local authorities in order to augment the resources of Central and State Boards and to

promote the concept of water conservation. The Environment (Protection) Act, 1986

provides for the overall protection of the environment. As per Section 39 of Water (Prevention

& Control of Pollution) Act 1974, the Board has to prepare and publish Annual Reports.

1.1 FUNCTIONS OF THE BOARD UNDER THE WATER ACT

a) To plan a comprehensive programme for prevention, control and abatement of

pollution of water bodies in the State and to secure the execution thereof.

b) To advise the State Government on any matter concerning prevention, control or

abatement of water pollution.

c) To collect and disseminate information relating to water pollution and

prevention, control or abatement thereof.

d) To encourage, conduct and participate in investigations and research relating

to problems of water pollution and prevention, control or abatement of

water pollution.

e) To collaborate with the Central Board in organising training of persons engaged

or to be engaged in programmes relating to prevention, control or abatement of

water pollution and to organise mass education programmes relating thereto.

f) To inspect sewage or trade effluents, works and plants for the treatment

of sewage and trade effluents, and to review plans, specifications or other

data relating to plants set up for the treatment of water, works for the

purification thereof and the system for the disposal of sewage or trade

effluents or in connection with grant of any consent as required by this Act.

g) To lay down, modify or annul effluent standards for sewage and trade effluents

and standards of the quality of receiving waters resulting from the discharge

of effluents and to classify waters of the State.

CHAPTER 1

INTRODUCTION

PURPOSE

The Kerala State Pollution Control Board was formed in 1974 for the prevention and

control of water pollution. The Board expanded the horizon of its activities so as to cover

the fields of air pollution, sound pollution and the overall environmental pollution

management throughout the State. The control of pollution related to chemicals, hazardous

wastes, waste generated during battery processing, bio-medical wastes, municipal solid

wastes, e-wastes etc. comes under the activities of the Board. The following statutes are

being administered by the State Pollution Control Board to prevent and control pollution

of the environment.

1. The Water (Prevention & Control of Pollution) Act, 1974 (Amended in 1988)

2. The Water (Prevention and Control of Pollution) Cess Act, 1977 (Amended in 1991)

3. The Air (Prevention and Control of Pollution) Act, 1981 (Amended in 1987)

4. The Environment (Protection) Act, 1986

The Water and Air Acts provides for prevention and control of pollution and for

promotion of wholesomeness of water, land and air. The Water Cess Act provides for levy

and collection of cess on water consumed by persons carrying on certain industries and

h) To evolve economical and reliable methods of treatment of sewage and trade

effluents having regard to the peculiar conditions of soils, climate and water

resources of different regions and more especially the prevailing flow characteristics

of water in streams and wells, which render it impossible to attain even the minimum

degree of dilution.

i) To evolve methods of utilisation of sewage and suitable trade effluents in

agriculture.

j) To evolve efficient methods of disposal of sewage and trade effluents on land as

are necessary on account of the predominant conditions of scanty stream flows

that do not provide for major part of the year the minimum degree of dilution.

k) To lay down standards of treatment of sewage and trade effluents to be

discharged into any particular stream taking into account the minimum fair

weather dilution.

l) To make, vary or revoke any order

i) Requiring any person concerned to construct new systems for

the disposal of sewage and trade effluents or to modify, alter

or extend any such existing system or to adopt such remedial

measures as are necessary to prevent, control or abate water

pollution

ii) for the prevention, control or abatement of discharge of

waste into streams or wells.

m) To lay down effluent standards to be complied with by persons while causing

discharge of sewage or sullage or both and to lay down, modify or annul effluent

standard for the sewage and trade effluents.

n) To advise the State Government with respect to the location of any industry, the

carrying on of which is likely to pollute a stream or well.

c) To implement and enforce the provisions under the Manufacture, Storage and

Import of Hazardous Chemicals Rules, 1989.

d) To implement and enforce the provisions under the Manufacture, Use, Import,

Export and Storage of Hazardous Micro-organisms, Genetically Engineered

Organisms or Cells Rules, 1989.

e) To implement the Biomedical Waste (Management and Handling) Rules1998

f) To implement the Municipal Solid Waste (Management & Handling) Rules, 2000

g) To implement the Batteries (Management & Handling) Rules, 2003

h) To implement provisions under Environment Impact Assessment Notification of

1994 as amended in 2006.

i) To implement the Plastics Waste (Management & Handling) Rules, 2011

j) To implement the e-Waste (Management & Handling) Rules, 2011

k) To implement directions from Government of India under the Act.

o) To perform such other functions as may be prescribed or as may, from time to

time, be entrusted to it by the Central Board or the State Government.

1.2 FUNCTIONS OF THE BOARD UNDER THE WATER CESS ACT

a) To receive water consumption returns from persons liable to pay cess.

b) To assess the cess payable by the concerned person carrying on any specified

industry or local authority.

c) To allow rebate on the cess payable by any person carrying on any in industry or

local authority who install requisite plant for treatment of sewage or trade

effluent.

d) To collect cess from the assessee.

e) To take or cause to take action against defaulters.

1.3. FUNCTIONS OF THE BOARD UNDER THE AIR ACT

a) To plan a comprehensive programme for prevention, control and abatement of air

pollution and to secure the execution thereof.

b) To advise the State Government on any matter concerning prevention, control

or abatement of air pollution.

c) To collect and disseminate information relating to air pollution.

d) To collaborate with the Central Board in organising the training of persons engaged

or to be engaged in programmes relating to prevention, control or abatement of

air pollution and to organise mass education programmes relating thereto.

e) To inspect, at all reasonable times, any control equipment, industrial plant or

manufacturing process and to give, by order, such directions to such persons as

may consider necessary to take steps for prevention, control or abatement of air

pollution.

f) To inspect air pollution control areas at such intervals as it may think necessary,

assess the quality of air therein and take steps for the prevention, control or

abatement of air pollution in such areas.

g) To lay down, in consultation with the Central Board and having regard to the

standards for the quality of air laid down by the Central Board, standards for

emission of air pollutants into the atmosphere from industrial plants and

automobiles or for the discharge of any air pollutant into atmosphere from any

other source whatsoever not being a ship or an aircraft. Provided that different

standards for emissions may be laid down under this clause for different industrial

plants having regard to the quantity and composition of emission of air pollutants

into the atmosphere from such industrial plants.

h) To advise the State Government with respect to the suitability of any premises or

location for carrying on any industry which is likely to cause air pollution.

i) To perform such other functions as may be prescribed or as may from time to

time, be entrusted to it by the Central Board or the State Government.

j) To do such other things and to perform such other acts as it may think necessary

for the proper discharge of its functions and generally for the purpose of carrying

into effect the purposes of this Act.

1.4. FUNCTIONS OF THE BOARD UNDER THE ENVIRONMENT

(PROTECTION) ACT

a) To extend its activities to prevent and control pollution of water and air to all

aspects of environment.

b) To implement and enforce the provisions under the Hazardous Wastes

(Management, Handling and Transboundary Movement) Rules, 2008.

CHAPTER 2

CONSTITUTION OF THE BOARD

2.1. CONSTITUTION

Constitution

The State Board was first constituted in September 1974 by the State Government

vide G.O. (MS) No.205/74/HD dated 12.9.1974 exercising the powers vested under Section

4 of the Water (Prevention and Control of Pollution) Act 1974.

According to section 4 (2) of the Water (Prevention and Control of Pollution) Act,

1974 the State Board consists of the following members:-

a) A full-time Chairman, being a person having special knowledge or practical

experience in respect of matters relating to environmental protection or a personhaving knowledge and experience in administering institutions dealing with thematters aforesaid, to be nominated by the State Government.

b) Such number of officials not exceeding five to be nominated by the StateGovernment to represent the Government.

c) Such number of persons not exceeding five to be nominated by the StateGovernment from amongst the members of the local authorities functioning withinthe State.

d) Such number of non-officials not exceeding three to be nominated by the StateGovernment to represent the interests of agriculture, fishery or industry or tradeor any other interest which in the opinion of the State Government ought to berepresented.

managed by the State Government to be nominated by that Government.

f) A full time Member Secretary possessing qualifications, knowledge and experience

of scientific, engineering or management aspects of pollution control to be

appointed by the State Government.

According to section 4 of the Air (Prevention and Control of Pollution) Act, 1981,

the State Board constituted under section 4 of the Water Act is deemed to be the Board

constituted under the Air Act also.

2.2. INFRASTRUCTURE

InfrastructureThe Board has its Head Office at Thiruvananthapuram, Regional Offices at

Thiruvananthapuram, Ernakulam and Kozhikode, 16 District Offices in all districts, including

Environmental Surveillance Centre at Eloor, Central Laboratory at Ernakulam and Regional

Laboratory at Kozhikode. Mini Laboratories are attached to all other Regional / District

offices except Regional Office, Thiruvananthapuram.

ACTIVITIES OF THE BOARD

5.1. ORGANISATIONAL SET UP

The Kerala State Pollution Control Board started functioning with its Head Office atThiruvananthapuram. It spread its activities with opening of Regional Offices and DistrictOffices in major districts in the State. Currently the Board has three Regional Offices atKozhikode, Ernakulam, and Thiruvananthapuram, one District Office each in all 13 districtsexcluding Ernakulam district and three district Offices in Ernakulam district including theEnvironmental Surveillance Centre at Eloor. Kochi,Kanayannur, Aluva talukes come underthe purview of DO-1, Kunnathunadu under DO-2, Paravoor under DO-3, EnvironmentalSurvelliance Centre. These Regional Offices/District Offices are supported by laboratoriesattached to each of them with the one at Ernakulam being the Central Laboratory havinginfrastructural facilities for analysis of almost all parameters of environmental concern.The Regional Office, Thiruvananthapuram is functioning in the Head Office.

5.2. CONSENT TO ESTABLISH

Consent to Establish is being issued for establishing new industrial units, hospitals and

other establishments and for expansion of existing ones after assessment of the significant

impacts of the industry/ establishment on the environment in total. Identification and

evaluation of the potential impacts of any developmental activity on the environment, help

in appropriate siting of industrial units and adoption of pollution control measures at the

planning stage itself. ‘Consent to Establish’ issued by the Board helps in achieving the

above task. The Board issues ‘consents’ with conditions to ensure safeguarding of the

environment through steps for pollution abatement to be taken prior to commissioning.

Consent is denied for establishment of the units that pose threat to the environment and to

human health.

5.3. INTEGRATION OF CLEARANCES

Separate clearances were being issued by the Board under each of the different

environmental statutes and for this, the applicants were statutorily bound to submit many

applications.The Board introduced a new procedure for issuing integrated clearances which

includes the aspects of water pollution, air pollution, biomedical waste management,

manufacture of plastic carry bags and hazardous waste handling and management. Instead

of separate application forms for obtaining consents (to establish and to operate) under the

Air and Water Acts, Authorization under the Biomedical Waste (Management and Handling)

Rules, Registration under Plastic Rules and Authorization under the Hazardous Waste

(Management and Handling) Rules the applicants will now require to submit single

integrated application form for clearance. This is implemented with effect from 15.06.2006

5.1.2 FUNCTIONS OF THE REGIONAL AND DISTRICT OFFICES

The Regional and District Offices with jurisdiction over specified districts administer

the pollution control monitoring and enforcement activities.

1. Consent administration under Water Act as per the delegation of powers.

2. Consent administration under Air Act as per the delegation of powers.

3. Follow up on consent applications.

4. Inspection and monitoring of industries and other sources of pollution, to assess

pollutant generation, collection, treatment and disposal.

5.1.3 FUNCTIONS OF THE ENVIRONMENTAL SURVEILLANCE CENTRE

The functions of the Environmental Surveillance Centre at Eloor are the following.

1. Inspection of industries and other sources of pollution and their control

systems.

2. Monitoring of effluents and emissions from pollution sources in the locality

and ambient sources.

3. Follow up action of the directions issued from the Board’s Head Office and

Regional Office.

4. Complaint investigation.

5.1.4 FUNCTIONS OF THE LABORATORIES OF THE BOARD

The Laboratories of the Board have the following functions.

1. Analysis of samples of effluents, emissions, water and air including legal

samples

2. Undertake and participate in research projects related to environment

5.3.1 INTEGRATED CONSENT TO ESTABLISH

In the year under report 3733 integrated ‘Consent to Establish’ were issued for setting

up of new industries / expansion of existing units.

5.3.2 INTEGRATED CONSENT TO OPERATE

In the year under report 12103 Integrated ‘Consent to Operate’ were issued for

operating the newly established industrial units as well as the existing units.

5.4. ENVIRONMENTAL PUBLIC HEARING

In the case of specified types of industries with considerable potential for environmental

impacts, environmental clearance is issued by the Ministry of Environment and Forests.

The Board is entrusted to conduct public hearing to assess the opinion of the public especially

those who are likely to be affected due to the specific developmental activity. Afterwards

the State Board shall send the public hearing proceedings to the MoEF. This was made

mandatory by the Ministry of Environment and Forests through the Environmental Impact

Assessment Notification dated 27-01-1994 as amended on 14.09.2006. The Notification

No. 3.0.1533 dated 14.09.2006 introduced the procedure for conducting such public hearing

in respect of projects requiring Environmental clearance from Govt. of India. The aim of

the public hearing is to enable people directly affected by the developmental activity as well

as NGOs to present their opinion and suggestions and to ensure transparency in the process

of environmental clearance.

5.5. IMPLEMENTATION OF HAZARDOUS WASTE (MANAGEMENT AND

HANDLING) RULES, 2008

As per Hazardous Wastes (Management, Handling and Transboundary Movement)

Rules, 2008, every unit generating Hazardous Wastes and having facility for collection,

reception, treatment, transport, storage, and disposal of such wastes should obtain

authorisation of the Board. Integrated Clearance is issued by the Board covering current

under Water Act/ Air Act and authorisation under Hazard Waste Rules.

Rule 18 of the Hazard Waste allows common facility for treatment, storage and

disposal of hazardous wastes. One such common hazardous waste treatment and disposal

facility (TSDF) is functioning at Ernakulam which is operated by Member Secretary Kerala

Enviro Infrastructure Ltd (KEIL). The installed capacity of the facility is 50,000 TPA.

Presently about 260 industries are members of this facility.

5.6. IMPLEMENTATION OF THE BIOMEDICAL WASTE (MANAGEMENT

AND HANDLING) RULES,1998

Ministry of Environment and Forests, Government of India, notified the Bio-

Medical Waste (Management & Handling) Rules, 1998, under the Environmental

(Protection) Act, 1986. The said Rules came into effect from 20.07.1998. The prescribed

authority for enforcement of the provisions of the said Rules is the State Pollution Control

Board. As per Rule 8 of Bio-Medical Waste Rules every occupier of an institution generating,

collecting, Segregation, Packaging, transportation and storage shall obtain authorisation of

the Board. Integrated clearance issued by the Board includes current under Water Act/ Air

Act and authorisation under Bio-Medical Waste Rules.

5.6.1 Common Bio-Medical Waste Treatment & Disposal Facility (CBMWTF)

Board is encouraging establishment of Common Bio-Medical Waste Treatment

and Disposal Facilities (CBMWTF). One such common facility is functioning at Kanjikode

in Palakkad district namely IMAGE owned by Indian Medical Association. This facility

has 4 numbers of incinerators. Hospitals are handing over segregated solid bio-medical

waste to the common facilities for transportation, treatment and disposal. This CBMWTF

facility is being utilised by 5702 HCFs in the State.

Status of Bio-Medical waste Management and Common Bio-Medical Waste Treatment

& Disposal Facilities as on 31.03.2014 is as follows.

There is no scientific landfill constructed in the State. Dumping of rejects after

segregating the biodegradable waste and covering the same with earth is followed by many

local bodies as a measure to manage solid waste (rejects) generated, in absence of scientific

landfills.

5.7.2 Summary of action taken for implementation of the MSW Rules, 2000 in

the State.

There are 60 municipalities and 5 corporations in the State. The density of population

in the State is very high and the land is a scarce commodity. Moreover land available with

most of the ULBs are near to inhabited area. This has led to wide spread agitation and

resistance of local people in setting up and operating MSW treatment facilities. The MSW

plant of Thiruvananthapuram Corporation at Vilappilsala is closed since 2011 as a result of

public resistance. The issues are general in nature and faced by most of the ULBs. As the

MSW facilities of ULBs are far from satisfactory and as there is public protest from

neighbours in utilizing land for MSW treatment/ disposal, the State Government has

embarked on setting up facilities in a decentralised manner. Individual houses are encouraged

to provide pipe composting system, bio gas plants etc. Many ULBs have initiated action

in this area and have succeeded in establishing pipe compost facilities in several houses.

The Board noticed that some HCIs were disposing used syringes without shredding/mutation. In this regard, strict action was taken to ensure that the institutions using syringesand needles for health care provide on-site shredders to cut/ deface them and thereby avoidreuse of those items. Used needles and syringes from all health care institutions includinghospitals, clinics, clinical laboratories, veterinary institutions etc. shall be mutilated to preventreuse and then be disinfected and disposed as per the Bio-Medical Wastes (Managementand Handling) Rules. Violation of the said requirements is punishable with imprisonmentup to five years and fine upto Rs. 1 Lakh and the institution is liable to be directed to be

closed down.

5.7. IMPLEMENTATION OF THE MUNICIPAL SOLID WASTES(MANAGEMENT & HANDLING) RULES, 2000

A modified composting facility suitable for community level, namely, Thumboormuzhi model

is also successfully practised in some parts of the state. Bio gas plants are also provided in

many houses, schools, markets and other establishments where biodegradable waste are

generated. There is no door to door collection in most of the municipalities / corporations.

There are no common bins provided for collection of waste in many ULBs. The limited

quantity of waste collected by the ULBs are either taken to common plant site and dumped

and covered with earth after segregating the plastic or non biodegradable waste. As a result

of the above, quantity of waste collected and treated is reduced considerably. There are no

scientific land fill sites established in the State. Some of the existing dumpsites are being

capped. The plastic waste generated are collected and disposed of through the plastic

recycling units in the State, either through local bodies or through private agents.

5.8. IMPLEMENTATION OF THE PLASTICS WASTE (MANAGEMENT &

HANDLING) RULES, 2011

Manufactures/ proposed manufactures of carry bags and multi layered plastics and

5.9. IMPLEMENTATION OF e-WASTE (MANAGEMENT & HANDLING)

RULES, 2011

As per the e-waste Rules, e-waste is defined as waste electrical and electronic

equipment whole or in part or rejects from their manufacturing and repair process,

which are intended to be discarded. These rules are applicable to every producer,

consumer or bulk consumer involves in the manufacture, sale, purchase and processing

of electrical and electronic equipment or components are specified in Schedule-I of

these rules, collection centres, dismantler and recycler of e-waste. There are no

authorised producers/ dismantlers/ recyclers of e-waste in the state.

5.10. ASSESSMENT AND COLLECTION OF WATER CESS

As per the Water (Prevention and Control of Pollution) Cess Act 1977, the specified

industries consuming water and authorities supplying water have to pay cess on the water

drawn by them. They have to submit monthly returns to the Member Secretary of the

Board who is the Assessing Authority. The returns are verified and the cess is assessed on

the basis of the purpose, quantity and rate of consumption and the quality of the effluent let

out. Rebate is allowed in cases where the water consumption limits and the effluent quality

limits are satisfied consistently. So far nearly 255 industries were brought under the purview

of the Water Cess Act. The cess assessed is collected through State Bank of Travancore

and remitted to the Consolidated Fund of India. The Government of India releases 80% of

the cess remitted to the State Board as its share. The water cess augments the resources of

the Central and State Pollution Control Boards and imbibes the spirit of conservation and

pollution control of the precious natural resource of water. The rebate forms an additional

incentive for those achieving pollution control standards.

In the year under report, an amount of Rs. 10727255/- was assessed and an

amount of Rs. 9859173/- was collected including arrears from the previous year. The

collected amount was remitted to MoEF, Government of India.

5.11.2 NATIONAL AMBIENT WATER QUALITY MONITORING

PROGRAMME

Under this Scheme, sponsored by the Central Pollution Control Board, the major

water resources of the country are monitored regularly. There are 128 monitoring stations

in the State under this programme which include 65 river stations, 7 rivulets/tributary stations,

6 reservoir stations, 3 fresh water lake stations, 8 estuarine lake stations, 3 canal stations, 2

pond stations and 34 stations in ground water.

The periodicity of sampling for river stations is monthly whereas for

lakes and wells it is quarterly and half yearly respectively. Analysis for micro pollutants and

5.11.3 STATE AMBIENT WATER QUALITY MONITORING PROGRAMME

(SWMP)

Besides the National Ambient Water Quality Monitoring Program sponsored by the

Central Pollution Control Board, the State Board maintain a scheme of its own for regular

monitoring of 20 major rivers and 3 lakes having a total of 127 stations in the State. The

rivers are regularly monitored through monthly sampling and analysis for important

parameters with special emphasis on the primary quality criteria for the Designated Best

Uses to which the water in the rivers are classified.

The details of the monitoring stations in the various rivers are given below.

5.11.5 NATIONAL AMBIENT AIR QUALITY MONITORING PROGRAMME

(NAMP)

This is a nationwide scheme to gather data on ambient air quality of the country,

sponsored by the Central Pollution Control Board. The data collected is submitted to the

Central Pollution Control Board and forms a part of the national inventory on the air quality

status of our country. Besides it also provides information on the air quality of the state

based on which the Board can take necessary control measures wherever needed through

relevant enforcement activities. Under this programme the Board does regular monitoring

of air quality at the following 24 stations.

5.11.7 MONITORING OF FESTIVAL POLLUTION

DEEPAVALI The Board has conducted ambient noise level monitoring during the Deepavali

even though, the Deepavali is not a major festival of Kerala, especially in

northern Kerala, the Board had conducted ambient air monitoring at 3 districts

Thiruvananthapuram, Pathanamthitta and Idukki.

SIVARATHRI FESTIVAL

Monitoring of water quality of river Periyar and drinking water at Aluva,

Manappuram were conducted in connection with Sivarathri. 4 sampling stations

were identified at the balitharppanam area and samples were analysed.

THRISSUR POORAM

Sound level monitoring were done during Thrissur Pooram and Uthralikavu

Pooram

GANESH UTSAVIn connection with the observance of Ganesh Utsav in the state, Board had

conducted monitoring of water bodies in which idol immersion is practised at

a major scale. Monitoring was carried out prior to immersion, during immersion

and after immersion and consolidated report was submitted to the Central

Pollution Control Board.

The idol immersion is carried out only in selected small areas mainly in

Trivandrum, Kollam, Idukki, Ernakulam and Kozhikode.

The Board does regular monitoring of ambient air quality in selected stations on itsown. They are Idukki (1 station at Thodupuzha), Kannur (2 stations at Kannur &Mangattuparambu ) and Kasargod( 2 stations at Kasaragod & Kanhangad). Consideringthe pollution problems due to plywood industries in Perumbavoor area monitoring is carriedout in a station at Kuttipadam.

1) Thiruvananthapuram

Idol immersion is practiced in Thiruvallam river, Sangumugham and Varkala beach.

About 300 big idols and 200 small idols in Sangumugham beach and 300 big idols

and 150 small idols in Varkala beach were immersed.

2) Kollam

Immersion of about 100 idols took place at Kollam beach.

3) Idukki

Idol immersion events was conducted in Thodupuzhayar in Thodupuzha town and

Kattappana in a small scale.

4) Ernakulam

Idol immersion was carried out by Gujarathi Communities staying in Mattanchery

area.

5) Kozhikode

Idol immersion was practiced in Kozhikode beach and poonoor river site at Karanthur

Siva temple. About 3 idols in poonoor river site and 10 idols in Kozhikode beach

were immersed.

5.13.1 WORLD ENVIRONMENT DAY CELEBRATIONS

World Environment Day Celebration - 1997.

The World Environment Day Celebration 2013 was organised by the Kerala State

Pollution Control Board at Kanakakunnu Palace, Thiruvananthapuram on 05.06.2013.

Sri. Oommen Chady, the Honourable Chief Minister, Govt. of Kerala, inaugurated the

function. Shri. K. Sajeevan, Chairman, Kerala State Pollution Control Board welcomed the

gathering. Sri.C.N. Balakrishnan, Minister of Co-operation presided over the function. The

Honourable Chief Minister distributed the State Pollution Control Awards 2012. Release

of ‘Water & Air Quality Directory and release of ‘Paristhithivartha’ were made by Sri.

K. Muraleedharan MLA.

Talk on Light Pollution and impact on night environment

A talk on Light Pollution and impact on night environment was conducted in

connection with the global campain of International Dark Sky Association against Light

Pollution as a part of “Emerging Kerala”, at Head Office of the Board on 10.04.2013.

Sri. A.B.Pradeep Kumar, Environmental Engineer, delivered a talk on the topic.

Management Training programmeA two day residential programme for Board officers were organised by the National

Safety Council at Hotel International, Ernakulam on 11th and 12th April 2013. Sri Many

Paul, Dr.T.K.Ajay Kumar, Sri M.A.S.Menon and Sri Benny Kurian handled various sessions.

Board’s officers of and above the rank of Environmental Engineer, on 27th and 28th September

5.14 CONTROL OF POLLUTION AT NILAKKAL, PAMBA, SANNIDHANAM,ERUMELI DURING SABARIMALA PILGRIMAGE SEASON

Sabarimala famous Hindu pilgrim centre situated in the middle of thick Periyar Tiger

Reserve forest, is unique in its nature and ceremony. During the pilgrimage season which

extends to a period of two months, lakhs of pilgrims visit this holy place to offer their

religious customary. Usually, they come as a team and stay for two to three days at

Sabarimala. The accumulation of pilgrims creates serious environmental impact in this

Training on water and waste water treatment systems

Training programme on ‘Water And Waste Water Management System’ was

conducted at Hotel Karthika Residency, Ernakulam on 4th and 5th of October 2013. Theresource persons were from IIT Chennai

Workshop on e-waste management

A one day workshop was conducted by CPREEC, Chennai in collaboration

with Board at Kochi on 30th November 2013. The representatives of various industries and

other relevant stakeholders had participated in the workshop. Technical session on’

Sustainable practices in e- waste management’ was handled by Dr.P.Partha Sarathy, M/s E-

Parisara Private Limited, Bangalore. Next session on ‘e-waste (handling&management)

Rules,2011’was presented by Smt. M.S.Mythili,Member Secretary of the Board. Last session

on ‘Health hazards caused by e-waste and the present scenario of e-waste management in

Kerala’ was handled by Sri G.Pramod, M/s Earth Sense Recyclers Pvt.Ltd., Palakkad.

Workshop on Municipal Solid Waste Management & Handling Rules

One day workshop on Municipal Solid Waste Management & Handling Rules was

conducted on 18.01.2014 at Kozhikkode.

Board had participated in Vision 2025 (one day seminar and exhibition) conductedby Legislative Assembly, Puthuppally, headed by the Hon’ble Chief Minister Sri Ommen

Chandy.

Financial Support for Environmental Awareness

The Board conducted various environmental awareness programme and gave

financial support to NGOs who had actively involved in environmental protection. Details

are given below:

sensitive environment. The ultimate impact of these activities reflects on the quality of holy

river Pamba.

The Board had convened several review meetings at various levels to organise our

programmes and for the effective implementation. Accordingly, meetings were conducted

with Travancore Devaswom Board, NSS State Liaison officer, NSS Co-ordinators, etc.

5.14.1 OFFICE & LAB SET UP

For several years, the Board is setting up our office and laboratory at Pamba,

Sannidhanam and Erumeli and depute our officers for regular inspection monitoring and

sampling. This year also camp offices & laboratory at Pamba, Sannidhanam and Erumeli

were set up from 14.11.2013 and to operate till 20.01.2014.Officers were posted at Pamba and Sannidhanam in each shift in a staggered

manner. Through regular inspection and monitoring, considerable improvements couldbe made in improving the environment and Pamba river water pollution.

5.14.2 Public awareness

An illuminated Public awareness display van owned by state PCB was widely utilizedto transmit the public information through visual and audio media.This van was makingregular visit to all important pilgrim locations such as Pamba and surrounding , Nilakkel,Erumely, Kadappattoor, Thirunakkara, Kottayam Railway station,Ettumanoor,Vaikom,Chengannoor Railway station,and Mahadeva temple, Pandalam,Omalloor and Pathanamthitta .The service of display van was very effective .Display boards in five languages were erected at various points like Chenganoor RailwayStation, Pilgrimcentres at Pandalam, Aranmula, Pathanamthitta, Vadasserikkara etc to give

awareness regarding safe disposal of solid wastes at Sabarimala.

5.17 Periyar River Online Monitoring

The Periyar river has witnessed frequent incidents of colour change, fish kill and foul

odour along the Eloor- Edayar industrial belt and environmental organisations have long

been demanding strict monitoring by the Pollution

Control Board. A new display board at FACT

Junction helps the public to watch for themselves

the parameters of air and water quality in area.

5.18 Survelliance Centre on the banks of Periyar River

The industrial belt of Eloor on the banks of river

Periyar is now under the watchful eyes of

surveillance cameras and control room set up

by Pollution Control Board (P C B ) to monitor

contamination in the Periyar. Eight surveillance

cameras are set up at various points along the

banks of the river, near the industries located at Eloor-Edayar industrial area. There is a

control room set up a Methanam to monitor the images caught by the surveillance cameras.

So the board intiated action to set up a continuous ambient water quality monitoring station

in Periyar river at Eloor with a display system to display the monitoring results for the

5.14.3 NSS Volunteers

Based on our request, the State liaison officer of National Service Scheme (NSS)provided service of 10 NSS volunteers in shift wise throughout the festival season to createawareness.

5.14.4 Inspections

Daily inspections were conducted during the festival season to Pamba, Triveni,

Manappuram, bathing ghat area, Arattukadavu, Ganapathykovil area, Chakkupalam, hill

top parking area, STP, Solid waste disposal site, incinerator, locations etc. and notices/

directions were issued then and there. Copies of all directions were marked to Duty

magistrate, Special Commissioner and to the Chairman – High power committee. Specific

notices/ directions were issued to TDB, Irrigation Dept., Forest Dept., various hotels at

Pamba and Sannidhanam, Cloth removal contractor, packaged drinking water supplier etc.

This was followed up properly to ensure timely implementation of all directions.

Daily observations and reports were forwarded to the Chairman, Member Secretary,Chief Environmental Engineer, RO and the Chief Environmental Scientist, Ernakulam byemail. Timely modifications suggested based on the results were implemented.

No sewage treatment facility was provided at Sannidhanam. All septic tanks/collection

tanks gets filled up by November end and all overflow from Sannidhanam reaches the

stream Njunangar, a tributary of Pamba which joins Pamba river just downstream of

Arattukadavu. By December middle, the flow in Njunangar will be mostly of sewage effluent

from Sannidhanam.

5.14.5 Bio monitoring

Bio monitoring facility for toxicity was established at Sannidhanam with fish as indicator.

This facility was arranged at our Sannidhanam camp office and behaviour of the fish was

monitored continuously to ensure the quality of drinking water supplied to the public.

5.14.6 Analysis

All samples collected were analysed regularly at the camp laboratory at Pamba and

the results were published in the notice board. Based on the analysis reports, the irrigation

department & KSEB had taken timely action for periodical flushing of check dams and to

maintain a minimum flow in Pamba bathing ghat.

5.15 Certificate of proficiency for Board/s Laboratories

The Board’s Central Laborary at Ernakulam and Regional Laborary at Kozhikkode

have got 100% proficiency in analytical quality control programme conducted by the Central

Pollution Control Board, New Delhi

5.16 Continuous Ambient Air Quality Monitoring Station at Vyttila

Besides the manual ambient air quality monitoring stations the Board has initiated

action to set up a continues ambient air quality monitoring and display system at Eloor in

Ernakulam district. Sulphur dioxide Nitrogen dioxide and ammonia are the parameters

proposed to be monitored at this station. This station was inaugurated on 5th January 2014.

The monitoring results are displayed in the display board installed at FACT Junction.

Action is in progress to setup such station at Thiruvananthapuram.

information of public. The station was set up at Methanam and the display board installed

at FACT Junction at Eloor. Inaguration of the monitoring station and display system held

on 5th January 2014. pH, temperature, conductivity, salinity, TDS, Ammonium Nitrogen,

Nitrate, Nitrogen, Choride, Turbidity and Dissolved Oxygen are the parameters monitored

at the station. pH, temperature, conductivity, Ammonium Nitrogen are the parameters

displayed.

5.19 NABL Accreditation.

National Accreditation Board for Testing and Calibration of Laboratory (NABL) is an

autonomous body under the aegis of Department of Science and Technology Government

of India NABL has been established with

the objective to provide with a scheme for

third party assessment of quality and technical

competence of testing and calibration of

laboratories. The Government of India have

authorised NABL as the sole accreditation body for testing and calibration of laboratories.

Laboratories are involved in testing of water pollution parameters, air pollution parameters

and Hazardous waste sample etc. Boards analysis reports are also used to legal

proceedings.NABL accreditation enhances the authenticity of reports. The Board initiated

action to get NABL accreditation to the Central Laboratory at Kochi and obtained

accreditation by National Accreditation Board for testing and calibration of Laboratory

(NABL) for 61 parameters in the current year.

5.20 e-Governance

For implementing e-governance in managers the activities of the Board, agreement

has been entered with National Informatics Centre to implement web enabled application

software online consent Management and Monitoring System (OCMMS) in the Board.

The OCMMS has the following modules.

• Consent management

• Waste management system

• Laboratory Management system

• Cess administration system

• Monitoring and evaluation system

• Delivery System

• Information Alert and notifications through e-mail SMS etc.

• Report/Queries

• Frequently asked questions.

On implementation of OCMMS current Management

module, online industry registration, online submission

of application,approval clarification and other activities

for various clearances issued by the Board will become

possible. Major benefits of the system include online

submission of applications, help industries in tracking

status of applications monitoring of approval/refusal of clearances. During the year

customisation work of consent management module was almost over.

5.21 IMPLEMENTATION OF RTI ACT, 2005

As part of implementation of RTI Act 2005, the Board has notified officers to receive

applications and appeals from the public as per 2005, section 5 (1), (2), 19 of the said Act.

AUDITOR’S RESPONSIBILITY

4. Out responsibility is to express an opinion on these financial statements based onour audit. We conducted our audit in accordance with the standard on Auditingissued by the Institute of Chartered Accountants of India. Those Standards requirethat we comply with ethical requirements and plan and perform the audit to obtainreasonable assurance about whether the financial statements are free from materialmisstatements.

5. An audit involves performing procedures to obtain audit evidence about the amountand disclosures in the financial statements. The procedure selected depend on theauditor’s judgement, including the assessment of the risk of material misstatementof the financial statements, whether due to fraud or error. In making those riskassessments, the auditor considers internal control relevant to the company’s preparation and fair presentation of the financial statements in order design audit procedure that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the company’s internal control. An audit alsoincludes evaluating the appropriateness of accounting policies used and the reasonableness of the accounting estimates made by the management, as well as evaluating the overall presentation of the financial statements. We believe that the auditevidence we have obtained is sufficient and appropriate to provide a basis for ourqualified audit opinion.

In our opinion and to the best of our information and according to the explanationgiven to us, and subject to our detailed audit observations annexed to this report as Annex-ure - A we report that.

REPORT ON THE FINANCIAL STATEMENTS

1. We have audited the accompanying financial statements of Kerala State PollutionControl Board (KSPCB), which comprise the Balance Sheet as at 31 st March 2014and the Income and Expenditure account of the Board for the year ended as onthat date and summary of significant accounting policies and other explanatoryinformation.

2. We have also verified the annual statements of accounts prepared by the Board inForm No. X, XI, XII, XIII and XIV as per the Air (Prevention and Control ofPollution) rules 1984.

h) Employee Benefits

Short Term Employees BenefitsAll employee benefits payable within twelve months of rendering the service are

classified as short term employee benefits. Short term employee benefits in the nature ofsalary and wages are recognised and accounted for on cash basis in the period which theemployees renders related services. Amount of other short - term employee benefits, suchas leave encashment and medical benefits, expected to be paid in exchage for the servicesrendered by employees is not recognized during the period when the employee renders theservice.

Post Employment benefits and Other Long Term Employee benefits

The Board does not make any provision for Post-Employment benefits and / orother Long Term Employee benefits except Provident-Fund.

i) Taxation

Non advance Tax has been paid nor any provision made in the financial statementsin respect of income Tax.

j) Provisions and Contingencies

The Board is not recognized any provision for the company has present obligations asa result of past event; it is probability and not materialized that an outflow of resources willbe required to settle the obligation.

ii) Notes forming part of the Accounts1. Contingent liabilities : No provision has been made for contingent liabilities in

respect of pending legal / litigation cases.

SIGNIFICANT ACCOUNTING POLICIES AND NOTES FORMING PART OFTHE ACCOUNTS FOR THE YEAR 2013 - 14

I. Significant Accounting Policies

a) Accounting ConventionManual books of account are maintained by the Head Office and the 17 sub offices

of the Board on Cash basis Accounting. Interest on Fixed Deposits is also accounted oncash basis. These are entered into Tally Software at the Head Office, consolidation of theaccounts of all offices is carried out and final accounts extracted from the same.

b) Use of EstimatesThe preparation of financial statements requires estimates and assumptions to be

made that affect the reported amount of the assets and liabilities on the date of the FinancialStatement and the reported amount of revenues and expense during the reporting period.Defference between the actual results and estimates are recognized in the period in whichthey materialize.

c) Revenue RecognitionThe Board has collected consent receipt from industries and accounted in the finan-

cial statements on cash basis as and when it is received, also other receipt like interest fromfixed deposits with bank and treasury, authorization charges, consultancy income, fines andother charges are also accounted as cash basis.

d) Government GrantsGrant in Aid from the State Government (plan and non plan) and other institutions,

have been treated as revenue and recognised in the Income and Expenditure account ascash basis as and when it is received.

Grant received from the Central Government for any specific purpose will be ad-justed against the expenses incurred for the purpose for which it is granted and any amountof such grant is pending for utilization, the same has been included in the Capital Fund.Interests earned on deposit of unutilized Grant have been credited to Capital fund.

e) Fixed assetsFixed Assets except land are carried at cost less accumulated depreciation and im-

pairment losses. Costs comprise of cost of acquisition, cost of improvements and any costattributable for bringing the asset to the condition of its intended use Subsequent expendi-ture relating to fixed assets is capitalized only if such expenditure results in an increase inthe future benefits from such asset beyond its previously assessed standard of perfor-mance.

f) Depreciation.Depreciation on fixed assets of the Board is calculated at the rates of different types

of assets prescribed in the Income Tax Rules. The rate of depreciation for scientific andother lab equipment has been adopted at the rate for general Plant and Machinery sincethese are considered as laboratory testing equipments and not as pollution control equip-ments.

g) InvestmentLong term investments and current maturities of long term investments are stated

at cost, less provision for other than temporary diminution in value. Current investmentsare carried individually at cost. Investments of the Board are Fixed deposits with StateBank of Travancore and District Treasury.

2. Debtors and Loans and Advances are subject to confirmation.

3. Earnest Money Deposits, Security Deposit, Retention Moneys payable, SeminarFund and SEEIDP Ernakulam are subject to confirmation.

4. Treasury Bank Accounts are subject to confirmation.

5. All salary deductions like Provident Fund and PF loan made during the year atvarious Divisions were transferred to and dealt with at the Head Office.

6. Grants : Grants received during the year amounted to Rs. 5,36,25,133/- Compris-

ing of Rs. 4,86,66,600/- from the State Government (Plan Rs 4,00,00,000/- and

Non Plan Rs 86,66,60/- and Rs 49,58,533/- from the Central Government com

prises of Grant from central PCB NWMP Rs 45,39,991/- and an amount of Rs

4,18,542/- is interest received during the year towards Water Cess.

7. Sundry Debtors represent dues from the Department of Science and technologyoutstanding from the year 1981.

8. The Debit balance in Suspense Account in the Balance sheet is Rs 12,56,541/- itrepresents a carried forward debit balance of Rs 6,00,279/- being the difference inopening balance of bank accounts as on 01-04-2006 and Rs 6,56,262/- being thedifference in opening balance of bank accounts as on 01-04-2013 which are shownseparateiy on the assets side of the balance sheet.

9. Manual bank Books for SBT 57009363189 (SB I3339) and SBT 57009367843(SBI 3839) being not available, transaction if any in these accounts are not includedin the final accounts. the Manual Bank Book for SBT A/c 57036990243 (currentaccount). did not show any entries for the year 2013-14.

10. Sinking Fund : during the financial year 4,67,183/- is received as interest from SBTA/c No. 67016608378 maintained with SBT Pattom Branch for Pension purposeand the board has not been provided pension contribution for in the Financial statements for the period of financial year 2012-13 and 2013-14.

11. Prior Period Adjustments : The identifiable items of Income and Expenditure, whicharise in the current period as a result of errors/omissions in the preparation of financial statements of one or more prior periods, are accounted in the prior periodexpenses/income account and net effect is disclosed in the Income and Expenditureaccount. The adjustments for prior period income is amounted to Rs 35,000/- andprior period Expenses amounting to rs 21,805/-, which is shown in the financialstatements.

12. Previous year’s figures have been regrouped, reworked and reclassified wherevernecessary so as to make them comparable with those of the current year, and forbetter presentation of the Financial statements of the Pollution Control Board year.
