1. Background
The Khadi and Village Industries Commission (KVIC) is a
statutory body established in 1957 by an Act of Parliament. It
functions under the administrative control of the Ministry of
Micro, Small and Medium Enterprises, Government of India.
Broad objectives of KVIC are as follows:
a) The social objective of providing employment
b) The economic objective of producing saleable articles, and
c) The wider objective of creating self reliance amongst the
people and building up of a strong rural community spirit
KVIC, through its various schemes is supporting Khadi and
Village Industries Institutions and entrepreneurs in the
production of Khadi and various products of village industries.
In view of the large employment generation potential of the KVI
sector, Government of India attaches significant support to this
sector.
In an effort to further strengthen the Khadi sector
particularly the employment generation potential, KVIC has
started implementation of Khadi Reform and Development
Programme (KRDP) with the support of Asian Development
Bank (ADB).
Further KVIC is implementing SFRUTI and SAHAYOG
Schemes and implementation of all these schemes involves
need for replacement of different types of looms to
implementing institutions and artisans.
Presently this notification is sought to identify manufacturers
who will be empanelled/registered for supply of :-
a) different types of looms
b) pre-weaving machineries such as Cone winding Machine
(Hanks to Cone winding with 16 spindle)

c) Cone re-winding machine (16 spindle)
d) pirn winding machine (12 spindle)
e) warping unit (sectional warping machine with creel and
weavers beaming unit)
2. Eligibility of the applicants
For determining the eligibility of applicants for their pre-
qualification hereunder, the following shall apply:
The applicant may be Indian manufacturing companies,
partnerships, proprietorship firms, Khadi and Village Industries
Institutions and SSI units registered with MSME.
3. Qualification Criteria
Eligible applicants must seek to meet the following criteria:
1. They should have fully equipped work shop with all
required working infrastructure to manufacture the
tendered item.
2. The firm should have appropriate qualified / trained staff,
the details of which needs to be submitted.
3. The firm should ensure adherence of statutory
requirements of Central and State Government of India
such as safety norms, sales tax/GST norms, TIN number
requirements, state pollution control boards etc.
4. Minimum annual turnover of the manufacturing firm
should be Rs. 50.00 Lakhs. Khadi institutions and units set
up under the REGP/PMEGP scheme of KVIC are exempted
from the minimum turnover criteria.

5. The manufacturer must have minimum 3 years of
experience in machinery manufacturing preferably in
textile equipments/implements/ Charkhas/Looms.
6. The manufacturer must have a minimum capacity of
production of 200 looms annually. Khadi institutions and
units set up under the REGP/PMEGP scheme of KVIC are
exempted from the minimum annual capacity production
criteria.
7. The accessories used for manufacturing of looms should
adhere to industry standard specifications.
The manufacturer should quote price of loom of 50”, 56” & 62” width having 2 treadle/4 treadle separately. Loom details are as under.

The following accessories should be supplied along with
the each loom.
1. Metal reed (for Cotton Khadi square fabric of 33 sNm Plain weave)
2. Shuttles (2 Nos.) 3.Healds (8 Nos.)
4.Metallic Heald wires (25000 Nos.) 5.Back Beam (2 Nos.)
6.Cloth Beam/roller (2 Nos.) 7. Pirns/bobbins (50 Nos.)
8.Heddle hooks (2 Nos.)
The Loom and all accessories should be in full working condition.

4. Scope of Work.
1. Manufacturing and supply of different types of looms and
pre-weaving machineries to the khadi institutions shall be
as per :
a. Specification finalized by KVIC.
b. Delivery schedule finalized by KVIC
c. Cost approved by KVIC
2. Strictly adhere to the terms and conditions prescribed by
KVIC with respect to manufacturing and supply of looms
and pre-weaving machineries.
5. Technical Specification:
1. The manufacturing institutions should meticulously adhere
to the Industrial standard specification with respect to all
Parts and other parts used in manufacture of looms and
other machineries as specified below:

II. Other machineries 1. Cone winding Machine (Hanks to Cone winding with 16 spindle)

2. Manufacturers shall use only new and standard
components.
3. The manufacturer shall use spares and accessories having
industrial standards and approved by reputed Quality
Control Organizations.

6. Terms and Conditions:
1. The manufacturing institutions have to extend warranty for
the looms, and allied machineries including the spare parts
and accessories towards manufacturing defects for at least
two years. The defects in the looms or other machinery/
defective parts shall be attended / replaced within 10 days
of the complaints failure to which the supplier is liable for
the loss incurred by the KI and the artisans.
2. Provide after sales service to the institutions as per
mutually agreed terms with KIs, where looms and other
machineries have been supplied.
3. Supply of standard spare parts and extending technical
support services to the KIs including services at the
premises at the user khadi institutions.
4. KVIC shall have the right to verify the infrastructure and
the details mentioned in the bid.
5. KVIC shall have the right to reject the looms and other
machineries supplied by the supplier in case the same are
not in conformity with the specifications.
7. Selection Process
1. The proposals will be opened on the mentioned date in this
document.
2. The Technical Bid will be examined by the Standing
Committee on the basis of responsiveness to the scope of
work, applying the eligibility and evaluation criteria and
points system specified below. Criteria for Evaluation of Technical Proposal Maximum Score

3. The technical evaluation will have to score a minimum of
60 marks to be qualified.
4. Bidders who have qualified in the technical bid evaluation
stage alone shall be eligible for financial bid opening.
5. The cost offered by the lowest bidder as evaluated by KVIC
will be considered by KVIC as the floor price (lowest
quoted price) at which KVIC will procure looms and other
machineries from the technically qualified bidders
6. The price quoted for looms and other machines ready to
use and in fully functional condition with all components
and accessories like 2 shuttles, reeds, healds etc as
mentioned at pera 3.7 and 5.1 above.
7. Those bidders who agree to supply at the lowest bid shall
be considered by KVIC for empanelment.
8. Price of looms, accessories and other machineries should
be inclusive of all texes. The duration of the empanelment
will be for 3 years and the price of looms, accessories and
other machineries shall remain constant during the period
of empanelment.
However, KVIC reserves the right to remove the supplier
from the empanelment without assigning any reason.
9. KVIC will determine the maximum production capacity of
manufacturers and arrange equitable distribution of supply
orders of looms and machineries based on their
manufacturing capacity.
8. Earnest Money Deposit
1. Bid Security i.e. Earnest money amounting to Rs. 1,00,000/-
(One Lakh only) in the form of Demand Draft/Bankers
Cheque drawn in favor of “Chief Executive Officer, KVIC,
Mumbai-400 056 on any Scheduled Bank approved by
Reserve Bank of India, must be submitted along with the
Proposal. Earnest Money in any other form will not be
accepted.

2. Khadi Institutions affiliated to KVIC or state KVIB and units
set up under REGP/PMEGP scheme of KVIC are exempted
from submitting EMD.
3. Proposals not accompanied by EMD shall be rejected.
4. No interest shall be payable by the KVIC for the sum
deposited as EMD.
5. The EMD of the unsuccessful bidders would be returned
within one month of finalization of the contract.
6. The EMD shall be forfeited in case of the following events:
a. If Proposal is withdrawn during the validity period or
any extension agreed by the bidder thereof.
b. If the Proposal is varied or modified in a manner not
acceptable to KVIC after opening of Proposal during
the validity period or any extension thereof.
c. If the bidder tries to influence the evaluation process.
d. If it is found later on that any of the information
furnished by the bidder was false or misleading.
9. Performance Bank Guarantee
1. Within 7 days of notifying the signing of the contract, the
manufacturer shall furnish a Performance Bank Guarantees
(PBG), as per format, amounting to 5% of the total
contract value for the entire period of empanelment
including duration of warranty as its commitment to
perform services under the contract.
2. Failure to comply with the requirements shall constitute
sufficient grounds for the forfeiture of the PBG.
3. The PBG shall be released within 60 days after the expiry
of the period of empanelment provided there is no breach
of contract on the part of the manufacturer.

10. The model looms at the following places may be studied if necessary before submitting the tender forms,as per Annexure-A
11. Conflict of interest:
The firm should not supply the looms to the outside agencies
without the knowledge of KVIC.
12. Force Majeure:
Neither party will be liable in respect of failure to fulfil its
obligations, if the said failure is entirely due to Acts of God,
Governmental restrictions or instructions, natural calamities or
catastrophe, epidemics or disturbances in the country. The
party affected by an event of Force Majeure will immediately
notify the other party of such an event and will also notify the
unaffected party on cessation of disability resulting from such
Force Majeure act.
13. Arbitration:
“If a dispute arises out of or in connection with this
assignment, the parties agree either to seek an amicable
settlement of that dispute by conciliation under the ICADR
Conciliation Rules, 1996 or to submit that dispute to Arbitration
under the ICADR Arbitration Rules, 1996”.
14. Jurisdiction:
The contract shall be governed by laws of India and all
Government rules on purchase matter issued from time to time
and in force for the time being and applicable to this contract.
For any legal recourse, only courts in Mumbai shall have the
jurisdiction.
15. Integrity Pact
The qualified manufacturer and supplier will have to enter into
an agreement named Integrity Pact as notified by Ministry of
Finance vide Office Memorandum No. 14(12)/2008-E-II(A)

dated 19.07.2011 in respect procurement transaction / contract
with KVIC to have transparency in the transactions and curb
unfair means.
16. Pre-bid Meeting
1. A Pre-bid meeting will be held at the KVIC office on the date
mentioned in the document. Interested parties shall
nominate representatives to attend the meeting.
2. The nominated person participating in the pre bid meeting
should carry a letter of authorization from the organization
which she/he represents.
3. Any clarification, enquiries with respect to the submission of
application and application guidelines may be sent to the
official mentioned in bid document by post, fax or email. The
response to the clarification shall be provided after the pre-
bid meeting and posted on the KVIC website.
4. KVIC reserves the right not to respond to questions raised or
provide clarifications sought, in their sole discretion, if it is
considered that it would be inappropriate to do so.
5. Nothing in this document shall be taken or read as
compelling or requiring KVIC to respond to any question or to
provide any clarification.
6. No extension of any time and date referred to in this
Guideline shall be granted on the basis or grounds that KVIC
has not responded to any question/ provided any
clarification.
17. Submission of application
The interested parties should submit the tender, which shall
comprise of the following:
a) Letter of Response as per Form - I,
b) Statement of Legal Capacity (the “SLC”) as per Form - II,
c) Technical Bid(in duplicate) as per Form - III
d) Financial Form as per Form - IV
e) Non-Refundable Tender document fee of Rs. 2000/- in the

form of Demand Draft drawn on any Scheduled Bank in
favour of Chief Executive Officer, KVIC, Mumbai-56.
The forms should be duly signed by bidder’s duly authorised
representative.
Technical Bid and Financial Bid should be submitted in
two separate sealed envelopes.
Submission of the aforesaid documents by fax, e-mail or any
other electronic means will not be acceptable.
The application documents duly completed along with EMD and
other enclosures in support of the bid should be submitted in a
sealed envelope superscribed “Private and Confidential –
Application for empanelment of manufacturers to supply Khadi
implement (looms)”.

18. Acknowledgement by Applicant
It shall be deemed that by submitting the application, the
applicant has:
a) Made a complete and careful examination of the technical
and financial bid;
b) Received all relevant information requested from the KVIC;
c) Accepted the risk of inadequacy, error or mistake in the
information provided in the technical bid or furnished by or
on behalf of the KVIC relating to any of the matters referred
to in section on other terms and conditions mentioned above;
and
d) Agreed to be bound by the undertakings provided by it under
and in terms hereof.

19. Disclaimer
This advertisement does not constitute and will not be deemed to constitute any commitment on the part of KVIC. Furthermore, this advertisement confers neither any right nor expectation on any party to participate in the bid process. KVIC reserves the right to withdraw from the process or any part thereof, to accept or reject any or all bids at any stage of the
process and/or modify the process or any part thereof or to vary terms at any time without assigning any reason whatsoever, even if KVIC finds a party/parties eligible to bid. No financial or any other obligation will accrue to KVIC in such an event. Further, KVIC shall not be responsible for non-receipt of correspondence sent by post/courier/e-mail.
