4. Employment History
Jan-current 2018 Dean of College of Natural Sciences (CNS) (interim) South Dakota State University.
This position leads the creation of a new academic college at SDSU from the existing departments of
Biology and Microbiology, Chemistry and Biochemistry, Physics, and Geography with a budget of ~$15
million. The interim/transitional dean will ensure all components of a functional college are in place on
1 July 2018, the start date of the college. Duties include the following: ensuring recruitment processes
for robust enrollments for Fall 2018; working with department heads to assist with short term decisions;
ensuring grant proposals continue to be reviewed and approved; liaise with the current deans for faculty
annual review and promotion/tenure review; ensuring current fiscal decisions will not disadvantage CNS
upon formation; establishing a FY19 budget for CNS; representing CNS on the University Budget
Oversight Committee; liaising with the SDSU Foundation initiate a development campaign and begin
processes to establish a development director; working with SDSU Alumni to establish alumni lists and
alumni activities for CNS; establishing marketing strategies for college programs; building a CNS website;
facilitating discussions to ensure CNS faculty continue access to all necessary research equipment, space
and instrumentation; and facilitating degree program development; approving summer 2018 contracts
hiring of the CNS office staff such as an Associate Dean for Research, Associate Dean for Academics and
Student Services, program assistant, and a Recruitment and Outreach Coordinator; as well as ensure the
office suite contains functional telephones, computers and furniture.

The Vice President of Research and Economic Development supervises no fewer than seven major
efforts to promote and support university research and oversee a $16.7 million budget (FY17). First, The
Office of Research Assurance and Sponsored Programs assists faculty and college staff with identifying
funding opportunities, proposal development and submission. Additionally, the office provides
compliance support through the Institutional Review Board, Institutional Animal Care and Use
Committee, and Institutional Biosafety Committee among others. Second, the Office of Technology
Transfer and Commercialization provides advice to faculty and staff on intellectual property and
commercialization of technology as well as legal services and processes, including IP disclosures, patent
searches and applications, and licensures. The OTT also provides advocacy and teaching services for
entrepreneurship initiatives. Third, the VPRED supervises Centers of Excellence such Geospatial Science
Center and Ethyl Austin Martin Program in Nutrition. Additionally, the VP provides support for BIOSNTR
and the block grant Sun Grant. Fourth, the office offers many services supporting undergraduate
research such as editing and publishing the Journal of Undergraduate Research, co-sponsoring the
Undergraduate Research, Scholarship and Creativity Day as well as sponsoring students attending Pierre
Poster Day, the annual event for select undergraduates to present their for work state legislators. Fifth,
the VPRED assists in managing university resources and personnel critical in the research enterprise. The
VPRED supervises the University Veterinarian in support of proper animal care and welfare and assists in
managing the Animal Resource Wing, the SDSU animal research facility. Sixth, the VPRED represents the
university’s research interests across campus and to external stakeholders. The VPRED serves on many
campus committees, represents the university at the system-level Research Affairs Committee, various
state-level activities and serves as the contact for the university’s federal advocates. The VPRED also co-
authors/approves university research-related policy. The Office of VPRED sponsors faculty excellence
awards and sponsors internal faculty research awards. Seventh, the VPRED serves as interface to the
Research Park, a joint venture between the university and the city of Brookings to develop ‘research-
related’ industries and accentuate university research know-how and intellectual capacity. The VP
serves on the executive committee, communicates frequently with the Research Park Director, and
ensures Research Park interests are promoted on campus.
Accomplishments:

Resolution of miscommunications between Dept. Civil Eng. and SD Dept. of Transportation
Regular monthly meeting of college research associate deans discussing strategies to expand
research opportunities and support services.

Fall 2012-present: Dean, Graduate School, South Dakota State University.
The Graduate Dean oversees and approves graduate curriculum, develops new graduate programs, shepherds new course and program approval through the governing board, drafts graduate education policy, approves graduate course instructor credentials. The annual budget is approx. $610K. The Graduate School provides processing support/ infrastructure for graduate program applications including: maintaining an online application; automated letter of reference service; transcript and degree verification; assembling application packages; design and maintenance of an electronic document management (ImageNow) for application package review; application package review for

acceptance/denial, including sending letters. We also provide basic recruitment services including: maintenance and distribution of program information; 4-5 recruitment trips to local fairs annually; and maintenance of student contacts. Post-Admissions processes (Student Services) include: plan of study management and approval; review for degree conferral; commencement planning; advisory committee management and approval; assignment of graduate faculty representatives; probation and appeal services; approval and deposition services for theses/dissertations; management of comprehensive and oral exams/defenses (including public posting and approvals); and institutional program review. We review/approve graduate assistant Personnel Action Requests. Furthermore, we manage all aspects of Graduate Council; review and approve all graduate curricula items; review, write and shepherd for approval of graduate policies; ensure all graduate practices are lawful and align with regental, state and federal laws/regulations; answer all email and telephone inquiries; address 'walk-in' concerns; and prepare reports for governmental and professional agencies. Additionally, the office serves as an advocate for graduate education across the campus, at the state and federal level. Accomplishments:
The approval of 3 Ph.D. programs and 8 master’s programs. This process involves many steps
both internal and external to the campus. I advise on the preparation of and the “approval-
strategy” of both the Intent to Plan and Program Proposal documents. I shepherd the
documents through all approval processes from the Graduate Council to the Board of Regents’
academic review.
Successful promotion and establishment of ‘professionally’ oriented master’s programs. These
programs include the M.S. Data Science, M. Engineering, Master of Public Health, and M.S.
Human Biology.
Established a Professional Development Program for graduate students, which includes Three-
Minute Thesis competitions, entrepreneurship seminars, Preparing Future Faculty coursework
as well numerous other offerings across campus.
Achieved approval for and implementation of modernized graduate assistantship structure.
Championed transition from a model where graduate assistants paid for a portion of tuition and
all fees to a model where all tuition and fees are paid by the assistantship.
Served as the primary author and champion for substantial policy change regarding graduate
education. Some changes include: use of external stakeholders for meaningful program review;
requirement to include all thesis/dissertation work within course credit; requirement for
ongoing, timely assignment of grades for research credit; establishment of annual review for all
thesis/dissertation students; and alignment of full- and half-time status with applicable federal
and state laws.
Interviewing and hiring all new office staff upon arrival in Fall 2012 followed by rapid
development of a functional office.
Streamlining the thesis/dissertation review and submission process; transitioned from an
entirely paper-based process to an e-document process integrated with the teaching platform
and the library’s publication platform.
Streamlining of many inter-office processes with extensive use of e-documents and document
management. Ongoing training is provided to all system users.
Substantial revision to the online application with a daily application upload.

Duties
As Associate Dean, advise the Dean on all matters relating to GSR and assumed all duties for immediate
supervision of office staff and office improvements, most of which are listed in Accomplishments.
As Dean, I represented Graduate Studies and Research across campus. This position included working
closely with the Provost/Vice President of Academic Affairs, Vice President for Finance, Vice President
for Information Technology, College Deans, and Registrar (student services). The office was responsible
for collecting, assembling and reviewing for minimal admission requirements of graduate program
applicants as well as managing the workflow of application review. The office oversaw academic
appeals, graduate faculty and student committee approval, graduate assistantships, graduate health
insurance, student degree program coursework and approval, and graduation review and processing.
The annual budget was $5.2 million. Additionally, while I in this position, we developed an in-house
document management suite to ease the cumbersome nature of internal approval of grant proposals
and initiated a program to stimulate grant proposal submission by providing monetary incentives for the
authors.
Accomplishments:
Supervision of comprehensive transition to 'paperless office'. Hiring and supervision of computer
programmer as GSR staff. Supervision of the purge of out-of-date student files. Creation of a theses and
dissertations guidelines document. Design of an online system for submission, review, deposition, and
publication for theses and dissertations. Implementation of thesis/dissertation 'writing seminars' in
conjunction with the Writing Center (English Dept). Implementation of changes in the core intra-office
processes of application processing and comprehensive changes to document handling. Developed
auto-assessment of complete/incomplete student application packages. Implementation of autoload
system for GRE and TOFEL scores. Implementation of a new graduate tuition pricing system credit hours
then a flat fee for enrollment above 9 hrs. Implementation of a 6% tuition rate increase. Actively
integrated international students matriculating from Navitas, Inc. into the applicant review process for
graduate programs. Co-authored re-alignment of the Minority Assistance Program to help more
minority students achieve graduate degrees with increased accountability of allocated funds and
transparency of processes. Drafted and implemented a re-alignment of the Graduate Council – Graduate
Student Research Awards guidelines and processes. Drafted and implemented new guidelines and
processes for evaluation and awarding of Graduate Faculty Status. Implemented a novel process where
a sub-set of decisions made by the Dean could be appealed through Graduate Council. Improved
business practices and hiring of a Business Manager for the GSR office. GSR received the top tier of
Exemplary Academic Achievement Award for service units. Implementation of two doctoral programs,
the Doctor of Nursing Practice and the Doctor of Physical Therapy. Approval of two 3+2 programs (5-
year bachelor's/master's programs).
