We entered 2016 in a state of uncertainty with the oil and gas sector continuing to exhibit buoyancy with its lows and highs. The downward trend in crude oil price was checked around mid year, and the up trend

continued with the doubling of price by the end of the year from its February 2016 level. OPEC and non-OPEC members joined together to bring about some discipline in production by agreeing to cut their barrel count. We think that the ability of US shale operators to quickly bring back and increase their oil production is likely to im-pact price trends in the future. As we enter 2017, a sense of cautious optimism has enveloped the LNG industry. It is expected that most of the current Australian LNG projects under construction will start delivering LNG this year, and the glut in the mar-ket may continue for some more time. However, the silver lining is the emerging markets in Chile, Pakistan, Finland, Middle East and potential markets in Bangladesh, Philippines, South Africa, Ivory Coast, Bahrain. Growth in CNG-Stations/Vehicles

CNG Sales (million tonnes)

CNG sales have seen a steady increase, growing about

32% since 2011. The growth in number of CNG stations

and vehicles between March 2009 and September

2016 has been 158% and 332% respectively. PNGRB’s

thrust towards developing new CGDs remains focused

with increasing number of GAs.

PNG Connections

Petrol and diesel retail price is certainly

going up faster than CNG- that is good for

the CNG sector. As we go to press, the petrol

and diesel price have again been increased.

Addition to domestic PNG connections has

been slow but is expected to pick up with

new GAs/CGDs being commissioned.

CITy GAS DISTRIBUTION & CNG

• Government to increase the share of natural gas in energy mix from 6.5% to 15% by 2030, Gas4India initiative followed.

• Government approved new Hydrocarbon and Exploration Licensing

Policy (HELP) and same was notified on 30th March 2016.

• Government approved policy for auctioning of 67 discovered small fields of ONGC/OIL through international competitive bidding.

• Ola Cabs announced plans to invest Rs 200 crore to further enable CNG vehicle adoption in Delhi-NCR.

• PNGRB put off bidding for retail CNG licence in 11 cities including Bhubaneshwar in Odisha, Jaipur and Udaipur in

Rajasthan, Jabalpur and Bhopal in Madhya Pradesh, Visakhapatnam in Andhra Pradesh, Solapur in Maharashtra, Davanagari in Karnataka, Coimbatore and Chennai in Tamil Nadu and Guwahati in Assam. These are among 20 cities named for the $7.5 billion smart city makeover.

• MOU between Inland Waterways Authority of India (IWAI) and Petronet LNG for providing LNG based transport on National Waterways. IWAI and Petronet LNG asked to plan and coordinate their work plans in a manner such that LNG Barges could commence navigation on NW1 by December 2018.

• CNGVA applauds new Federal funding commitments for Alt-Fuel infrastructure and innovation.

• Luxfer Gas Cylinders launched its second generation of G-Stor™ Go Type 4 carbon composite cylinders for alternative fuel (AF) containment.

• A new report from Navigant Research has found that the total number of natural gas refueling stations, including CNG and LNG, is expected to reach almost 39,300 locations globally by 2026. Number of natural gas fuelling stations will rise 41% by 2025. Natural gas vehicles (NGVs) are expected to take a leap over the coming years with the total sales of NGVs set to reach more than 35 million from 2015 to 2025.

• Under the auspices of Italy’s Ministry of Environment, ICBI 2016, (Iniziativa Carburanti a Basso Impatto), this scheme has EUR 1.8 million (USD 2.05m) to support CNG and LPG conversions by individuals and companies domiciled in the 674 participating boroughs.

• Weights and Measures adopts diesel gallon equivalent for CNG - NACS (for Convenience and Fuel Retailing)-backed amendment has been adopted that would allow fuel retailers to advertise and sell CNG in diesel gallon equivalents (DGEs)—defined as 6.384 pounds or 2.894 kilograms of CNG.

• Qatargas Operating Company Limited (Qatargas) reports that it has together with the Maersk Group and Shell signed a Memorandum of Understanding (MOU) to explore the development of LNG as a marine fuel in the Middle East region.

• Energy station featuring CNG and LNG opens in France - Air Liquide has launched on 21 June the first clean multi-energy station dedicated to road freight transport in France and in Europe.

• Argentina: 1000th ship-to-ship LNG transfer at Escobar terminal.

• Bremenports presents LNG-powered hopper barge in the Netherlands - The greenports I, presumably the first working vessel at a European seaport to be powered by eco-friendly LNG, will regularly carry silt dredged from the harbor basins in Bremerhaven to the disposal facility in Bremen-Seehausen.

• New alliance formed in North America to pursue opportunities arising from the growing demand for LNG as a marine fuel for all types of commercial vessels.

• First Alternative Energy hub in Belgium unites land-marine LNG fuel supply - LNG bunkering facility, and LNG filling station and a CNG filling station are the main elements of a 30-year concession agreement for the development of an Alternative Energy Hub in the Port of Antwerp.

• Russian Federal Marine and River Transport Agency (Rosmorrechflot) has authorized the request of LNG-Gorskaya LLC on investments into construction of Russia’s first LNG port in Saint-Petersburg.

• The first cargo of LNG, LNG carrier Maran Gas Apollonia entered the new Agua Clara locks on the Atlantic side of the Panama Canal carrying a cargo of LNG from the U.S. Gulf Coast to Asia. The transit marks the first natural gas cargo ever through the Panama Canal. The $5.3 billion Panama Canal expansion project was inaugurated June 26 with new locks big enough to accommodate most LNG carriers, an entirely new segment for the waterway.

• Proposals for faster, wider adoption of LNG as marine fuel in Europe – DNV GL undertakes an analysis and evaluation, identifying the remaining gaps for completing an EU-wide framework for marine LNG distribution, bunkering and use. Two key barriers to take-up LNG as ship fuel are the gaps in the legislative or regulatory framework, and the lack of harmonized standards.

• The Iberian Association of Natural Gas for Mobility, (GASNAM), Iberian association for gas- powered mobility,to start the course on “LNG as a marine fuel (basic level)” at the headquarters of Puertos del Estado in Madrid.

• LNG Masterplan for inland waterways transportation project concludes - Mid-2013, the Trans-European Network for Transport (TEN-T) Call 2012 selected the LNG Masterplan for Rhine-Main-Danube project. Thus was created a driving force for the establishment of LNG as a fuel for European inland waterways transportation.

• Europe prepares uniform regulations for Inland Waterway vessels, LNG fuel included - The technical requirements for inland waterway vessels are soon to be standardised across the whole of Europe.

• Cheap oil slows appetite for LNG as alternative shipping fuel - Low oil prices are denting the take-up of LNG as a cleaner source of energy to power ships and make serious inroads into the sector. The global shipping sector is under pressure from governments to reduce harmful emissions from vessels, including sulphur oxides (SOx), nitrogen oxides (NOx) and carbon dioxide (C02), by using cleaner fuels such as LNG rather than traditional heavy fuel oil and diesel sources.

• Excelerate Energy L.P. is fast approaching its 1000th commercial Ship-to-Ship (STS) transfer of LNG to be completed in late August.

• First North American LNG Bunkering Terminal Opens - Harvey Gulf International Marine, LLC has completed the

Internationalfirst LNG bunkering of a vessel from its newly completed LNG terminal facility, located at its Port Fourchon, Louisiana operation base.

• DNV, Shell, Rolls-Royce and MAN join for new LNG intelligence portal - DNV GL’s new LNG intelligence portal (LNGi) aims to bring stakeholders from across the LNG industry together to share market intelligence and contribute to the uptake of LNG as a ship fuel.

• International Maritime Organization cuts sulphurcap to 0.5% starting 2020 - The IMO has cut the sulphur cap for ships from the 3.5% m/m global limit currently in place, down to 0.50% m/m, effective January 1, 2020.

OTHeR TeCHNOLOGICAL DeVeLOPMeNT FOR CLeANeR eNVIRONMeNT

• World’s largest factory for hydrogen stations to be built in Denmark - H2 Logic A/S, manufacturer of hydrogen fueling stations, has entered into a contract for the purchase of a facility in Herning, Denmark for the development of a new large-scale production factory.

• Korean researchers push HCNG engine to Euro VII - Cooperation between KOGAS, KGS (Korean Gas Safety), KIMM (Korea Institute of Machinery & Materials) and Daewoo Bus has enabled scientists to develop an HCNG engine which is compliant with Euro-6 European emission regulations.

• Tenders under consideration CNG locomotive conversions - Indiana Harbor Belt Railroad Company (IHB) recently leased two SW1500 locomotives from CIT Rail to kick-start it’s locomotive conversion program to CNG

• Second pan-European deployment of hydrogen refuelling infrastructure - On June 14 the second pan-European deployment of hydrogen refuelling infrastructure was launched with passenger and commercial fuel cell vehicles.

• Hexagon Composites ASA, the manufacturer of composite Type 4 pressure vessels, and major Japanese trading company Mitsui & Co. in February 2016 entered into an investment agreement to enhance the development of Hexagon Composites’ hydrogen strategy.

• LNG engines could be stepping stone to fuel cells - In a most recent demonstration of the uptake of fuel cells, PowerCell Sweden received its first marine order for two PowerCell S3 prototype stacks this month. Swiss Hydrogen will install the fuel cells on a ship powered by photovoltaics. “Hydrogen gas will replace diesel in a marine industry that is forced to reduce its emissions, said Alexandre Closset, CEO of Swiss Hydrogen, the company that will manufacture the system and certify it for the marine environment.

• Hydrogen fueling projects under development in China - Air Products and the National Institute of Clean-and-Low-Carbon Energy (NICE) announced the signing of a Memorandum of Understanding (MOU) that outlays a collaborative effort to potentially work together on hydrogen fueling projects in China.

• Canberra will roll out first hydrogen vehicles in Australia’s history -The Australian Capital Territory Government has announced a landmark project which includes Australia’s first-ever order for hydrogen-powered cars.

• India promotes fuel cell technology - GAIL (India) and US-based Bloom Energy signed an agreement to deploy revolutionary natural gas-based fuel cell technology to generate electricity.

Ministerial meet or CNG run Two-wheeler launch in Mumbai. Gas4India has successfully acted as a force multiplier via its socio-media campaign for the launch of CNG run Two-wheelers by the Minister of Petroleum and Natural Gas Dharmendra Pradhan in Mumbai.

Gas4India is a unified cross-country, multimedia, multi-event campaign aimed at promoting the use of natural gas in the country in order to move towards a gas-based economy. The campaign includes social engagement via Twitter, Facebook, Youtube and its official blogsite, as well as hyper local, offline events to directly connect with consumers.

The Natural Gas Society (NGS), a registered society under the Societies Act, is the emerging voice of the Indian natural gas industry and has been established to catalyse the development of the industry. NGS seeks to establish itself as an industry think tank and to provide critical inputs into sectoral policy through research, collaboration and dialogue. NGS aims to encourage competitiveness of domestic gas industry.
