunk the beer.

    'It's almost like takenout of Goldilocks and thethree bears.'

    He added that nowthat the mother had shownher cubs how to get into thecabin and given them a tastefor beer, he feared theymight come back for more.

    which increase in tempo and volume as the song progresses. The song begins as a slowacoustic-based folk song accompanied by recorders before electric i nstrumentation isintroduced. The final section is a high-tempo hard rock section highlighted by an intricateguitar solo by Page.Stairway to Heaven was voted #3 in 2000 by VH1 on its list of the 100 Greatest RockSongs, and was placed at number 31 on Rolling Stone magazine's list of "The 500Greatest Songs of All Time".     Writing and recordingThe recording of "Stairway to Heaven" commenced in December 1970 at Island Records'new Basing Street Studios in London. The song was completed by the addition of lyrics byPlant during the sessions for Led Zeppelin IV at Headley Grange, Hampshire, in 1971.Page then returned to Island Studios to record his guitar solo.The song originated in 1970 when Jimmy Page and Robert Plant were spending time atBron-Yr-Aur, a remote cottage in Wales, following Led Zeppelin's fifth American concerttour. According to Page, he wrote the music "over a long period, the first part coming atBron-Yr-Aur one night". Page always kept a cassette recorder around, and the idea for"Stairway" came together from bits of taped musicI had these pieces, these guitar pieces, that I wanted to put together. I had a whole idea ofa piece of music that I really wanted to try and present to everybody and try and come toterms with. Bit difficult really, because it started on acoustic, and as you know it goesthrough to the electric parts. But we had various run-throughs at Headley Grange where I

    was playing the acoustic guitar and jumping up and picking up the electric guitar. Robertwas sitting in the corner, or rather leaning against the wall, and as I was routining the restof the band with this idea and this piece, he was just writing. And all of a sudden he got upand started singing, along with another run-through, and he must have had 80% of thewords there ... I had these sections, and I knew what order they were going to go in, but itwas just a matter of getting everybody to feel comfortable with each gear shift that wasgoing to be coming.

    Led Zeppelin bassist John Paul Jones recalled thispresentation of the song to him following its genesisat Bron-Yr-Aur Page and Plant would come backfrom the Welsh mountains with the guitar intro andverse. I literally heard it in front of a roaring fire in acountry manor house! I picked up a bass recorderand played a run-down riff which gave us an intro,then I moved into a piano for the next section,dubbing on the guitars.

    In an interview he gave in 1977, Page elaborated:

    I do have the original tape that was running at the time we ran down "Stairway To Heaven" completely with the band. I'dworked it all out already the night before with John Paul Jones, written down the changes and things. All this time we wereall living in a house and keeping pretty regular hours together, so the next day we started running it down. There was onlyone place where there was a slight rerun. For some unknown reason Bonzo couldn't get the timing right on the twelve-string part before the solo. Other than that i t flowed very quickly.

    The first attempts at lyrics, written by Led Zeppelin vocalist Robert Plant next to an evening log fire at Headley Grange,were partly spontaneously improvised and Page claimed, "a huge percentage of the lyrics were written there and then".Jimmy Page was strumming the chords and Robert Plant had a pencil and paper. Plant later said that suddenly,My hand was writing out the words, 'There's a lady is sure, all that glitters is gold, and she's buying a stairway to heaven'. Ijust sat there and looked at them and almost leapt out of my seat." Plant's own explanation of the lyrics was that it "wassome cynical aside about a woman getting everything she wanted all the time without giving back any thought orconsideration. The first line begins with that cynical sweep of the hand and it softened up after that.In November 1970, Page dropped a hint of the new song's existence to a music journalist in London, It's an idea for areally long track.... You know how "Dazed and Confused" and songs l ike that were broken into sections? Well, we want totry something new with the organ and acoustic guitar building up and building up, and then the electric part starts.... Itmight be a fifteen-minute track. Page stated that the song "speeds up like an adrenaline flow".The complete studio recording was released on Led Zeppelin IV in November 1971. The band's record label, AtlanticRecords was keen to issue this track as a single, but the band's manager Peter Grant refused requests to do so in both1972 and 1973. The upshot of that decision was that record buyers began to invest in the fourth album as if it were asingle. In the US, Atlantic issued "Stairway to Heaven" as a 7" promotional single in 1972

    Gieschen denies theumpires were instructed tofocus on the rule during lastFriday night's round-20 game inPerth, despite the average free-kicks for deliberate out-of-bounds unti l last Fr idaystanding at less than one pergame.

    " A f t e r q u a l i t ya sse ss i n g w i th th eumpires' coaches, eight ofthose nine free kicks wereall correct, all clear-cut,"

    Gieschen told reporters onMonday.

    "For walking the ballout like (West Coast'sDarren) Glass did, forknocking it out like (WestCoast's Shannon) Hurndid, for kicking it up theboundary line like (WestCoast's Daniel) Kerr did.They were all there.

    "There was one thatwasn't warranted, and thatwas the (West Coastdefender) Eric Mackenzieone where he tripped and

    fell and slid along theground with the ball underhis body.

    " I t w a s j u s tmomentum that made himgo across the line ratherthan deliberately trying toput it out."

    West Coast fanswere loud and furiousduring the match andEagles' coach John

    Worsfold could be seenputting his head in his hands indismay at some of the decisions.

    But Geelong coach ChrisScott said the umpires are not theones to be blamed.

    "I felt desperately for the

    umpires because I reckon theywere doing what they were told,"Scott said.

    "Someone's told them to dothat and as a competition I think weshould get to the bottom of whothat is.

    "You want to be really clearon what the rules are and you justcan't change the rules mid-year."

    West Coast midfielder

    Andrew Embley also saidhe felt the umpires were hot onthe rule.

    "I hadn't been involved in agame where they were payingas many deliberate out ofbounds as they did on the

    weekend," he said.Gieschen said there wasno instruction to reinterpret therule.

    "Every game throws updifferent circumstances and theumpires can only umpire what'sout there," he said.

    "There was a lot of playgoing up and down theboundary area."

    police caught herspeeding becauseshe was topless,police say.

    The driver told police"she was topless to surpriseher boyfriend", a spokesmanfor the Marion Countysheriff's office, in northernFlorida, said.

    According to the policereport, the incident occurredwhen Mandy Ramsey wasspotted by a patrol car zoomingwell above the speed limit.

    The officer set off behind

    her, intending to pull herover in a routine traffic stop,which typically includes a ticket

    and a fine.But Ramsey, far from

    stopping, hit the gas and tried toditch her police tail with severalabrupt changes of routeblowing by a stop sign andclipping an oak tree before

    continuing on.

    Several other patrol carsjoined the chase and, when thedark-coloured pickup truck

    dipped out of sight, so did apolice helicopter.

    The helicopter quicklylocated the truck at a housewhere Ramsey had finallystopped.

    Though the vehiclewas registered to someoneelse boyfriend, JamesWoodard Ramsey admittedto police she had beendriving, saying she hadn'twanted to stop whi lepartially nude.

    The 35-year-old was"charged with fleeing andeluding law enforcement", policesaid, adding that she spent twonights in jail before beingreleased on $US5000 ($4750)bond.
