NEW FEDERAL FISHERIES Act regulations are imposing

new rules for authorizations and the protection of fish habitats, new penalties, new duties to consult, and new rules governing the prosecu-tion and defence of water pollution charges. As these changes are beginning to take effect, there is increased ev-idence that reduced authorization requirements have left many proj-ects in a very liable position when a federal body conducts a site visit. Complicating these issues are new provincial and municipal rules.In Ontario, for example, changes to the new Environmental Approvals regime is impacting both new and renewing approvals and permits for water-taking and wastewater.In Toronto and other municipal-ities, stringent sewer-use bylaws continue the trend, with the planned imposition of strict limits on ef-fluent leaving industry facilities. Your facility is required to comply with these limits or be subject to surcharge or other compliance agreements.Also, recent floods and extreme weather events continue to bring home the necessity of assessing potential liabilities and risks and adapting to the challenges of cli-mate change.

OF THE APPROXIMATELY 12 million tonnes of

waste generated in Ontario every year, only 25 per cent is being diverted. Ontario’s IC&I (Industrial, Commercial & Institutional) sectors, which are collectively generating 60 per cent of the province’s wastes, are recycling only 13 per cent. That is about to change.The Ontario government recently signalled that it is about to re-introduce the new Waste Reduction Act which died on the Order Paper prior to the 2014 election. Under the new legislation, waste generators are to be made individually re-sponsible and environmentally accountable for diverting des-ignated wastes from landfill. The proposed new legislation will undoubtedly have a signif-icant impact on both industries, municipalities, distributors and retailers. Attend this course to:

As a sitting member of various subcommittees in both ONEIA and OWMA, Peter has a clear understanding of the issues and challenges facing the waste and energy industry. Peter has worked on numerous waste and energy projects. Work for the Cities of Toronto, Guelph and Hamilton included analysis of such aspects as technology, risk and financial analysis. Most recently he has had assignments in both Europe and the Middle East.
