    Critical Components - RFQ

    Two stage bidding process Concession Period for International Airport 30+20 years

    Project will be awarded to the Bidder quoting thehighest Premium, and in the event that noBidder offers a Premium, then to the Bidder seeking the lowest Grant.

    The Grant to be a maximum of 40% of theProject Cost 20% maximum from the Central Government 20% additional (up to) from the State Govt.

    Technical Eligibility Criteria

    For demonstrating technical capacity and experience (theTechnical Capacity ), the Applicant shall, over the past 5(five) financial years preceding the Application Due Date,have: paid for, or received payments for, construction of

    Eligible Project(s); and/ or paid for development of Eligible Project(s) in Category

    1 and/or Category 2 specified in Clause 3.2.1; and/ or collected and appropriated revenues from Eligible

    Project(s) in Category 1 and/or Category 2 specified inClause 3.2.1,

    such that the sum total of the above is more than Rs.700crore (Rs. seven hundred crore) (the ThresholdTechnical Capacity ).

    Eligible ProjectsEligible Projects would: Be of a PPP nature (BOT/BOLT/BOO/BOOT/others) Capital cost of each project must be more than Rs 70 crores Executed in the last 5 yearsTechnical Experience would be evaluated based on experience in

    any of the following criteria: Category 1: Project experience of Eligible Projects in airport sector Category 2: Project experience of Eligible Projects in core sector Category 3: Construction experience of Eligible Projects in airport sector Category 4: Construction experience of Eligible Projects in core sector

    For the purpose of this RFQ: airport sector would be deemed to include airports and aerodromes;

    and core sector would be deemed to include power, telecom, ports,

    highways, expressways, bridges, tunnels, airfields, railways, metro rail,industrial parks/ estates, logistic parks, and real estate development.

    Financial Eligibility Criteria

    Applicant shall have a minimum Net-Worth of Rs 90 crores asat the close of the preceding financial year (the FinancialCapacity )

    In case of a Consortium, the combined technical capacity andnet worth of those Members, who have and shall continue tohave an equity share of at least 26% (twenty six per cent)each in the Special Purpose Vehicle (SPV), should satisfy theabove conditions of eligibility provided that each such Member shall, for a period of 2 (two) years from the date of commercialoperation of the Project, hold equity share capital not lessthan: (i) 26% (twenty six per cent) of the subscribed and paid up equity of

    the SPV; and (ii) 5% (five per cent) of the Total Project Cost specified in the

    Concession Agreement.

    O & M Experience

    Applicant has either by itself or through its Associate,experience of 5 (five) years or more in operation andmaintenance (O&M) of Airport sector projects aggregate capital cost more than the Estimated Project Cost.

    In the case of a Consortium, include a Member with O&Mexperience who shall subscribe and continue to hold at least

    10% (ten per cent) of the subscribed and paid up equity of theSPV for a period of 5 (five) years from the date of commercialoperation of the Project.

    In the event that the Applicant does not have suchexperience, it should furnish an undertaking that if selected toundertake the Project, it shall for a period of at least 5 (five)years from the date of commercial operation of the Project,enter into an agreement for entrusting its operation &maintenance (O&M) obligations to an entity having theaforesaid experience, failing which the Concession

    Agreement shall be liable to termination.

    Feasibility report, Obstruction Survey report, Concession Agreement, All clearances letter from the differentCentral and State departments would be shared with thequalified bidders

    Last date of Bid Submission would be 21 st February,

    2013 before 11.00 am at Directorate of Tourism,Paryatan Bhawan, Lucknow.
