INWONERS van regoor dieKouga skuld die plaaslike mu-nisipaliteit meer as R105-mil-
joen aan agterstallige dienste-geld.
Volgens munisipale woordvoer-der, Laura-Leigh Randall, skuld in-woners die munisipaliteit tot eindeJunie vanjaar - die einde van die2011/12 finansiële boekjaar - altem-same R15.469-miljoen.
“Die skuld ishoofsaaklikvir dienstegelewer, insluitende water, elek-trisiteit, sanitasie/riool envullisverw-ydering, asook vir eiendomsbelas-ting,” het Randall gesê.
Inwoners van Wyk 12 skuld diemeeste geld aan die munisipaliteitmet ’n bedrag van R14.042-miljoen.Inwoners van Wyk 15 is kort op hulhakke met R13.412-miljoen.
Die wyke wat die munisipaliteitdie minste geld skuld is Wyk 10 met’n uitstaande bedrag van R1.126-mil-joen en Wyk 5 met ’n bedrag vanR1.390-miljoen.
Verder skuld inwoners van huisewat sedert die verkiesing verledejaarnognie in ’n spesifiekewyk inge-deel is nie, die munisipaliteitR22.267-miljoen.
Aldus Randall het dié skuld ’nnegatiewe invloed op diensleweringin die Kouga.
“Dit kos die munisipaliteit mil-joene rande elke maand om diensteaan inwoners te lewer. Die munisi-paliteit se hoofbron van inkomste iseiendomsbelasting en dienslewe-ring-rekeninge. Dus, hoe meer geldaan die munisipaliteit verskuldig is
deur inwoners, hoe minder geld isdaar om terug te sit in diensleweringen om gehalte en deurlopende dienste verseker.
Volgens Randall het die munisi-paliteit sekere maatreëls in plek ge-stel om skuld beter in te vorder.
“Die munisipaliteit het verledejaar ’n kredietbeheer-afdeling op diebeen gebring om die probleem van
munisipaliteit in gesprek met andermunisipaliteite wat soortgelykeskuld-uitdagings oorwin het, om ver-deremetodes vir die verbetering vandie invordering van skuld te ver-ken.”
Volgens Randall sal die nuutstesyfers vir die 2012/13 finansiële jaarbekend gemaak word, sodra dit gefi-naliseer is.

’N Dokter (54) van Jeffreysbaaihet verlede Woensdag in die
Humansdorpse landdroshof ver-skyn op vier aanklagte van sek-suele aanranding.
Vier seuns van Humansdorp, vanwie drie broers is, is na bewering se-dert 2003 herhaaldelik deur die doktergemolesteer.
Volgens ’n polisiewoordvoerder,Priscilla Naidu, het een van die seuns,nou 16, onlangs vir ’n vriend by die
skool van sy “ondersoeke” by die dok-ter vertel. Dié vriend het na beweringdieselfde ervaringsbydieselfdedoktergehad en hom aangemoedig dat hulledit aan hul ouers vertel.
“Die 16-jarige se ma het daarna globesef haar ander twee seuns is óókgemolesteer en het ’n klag teen diedokter by die Humansdorpse eenheidteen gesinsgeweld, seksuele oortre-dings en kinderbeskerming ingedien.
“Die seuns was in 2003 tussen agt entien jaar oud. Ons kan in dié stadiumnog nie bevestig waar hul ouers tentyde van hul ondersoeke was nie,” hetNaidu gesê.
“Ons is geskok om van hierdie aan-tygings teen ’n mediese praktisyn tehoor,” het dr. Buyiswa Mjamba-Mat-shoba, uitvoerende hoof van die Raadvir Gesondheidsberoepe, Sondag gesê.“Enigeen behoort veilig en gemaklikte voel wanneer hy of sy ’n dokter ofenige mediese praktisyn besoek.” Hyhet gesê die gesondheidsraad sal dienodige inligting oor die saak byme-kaar maak en bewerings oor onetiesegedrag ondersoek.
Die dokter is intussen op borgtogvrygelaat.
Hy mag nie manspasiënte behandelnie.

“Alles het so vinnig gebeur. Ekweetnie of die dolfyn raakgebyt is nie,maardie twee hetmekaar deur die water ge-jaag en daar was ’n bloedstreep.
“Ewe skielik was daar weer netkalmte. Ek het die dolfyn nie weer ge-sien nie.”
Schoeman, wat al vier jaar lankbranderplank ry en Lower Point ge-reeld besoek, het vertel die voorval hetslegs sowat 3 m van haar afgespeel.

spreek kon word, het ANC-raadslid Vernon Stuur-manheftigkapsie gemaak teenVanLingenwat “sen-sitiewe inligting” aan die media lek deur haar talleongevraagde briewe en persverklarings. Die in-ligting sluit onder ander in die persverklaring oor17 mobiele klinieke in die Cacadu-distrik wat in on-bruik staan weens lisensies wat nie hernu is nie,asook die bewering vroeër die jaar oor die onreg-matige aanstelling van senior bestuurders deur dieKouga-burgemeesterskomitee.Die speaker,MagdaleneDlomo, het nog tevergeefs
probeer om Stuurman in die bek te ruk, toe die uit-voerende burgemeester, Booi Koerat, ook tot diébekgeveg toegetree het.“Van Lingen moet ophou om oor die Kouga te

and this tourist attraction mightpossibly even be used for normalpassenger services.
The legendary Apple Expresstrain, which has been running since1903, hasn’t been operational since2010 due to various financial issues.
Chairperson for theHeritageRail-way Association of Southern Africa(HRASA), Nerina Skuy, said that ifall goes according to plan the AppleExpress should be chuffing along itsrailway line in time for the busy De-cember holidays. Skuy is also thespokesperson for the Eastern CapeNarrow Gauge Rail DevelopmentInitiative.
“We cannot give a final answer onprecisely when this will happen asit is up to Transnet Freight Rail
(TFR) to get the line in an operatio-nal state and then declare it openand available for the train to run.There is flooddamagewhere the linepasses Walmer, but TFR is in theprocess of repairing the section,”she said.
She added that there is also someminor maintenance work to the lo-comotive and refurbishing of thecoaches still to be done.
“The future of the Apple Expresstrain is very promising because ofthe reality that this line has more tooffer the communities it serves. Theplan is that it will not be limited totourism and freight, but also normalpassenger services along certainsections of the line and a communityservices train. The latter two are inthe study phase, but we are very op-timistic.”
The fact that the train had suf-fered acts of vandalism recently,should not put a spanner in theworks of having the train operatio-nal again.
Some of the items that were stolenor damaged include solid brass doorstops and handrails, which would
probably have to be replaced withmodern fittings. The offices were al-so ransacked and a PC, heavy dutypower cables which are used be-tween thecoaches to secure the trainwhenonanovernight stop, tools andother items were stolen.
“The previous thefts have hadtheir impact and all-in-all the mostchallenging part is to find the mo-ney to replace what has been taken– if the train was running then wewould have some disposable cashto ploughback, butwehavenot andhence we are relying on donationsand/or sponsorships,” Skuy said.
The Apple Express is not exclu-sive to tourist groups, and will beavailable to the general public,which is why the decision was madeto keep the fares a lot lower thanother heritage steam train opera-tors. Skuy said that prices will mostlikely remain as they were in De-cember 2010, at R160 per adult andR100 per child aged 3-10.
The booking venue, full runningschedule with destinations and in-formationwill be published closer tothe time.

HERITAGE Day was extra special forMakukhanye Primary this year as formerand current learners, parents, educatorsand principals gathered in Jeffreys Bay tocelebrate the school’s 50th anniversary.
While bad weather forced the celebrations tobe moved from the school grounds to the New-ton Hall, the rain could not dampen the spiritof the occasion. Singing, dancing, multimediadisplays and fond reminiscences warmed thehearts of all in attendance.
In his welcoming address Kouga ExecutiveMayor Booi Koerat thanked everyone who hadcontributed to the school’s growth over the past50 years and said he was confident thatMakukhanye would go from strength tostrength.
He recalled his own history with the school,which stretches back to 1969 when he startedteaching at nearby Pellsrus Primary.
Makukhanye principal Zanuxolo Kama saidthe school was established in 1962 to cater forthe childrenof labourers anddomesticworkers.It was then simply called the “Jeffreys BayBlack Community School” and had only oneteacher, who was also the principal, and 54learners.
It was later named “Makukhanye”, whichmeans “let therebe light”while the school sloganbecame “Sisebenzisana Sophumelela”, whichmeans “working together, we will succeed”.
Today Makukhanye has 815 learners and astaff component 22 educators, one admin clerk
and two Grade R practitioners.Soccer and netball are offered to learners as
part of the educators’ commitment to offeringawell-balanced education. The school is furtherknown for its excellent choirs of all ages.
One of the major challenges that faces theschool is poverty, with the majority of learnerscoming from single-parent families strugglingto make a living. In an effort to fight hungeramongst its learners, a vegetable garden wasstarted.
The principal said that educators were work-ing tirelessly to improve the facilities at theschool to ensure learners receive a quality edu-cation.
“There is a famous quote that we subscribeto – ‘It is easier to build strong children thanto repair broken men’.”
The school’swish list includes a library, labo-ratory and storeroom.
“We further need an additional four class-rooms to accommodate our growing numberswhile a lack of security doors for our classesmake us vulnerable to break-ins,” he said.
He said they would also like to create properplaying grounds for pupils and to pave the dustyschool grounds.
“It becomes incredibly muddy on rainy days,as we experienced on Heritage Day when wehad to relocate our anniversary event.”

INGREDIENTS.6 large naartjies [tangerines, clementines].1 cup (250 ml) light brown sugar.2 Tbsp (30 ml) golden syrup [corn syrup].1 Tbsp (15 ml) lemon juice.1 Tbsp (15 ml) water
METHODE1. Peel the naartjies and divide them into seg-ments very carefully, making sure not to punc-ture their skins.2.Spread the segments on a large plate andplace, uncovered, in the fridge overnight.3. Push a slim wooden kebab stick into the endof each segment.4.Gently heat the caramel ingredients inheavysaucepan, stirring now and then until the su-gar has dissolved. Bring to the boil and cookbriskly, without stirring, until the caramelreaches 155°C . If you don’t have a sugar ther-mometer, place a droplet of the caramel intoiced water: it should snap cleanly in half. Re-move the caramel from the heat.5. Dip five-sixths of each segment into the cara-mel, avoiding the hole where the stick haspunctured the flesh.6. Lean the sticksupagainst aplate orupturnedbox, and allow to dry. If the caramel becomestoo thick during the dipping process, gentlywarm it over a low flame.7. Serve within 30minutes.
REMEMBERCaramel is always tricky, and it doesn’t likemoisture, so there are three important pointsto bear in mind when making these. First, thefruit segments must be dried out overnight,which will allow excess surface moisture toevaporate, and make the skin slightly papery.Second, the segments must be dipped to onlyfive-sixths of their length, so that the caramelcomes nowhere close to the hole where the ke-bab stick has been pushed in. Finally, please

WHAT started as a desire to roothimself along a coastline andlive out his hobby on a daily ba-sis, turned into several success-ful business ventures - all whileenjoying the magnificent wavesand endless wind Jeffreys Bayhas to offer.
This is Ralph Hertweck whomoved to Jeffreys Bay 20 years agoin search of the perfect wave and afamily orientated lifestyle.
Ralph - who is originally fromGermany - started his professionalcareer as a composite technicianfor Porsche and Mercedes in Ger-many, building racing cars and ra-cing trucks for world class racessuch as the Lemans in France. Heeven built carbon fiber compositeaeroplane parts for Dornier Aero-planes in France.
Besides this, he had his own com-posite company where he producedsuper lightweight custom windsurfing and ice-sailing boards ashis hobby.
It was this hobby and his longingfor a warmer and more balancedlifestyle that led him to the sunnyshores of Jeffreys Bay.
Tired of the long cold winters in
Germany and constantly being onthe road for his work, he decided topack his bag and set off south - ar-riving in Port Elizabeth with onlyhis back pack, a sleeping bag and a2-men’s tent.
“The first thing I bought was aToyota station wagon, which be-came my transport as well as myhouse for several weeks,” saidRalph.
Looking for the perfect place tosettle down, Ralph took the roadfrom Port Elizabeth to Cape Town,with his first stop in Jeffreys Bay.The endless KitchenWidowswaveswith perfect side-shore windsurf-ing conditions together with thepeople hemet, left a serious impres-sion.
Not wanting to make any deci-sion just yet, he continued with hisjourney to Cape Town, only to re-turn to Jeffreys Bay andmake it hishometown.
Ralph and his wife’s, Claudia,first business venture to see thelight was “AutoTech Panelbeaters”in 1992. Not only did Ralph start hisown business, but he was also thefirst person tobring technology, notpreviously known in the area, toJeffreys Bay. This included a downdraft spray booth, chassis straight-ening equipment and a compute-rised paint mixing machine set to
European standards.AutoTech expanded over the fol-
lowing three years, after which hesold it to the current owner to pur-sue his composite career and windsurfing hobby.
Ralph started his next company“IEST” (Integrated Epoxy Sand-wich Technology) in which he ma-nufactured and exported superlightweight custom composite surf-boards for the major brands suchas Rusty, Local Motion, Ricky Car-rol and local brands such as GlenD’Arcy and Da Cruze.
During this time he also manu-factured aeroplanes (28 meterwingspanmotor gliders) aswell asluxurious and extreme off-roadmotorhomes for Schroeder Mo-torhomes.
With the arrival of the latest ex-treme sport from the US, helaunched his brand ExeleratorKiteboards and added kitesurf-ing to his list of hobbies.
Ralph’s boards became so widelyknown that one of the world’s lead-ing kite surfing companies (Flexi-foi)l approached him for his exper-tise.
Not a person to let anopportunityslip through his fingers, he relocat-ed his composite factory to CapeTown in 2004 where he expanded toproduce next to his own brand theFlexifoil Kiteboards. Both brandsare still in existence today.

Dié ‘kind’ van Mari Gerber isonder die tien finaliste van regoorSuid-Afrika in die Hills Troeteldier-verslanker van die Jaar-kompetisie.Sy is die enigste finalis van die Oos-Kaap.
Dié vierpoot het die skaal Oktoberverlede jaar op 11.5kg getrek. Sy hetintussen meer as 4.8kg daarvan af-geskud.
“Ouvrou het so ’n hartseer verlededat ons haar net wou bederf en vetvoer,” het Gerber vertel.
“My man het ’n baie verwaar-loosde, vuil en erg uitgeteerde Ou-vroumet ’n draad omhaarnek, 8 jaarterug op die hoofweg naby Middel-burg opgetel. Sy was so verskrik dathy haar met ’n stukkie droëwors nasy motor moes lok.
“Alhoewel sy net meer as ’n jaaroud was, het sy soos ’n regte ouvrougelyk toe ons haar gekry het,
vandaar haar naam Ouvrou. Sy hetdadelik diep in ons harte gekruip enons kon dit net nie oor ons harte kryom vir haar nee te sê wanneer dit by’n peuselhappie kom nie.”
Volgens Gerber het hulle verledejaar na Jeffreysbaai verhuis en hetkort na hul aankoms hier met Ou-vrou op die strand gaan stap.
“Ons het nog nie ver geloop nie toesy na haar asem begin hyg en haartong skoon blou geword het soos sygesukkel het om asem te haal,” hetGerber vertel.
“Ek het gedink sy kry ’n hartaan-val en het dadelik na die veearts ge-jaag. Groot was ons skok toe onsmoeshoordatOuvrouniebesig is om’n hartaanval te kry nie, maar dat sysukkel om asem te haal omdat syoorgewig is.
“Dit was die keerpunt en ek hetOuvrou ingeskryf vir die Hills-gewigsverliesprogram.”
Volgens Gerber was dit nie net ’nmoeilike tyd vir Ouvrou nie, maarook vir die hele gesin. “Ek wou malesonder tal tou opgegee het en haarmet ’n lekker peuselhappie bederfhet, maar ek het deurgedruk en isnou glad nie spyt nie.
“Ouvrou kon voorheen glad nie opdie bed spring of die trappe uitklimnie. Nou is sy die ene lewenslus enis die eerste een om die trappe uit tehardloop en bo vir ons te wag. Sy
word ook nie meer moeg nie en noukan ons lekker op die strand gaanloop.”

Wanting to grow even more,Ralph and Claudia started the“Bretzinger Bakery” in LootsparkCrescent in Jeffreys Bay. They de-veloped over 30 different lines ofspeciality breads of which 12 con-tain sprouts and their products canbe found at all major retailersacross the Eastern Cape.
But things did not end there. InFebruary 2012, Ralph opened hisown Trademark fast food outlet
“Kenny’s Fried Chicken” in DaGama Road in Jeffreys Bay.
“Only three weeks after weopened our doors, we were ap-proached to sell a franchise to Men-tors Kraal. Five weeks later itopened the doors to the public. OnSeptember 12, we opened our sec-ond franchise in Kempston Road,Port Elizabeth.”

With his IEST Technology hecombined cutting-edge perfor-mance with new levels of ease andcontrol, to make his boards veryversatile so that they can be used aslight-wind cruisers or extremewave-riding machines. By utilisinghis knowledge and experience fromworking at Mercedes Benz and Por-sche in Germany on the aeronau-tics and high-tech body construc-tion side of things, Ralph developedaproduct that is very robust andyetincredibly lightweight.
While developing boards forFlexifoil, Ralph designed the AaronHadlow Pro Model board, whichsaw him beating the world cham-pion kiteboarder after only twoyears in the industry- crowninghim the youngest world champion.
A passion for healthy food ledhim to his next successful busi-
ness venture.What started as ahob-by to supply healthy food to his fa-mily, turned into a full-time job andsaw Ralph and his family return toJeffreys Bay where they startedtheir “Sproutman” Company.
They are now supplying 16 differ-ent Sprouts and Microgreen pro-ducts to major retailers such asPick ’n Pay, Spar, Checkers and allFruit and Veg City outlets in theEastern Cape. They also haveSproutman Franchises in Gauteng,Natal and the Western Cape.
Sproutman recently scored 98%in the Pick’n Pay food safety rating.“This is one of the highest scoresever achieved in third party foodsafety audits,” said Ralph.
Sproutmanwas also awarded theMost Progressive Supplier of theYear award by Pick ’n Pay.

extended baseball terminologywhich will soon be heard in Des-patch during the South AfricanMasters Baseball Association’s(SAMBA) 20th inter-provincialbaseball tournament.
The South African Masters Base-ball Challenge will be held at Des-patch Rugby Club from October 9 -13withEPMastersBaseballAssoci-
ation as the hosts. This will be thefirst time in the history of Despatchthat abaseball national tournamentis being hosted in town.
Terrence Gouws, spokesman forthe SAMBA tournament, said: “Weare excited in hosting the tourna-ment. Baseball is growing rapidlyin this province and hosting a tour-nament of thismagnitudewill do uswell in developing the sport.
“We invite the public to feel freeand pop-in to experience some ex-cellent baseballers in action. En-trance is free of charge,” saidGouws.
The first baseball tournament on
South African soil was held in Pre-toria during 1993 and the first evertournament in the Eastern Capewas held in Uitenhage during Sep-tember 1996.
“This will be the second tourna-ment to be hosted by EP Masterswho won the 1998 SAMBA tourna-ment in Centurion and the 1999tournament held in Durban,” saidGouws.
The EP Social side won the Mas-ters section for three consecutiveyearsnamely 2009, 2010 and2011.EPJunior Masters won their divisionat the SAMBA tournament of 2006in George and was the runners-up
during 2011 in Gauteng.The first game of each day of the
forthcomingSouthAfricanMastersBaseball Challenge will start at8.30am and the duration normallyis an hour and 45 minutes. Niteballgames will commence at 7pm. A to-tal of 62 gameswill be played duringthe tournament and competitorswill be from nine provinces acrossSouthAfrica. The final gamewill beplayed on Saturday, October 13 at9.30am and will be followed by aprize-giving.
The participating teams in the in-ter-provincial baseball tournamentinclude: Western Province, Kwazu-
lu-Natal, Eastern Gauteng, North-ern Gauteng, South Western Gau-teng and the hosts, Eastern Pro-vince. There will be three sectionsof participation namely, an Elitesection, Social and Vets with Ju-niors playing Niteball.
Entrance is free to the live actionon three baseball diamonds andthere will be a variety of food stalls,a beer tent and live entertainmentwill be the order of the day on themain field.

freys Bay nextmonth to competefor prestigious team and indivi-dual national titles in the annualHurley SA Junior Champs.
Scheduled for October 3 - 7, thispremier Surfing SouthAfrica (SSA)event features the best 17-and-un-der surfers selected by their respec-tive provincial associations andwill be staged at the high perform-
ance surf break known as The Pointfor the first time in its 16 year histo-ry.
“Junior surfing is what drivesthe future of South Africa’s nextcrop of great surfers and the dreamof adding to the pool ofWorldCham-pion from our shores,” says Jevonle Roux, MD of Hurley SA. “Hurleyis proud to be associated with Surf-ing South Africa’s Junior champsas the kids are an inspiration to us.We look forward to them showingup and blowing up at J-Bay in Oc-

team champions Western Provinceand hosts Eastern Province will bejoined by squads fromKZNCentral,Southern KZN, Border, Boland, Zu-luland, Southern Cape and the SADevelopment Academy in theirquest to secure the Freedom Cupand SA titles in Under 17, u.15 andu.13 categories for boys and girls.

team victory in Durban last year.Eastern Province surfers, inclu-
ding 2011 finalistsTahraUhren,KaiWoolf, MattMcGillivray (u.15 boys)and Jose Faulkner (u13 boys), willbenefit from hometown advantageat JeffreysBay, but face strong chal-lenges from the defending cham-pions and the likes of McGillivray’sSA national teammates BenjiBrand and Max Armstrong (bothWP), Steffen Burrows (Boland),Nicole Pallet (KZNC) and ChanelleBotha (SKZN).
In addition to the national titlesat stake, winners will also becrowned for the Citroën Surfer ofthe Contest, All Aboard TravelHighest Heat Score, Zigzag BlowingUp Award, the Red Bull AirShowand the Skullcandy Best Team Tro-phy, which is awarded to the pro-vincial team that displays the bestteam spirit throughout the event.

AVID paddlers can once again takeour their canoes, dust off their paddlesand set off to the St Francis Canalswhere they can enjoy a day on the wa-ter with the St Francis Bay PaddlingClub.
Since being established in June2011, theStFrancisBayPaddlingClubcomes together every Wednesday af-ternoon at 5.30pm at the canal har-bour and anybody interested in thesport iswelcome to join them,withoutany obligation to join the Club.
The St Francis Bay Paddling Club
will assist beginners with equipmentto use in order to establish what willsuit them best.
“Beginners and all ages are wel-come. We have paddlers from teena-gers to youngsters in their 60s - someof them are the fastest in their agegroup in South Africa,” said RichardArderne from the St Francis Bay Pad-dling Club.
“We have paddlers of all speeds, sonobody needs to worry about gettingleft behind. We furthermore have ex-perienced paddlers who can assist
novices.”Paddlers have the choice of pad-
dling 3km, 5km or 10km and there isalways a time keeper, so paddlers cansee how their fitness is improving asthe weeks go by.
According to Arderne, the canalsare very protected and they paddle inany weather.
The St Francis Bay Paddling Clubis affiliated to Paddling South Africa.Membership is R200 per year.
