King Sejong Institute GuidelineEnacted on March 12, 2014
Chapter 1 Overview
Article 1. This guideline defines the role of the King Sejong Institute Foundation in order to effectively distribute Korean according to Article 19-2 of the Framework Act on the National Language and to designate and support institutions and lectures that educate Korean and Korean culture.
Article 2. Definition. Definitions of terms in this guideline are as follows.1. The "King Sejong Institute Foundation" is a foundation (hereinafter referred to as "the foundation") established to effectively perform distribution of Korean according to Clause 1 of Article 19-2 of the Framework Act on the National Language.
2. "King Sejong Institute" is designated and supported by the foundation to educate Korean and Korean culture according to Clause 5-1 of Article 19-2 of the Framework Act on the National Language.
3. "Nurijib of the foundation" means the homepage of King Sejong Institute.
4. "Operating Institution" is a foreign government, university or its affiliated institution, non-profit corporation or group (hereinafter referred to as "groups") which is designated by the foundation to operate the King Sejong Institute.

5. "Stand-alone institution" is a foreign group designated by the foundation to operate King Sejong Institute.
6. "Associated institution" is a domestic group (hereinafter referred to as "domestic institution") designated by the foundation as a King Sejong Institute or an overseas group (hereinafter referred to as "local institution") designated by the foundation to operate King Sejong Institute in cooperation with diplomatic offices.
Article 3. Application Area. Designation and support by the King Sejong Institute are directed by this guideline and the "King Sejong Operation Manual".
Chapter 2. Designation
Article 4. Designation. ① The foundation may designate foreign groups as King Sejong Institutes in order to educate and distribute Korean and Korean culture to foreigners who wish to learn Korean from overseas. (This includes opening courses.)② When designating King Sejong Institute, the foundation must consider the following clauses.1. The demand and possibility of proliferation of Korean and Korean culture.2. Convenience access by students in the area of King Sejong Institute.3. Systemicity and effectiveness of the institution of King Sejong Institute.4. Other expected ripple effects on designation of the King Sejong Institute.

Article 5. Application for designation. ① Stand-alone institutions will apply for designation of King Sejong Institute at the foundation.② Associated institutions will enter a business agreement with King Sejong Institute between domestic and local institutions before applying for designation of King Sejong Institute at the foundation.③ The conditions for designation on facilities and human resource of the stand-alone institutions in Clause 1 and associated institutions in Clause 2 are stated in "attachment table 1”.④ Groups that wish to be designated as King Sejong Institutes must complete the "King Sejong Institute operation application form" (form 1) and submit to the foundation with the following documents.1. Applicant's qualifying papers (corporate license, business license, etc.)2. Written business agreement between the organizations. (Associated types only.)3. Other required documents set by the foundation.
Article 6. Designation Process. ① When designating a King Sejong Institute according to Article 4, the foundation officially announces its designation plan 6 months prior to designation.② Upon submission of an "Application of King Sejong Institute Operation", the foundation examines the qualifying conditions of the institution according to Clause 4 of Article 5. In this case, the foundation may conduct an on-site survey of the qualifying conditions.③ To conduct the evaluation as in Clause 2, the foundation sets up the King Sejong Institute Designation Evaluation Committee (Hereinafter referred to as "Designation Evaluation Committee").④ The foundation notifies the designation result to the applicant and announce it on the homepage.⑤ When announcing the designation result according to Clause 4, the

foundation displays the name and location of the King Sejong Institute.⑥ The foundation issues the "King Sejong Institute Appointment Letter" (Form 2) to designated institutions.⑦ Other necessary details of the King Sejong Institute designation process not mentioned in Clauses 1 to 6 may be decided by the foundation.
Article 7. Formal Objection. ① Formal objections on the results according to Clause 1 of Article 6 can be made in 30 days of notification of a designation result.② On the formal objection according to Clause 1, the foundation requests an examination at the designation evaluation committee and notify the result to the applicant.
Article 8. Changes in Operating Institution. ① When a stand-alone institution wishes to become an associated institution or when an associated institution wishes to become a stand-alone institution, or when an associated institution wishes to associate with other local operating institutions, they must receive approval from the foundation.② The foundation must determine whether to approve a request for change under Clause 1 through review by the designation evaluation committee.
Chapter 3. Operation Support
Article 9. The responsibilities of an operator ① Operating institutions must operate King Sejong Institute according to this guideline and 'the operation manual for King Sejong Institute' following the Business Consignment Agreement (hereinafter referred to as "BCA") in King

Sejong Institute' and 'application for operating King Sejong Institute'.② In order to provide easier and enjoyable Korean and Korean culture from King Sejong Institute, the operating institution should obtain teachers selected by the foundation and open courses selected by the foundation.③ When an operating institution operates King Sejong Institute, the operating institution must systematically offer Korean cultural programs according to the cultural reciprocity to suit the regional characteristics and demand.
Article 10. Operation policy of King Sejong Institute. ① The operating institution will abide by the law of the located country, respect the local tradition and customs and must not religiously or culturally give irritation to locals nor set about missionary work.② If an operating institution is or is expected to be in difficult position of implementing the business, it should consult with the foundation and local Korean diplomatic offices to get advice.③ The operation and settlement work of King Sejong Institute are done by the operating institute by a BCA. However, for associated institutions, operation and settlement work of King Sejong Institute are done by domestic operating institutions.
Article 11. A King Sejong Institute BCA① The operating institution has to complete a BCA to the supported King Sejong Institute business with the foundation within 2 months of receiving notification of designation as the King Sejong Institute. In this case, the operating institution must send the budget plan according to Clause 4 of Article 18.② A BCA according to Clause 1 lasts 6 months for initial designation. This can be extended to 3 years unless there is a critical failure of

continuing a BCA.③ Details on a BCA according to Clause 1 are decided by the foundation.
Article 12. Submission of monthly reports. After completion of a BCA, the operating institution must prepare a monthly operating report each month and submit it to the foundation no later than the 3rd date of the following month.
Article 13. Business change and report of King Sejong Institute. ① When there are major changes in the operating duration and operating plan of the King Sejong Institute business, the operating institution must complete the 'application form for operational change in King Sejong Institute' (Form 3) that clarifies reasons and details to gain approval from the foundation.② When there are changes in operation of King Sejong Institute other than those that require an approval as in Clause 1, the operating institution must report to the foundation.
Article 14. Operation of branch of King Sejong Institute. If the number of students significantly exceed the capacity, the operating institution can set up a branch with the approval from the foundation.
Article 15. Operation Advisory Committee of King Sejong Institute. ① In order to collect various professional opinions on support of King Sejong Institute, the foundation sets up an operation advisory committee of King Sejong Institute.② The operating institution may submit opinions on support of King Sejong Institute to the operation advisory committee of King Sejong

Institute.③ Details on organization and operation of operation advisory committee of King Sejong Institute as in Clause 1 are decided by the foundation.
Article 16. Electronic processing of documents. When the operating institution is submitting documents related to the operation of King Sejong Institute including the budget plan, operation plan, result report, and account balance report, they have to process electronically on the King Sejong Institute work management system.
Article 17. Cooperation with External Institutions. ① When an operating institution enters a BCA for mutual interchange with other institutions, it must gain approval from the foundation.② When a teacher belonging to King Sejong Institute wishes to give a lecture with request from other institutions, (s)he must gain approval from the head of King Sejong Institute.
Chapter 4. Budget Management Article 18. Drawing up Budget of King Sejong Institute. ① The budget of King Sejong Institute comprises of its foundation support fund, operating the institution's self-incurred expenses (hereinafter referred to as “self-incurred expenses"), and King Sejong Institute’s share and profits.② When drawing the budget as in Clause 1, the operating institution should suggest basis of calculation.③ The budget as in Clause 1 should be written both in Korean and local currencies. In this case, the exchange rate as in the budget completion date is applied.④ When the operating institution has submitted the budget to the

foundation written as in Clause 2, the support fund is based on the amount on the budget despite changes in exchange rate. However, if the institution needs to expand or reduce the business of King Sejong Institute, it must gain approval from the foundation.
Article 19. Budget Approval Process. ① When King Sejong Institute enters a BCA according to Clause 1 of Article 9, it must gain confirmation first by applying the budget at the foundation.② The foundation will examine the calculation on the budget for the application of budget as in Clause 2, then, notify the adjustment or confirmation to the operating institution.③ King Sejong Institute must complete the implementation budget plan according to the confirmed details as in Clause 2.
Article 20. Implementation and Change of Budget. ① The support fund from the foundation can only be implemented during the business duration of King Sejong Institute. ② When an institution wishes to change the budget, it must apply for a change of budget and gain approval from the foundation. This process is required only when the change in budget exceeds 30% of budget amount between the item of expenditure.
Article 21. Calculation of Support Fund. ① The support fund from the foundation is calculated based on the inflation of the relevant country, the size of operation of King Sejong Institute and the operating performance of King Sejong Institute.② Details on the basis of calculation of support fund as in Clause 1 are decided by the foundation.

Article 22. Management of Support Fund. ① Support fund is independently managed under a separate account of the operating institution. ② In the case of Clause 1, if a bank account cannot be opened in the name of an operating institution, the institution must adjust the balance of the account to zero before receiving the fund. However, when the balance of the account has not been adjusted to zero due to unavoidable circumstances, the operating institution must gain prior approval from the foundation. ③ The transaction of labor cost from the fund is made by account transfer. However, if it has to be paid in cash for a critical reason, it must gain approval from the foundation.④ Unexecuted funds, interest profits from the fund and foreign exchange profits must be returned to the foundation. However, foreign exchange profit and interest profit from the fund can be allocated as a budget item with the business purpose of King Sejong Institute when all the funds have been spent after getting approval from the foundation.
Article 23. Settlement of Fund. ① The responsibilities to report settlement on the budget including the support fund are as follows.1. Stand-alone institutions: Operating institution2. Associated institutions: Domestic operating institution or diplomatic offices② The operating institution must submit the balance report within 15 days of completing business duration of King Sejong Institute.③ When submitting the balance report as in Clause 2, the institution must submit the evidence.④ The balance report and evidence as in Clause 2 must be stored for 5 years.

Article 24. Processing Profits such as Tuition Fees. ① In order to cover the operating costs of King Sejong Institute, the operating institution may receive tuition fees from students apart from the support fund.② Tuition fees as in Clause 1 are set up considering the learning time and curriculum. In this case, the foundation may demand adjustment if the tuition fees are too high.③ Tuition fees and other profits (hereinafter referred to as 'profits') must be managed under a separate bank account, and may be used with approval from the foundation as expenses necessary to operate King Sejong Institute. ④ An operating institution must submit documents on profit account and other related documents to the foundation.⑤ If an associated institution spends its profit, it must consult with a domestic operating institution and local institution. In this case, the expense on the profit must be reported to the foundation first.⑥ If the institution's share contributed in creation of profit, the operating institution must consult and adjust the expenditure of the profit according to the ratio of institution's share and foundation's support fund.
Chapter 5. Educational Support
Article 25. Education Course of King Sejong Institute. ① The operating institution must separate the basic educational course from the special educational course. And the basic educational course must be opened and operated.② The basic educational course as in Clause 1 is operated by opening standard Korean courses and Korean culture courses in stages based on the standard educational materials of King Sejong Korean.

③ The special educational course as in Clause 1 is operated by opening curriculum for special purposes, including business, study purpose, and Korean proficiency test. ④ King Sejong Institute may open and operate any other teaching courses upon request by institutions to ask for Korean education and Korean culture education. ⑤ The details on educational courses set in Clauses 1 to 4 are decided by the foundation.
Article 26. King Sejong Institute Korean Textbook. ① According to Clause 2 of Article 25, King Sejong Institute must use the standard textbooks for King Sejong Korean in operating standard Korean education within the basic curriculum. ② When King Sejong Institute operates its curriculum under Article 25, it may use subsidiary textbooks that include in the contents of textbooks the local culture of the country according to the principle of interculturalism.③ The foundation develops and distributes various visual and audio educational materials such as videos apart from the textbooks of King Sejong Korean and Korean culture education for each course.
Article 27. Cultural Education. ① In order to spread Korean culture from the King Sejong Institute, the operating institution must communicate with the local culture and try to make Korean culture the center of communication.② The operating institution must contribute in the globalization of Korean culture by distributing and teaching Korean culture as a King Sejong Institute.③ The operating institution must actively utilize cultural specialists and

cultural education interns dispatched from the foundation.
Article 28. Employment of Teachers, etc. ① Teachers employed by the King Sejong Institute must have the following qualifications. 1. Holders of Certificate of Korean Language Teacher(Issued by Ministry of Culture, Sports and Tourism) 2. Graduates who majored or minored in Korean language education as a foreign language 3. Those who completed a Korean language teacher education program 4. Holders of a bachelor's degree or higher in language or language education with at least 1 year experience in Korean language education② If an operating institution employs a teacher or operating staff of King Sejong Institute as in Clause 1, it must confirm the identification and report the result to the foundation.③ The foundation may provide education for increasing capabilities in Korean and Korean culture to teachers of King Sejong Institute.
Article 29. Dispatch of Teachers. ① The foundation may dispatch teachers with qualifications as in Clause 1 of Article 28 or those designated by the foundation as teachers of King Sejong Institute.② If a dispatch teacher is required as in Clause 1, the foundation may publicly recruit people. However, in this case, dispatched teachers are selected by examining documents, going through interviews and physical checkups.③ Selected dispatch teachers according to Clause 2 must complete the education set by the foundation.④ The foundation may dispatch those who completed the education as in Clause 3 and a signed Korean teacher may dispatch contracts to the institution.

⑤ In an event of deteriorated public safety or other reasons, the dispatched teachers cannot or is unauthorized to carry out educational activities, or if there is a critical reason to change a dispatch institution, the foundation may change the dispatch institution.⑥ A teacher dispatching business can be consigned to other institutions and the institutions' conditions and selection method are determined by the foundation.⑦ All the requirements of dispatching teachers other than regulations in Clauses 1 to 6 are determined by the foundation.
Article 30. Assessment of Achievement. ① King Sejong Institute must carry out assessment of students’ achievements for Korean with the standard textbooks of King Sejong Institute (hereinafter referred to as “Assessment of Achievement”) after completion of each curriculum of King Sejong Institute under Clause 1 of Article 25. ② The assessment of achievement under Clause 1 must be used when advancement is verified under the curriculum of King Sejong Institute. ③ The criteria for assessment of achievement under Clause 1 are determined by the foundation.
Article 31. The World Korean Educators Conference. ① In order to provide an opportunity for operators of King Sejong Institute and teachers to interact and cooperate, the foundation opens the 'World Korean Educators Conference' every year.② The foundation may provide assistance for regional workshops to establish cooperation networks among Korean teachers by overseas institute and share information with one another.
Article 32. Training Opportunity to Excellent Students. The foundation

invites and offers a training opportunity to excellent students selected from King Sejong Institute so that they can experience Korean culture and understand Korea.
Chapter 6. Management Evaluation
Article 33. Management Evaluation. ① In order to improve the standard of Korean education and the system and efficiency of King Sejong Institute operation, the foundation assesses King Sejong Institute every year.② The evaluation result as in Clause 1 is notified to the operating institution. And if required, the foundation may announce the result on its homepage.③ The evaluation result as in Clause 1 may be reflected in designation of King Sejong Institute, the possibility of a BCA and the calculation of support fund.
Article 34. Evaluation Process and Method. ① King Sejong Institute must carry out an annual self-evaluation and submit the report to the foundation. In this case, the foundation may set up a field analysis to confirm the self-evaluation report.② The self-evaluation report must be submitted within 1 month of completion of King Sejong Institute business duration.③ In order to evaluate the self-evaluation report as in Clause 2, the foundation may organize an evaluation committee that may include external specialists.
Article 35. Satisfaction Survey. ① The self-evaluation report as in Clause 1 of Article 34, should include a satisfaction survey by all students. In

this case, the satisfaction survey must follow the form provided by the foundation.② The original copy of the satisfaction survey as in Clause 1 must be stored for 3 years at the operating institution.
Article 36. Submission of Non-scheduled Report ① The foundation may ask for submission of a non-scheduled report relating to the operation of King Sejong Institute.② On the non-scheduled report as in Clause 1, the foundation may carry out a field analysis before completion of business if required.
Article 37. Formal Objection of Evaluation ① If an operating institution has formal objection of evaluation, it can do so within 30 days of receiving the evaluation result.② The foundation reevaluates the institution within 30 days from formal objection as in Clause 1, then notifies the result.
Chapter 7. Supervision and Regulation
Article 38. Supervision, etc. ① The foundation supervises and manages the operation of King Sejong Institute.② When an improvement is required in operation of King Sejong Institute, the foundation may command a correction at the operating institution. In this case, the operating institution must follow the command by the foundation.
Article 39. Submission of Documents. The foundation may request for a report or document regarding the operation of King Sejong Institute. In this case, the operating institution must report or submit within the

duration set by the foundation.
Article 40. Cancelation of Designation. ① The foundation may cancel the designation of King Sejong Institute by appropriate evaluation process of the designation evaluation committee if an institution applies to one of the following.1. If it was designated as King Sejong Institute by a false method.2. If it changed types of operating institutions of King Sejong Institute without approval from the foundation violating Clause 1 or 2 of Article 83. If it didn't enter a BCA as in Clause 1 of Article 114. If it received the lowest grade in the evaluation as in Article 34 more than twice consecutively5. If it received warnings as in Clause 1 of Article 41 more than twice during a BCA6. If it received cautions as in Clause 2 of Article 41 more than 4 times during a BCA7. If it received support from a similar business as King Sejong Institute from the Korean government in 3 years8. If it failed to follow the guidelines of the Korean government that prohibits King Sejong Institute business in dangerous areas or missionary works9. If it seriously violated the designation purposes of King Sejong Institute② If an operating institution receives notification of cancelation of designation, it has to terminate King Sejong Institute business within a month of receiving the notification. In this case, the operating institution must notify the students of King Sejong Institute before 1 month at most.
Article 41 (Warning and Caution) ① When an institute violated the obligations specified in these rules or violated the orders by these rules,

the foundation may take disciplinary action of warning or caution. ② The criteria for warning or caution under Clause 1 shall be as in the Appendix 2.③ Two cautions in Clause 1 shall be deemed to be the same as one warning in Clause 1.

Article 1. Execution Date. This regulation is executed from March 12, 2014.

- (Administrative office) Administrative office for the management of
King Sejong Institute
- (Reference Room) Reference room that stores and offers a place to
read documents on Korean and Korean culture.
Teachers
- 100% of teachers shall meet at least one of the following conditions;
(1) Holders of Certificate of Korean Language Teacher (issued by the
Ministry of Culture, Sports and Tourism according to Articles 13 - 14 of
regulations in Article 19 of the Framework Act on National Language,
and according to the 'issuing regulation of application of qualification as a

Korean Language teacher by the certificate evaluation committee of
Korean Language teacher) ※ Does not apply to secondary school
teacher's certificate
(2) Graduates who majored or minored in teaching Korean language as a
foreign language (according to [Form 1] in the Framework Act on
National Language)
(3) Those who completed a Korean language teacher education program
(according to [Form 1] of the Framework Act on National Language)
(4) Holders of a bachelor's degree or higher in language or language
education with at least 1 year experience in Korean language education.
Courses
- Offers at least 2 courses of elementary level or intermediate level for
at least 30 weeks annually.
- Must include Korean language lesson of over 120 minutes weekly
(including breaks)
Operation
- Appoint a 'director' in charge of overall managing King Sejong Institute
※ Director of King Sejong Institute: The director is in the representative
position and should be able to manage the overall operation.
- Secure at least 1 operating staff from Korean or those who are fluent
in Korean.
- Teachers and operating staff are recruited after an identity check.
- A separate bank account for operating funds is opened and managed
(open and manage a separate account in the name of operating an
institution).

Violations Disciplinary Action
If the institution did not consult with or follow the directions from local Korean diplomatic offices or cultural centers violating Clause 2 of Article 10

If the institution changed business of King Sejong Institute without approval from the foundation violating Clause 1 of Article 13
If the institution entered a BCA for mutual interchange with other institutions without approval from the foundation violating Clause 1 of Article 17
If a teacher associated with King Sejong Institute taught in other institutions without approval from the foundation violating Clause 2 of Article 17
If it changed and spent the budget without approval from the foundation violating Clause 2 of Article 20
It the institution did not use the standard textbooks for King Sejong Korean as the main textbooks in the basic curriculum violating Clause 1 of Article 26
If it failed to follow correction as in Clause 2 of Article 38If the operator in charge of King Sejong Institute caused a public
