    2.1PurposeThepurposeofthisplanningschemeis:(a) TofurthertheObjectivesoftheResourceManagementandPlanningSystem

    andofthePlanningProcessassetoutinParts1and2ofSchedule1oftheActand

    (b) Toachievetheplanningschemeobjectivessetoutinclause3.0byregulatingorprohibitingtheuseordevelopmentoflandintheplanningschemearea.

    2.2RegionalLandUseStrategy

    2.2.1TheSouthernTasmaniaRegionalVisionAvibrant,liveableandattractiveregion,providingsustainablegrowthopportunitiesthatbuilduponouruniquenaturalandheritageassetsandadvantagesasAustraliassouthernmostregion.

    2.2.2TheSouthernTasmaniaRegionTheSouthernRegionofTasmaniaiscomprisedofthe12localgovernmentareasofBrighton,CentralHighlands,Clarence,DerwentValley,GlamorganSpringBay,Glenorchy,Hobart,HuonValley,Kingborough,Sorell,SouthernMidlandsandTasman.ItisthelargestofthethreeregionsofTasmaniainarea(38%)andpopulation(48%).

    AttheheartoftheregionisthemetropolitanareaofGreaterHobartflankingtheDerwentRiverandextendingoverallorpartofthelocalgovernmentareasofBrighton,Clarence,Glenorchy,Hobart,KingboroughandSorell.Ithasdevelopedintoapolycentriccity,withactivitycentresatClarence,GlenorchyandKingstonnowprovidingsignificantsecondaryfocitocomplimenttheHobartCBD.

    GreaterHobartisthecentreofallmajorsocialandeconomicfacilitiesfortheregionaswellasbeingthecapitalcityandadministrative&politicalcentreforTasmania.Itaccountsfornearly86%oftheregionspopulationandover90%oftheregionsemploymentopportunities.ItisthemostpopulousurbanareawithintheState.Itssocialandeconomicinteractionssignificantlyinfluencetheremainderoftheregion,itstownsandsettlements.ItisAustralias11thlargestcity,althoughitisoneoftheleastdenseandhasoneofthehighestproportionsofsingledetacheddwellings.

    TheremainderoftheregionspopulationisfocussedinsmallersettlementsacrosscoastalareasintheeastandsouthandagriculturalandhighlanddistrictstothenorthandthelowermiddleDerwentValleytothewest.ThetwolargestsettlementsoutsideGreaterHobartareHuonvilleandNewNorfolk,whicharesetintraditionalrurallandscapes.

    Theregionischaracterisedbyadiverselandscape.ThewesternhalfisvirtuallyunpopulatedanddominatedbytheTasmanianWildernessWorldHeritageArea,aruggedlandscapeofexceptionalnatural,culturalandaestheticvalue.IntensivelyfarmedlandscapespredominateonthefloorsoftheHuon,DerwentandCoalRivervalleysinthesoutheasternpartoftheregion,aswellasanumberofsmallerlocales.ExtensivedrylandfarmingdominatesthemidlandsdistricttothenorthofGreaterHobartwherethelandscapeismoreextensivelyclearedofnativevegetation.Elsewhereintheeasternhalfoftheregionthelandscapeisgenerallyamixofagricultureonlowergroundwithridgelinesandhilltopsgenerallyretainingnativevegetation.Thecentralhighlandslakesdistrictprovidesauniquealpinelandscapeandaworldclasswildtroutrecreationalfishery.

    ThenaturalsettingofGreaterHobartissignificant.ItisnestledbetweenmountainrangeswithanaturaltreedskylineandfoothillsformingthebackdroptotheCity.TheRiverDerwentdissectsGreaterHobartwithlargeareasofnaturalvegetationandalmostcontinuouspublicaccessalongtheforeshore.

    Theregionhasarelativelylowhistoricpopulationgrowthcomparedtomainlandcentreswithanaverageannualrateof0.9%from2001to2008.Thepopulationisalsoagingfasterthanthenationalaveragewhilsttheaveragehouseholdsizehadbeenfallingformanydecades,andcurrentlystandsat2.4peopleperdwelling.MigrationinterstatehaslongbeenafeatureoftheStatesdemography.

  • Theregionishometoeconomicdriversofregional,stateandnationalimportance.Thefishingindustry,inparticularaquaculture,isofnationalsignificanceandamajorwealthgeneratorfortheregion.Forestryisamajoreconomicdriverwithintheregion,andthissectoriscurrentlypassingthroughasignificantrestructuringandrepositioningexercisewhichwilllikelyresultinmoreemphasisonhighervalue/lowervolumewoodproductsgenerally.AgriculturehastraditionallyprovidedasmallereconomicreturninthesouthoftheStatecomparedtotheothertworegions,howeverthependingexpansionofirrigationareaswillprovideasignificantboosttothissectorinthenearfuture.Thetourismsectorprovidesarangeofdirectandindirectemploymentopportunitiesandcontinuestobeanimportantcontributortotheeconomy.TherearesignificantopportunitiesforfurtheringeconomicactivitywithintheSouthernOceanandAntarcticresearchandprotectionsector,capitalisingontheregionsuniquecompetitiveadvantageintermsofgeographicposition.

    2.2.3TheSouthernTasmaniaRegionalLandUseStrategyTheSouthernTasmaniaRegionalLandUseStrategy20102035(theStrategy)isabroadpolicydocumentthatwillfacilitateandmanagechange,growthanddevelopmentwithinSouthernTasmaniawitha25yeartimehorizon.IthasbeendeclaredbytheMinisterforPlanningpursuanttoSection30CoftheLandUsePlanning&ApprovalsAct1993andthisplanningschemeisthereforerequiredtobeconsistentwithit.

    TheStrategysetsout10strategicdirectionsfortheregion:

    Adoptingamoreintegratedapproachtoplanningandinfrastructure.

    Holisticallymanagingresidentialgrowth.

    Creatinganetworkofvibrantandattractiveactivitycentres.

    Improvingoureconomicinfrastructure.

    Supportingourproductiveresources.

    TheStrategyalsorecognisesclimatechangeasasignificantchallengeandprovidesforthisasanoverarchingconsideration.TheregionalpoliciesprovidedwithintheStrategynecessarytoprogresstowardstheabovestrategicdirectionsaredetailedfurtherinClause3.0,below,andarenotrepeatedhere.

    2.2.4MunicipalSettingTheKingboroughmunicipalareaislocatedtothesouthoftheCityofHobartwithKingston,themainurbanarea,beingonly12kmfromtheHobartCBD.KingboroughalsoborderstheHuonValleymunicipalarea,whichislocatedimmediatelytothewestandsouthofKingborough.

    KingboroughisacoastalmunicipalityandhasoneofthelongeststretchesofcoastlineintheState(336kilometres).Thetotallandareaconsistsof717squarekilometres,ofwhichabouthalfistakenupbyBrunyIsland.Kingstonistheprincipalactivitycentreand,togetherwithKingstonBeach,BlackmansBayandHuntingfield,isthemainfocusforfutureresidentialandcommercialdevelopment.TheothermainresidentialsettlementsareTaroona,Margate,Snug,Kettering,Woodbridge,DennesPoint,AlonnahandAdventureBay.

    Whilemostofthepopulationresideswithinthemainurbanareas,Kingboroughisstillprimarilyaruralmunicipality.ThemostdominantnaturalfeatureistheDEntrecasteauxChannel.Beyondthecoastalstripthelandrisestogentlyrollinghillswithforestedskylines.MostofthelandwithinKingboroughislocatedwithinonlyafewkilometresofthecoast.Localcommunitiesfeelverystronglyabouttheneedtoprotecttheexistingcharacteroflocalareasand,moregenerally,thenaturalvaluesandattributesofthewholeKingboroughmunicipalarea.

  • Kingboroughcontainssomeveryimportantenvironmentalvaluesthatrequireprotectionthroughthedevelopmentcontrolprocess.Rareandthreatenedfloraandfaunaoccurthroughoutthemunicipalityandcriticalhabitatmustbeprotectedforthebenefitofsuchspeciesasthefortyspottedpardaloteandtheswiftparrot.BrunyIslandisrenownedforitsnaturalattractions.

    Thecurrentresidentpopulation(asat2012)isabout35,500.Kingboroughspopulationcontinuestogrowatasubstantialrate(about2%eachyear).Duringmostrecentyears,KingboroughspopulationhasgrownbythelargestnumericalamountcomparedtoallothermunicipalareasinTasmania.Kingboroughhasanagingpopulationinbothnumericalandproportionalterms.Kingboroughsmedianage40years,isthesameastheStateaverage.Kingboroughhasahighcommuterpopulationithas14%ofthepopulationinSouthernTasmaniabutonlyhas7.2%ofthejobs.Ithasamongstthehighestnumberofbuildingapprovalsintheregion.About90%oftheKingboroughpopulationresidesnorthofOysterBay.

    ThepopulationgrowthforKingboroughisessentiallybeingdrivenbymigrationintothemunicipality,whichismotivatedbybothpersonalchoice(basedontheareasnaturalattractions)andeconomicfactors(suchastheavailabilityofsuitableresidentiallandandhousing).Kingboroughoffersopportunitiesfornewresidents(includingseachangers,newfamiliesandretirees)toliveinanareawithinrelativelyeasycommutingdistancetoHobart.Thisconvenience,togetherwithincreasingretail,serviceandeducationalopportunitiesandpleasanturbanandruralsurroundings,isastrongattraction.

    FuturedevelopmentwithinKingboroughshouldbestmeettheneedsandexpectationofthelocalcommunity.Inordertodothisitisexpectedthat:

    theamenityandcharacterofexistingsettlementswillbeprotectedandenhancedwhereverpossible

    compacturbancentresaretobefavouredovercontinuedoutwardurbanexpansioninordertoprotectruralandcoastallandscapes

    thelocalareasnaturalvalues,agriculturalpotentialandculturalassetswillbeprotectedfrominappropriatedevelopment

    publicinfrastructureiscapableofservicingareasthataremadeavailableforfuturedevelopment

    avarietyofhousingopportunitieswillbeprovidedforandthereistobeanappropriatebalancebetweenincreasingresidentialdensitiesandhavingadditionalhousingdevelopmentontheurbanfringe

    multiunithousingdevelopmentwillbeencouragedtolocateclosetocentralorlocalbusinessareas

    futuredevelopmentwillprovideforimprovedurbandesign,streetscapeconditions,localopenspaceandrecreationallinkages

    sustainabilitycriteriawillbereferredtowhendesigningnewresidentialandcommercialprojectsandinnovativesolutionsencouragedand

    commercialopportunitieswithineachsettlementandqualitytourisminitiativesencouragedmoregenerallywillbeencouraged.

    KingboroughintheRegionalContext

    KingboroughisasignificanturbangrowthareawithinsouthernTasmania.TheSouthernTasmaniaRegionalLandUseStrategyconfirmsthatthiswillcontinuetooccurinthatthereareanumberoflargeresidentialexpansionareasimmediatelytothesouthofKingston.KingstonitselfisdesignatedasoneofthreePrincipalActivityCentresoutsideofcentralHobart.ItisthereforeexpectedthattheKingstonareawillcontinuetobethemajorfocusforfurtherurbandevelopmentwithinthemunicipalityduringthecomingyears.MoredetailedplanningdecisionswillneedtobemadeinregardtothedesignofnewsubdivisionswithingreenfieldresidentialareasatHuntingfieldandSpringFarm,thefutureuseoftheformerKingstonHighSchoolsite,aswellasthefurtherdevelopmentoftheKingstonCBDandthecorridoralongthebypassedsectionoftheChannelHighway.

  • Thereisacleardirectiontoincreasethedensitieswithinexistingurbanareas.Thehigherdensitieswillresultinimprovedpublichealthoutcomes,encouragetheincreaseduseofpublictransportandimprovetheviabilityoflocalretailandcommunityservices.Thereisalsoanongoingneedtoupgraderoad,waterandsewerageinfrastructure.Thiswilladdressanumberofexistingshortcomingsandcaterforfurtherdevelopment.TheRegionalInfrastructureInvestmentPlanhighlightsanumberofimportantprojectsforKingboroughinthisregard.ItisenvisagedthatthisfurtherdevelopmentwillassistKingboroughinbeinglessreliantuponHobart.Increasedlocalemploymentopportunitiesandtheprovisionofimprovedcommunityfacilitiesandserviceswillreducetheneedtocommuteortravellongdistancesforessentialservices.Additionalcommercialandlightindustrialdevelopmentopportunitiesneedtobeaccommodated,aswellastheabilitytooperatebusinessesfromhome.

    TheRegionalStrategyhasalsosetthegeneraldirectionforthefuturelanduseplanningofruralareaswithinKingborough.Itisproposedthattherebelimitedopportunitiestoexpandexistingrurallivingorresidentialareas.Therewillbeopportunitiesforsomeinfillwithinexistingareas.Urbangrowthboundarieswilllimitthefurtherencroachmentintothesurroundingruralareas.Futureruraldevelopmentshouldnotadverselycompromisetheagriculturalpotentialofproductiveland.Theruraltownsandvillageshavegenerallybeendesignatedashavinglowgrowthpotential.

    (a) AsustainableandcompactnetworkofsettlementswithGreaterHobartatitscore,thatiscapableofmeetingprojecteddemand.

    (b) ResidentialgrowthforGreaterHobartismanagedonawholeofsettlementbasisandinamannerthatbalancestheneedsforgreatersustainability,housingchoiceandaffordability.

    (c) GreenfieldlandforresidentialpurposesisprovidedacrosstheGreenfieldDevelopmentPrecinctsidentifiedintheStrategy.

    (d) Densitiesareincreasedtoanaverageofatleast25dwellingsperhectare(netdensity)withinadistanceof400to800mofintegratedtransitcorridorsandPrincipalandPrimaryActivityCentres,subjecttoheritageconstraints.

    (e) Achieveresidentialinfillgrowthtargetof5%(1325dwellings).

    (f) Agreatermixofresidentialdwellingtypesacrosstheareaisencouragedwithaparticularfocusondwellingtypesthatwillprovidefordemographicchangeincludinganageingpopulation.

    (a) ConfininglandzonedforurbandevelopmenttowithintheUrbanGrowthBoundary.

    (e) thebuildingorworksarenotlocatedonprimeagriculturalland.

    ThelayingorinstallationintheRuralResourceZoneortheSignificantAgriculturalZone,ofirrigationpipes,thataredirectlyassociatedwith,andasubservientpartof,anagriculturaluse,providednopipesarelocatedwithinawetland.
