It is with great privilege that I welcome you all to the 15th Offshore Asia-Pacific Conference in Kuala

Lumpur on the 15th-16th January.

For those of us in the Offshore O&G sector, as we prepare to leave 2017 behind us we can look back on

a year of balancing, a year of ups & downs and perhaps the beginning of a wider market recovery from

arguably the most severe downturn in the history of the industry.

Whilst 2017 oil prices have been largely contained to a $45-$60 window, this apparent stability betrays a

highly dynamic and changing industry. The US shale industry kicked off the year with a renewed vigour

with domestic crude inventories & output hitting high points in March and July respectively, driving WTI

down to $43/bbl in June.

As we moved into the third quarter of the year, OPEC-led production cuts began to be felt more promi-

nently as US producers rushed to fill the supply void, pushing US crude exports to unprecedented levels

and resulting in commercial inventories falling by 14% between March & September. This improving sup-

ply/demand balance allowed a surge in oil prices to $59/bbl by the end of September, and with OPEC

now discussing a proposal to extend and potentially deepen current production cuts,this positive price

momentum could extend into early 2018.

Improving fundamentals are expected to snap a two-year drop in global offshore E&P expenditure with

the $417bn expected for 2017, representing a 3% increase over 2016 levels. South-East Asia, having

been one of the hardest hit regions by the downturn, looksto be at the forefront of offshore recovery with

thecontracted MODU count now 50% higher compared to its nadir in November 2016. Notable recent

project sanctioning offshore Malaysia, Indonesia and Vietnam, coupled with continued exploration in

Myanmar and Timor Leste suggest this uptick in SEA offshore activity is set to continue.

Whilst there are still numerous challenges to be faced, we enter 2018 with a cautious optimism. The 15th

Offshore Asia-Pacific Conference will undoubtedly be an excellent venue to discuss the future of our

industry and I certainly look forward to hearing your views over the course of the event.
