Bylong Coal Project Community Newsletter Issue 28 – February 2020 1 On behalf of KEPCO Bylong Australia Pty Ltd I would like to express our sincere support to the many local people and organisations who have been impacted by the recent bushfires and continuing drought conditions. We hope that the recent rain has greatly improved the outlook for the community. Following the 18 September 2019 Independent Planning Commission (IPC) determination refusing the Bylong Coal Project, KEPCO have reduced its presence in the region which has resulted in some changes to the way we have been operating. This is mainly due to the impending appeal in the Land and Environment Court and the commercial reality of continuing to support the Project while there remains uncertainty which is expected to continue throughout this year. As a consequence, KEPCO wishes to advise the community and other stakeholders of several changes; - The contract with our ‘Project Manager’ Worley Pty Ltd has been concluded and as a consequence community, exploration and other ancillary activities in the region have been suspended or reduced - Current agriculture activities will still continue as normal under the stewardship of the Farm Manager - A recent ‘impairment notice’ announced in late January 2020 by KEPCO regarding the Bylong Project to the international markets is a regulatory requirement by KEPCO to inform the market and investors of investment decisions. This is primarily due to the IPC decision and whilst this has been reported in the local media it does not imply that KEPCO are abandoning the Bylong Coal Project Interested stakeholders are encouraged to contact us through the new contact details attached where we will be happy answer questions or distribute further information Notwithstanding these changes KEPCO remains committed to the Bylong Coal Project. I want to take this opportunity to thank our local stakeholders, including the people in the communities of Bylong, Kandos, Rylstone, Mudgee and surrounds, and Mid-Western Regional Council who continue to support our Project. Bylong Coal Project Community Newsletter Issue 28 – February 2020 1

On behalf of KEPCO Bylong Australia Pty Ltd I would like to express our sincere support to the many local people and organisations who have been impacted by the recent bushfires and continuing drought conditions.

As a consequence, KEPCO wishes to advise the community and other stakeholders of several changes;

- The contract with our ‘Project Manager’ Worley Pty Ltd has been concluded and as a consequence community, exploration and other ancillary activities in the region have been suspended or reduced

- Current agriculture activities will still continue as normal under the stewardship of the Farm Manager - A recent ‘impairment notice’ announced in late January 2020 by KEPCO regarding the Bylong

Project to the international markets is a regulatory requirement by KEPCO to inform the market and investors of investment decisions. This is primarily due to the IPC decision and whilst this has been reported in the local media it does not imply that KEPCO are abandoning the Bylong Coal Project

Interested stakeholders are encouraged to contact us through the new contact details attached where we will be happy answer questions or distribute further information

Notwithstanding these changes KEPCO remains committed to the Bylong Coal Project.

I want to take this opportunity to thank our local stakeholders, including the people in the communities of Bylong, Kandos, Rylstone, Mudgee and surrounds, and Mid-Western Regional Council who continue to support our Project.

Yours sincerely,

Bill Vatovec - Chief Operating Officer
