Lodging fee increase ‘unfair’BY TARA McGRATH
A SPECIALIST legal firm is set to help some ofthe state’s most vulnerable people fight movesby the state government to increase their lodg-ing fees by 50 per cent.
Villamanta Disability Rights Legal Servicewill represent at least 35 disabled people at theVictorian Civil and Administrative Tribunal,as they attempt to overturn a state governmentplan to take 75 per cent of a person’s disabilitypension to pay for boarding and lodging costsin residential units.
Solicitor Viv Avery said the steep increase —announced last month by the Department ofHuman Services — was difficult to under-stand.
‘‘To increase their rent in our view is unfairand unconscionable. These are people who
might have to buy incontinence pants, pay forday placement in the community, pay for amotorised vehicle to get around and any main-tenance on that, and buy food and furniture,’’Mr Avery said.
The Weekly reported last week about PattiBradbury’s concerns over the quality of life herWantirna-based son Simon would endure ifforced to hand over more of his pension.
Ms Bradbury said the extra costs meantSimon would have to cut down on social activ-ities, which could incite violent behaviourfrom him.
Mr Avery hopes more families and advoc-ates of disabled people will come forward tounite in an effort to fight the fee hike.
He is worried that many people may think itis too late because the DHS letter statedaffected residents had only 28 days to appeal
the decision at the VCAT. ‘‘The first client onlycontacted me two to three days prior to the28-day expiration,’’ Mr Avery said.
However, the disputes tribunal has extendedthat time period, allowing Villamanta toappeal for more concerned relatives andadvocates to come forward.
But Mr Avery admitted it would be tough toavoid the increases forever, saying the stategovernment would likely find another way toget the money.
‘‘It does sound like a grab for money,’’ hesaid. ‘‘They are attacking an extremely smallproportion of society, which means it is not asignificant amount of money, but these areextremely vulnerable people.’’

Council. Knox Club staff Eric Moore, Basim Aljabary and Andrew Jensen presented the cheque to the
Cancer Council’s Rachel Geddes. The money was raised during a golf tournament at the Dorset Golf Club in
Croydon. The Knox Club have been long-time supporters of the Cancer Council raising more than $150,000
over the years.

Cool response on warm-water poolMy 92-year-old mother and I are regular users ofthe Knox leisure pool. We are generally happy withit but recently areas of concern have become appar-ent. Firstly a giant skylight above the 50-metre poolwas blown from its frame, indicating that these fra-mes should be serviced regularly.
The danger to the public is life-threatening.Secondly, the disabled need a small road andseparate entrance reopened to the rear of the centreso that they can be close to the hydro therapy poolwithout having to use the long ramp, which forsome is very difficult and dangerous.

IT is the end of an era, but Tom Schouten will notview the passing of 35-millimetre film with anynostalgia.
The owner of Boronia’s Metro Cinemas hasjust finished equipping his four cinemas with newdigital technology, ending the days of projectorsand projectionists.
From the end of this year, Hollywood produc-tion houses will no longer make movies on film;they are making the final switch to digital.
Like many other industries, advances in tech-nology are forcing change on how cinemas oper-ate. While many look upon those earlier yearswith fondness, Mr Schouten is determined tolook forward.
‘‘You get over using the film stock. I used tohave to carry it up and down the cinemas, and itwasn’t light. Then you walk through the foyerand you would be bumped by kids and drop it.Plus, if it got scratched it could never be repaired— with digital the last session is as good as thefirst,’’ he said.
Mr Schouten said the transition to digital wascostly because it involved rebuilding screens,improving the sound system and buying a newprocessor.
‘‘We’ve got no money behind us, we joke thatthis is the children’s inheritance,’’ he said.However, he praised the support of surroundingindependent cinema owners who helped buildthe cinemas.
Film expert Paul Harris, perhaps best knownfor hosting Film Buff’s Forecast on RRR for 30years, said the cost of digital threatened manyrural cinemas.
The Dugong cinema — home of the DugongFilm Festival — was recently put up for sale forthat reason, he said.
‘‘But once it has gone digital, they are set forlife you would presume,’’ Mr Harris said. ‘‘With35mm film it has to be serviced, it can breakdown — there is a huge cost involved. I am prettykeen to see what the cost savings will be.’’
However, Mr Harris said the reliability andlongevity of digital movies were still yet to betested.
The four projectionists who used to work atthe Boronia cinema would now work in otherareas of the business, Mr Schouten said.
He believes digital represents a better experi-ence for the audience. ‘‘There is no scratching,and the colour of light on the screens is phenom-enal.’’
Digital also means flexibility: popular films
can be shown simultaneously in multiple cine-mas. Mr Harris predicts digital will open thedoor to more opportunities for consumers andoperators. ‘‘There could be big changes. Theymight not just show first-run movies, but stageshows, opera, ballet or sporting events on screen.And people might even hire them for privatescreenings — the technology exists now,’’ he said.

IT takes strength to leave an abusive partnerand the safety of home, even more so to go thepolice and potentially face their abuser incourt.
For many migrant women, add to that bur-den the possibility of being shunned by one’sown community, a women’s support groupsays.
New arrivals, especially those from Africa,Asia and the Middle East, are uncomfortablereporting violent incidents to police, and inmany cases, do not realise that what is hap-pening to them is illegal, says Namrata Mund-kur, Melbourne co-ordinator of the ShaktiMigrant and Refugees Women’s SupportGroup.
The Rowville-based group was establishedto help change those attitudes and percep-tions.
Issues of concern include marital rape,dowry abuse, forced marriages and familyviolence. Ms Mundkur said such culturalpractices were so common among some newlyarrived communities that many women wereunaware that they were illegal in Westerncountries. Abuse was not always confined to
partners, but could come from close relatives.‘‘When they [migrants] first come here, a lot
of them are isolated, they don’t have any con-tact with the outside world, and they are mar-
ginalised within their own communities,’’ MsMundkur said. ‘‘They are not aware of theservices available and the illegal nature ofwhat is happening to them.
‘‘The in-laws, the extended family — backhome, marriage is not just between a man anda woman, but families and sometimes evencommunities,’’ she said.
‘‘These women need a new network, a newcommunity because most of the people theyused to know are involved in the old tradition.The support groups are needed so they don’tfeel forced back into those situations.’’
The group also lobbies the state and federalgovernments on issues affecting the clients,primarily forced marriage.
It was recently involved in a round-tablediscussion about how arranged marriages area form of slavery, which contributed to thehuman trafficking trade.

Casting at the Righton Theatre Companyis a novel process. This is a theatre com-pany with a long-held tradition of roles
created for the actors, rather than the actorsauditioning for a role.
It begins with the belief that the stage is foranyone: they just need the right vehicle toshow their stuff.
The company — which rehearses weeklyat Boronia — is all about inclusiveness, vice-president Trevor Martin says.
‘‘Because we write our own shows, we cancreate a part based on the person’s ability.We’ve had people with Down syndrome,people with special needs, children asyoung as two and and our oldest was 86,’’Mr Martin said.
‘‘Our philosophy is that anyone canperform on stage.’’
Mr Martin has belonged to the theatretroupe since it began 42 years ago as a smallchoir based at the Bayswater Church ofChrist.
Since then, its many incarnations include atravelling theatre show performing original
pantomimes before settling as a theatrecompany based at the Knox Community ArtsCentre.
Director Marsh Darlow has been at thehelm of the group since it began, and stillwrites each original musical comedy thegroup performs.

Nobbling Nobbly Nuts in Bayswater fromSaturday, June 29.
‘‘Marsh wanted a Melbourne-basedmusical. And what’s more Melbourne thanthe Melbourne Cup?’’ Mr Martin said.
The story is set in the 1930s and tells thetale of a wealthy family whose racehorseNobbly Nuts is competing in the MelbourneCup.
It involves some shady characters,romance and plenty of great music,Mr Martin promised.
During the show, the audience is treated toa three-course meal — like a Sunday roast,Mr Martin says — and money raised fromshows supports the Humanitarian Servicesfor Children of Vietnam.

truer than with the Forester XT, Subaru’s newhigh-performance mid-size SUV.
A best-seller since pioneering the high-performance SUV class in 1997, the latest For-ester XT shows off an array of new features,technology and styling to stir Forester fans newand old.
New engine and transmission technology fromSubaru manufacturer Fuji Heavy Industries hasshifted the Forester performance up into what isalmost a segment of its own.
The 2.0-litre horizontally opposed Boxermotor makes use of direct petrol injection topump out 177 kW of power at 5600 rpm and350 Nm of torque between 2400 and 3600 rpm,a 4.7 per cent power gain and 9.4 torque increaseover its predecessor.
This is accompanied by a 19 per cent gain infuel efficiency and 20.6 per cent improvement inemissions. Towing ability has also gone up by
12.5 per cent to 1800 kg for a trailer with brakes.On the outside, the Forester XT has gone from
an amenable compact all-wheel-drive wagon 16years ago to a mid-size SUV with substantialstreet presence from its bulked-up body.
Not that aerodynamics have suffered, withefficiency improved by 11 per cent.
The rush from zero to 100km/h can be done inan impressive 7.5 seconds.
All Forester XTs are fitted with SubaruIntelligent-Drive which serves up engine andautomatic transmission characteristics to suitvarious driving styles, preferences and condi-tions.
Cabin storage is plentiful and versatile, as isthe easily accessed rear cargo area which can take422 litres of gear with rear seat back up and 1457litres with it folded.
Forester 2.0 XT also includes reversing cam-era, electric sunroof, dual zone airconditioning,multifunction display, 18-inch alloy wheels andsilver roof rails, and is priced from $43,490 pluson-road costs.

‘Silly’ boast puts runner on spotBY ROY WARD
EAST Ringwood runner Mick Cross-ley, pictured, was having a bit of laughwhen he wrote on his Run Melbourneentry form that he aimed to run subfour-minute kilometres in the five-kilometre, 10km and half marathondistances of the race.
But as the July 21 event quicklyapproaches the 26-year-old is startingto take the goal a little more seriouslyafter organisers publicised his inten-tion.
‘‘It was a silly thing I wrote down onmy entry form. Now I’m going to haveto keep my word to it,’’ Crossley said.
Crossley said running sub-four-minute kilometres was something hehad done before in training, but tofind the speed to do so at intervals dur-ing a half marathon would be a majorchallenge.
‘‘I thought that if you did it underfour minutes in shorter distances thenyou should be be able to do it in allfour distances.
‘‘I’ll give it a go and then get a littlewater and have a chat with those run-ning around me before getting ontothe next one.
‘‘I’ll certainly have to pace myself.Usually you see a few runners youknow up the front, so I can’t lose faceand go too slow. Hopefully my legswill keep going.’’
But with Crossley also dabbling intriathlons, obstacle course racing andsome martial arts along with runninghis own business, he hasn’t been ableto get too much training for the event.
‘‘The distances don’t look that farbut they are hard races still.
‘‘I’m not sure what I have got myselfinto. It’s coming up quickly and Ihaven’t had time to train much.’’
Crossley said he enjoyed trail run-ning and cross-country races com-pared to straight road races but in theend it was all different ways to keepactive.
‘‘Training can be a little boring, soit’s nice to get the chance to run out inthe open with everyone.’’
New FFV chiefFOOTBALL Federation Victoria willenter the new financial year with anew chief executive.
The FFV last week announced it hadappointed Mitchell Murphy to leadthe federation. Murphy has more than15 years’ experience in senior mediamanagement roles in Australia andNew Zealand and has worked closelywith elite sport including soccer.
He has also studied business man-agement and is a former general man-ager of Fairfax New Zealand. Murphysaid he looked forward to taking onthe role.
“I have been passionate about foot-ball for a long time and as the father ofa son who has played junior footballfor the past five years, I understand theissues for parents and grassroots parti-cipants,” he said.
“I am excited to be joining FFV at atime when football is on the rise, witha record A-League season.
‘‘With the leadership David Gallopand the FFA are providing and theanticipation of the AFC Asian Cup in2015, I believe we can further growthe game in Victoria.’’
