Warm nationalist greetings!

KASAMA sa UP 31st National Congress last year ended 2011 resolved to strengthen our unities in different campaigns and activities to intensify participation of student councils as voices of the students and the people in different local and national concerns. We identified ways to overcome new and upcoming challenges, steps to push for more victories and capacities to consolidate member councils and expand. Year 2011 was a very fruitful year to the alliance.

These are the 12 resolutions we adopted during the 31 st National Congress. We’ve attached a copy of these resolutions for your guidance. We hope that you will share these campaigns and activities to student councils outside the alliance and other student formations and engage all sectors inside the university.

From these resolutions, we created task forces. These task forces were created to immediately carry out our unity and advance our campaign for our particular concern. VCs will immediately coordinate with all member councils for membership of these committees.

We would also like to remind all member councils to include KASAMA sa UP in their council letterheads to signify the council’s membership to the alliance.

As we enter another year of KASAMA sa UP, let us achieve many more of the brilliant victories we have attained in the past 30 years. In 2012, we aim to clinch new and bigger victories in different fields of our concern.

RESOLUTION # 2011-01

A RESOLUTION TO INTENSIFY THE CAMPAIGN AGAINST CAMPUS MILITARIZATION

WHEREAS, militarization refers to the military presence of institutions and elements inside the campus or even near the area of the campus that causes threat to the security of the students;

WHEREAS, it has been proven that the very presence of military elements inside the campus results to direct harassment of student leaders and members of militant organizations, such as black propaganda, razing of publicities, etc;

WHEREAS, militarization is prominent in UP Los Banos, UP Mindanao and UP Visayas, wherein UP Los Banos, UP Diliman Extension Program in Pampanga, UP Visayas Tacloban, and UP Mindanao are situated in the vicinity of military bases;

WHEREAS, military presence stifles the democratic space in the campus;

WHEREAS, parties must uphold existing accords and agreements, i.e. UP Visayas’ LFS-DND Accord, Sotto-Enrile Accord, UP-DND Agreement, and UP-DILG Agreement;

WHEREAS, military is still present in UP Mindanao despite the expiration of its contract with the administration;

WHEREAS, students in UP Mindanao are asked to present their identifications to members of the military;

WHEREAS, students from UP Visayas experienced red tagging;

WHEREAS, the military and Reserve Officers Training Corps (ROTC) are being used as repressive elements of the state against progressive student leaders;

WHEREAS, militarization is part of the counterinsurgency plan of AFP, popularly known as the Internal Peace and Security Plan- Oplan Bayanihan, to which student leaders are not excluded from their ‘watch list’;

THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that WE, KASAMA SA UP member councils, shall continue the fight and launch more intensified actions that will engage the administration, the national government and other interested sectors in our campaign against campus militarization;

RESOLVED FURTHER, that KASAMA SA UP member councils must conduct information-dissemination drive such as fora and comprehensive student consultations so as the student body would be aware of the existing accords, and its particular jurisdiction;

BE IT FINALLY RESOVLED, that all KASAMA SA UP Member Councils should have different but unified solidarity actions against campus militarization.

A RESOLUTION TO CAMPAIGN FOR THE FREE AND IMMEDIATE DISTRIBUTION OF LAND TO THE HACIENDA LUISITA FARMERS

WHEREAS, the money used by the Cojuangco family to acquire the land of Hacienda Luisita was loaned from the GSIS with the condition of distributing the land to the farmers after 10 years;

WHEREAS, the Cojuangco family failed to distribute the land up until now and instead implemented the Stock Distribution Scheme-- a clear provision included in the Comprehensive Agrarian Reform Law (CARL);

WHEREAS, the Stock Distribution Option (SDO), along with other anti-farmer provisions, are still being carried by the Comprehensive Agrarian Reform Program Extension with Reforms (CARPER);

WHEREAS, farmers have struggled for years to uphold their right to the Hacienda Luisita Land and were met with violent measures by the Cojuangco family resulting in Hacienda Luisita massacre on November 16, 2004;

WHEREAS, Supreme Court released a unanimous decision to distribute the land to the farmers;

WHEREAS, the Cojuangco family is demanding just compensation for the distribution of land despite clear violations and curtailment of the rights of farmers over the years.;

THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that WE, KASAMA SA UP member councils, shall call for the free and immediate distribution of the land to the Hacienda Luisita Farmers along with a call for a Genuine Agrarian Reform;

RESOLVED FURTHER, that KASAMA SA UP member councils shall support the campaign for the free and immediate distribution of the Hacienda Luisita Land to the farmers

RESOLVED FURTHER, that KASAMA SA UP member councils shall call for the abolition of CARPER and push for the passage of the Genuine Agrarian Reform Bill (GARB).

BE IT FINALLY RESOLVED, that KASAMA SA UP member councils will utilize all forms possible in informing and mobilizing the students such as, but not limited to, fora, symposiums, basic masses integration, and unity statements.

A RESOLUTION TO CALL FOR THE GENERAL, UNCONDITIONAL AND OMNIBUS AMNESTY FOR ALL POLITICAL PRISONERS

WHEREAS, there are 344 political prisoners in various detention facilities in the country, 27 of whom were arrested during President Aquino’s term;

WHEREAS, human rights groups have defined political prisoners as victims of political persecution because of their political beliefs or of government-led aggression and counter-insurgency policies such as the Oplan Bantay Laya 1 and 2 under the Arroyo regime and now Oplan Bayanihan under the Aquino regime, but are falsely charged with common crimes to conceal the political character of their incarceration and arrest;

WHEREAS, according to human rights groups, most of these political detainees have experienced human rights violations such as the disregard of their right to due process, i.e. being illegally arrested, faced with trumped up charges, and tortured;

WHEREAS, University of the Philippines students and alumni such as Maricon Montajes and Ericson Acosta, are among the hundreds of political prisoners who were incarcerated for fighting for what is just for the oppressed sectors of society – true to their calling as “iskolar ng bayan”;

WHEREAS, the National Union of People’s Lawyers, Karapatan and other human rights advocates have called for the general, unconditional and omnibus release of all political prisoners in the country;

WHEREAS, “general” means all political prisoners, alleged political offenders or others covered by the effectivity of the Amnesty Proclamation will be included in the release;

WHEREAS, “unconditional” means no precondition whatsoever, in the form of an admission, plea of guilty, etc shall be imposed on those otherwise qualified for release;

WHEREAS, “omnibus” means all charges or offenses as defined in the Proclamation shall be covered by the amnesty;

WHEREAS, there is a need to call for the general, unconditional and omnibus release of all political prisoners in the country, who fought injustice and oppression at the expense of earning the wrath of the State, as explained in the three preceding clauses; and also to recognize and respect the human rights of such political prisoners as well as international humanitarian laws;

THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that WE, KASAMA SA UP member councils, shall call for the general, unconditional and omnibus release of all political prisoners in the country, including UP student Maricon Montajes and alumnus Ericson Acosta;RESOLVED FURTHER, that KASAMA SA UP member councils shall actively participate in this campaign and see it through its end by doing the following:

1. By sending a copy of this resolution to the Office of the President of the Philippines, the Commission on Human Rights, the Department of Justice and Amnesty International;

2. By spearheading a unity statement to this effect to be signed and endorsed by the UP President, the various Chancellors, Deans, Faculty, Staff and other stakeholders in the University;

3. By calling for financial and other material support to the political prisoners such as Maricon Montajes and Ericson Acosta through coordination with the students, faculty, staff and the administration;

4. By launching cultural nights, concerts, solidarity nights and other creative means of popularizing our call for the release of such political prisoners;

5. By linking arms with the various human rights groups upholding the same campaign;6. By conducting widespread discussions on the human rights situation in the country, and

seeking the active participation of the students in this regard;7. By, as far as practicable, initiating efforts to visit such political prisoners;8. Most importantly, by continuing the tradition of resilience and the genuine spirit of

service to the people.

BE IT FINALLY RESOLVED, that a task force related to this campaign shall be created by the KASAMA SA UP.______________________________________________________________________________

A RESOLUTION TO CALL FOR THE INSTITUTIONALIZATION OF A PERMANENT, VOTING AND STUDENT-SELECTED STUDENT REPRESENTATIVE

IN ALL DECISION AND POLICY-MAKING BODIES OF THE UNIVERSITY

WHEREAS, the students are the major and the largest stakeholder of the University;

WHEREAS, the students have the right to be consulted and participate in decision and policy-making in the University;

WHEREAS, this right has been strengthened by the University's Charter of 2008 under Section 3(h) which states that the University must "provide democratic governance in the university based in collegiality, representation, accountability, transparency, and active participation of its constituents...";

WHEREAS, the institutionalization of a student representative in all policy-making bodies in UP is one way of democratizing processes and of democratic governance by ensuring broadest participation among its sectors, particularly the students;

WHEREAS, the UP student councils together with its stakeholders continue to clamor for the institutionalization of the student representative in all policy-making bodies of UP;

THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that WE, KASAMA SA UP member councils shall support the need for a campaign to institutionalize the student representative in decision and policy-making bodies in the University to uphold students democratic rights in UP.

RESOLVED FURTHER, that KASAMA SA UP member councils shall explore all forms of campaigns and mass actions in the pursuit of a permanent, voting and student-selected student representative;

A RESOLUTION CALLING FOR A PRO-PEOPLE MINING BASED ON NATIONAL INDUSTRIALIZATION STRATEGY WHICH IS ECONOMICALLY VIABLE,

ENVIRONMENTALLY SOUND, RIGHTS-BASED AND BALANCED WITH FOOD SECURITY AND AGRICULTURAL MODERNIZATION

WHEREAS, the Philippines is one of the most mineral-rich areas in the world, has 7.1 billion metric tons (BMT) of metallic mineral reserves and 51 BMT of nonmetallic deposits;

WHEREAS, mining is important in nation building as it plays an essential role in establishing a progressive, independent and self-reliant economy to establish modern and diversified industrial economy;

WHEREAS, Mining Act of 1995 allows 100% foreign ownership of mining companies in the country with log ban exemption, Mineral Processing Permit (MPP),tax holiday during recovery of pre-operating expenses for a maximum of 8 years from commercial production, freedom from requisition of properties, confidentiality of Information, repatriation of capital, freedom from expropriation, remittance from earnings and interest on foreign loans, water rights, timber rights, easement rights, entry into private lands and concession areas;

WHEREAS, under Mining Act of 1995,the Philippines has no basic mining industry as it only contributes less than 1% on country’s GDP, dismal employment and only 0.5% contribution on total employment;

WHEREAS, under Mining Act of 1995, the framework of mining industries is mainly extractive, export oriented, dominated by TNCs and local mining elites and dependent on foreign capital and technologies;

WHEREAS, under Mining Act of 1995, communities suffered from displacement, economic dislocation, human rights violation and militarization;

WHEREAS, the country needs a pro-people mining law which domestic oriented, state-led, Filipino owned and controlled which will build local industries, create jobs and develop local communities;

THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that WE, KASAMA SA UP member councils shall call for repeal of Mining Act of 1995 and shall strongly support the newly drafted People’s Mining Act: House Bill 4315 (An Act Re-Orienting the Philippine Mining Industry, Ensuring the Highest Industry Development Standards, and for other Purposes), giving emphasis to a nationalistic and responsible mining which answers the economic needs of the country while recognizing the importance of our environmental situation;

BE IT FINALLY RESOLVED, that KASAMA SA UP member councils shall conduct protest actions, signature campaigns, fora and explore other avenues of information dissemination to help in the widest dissemination and passage of the proposed bill.

A RESOLUTION TO CALL ALL ISKOLARS NG BAYAN TO PARTAKE IN THE STRUGGLE OF THE INDIGENOUS PEOPLES

WHEREAS, the Indigenous People (IP) as defined by Indigenous Peoples Act of 1997 refer to a group of people or homogenous societies identified by self-ascription and ascription by other, who have continuously lived as organized community on communally bounded and defined territory, and who have, under claims of ownership since time immemorial, occupied, possessed customs, tradition and other distinctive cultural traits, or who have, through resistance to political, social and cultural inroads of colonization, non-indigenous religions and culture, became historically differentiated from the majority of Filipinos;

WHEREAS, there are currently 110 ethno linguistic groups in the Philippines having a population of 12 to 15 million or 15 percent of Filipinos and of which five million claim collective territory;

WHEREAS, the ethno linguistic groups may be diverse in respect to their specific cultures but exhibit commonalities such as the concept of ancestral land and domain which is considered as their source of life since time immemorial and further acquired and developed with their collective blood, sweat and tears, and is also considered their source of identity or ethnicity and collectivity as a group;

WHEREAS, most IPs practice, despite colonial and cosmopolitan influences, their nature-dependent culture and livelihood such as the payo and muyong system and swidden agriculture;

WHEREAS, throughout history, they have been discriminated against by foreigners and even some of their countrymen due to geographical factors and cultural differences;

WHEREAS, their existence and identity is threatened due to aggression by the government and transnational and multinational companies in the guise of development projects that results to displacement from their domain; and

WHEREAS , the government is held liable for inadequately addressing the specific concerns on the domain and culture, and for abandoning their responsibility in providing basic social services in far flung areas where most IPs are; and

THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that WE, KASAMA SA UP member councils, being representatives of the Iskolars ng Bayan and mandated to serve the people, shall launch massive information dissemination and campaigns to raise awareness regarding the situation of the IPs;

RESOLVED FURTHER, that we shall initiate the integration of their constituents with IPs to have a comprehensive understanding of their situation and appreciation of their culture; and

BE IT FINALLY RESOLVED, that all Iskolars ng Bayan, in their struggle for national liberation and sovereignty along with other sectors of society, will also integrate the call for self-determination of all IP communities in a foreign-dominated, backward, pre-industrial and agricultural society.

A RESOLUTION CALLING KASAMA SA UP TO SUPPORT THE RELIEF OPERATIONS FOR THE VICTIMS OF TYPHOON SENDONG

WHEREAS, Mindanao, specifically in Cagayan de Oro City and Iligan City, suffered from severe loss of lives and livelihood because of Typhoon Sendong that struck last December 17, 2011;

WHEREAS, according to the Philippine Red Cross, as of December 19, 2011, approximately 600 people were accounted dead and 400 people missing;

WHEREAS, the affected communities are in need of supplies such as food, clothes and medicines and so on for the casualties housed in evacuation areas;

WHEREAS, groups and other organizations are encouraged to launch several relief operations for the aforementioned victims;

WHEREAS, as of December 18, 2011, Panday Bulig, in coordination with progressive partylists and organizations will be conducting the first wave of relief operations on the said cities starting on December 23, 2011;

THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that WE, KASAMA SA UP member councils, in the spirit of service and love of people recognizes the need to participate in these activities as part of our social responsibility of helping fellow citizens in dire need; RESOLVED FURTHER, that as the only broadest alliance of student councils in the University of the Philippines, KASAMA sa UP is capable of informing and mobilizing the students towards the call to support the victims of Typhoon Sendong;

BE IT FINALLY RESOLVED, that all KASAMA SA UP Member Councils are requested to conduct relief operations in their respective campuses. A RESOLUTION CALLING FOR THE UP ADMINISTRATION TO IMMEDIATELY STRENGTHEN THE SECURITY OF THE UP COMMUNITY

WHEREAS, the different campuses of the University of the Philippines (UP) stand on public lands and composed of one or more barangays, hence are always open to the public;

WHEREAS, the University of the Philippines lack efficient security facilities (street lights, patrol vehicles, and CCTV’s) and skilled personnel leading to improper dissemination, implementation and evaluation of security policies and programs;

WHEREAS, UP students are pushed to reside and conduct activities outside the campus due to lack of accessible amenities for student welfare, such as dormitories and other venues for student activities, and if present, is under deteriorating quality, rated at a high price and is only availed for a limited time; WHEREAS, the inefficiencies in UP’s security system open the gate for theft cases, building intrusions, and worst for rape and murder cases, such as the case of Given Grace in UP Los Baños;

THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that WE, KASAMA SA UP member councils, shall ensure that there should be coordination with the proper authorities and the University Police Forces or any counterpart within the different campuses of UP in the implementation of the security policies and programs of the Office of the Vice Chancellor for Community Affairs and the Local Government Units adjacent the campus;

RESOLVED FURTHER, that we shall call on the administration to provide measures to immediately strengthen the security in consultation and coordination with the sectors of the community;

RESOLVED FURTHER, that the member councils of KASAMA sa UP shall draft security guideline to be forwarded by a member of the student council as he/she sits during the administration’s drafting of the final security guideline of the university;

RESOLVED FURTHER, that we shall call on the administrations to provide the necessary amenities for free or if not at affordable rates such as dormitories and other venues for student activities so that students will no longer need to frequently go outside where security is unregulated;

RESOLVED FURTHER, that we shall call on the administration to procure sufficient and effective security facilities and equipment;;

RESOLVED FURTHER, that we shall call on the administration to fill and propose items for skilled security personnel, which regularly patrols the campus, 24/7 and which is provided worker’s benefits;

RESOLVED FURTHER, that UP’s security policies and programs be strictly implemented and evaluated considering the recommendations stated herein;

RESOLVED FURTHER, that KASAMA SA UP member councils, shall campaign for the promotion of campus security, not only for students rights and welfare but also for the welfare of the whole UP community;

RESOLUTION #2011-09

A RESOLUTION CALLING FOR THE UP ADMINISTRATION TO PROVIDE ACADEMIC FACILITIES TO THE NEWLY ESTABLISHED UP MANILA SCHOOL

OF HEALTH SCIENCES, (1) EXTENSION CAMPUS IN SOUTH COTABATO, (2) PALO, LEYTE AND (3) BALER, AURORA

WHEREAS, the University of the Philippines had established UP Manila School of Health Sciences Extension Campus in South Cotabato, Palo and Baler which opens the national university to remote areas;

WHEREAS, these extension campuses need school facilities, updated books and laboratory area/equipment however lack such requirements because of insufficient budget for education due to misallocation of budget by the government;

WHEREAS, the University of the Philippines has new degree on Community Health Work established in June 2010 in South Cotabato with campus only built this June 2011;

WHEREAS, the degree is currently composed of around 80 students however drop out incidences happened due to academic and community work failures;

WHEREAS, after seven months, building to be composed of six rooms - two utilized classrooms for academic purposes, two vacant classrooms, one room for mini library and an administration’s office – still half done;

WHEREAS, considering that this extension campus offers medicine course, it lacks laboratory rooms and support from UP administration for facilities such as public health nursing bag and blood pressure apparatus;

WHEREAS, sufficient academic facilities is a tool to ensure quality education however this extension campus has insufficient books with only one copy of book per subject and intended for library use only;

THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, THAT WE, KASAMA sa UP member councils, shall campaign for the sufficient supply of university facilities specifically providing books enough to be used by the students especially to the extension campuses of UP Manila School of Health Sciences;

BE IT FINALLY RESOLVED, that the KASAMA sa UP member student councils shall lead the University of the Philippines’ fight for sufficient state subsidy for education and other basic social services. RESOLUTION #2011-10

A CALL FOR UP STUDENTS TO INCREASE PARTICIPATION IN THE CAMPAIGN FOR SOCIAL SERVICES IN URBAN POOR COMMUNITIES

WHEREAS, an estimated 30 million Filipinos are living below the poverty line, composed mostly of proletariats and semi-proletariats;

WHEREAS, their number is continuously increasing due to rural community displacement brought by land conversion and land grabbing;

WHEREAS, unemployment, hunger and poverty pushed these communities to do deviant behaviours;

WHEREAS, state abandonment to basic social services worsen the condition of urban poor communities;

WHEREAS, the 29-Billion Public-Private Partnership (PPP) program of the government leads to demolition of urban poor communities for tourism, resort and business purposes;

WHEREAS, the Aquino administration’s answer to the worsening crisis of poverty is the Conditional Cash Transfers (CCT) program;

WHEREAS, the CCT program is a misconceived dole-out program that does not address the roots of poverty but rather sugar-coat the implementation of neo-liberal policies causing deep unemployment and severe poverty;

THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, THAT WE, KASAMA sa UP member councils shall further our campaigns on community rights and welfare by maximizing all avenues for propaganda education and discussions regarding urban poor situation to our respective constituents;

RESOLVED FURTHER, that we intensify our organizing activities by promoting student integration to various sectors, including urban poor communities;

RESOLUTION #2011-11

A RESOLUTION ON THE NATIONAL DAY OF ACTION ON THE SUBMISSION OF THE UP BUDGET TO DBM

WHEREAS, the University of the Philippines, as the National University, provides a mental foreground of excellence for the youth in expanding their knowledge, capabilities and abilities for the betterment of the Nation;

WHEREAS, the University of the Philippines, aims to push forward the proper compensation of its faculty and staff that provide indispensable service to the university and the state;

WHEREAS,the University has been the leading proponent for nationalistic and scientific advancement in all the fields of study and strives to maintain this stature;

WHEREAS,the University should strive to advance the democratic and constitutional rights of its stakeholders;

WHEREAS,the University should serve as a university for the people, it should provide affordable and accessible education for all;

WHEREAS, for the National University to fulfil its functions, it is necessary for the State to provide its financial needs as provided for in the 1987 Philippine Constitution and the existing Bill of Rights;

WHEREAS, the State has been annually deducting its mandated allocation to various state colleges and universities;

WHEREAS, being the National University, the University of the Philippines has been made the point of reference for the justification of the increase of tuition and other fees in other State universities and colleges as well as private tertiary educational institutions;

THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that We, KASAMA SA UP member councils shall uphold the rights of the youth to be provided for quality education that is affordable and accessible and the maintenance of the services that the University provides to various sectors of society;

RESOLVED FURTHER, that we shall push for the interests of various stakeholders in putting pressure to the state to provide adequate financial funding to the education sector through the following actions:

(1) Arouse the UP community through room to room campaigns, statements, educational discussions and other media means

(2) Organize the UP community by establishing and maintaining multi-sectoral alliances

(3) Mobilize the UP community in united campaigns promoting adequate allocation for the education budget particularly on the day of submission of the UP budget.

BE IT FINALLY RESOLVED, that a taskforce related to this campaign shall be created.

RESOULUTION #2011-12A RESOLUTION TO CALL FOR THE PROMOTION OF GENDER RIGHTS AND

WELFARE

WHEREAS, we envision a sustainable and livable Philippines that fosters social equity and promotes holistic human development for all gender, gender awareness and concern, healthy living and access to quality public health care especially for women, self-reliance and social well-being, accessible quality education for all, equal job opportunities and active participation in decision making process;

WHEREAS, we want to see a society that has already eliminated all forms of discrimination, violence (physical, economic, emotional, psychosocial, and sexual), and exploitation against all gender especially women;

WHEREAS, we aim for the student leaders to be socially aware on gender issues and concerns and have a greater sense of responsibility with regards to these;

WHEREAS, we recognize that the government has a role to play in addressing gender problems in the Philippines and requires vital partnership with and active participation of civil society and the private sector;

THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that We, KASAMA SA UP member councils shall continue to assert for a higher budget appropriations for social services such as education and health, so as to provide better living and opportunities for people to develop their maximum potential and self-actualization, lessen discrimination and improve social functioning of the Filipinos;

RESOLVED FURTHER, that we shall continue to promote the role of our fellow youth as catalysts for positive change in the society by upholding the rights and welfare of all its citizens;

RESOLVED FURTHER, that we shall support and help initiate effective poverty alleviation programs such as the creation of best practices and capacity building on entrepreneurship and livelihood;

RESOLVED FURTHER, that we shall spearhead efforts on gender awareness and protection of human rights, especially towards the full implementation of RA 9710, Magna Carta of Women;

RESOLVED FURTHER, that we shall initiate programs that will seek to inform our fellow youth, on the importance of a healthy lifestyle especially in addressing issues on reproductive health and substance abuse, and support programs promoting proper nutrition, sanitation and

improved public health care;

RESOLVED FURTHER, that we shall initiate and support activities of government institutions, especially of youth leaders in government, that promote awareness and responsiveness on issues affecting their constituents and instill the importance of values-based public service, leading to a more pro-active involvement and good governance;

BE IT FINALLY RESOLVED, that through our shared aspirations and actions in this resolution, unite with other youth leaders in promoting a more livable Philippines, and enjoin other stakeholders to support this collective cause.Adopted during the 31st National Congress of KASAMA SA UP in UP Visayas, Miag-ao, Iloilo, December 19, 2011
