Laurence Skelly MHK Minister, Department of Economic Development
Laurence Skelly MHK is Minister for Economic Development in the Isle
of Man Government and is a Member of the House of Keys (MHK) for
the constituency of Rushen. Prior to being elected to the Island’s
Parliament, Tynwald, in 2011, Mr Skelly was Director of Manx
Inspirations, a leading local wholesaler, and Destination Isle of Man, an
event management company. Previous to that he lived in California for
15 years, where he owned and operated a chain of travel agencies and
also represented Isle of Man Tourism. Maintaining his Manx roots, he
joined the North American Manx Association and served as President
between 2006-2008.

Mr Mancini is a senior partner at SCM Lawyers, where he heads the
Sports, Media & Gaming practice. Over the past fifteen years Mr
Mancini has developed an almost unique know-how and vast
experience in national/EU gaming & gambling law acting on behalf of
several foreign-based operators in connection with their Italian market
entry plans as well as advising them on joint-venture and acquisition
deals, sponsorship arrangements and contract matters in general. He
also advises market analysts, investment houses and venture capital
funds involved in the Italian gaming business.
Mr Mancini is a regular speaker at gaming conferences and sits on the
editorial board of various sector reviews and magazines. He is the
Secretary of the IMGL and a member of its Leadership Committee.
He was awarded Top Rank (Band 1) status by Chambers Global as the
leading lawyer in Italy in the gaming and gambling field for five
consecutive years (2009-14) and rated by Who’s Who Legal as one of
the leading Italian sports & entertainment lawyers. He is a co-founder
and editor of gaminglaw.eu, a pan-European information and

As an executive consultant, Peter has advised a number of companies inthe mobile and E- Gaming sector on their B2B operations and has alsoworked for the board of Camelot on strategic issues.

Steve Brennan has been the Chief Executive (formerly Director) of theIsle of Man Gambling Supervision Commission since June 2008. TheGambling Supervision Commission was initially established in 1962 andconsists of an independent panel headed by a Chairman and fourmembers. Steve’s primary responsibility within the Commission is forthe development and maintenance of the regulatory framework tolicence and supervise all forms of gambling in the Island. Prior to hisappointment to the Gambling Supervision Commission he held seniorpositions within Isle of Man Treasury.

Sandra started her career in VAT as a visiting officer for Isle of Man Customsand Excise, joining KPMG in 2007. She now heads up a dedicated IndirectTax team and is responsible for overseeing the VAT advisory services andVAT compliance services provided by KPMG in the Isle of Man.
During her career Sandra has gained practical experience in providing adviceon all aspects of the VAT legislation to a wide variety of industries and hasliaised with other KPMG offices throughout Europe to providecomprehensive advice on cross-border transactions. Particular areas ofexpertise include VAT issues for the finance and eGaming sectors andSandra has advised a number of international gaming companies on the VATimplications of purchasing services and equipment in EU jurisdictions,including the impact of services subject to the reverse charge.

Bill Gantz is a trial lawyer with diverse experience representingmanufacturing, technology, Internet, online gambling andentertainment clients in litigation, licensing and intellectual propertymatters nationwide. Bill has actively represented the Internet gamblingsector since 2002 in patent infringement, commercial litigation andcompliance matters (including the Unlawful Internet GamblingEnforcement Act). He is a former co-chair of the American BarAssociation Gaming Law Section Subcommittee on Internet andMobile Gaming. In March 2011, in the first patent infringement casetried to verdict by the online gambling industry, Bill obtained a juryverdict in favour of sportsbetting.com against the Lottotron ‘865patent’ in the US District Court for the District of New Jersey. Bill alsoregularly advises businesses offering Internet-based sweepstakes andretail product promotions, lottery tickets, subscription or play-for-freegaming, as well as charitable fundraising activities involving games,contests or auctions.
