2.20 INDIRECT WATER HEATER

A. Water heater shall be Heat Transfer Products, or equal, model HTP-SR-42-093-3-TC with a storage capacity of 505 gallons. Tank shall be equipped with a steel skirt and constructed of carbon steel in accordance with standard ASME Boiler and Pressure Vessel Code requirements. The storage tank will be stamped and registered with the National Board of Boiler and Pressure Vessel Inspectors. Tanks shall be internally lined with ULTONIUM premium enamel coating per ASME HLW Code procedures at a finished thickness of 24 mils. Tanks shall be hydrostatically tested for 150 PSI working pressure. Tanks shall be equipped with

all necessary fittings. Tank shall be externally prime coated with red oxide primer.

B. Tanks shall be furnished with the Electric Anode System designed specifically for the Niles Ultonium lined storage tanks. The electric anode system will provide cathode protection through non-consumable titanium rods for maximum protection.

C. Tank to be equipped with 30 kW, 480 volt, single phase, electric back-up heating element.

D. Tank shall be factory insulated. Insulation shall be spayed-on rigid polyurethane insulation with acrylic topcoat which exceeds ASHREA 90.1b requirements. The spray foam insulation to have a class I foam rating with less than a 25-flame spread rating suitable for boiler room applications. Insulation shall be applied at the factory at room temperature directly to the tank in a 2 step application process with 2.25” of foam added per application with a total insulation value to be R-16. The acrylic top-coat is to be applied in a 2 step application process, applying approximately 12.5 mils of material per coat and allowed to dry between applications.

E. The tank is to be equipped with a diverter tube. The diverter tube is to be constructed with heavy gauge stainless steel and designed with an angled plate opening along the bottom of the tube. The angled plate opening will have a 30% more combined volume than the sparge tube which will allow the incoming water to slow and gently enter the tank maintaining temperature stratification. The diverter tube will allow 85% of the tanks usable hot water to be drawn without a noticeable temperature drop.

F. Tank shall have a minimum 10-year warranty.

Item-13 SECTION 230001 – HVAC Section 2.21 Acoustic Duct Lining, Change the first sentence to read as follows: “Lining for Rectangular Metal Ducts: All ducts, where shown or noted on the drawings, shall be lined with 1 ½ in. thick (R-6 min. performance) liner similar to Johns Manville "Permacote Linacoustic RC" fiberglass duct liner with factory-applied surface and edge coating.”

Section 1.2 Description of Work, Paragraph B.29: ADD ”Refer to Section 131108” to the end of the paragraph. A. Furnish and install an Aspiration Sensing Technology detection system. All aspiration technology fire detection systems components items under this specification shall comply with all applicable code requirements and manufacturer’s recommendations.

B. The Aspirating Smoke Detector shall be tested, approved and/or listed by:

1. Underwriters Laboratories (UL) S911 2. Factory Mutual (FM) 3. California State Fire Marshal (CSFM) 7259-1653:0215 4. Maryland State Fire Marshall (MSFM) 2244 5. Underwriters Laboratories for Class I Division II, Groups A, B, C and D

Hazardous Locations. C. The aspirating smoke detector shall be installed per manufacturer’s

instructions, including pipe network, programming, and power requirements, and shall comply with one or more of the following codes and standards: 1. National Fire Protection Association (NFPA) 2. National Electrical Code (NEC) 3. UL 268: Standard for Smoke Detectors for Open Areas 4. Local codes and standards

D. The Aspirating Smoke Detector (ASD) shall provide Very Early Warning Smoke Detection (VEWFD as identified per the requirements of NFPA.

E. The ASD shall be self-contained and monitored by a display featuring LEDs and/or LCD to include a control system utilizing microprocessor-based technology with all functions fully programmable, LED displays, alarm indications, airflow and detector faults.

F. The system shall constantly sample air from the environment. In operation, air shall be drawn from the air sampling piping network, through a particle separator and a 30 micron filter assembly being pulled through the detection chamber by the aspirator.

G. The ASD shall incorporate a dual light source technology system for the automatic discrimination of signals from non-fire related sources, such as dust. The system shall automatically compensate for changes in environmental conditions and the negative effect of filter contamination.

H. The ASD shall have the capability to connect to the building automation/management system.

I. A test port shall be provided at each pipe run located at 18” above the finished floor for under floor systems, or 5ft above the finished floor when pipe network is above the ceiling. The test port shall be constructed using a vented end cap. Provide a decal indicating the install date, detector zone, pipe number, test point ID, transport time and suction pressure (Pa).

J. System shall be complete in all ways and shall include all engineering and electrical installation, all detection and control equipment, auxiliary devices and controls, alarm interfaces, functional testing, training, and all other operations necessary for a functional, UL Listed, and FM Approved system. Wire gauge shall range from 24 to 12 AWG (0.5-2.05 mm). Wire or conduit shall enter the detector from either the top or the bottom of the device. Pluggable terminals shall be used to wire the detector. All wiring installed shall conform to the requirements of DIVISION 26.

K. Prepare product data and site drawings indicating the system layout, including location of modules, detection/aspiration unit, air intake ports, flow calculations, transport times, power requirements, and sample hole obscuration sensitivity level calculations

L. The equipment installer shall be authorized and trained by the manufacturer and shall have the ability to design a system based on code requirements. The installer shall be capable of providing calculations, design, and testing documents upon request.

M. The entire system shall be installed in accordance with national and local codes and per the manufacturer’s installation manual.

N. The manufacturer shall guarantee the product by warranty for a period of three years. All components of the detector shall be replaced with the exception of regular maintenance accessories: replaceable micron filter. Any damage to the ASD due to poor handling or operating outside of the listed criteria will void any such warranty. The installation and programming of the ASD shall be completed by factory-trained installer.

O. The contractor shall provide complete training to the Owner by factory-trained technicians.

Item-16 SECTION 270000 - TECHNOLOGY

Part 2 – Products – ADD the following paragraph:

2.14 TWO WAY COMMUNICATIONS CALL BOXES

A. SUMMARY 1. Section Includes: Area of Refuge Base Stations, call boxes and signage

a. The Area of Refuge Base Station is to be located at a central control point on the first floor or as determined by local Authority having jurisdiction. Rath Call Boxes are to be located on all floors above and below the first floor, ideally next to a stairwell emergency exit on each floor.

b. The Area of Refuge Base Station must be capable of handling a minimum of 5 Rath Call Boxes. Visual indicators on the base station

allow Rescue personnel to know which Area of Rescue Call Box needs assistance. The Base Station must allow Rescue personnel to speak to all Call Boxes or individual Call Boxes.

c. The Emergency communication hardware shall comply with the Americans with Disabilities Act (ADA). The phone shall have the ability to be programmed with up to 5 emergency phone numbers. Upon activation of the emergency push button, a call will be automatically placed to the Base Station. If no one answers at the Base Station, the Call Box must dial a secondary location outside the building to activate two way off-site person to person voice communications.

B. MANUFACTURERS 1. Manufacturers: Subject to compliance with requirements, provide

products by one of the following: a. Rath Area of Refuge b. Aiphone c. Housing Devices, Inc. d. Or Equal.

C. FUNCTIONAL DESCRIPTION OF SYSTEM 1. Construction

a. The Area of Refuge Base Station (models 2500) must have a stainless steel or powder coated steel housing, red coil cord emergency Handset, be 120vac powered, and maintain back-up power for 4 hours.

b. The Area of Refuge Call Boxes (models 2100) must be in full compliance with Americans with Disabilities ACT (ADA). Call Boxes require a hands-free speakerphone with an LED to indicate status of call.

c. The Area of Refuge Call Boxes must allow the programming in of a specific location message of the Call Box. This allows Rescue personnel to know the location of the activated Call Box.

d. The Area of Refuge Call Boxes are to be located no higher than 48” above ground level to ensure conformance with the ADA requirements.

e. The Area of Refuge Call Boxes must have a Braille faceplate located no higher than 48” for front reach and 54” for side reach above ground level to ensure conformance with the ADA requirements.

f. The Area of Refuge Base Station must provide an audible and visual indicator that a Call Box has been activated.

g. The area of Refuge 24vac Power Supply model 2500-PWR24 must be capable of supplying power to a minimum of 40 Call Boxes. (does not power Base Station)

2. Mounting a. The Area of Refuge Base Station is to be mounted on a wall surface or

flush mounted. b. Areas of Refuge Call Boxes are to be wall surface or flush mounted.

3. Electrical a. The Base Station is to be powered by 120vac. Call Boxes are to be

powered by Rath 24vac Power Supply model 2500-PWR24. b. Call Boxes must have a battery back-up capable of providing up to 4

hours of electrical back-up in case of building power failure. c. Base Station must have a battery back-up capable of providing up to 4

hours of electrical back-up in case of building power failure. d. System shall be in compliance with all state and local Electrical Codes.

4. Communications a. The Call Boxes shall have an ADA compliant and vandal resistant

speakerphone.

b. The Call Boxes shall be Hands-Free and be a push-button-once to talk system. Once the button has been pushed, the Call Box will call the Base Station. If no answer at the Base Station, it will automatically call preprogrammed emergency numbers. The Call Box must be capable of being programmed with up to 5 emergency numbers.

c. Call Box shall have Location Message capability. Call Box must have a minimum 18 second recordable message capability, programmable to play 1 or 2 times. Call Box shall notify called party of the location of the call upon being received at the emergency dispatch center.

d. Call Box shall be capable of allowing the called party to replay the Location Message if necessary to ensure an understanding of the caller location.

e. If system is not attended to 24 hours a day, the Call Box must dial a secondary location outside the building to activate two way off-site person to person voice communications.

f. Once call has been made (button pushed), the call can only be terminated by the called party.

g. Call Box must have a red LED that will light up upon push of the button. The light shall be a solid color when the Call Box is activated, and will flash when call has been answered.

h. The Call Box must be capable of being programmed and reprogrammed on-site and remotely.

5. Standard Call Box features: a. Five number programming. b. Operating Temperature of between -40˚F to +150˚F (-40˚ to + 65˚ C) c. Programmable passwords. d. On-Site or Remote Programmable. e. EEPROM memory to protect programming.

6. Signage a. System shall consist of a minimum of one photoluminescent (Part

#7041) sign or one 120vac edge light sign (Part #7050), “location” and “instruction” sign (Part #7049) stating, “Area of Refuge” to clearly indicate location of designated area. A tactile sign (Part #7043 or #7044) with raised letter and Braille shall be located at entrance to Area of Refuge.

7. Monitoring a. Off-Site monitoring of the system shall be provided by Rath Monitoring. b. Must be a UL Listed monitoring service provider c. Minimum 3 year agreement for monitoring of the system. d. Call Boxes shall dial Rath Monitoring at 800-xxx-xxxx.

8. Graphics a. Area of Refuge Base Station must include wording identifying the

location of each Call Box and light an LED when a particular Call Box has been activated.

b. Call Box wording must include “Help Phone”, “International Phone symbol” and raised Braille lettering.

D. STARTUP SERVICE 1. Engage a factory-authorized service representative to perform startup

service. a. Verify that electrical wiring installation complies with manufacturer's

submittal and installation requirements. b. Complete installation and startup checks according to manufacturer's

written instructions.

1. On-Site Assistance: Engage a factory-authorized service representative to provide on-site assistance in adjusting sound levels, resetting transformer taps, and adjusting controls to meet occupancy conditions.

2. Occupancy Adjustments: When requested within 12 months of date of Substantial Completion, provide on-site assistance in adjusting system to suit actual occupied conditions. Provide up to three visits to Project during other-than-normal occupancy hours for this purpose.

F. DEMONSTRATION 1. Engage a factory-authorized service representative to train Owner's

maintenance personnel to adjust, operate, and maintain the public address and mass notification systems and equipment.

070002.1 II – 2. Temporary Roofing and Weather Protection:

075400-PROTECTION AND CLEANING

A. Protect membrane-roofing system from damage and wear during remainder of construction period.

The response to question number 22 appears to be a clerical error in that it is the same response given to

question number 21. The response to question number 23 does not address our concern that it is unreasonable

to require that the Roofing Trade Contractor be responsible for any damages and repairs that are caused by

others.

If the Roofing Trade Contractor installs temporary protection pathways after the new roof has been installed as

directed by the Construction Manager and other Trade Contractors and/or Subcontractors fail to follow these

pathways and damage the roof membrane, what justification is there to hold the Roofing Trade Contractor

responsible for the resulting damage or repair?

Also based on our interpretation, we believe it is reasonably inferred that the 6’ x 1,000’of temporary protection

pathways will be completely installed after the new roof has been installed, inspected and accepted by the

roofing system manufacturer. We do not expect to be called upon to install, remove and reinstall these

temporary protection pathways at will and we have no way of quantifying the cost associated with doing so. We

are also concerned that it may not be feasible to adequately secure these temporary protection pathways from

high winds, especially if they are subjected to heavy use and lengthy duration. Also, is the Roofing Trade

Contractor’s Base Bid to include the removal and disposal of these temporary protection pathways following the

completion of roof level work? In the interest of avoiding potential litigation, we maintain that an addendum be

issued stipulating that the Construction Manager will require that all other Trade Contractors and/or

subcontractors provide work platforms and/or traffic protection as required to perform their work and will hold

them responsible to restore to original condition, or replace work and roofing materials damaged by them.

Please issue an addendum addressing our concern that it is unreasonable to require that the Roofing Trade Contractor

be responsible for any damages and repairs that are caused by others and clarifying if the Roofing Trade Contractor’s

Base Bid is to include the removal and disposal of these temporary protection pathways?

In regards to "Protect and Cleaning", should any damages to the newly installed roofing system

be witnessed, those damages will be backcharged (new repair) to the offending subcontractor.

The response to question number 26 does not address our concern that due to our lack of expertise in roof

system design, as well as the lack of adequate time and resources during the bid process; it is not possible for us

to confirm that the specified roof system types, the material components to be applied and the application

methods to be employed on this project meet the specified performance criteria or state and local building

codes.

Also, paragraph N.4 on drawing S0.02 provides some of the specific project conditions pertaining to wind load;

however, there are no design uplift pressures for the roof indicated on the drawings.

However, later in the specs, the veneer match requirements for the wood casework are different (see paragraph 2.8.C):

Both specs include end match. End match is not available because of the veneer cut and coupon width specified (quarter sawn veneer made from coupons

that must be 6” or wider).

One spec is for centre match (which, by definition, means they are balanced as well) and the other spec is for running match. Centre match and running

match are mutually exclusive – i.e. it’s one or the other. Running match is the most common and most cost-efficient matches. It is used for custom grade

projects. Centre match is a premium grade match. It is a specialized version of balance match that uses an even number of coupons so the veneer leaves

are centered on the panel as well as balanced.

One spec is for blueprint match and the other is for sequence match. Blueprint matching is no longer offered by mills. It has been replaced by sequence

match.

Specs in 064020 indicate that the architectural woodwork is to be premium grade (see paragraphs 2.1.E, 2.6.A, 2.7.A, 2.8.A, 2.9.A, 2.10.A, 2.11.A, and

2.12.A). Is the intent for one panel throughout the section? Are sequence matched panels that are book matched & center matched acceptable? Or is the

intent for running match panels at the casework and centre match panels at other locations?

for plastic laminate. MDF was originally designed for applications that require a paint finish so the surface is smooth but not porous. As a result, the glue

cannot get a good grip and delamination can occur, especially at the edges. Particleboard is much better for plastic laminate applications and it is specified

with the materials in paragraph 2.1.F. Is it acceptable to use particleboard cores for plastic laminate components?

Medium density particleboard as core material is an acceptable substitution.

The manufacturer, Moz Designs, has the following concerns:

1. Standard gauge for that product in stainless steel is 20GA not 18GA. There are minimum order requirements for 18GA that exceed what is required for

this project.

2. The clear polygloss finish specified is for aluminum, not stainless steel. The stainless steel has no finish.

Our question: Is the intent for aluminum with polygloss finish or is the intent for stainless steel (no finish)? If stainless steel, is 20GA acceptable in lieu of

18GA?

GENERAL To comply with the City of Cambridge Minority Business Enterprise requirements (MBE) and the Commonwealth of Massachusetts Construction Reform laws, general contractors must submit Minority Business Enterprise (MBE) Forms and Women’s Business Enterprise, (WBE) forms with its bid. The General Bidder shall submit to the Minority Business Compliance Officer signed copies of its subcontracts with all MBE's involved in meeting the percentage of Minority Business Enterprise Requirement. PERCENTAGE OF WBE PARTICIPATION - percentage of WBE participation shall be that percentage of the total bid price represented by the amount to be paid to WBE(s). The General Bidder's compliance with the percentage requirement shall continue to be determined by reference to the above-described method throughout the term of the contract, even though the actual may be greater or less than the bid price. The General Bidder shall submit to the Minority Business Compliance Officer signed copies of its subcontracts with all WBE’s involved in meeting the percentage of Women Business Enterprise Requirement. ROLE of the MBE/WBE REVIEW COMMITTEE - The MBE Review Committee shall have referred to it by the Purchasing Agent and the Minority Business Compliance Officer all questions of interpretation of the MBE/WBE Program that arise during the Program's operation. The MBE Review Committee shall have the responsibility and authority to respond with binding answers to these questions. It also has the responsibility and authority to recommend to the City Manager whatever improvements it believes can be made in the program, based on operating experience. CHANGES OF MBE/WBE STATUS - Any change or substitution of the officers or stockholders in a participating MBE/WBE company that reduces the minority ownership or control to less than the requisite percentage will immediately rescind the MBE/WBE designation previously given by SOMBWA. The General Bidder (Prime Contractor) shall immediately notify the Minority Business Compliance Officer upon learning of such a change in status. In this event, the Prime Contractor shall submit to the Minority Business Compliance Officer a revised Contractor Certification of Compliance with MBE/WBE Requirements, showing how the lost participation will be replaced. SANCTIONS A. If the Prime Contractor does not comply with the terms of the Minority Business Enterprise

requirements of the contract, the City may (1) suspend any payment for the activity that should have been performed by the MBE/WBE pursuant to the contract, or (2) require specific performance of the Prime Contractor's obligation by requiring the Prime Contractor to sub contract with any MBE/WBE for any contract or specialty item at the contract price established for that item in the proposal submitted by the Prime Contractor.

B. To the extent that the Prime Contractor has not Complied with the MBE/WBE requirements of the

contract, the City may retain an amount determined by multiplying the bid price of this contract by the required percentage of MBE/WBE participation, less the amount paid to the MBE/WBE for work performed under the contract and any payments already suspended under "A" above.

C. In addition, or as an alternative, to the remedies under "A" and "B" above, the City may suspend,

terminate, or cancel this contract, in whole or in part, or may call upon the Prime Contractor's

surety to perform all terms and conditions in the contract, unless the Prime Contractor is able to demonstrate its compliance with the MBE/WBE requirements, and may further deny to the Prime Contractor the right to participate in any future contracts awarded by the City for a period of up to three years.

D. In any proceeding involving the imposition of sanctions by the City, no sanctions shall be imposed

if the City finds that the Prime Contractor has taken every possible measure to comply with MBE/WBE requirements, or that some other justifiable reason exists for waiving the MBE requirements in whole or part.

E. Any bidder or contractor shall provide such information as is necessary in the judgment of the

City to ascertain its compliance with the MBE/WBE Requirements. F. No sanctions shall be imposed by the City except in an adjudicatory proceeding under Chapter

30A of the General Laws. G A Prime Contractor shall have the right to request suspension of any sanctions imposed by the

City upon showing that it is once again in compliance with the MBE/WBE Requirements.
