Background

Kenya Coast National Polytechnic (KCNP) was competitively selected by the World Bank

and government of Kenya to be a regional flagship TVET institution in January 2018 under

East Africa Skills for Transformation and Regional Integration Project (EASTRIP). The

project involves three countries; Kenya, Ethiopia and Tanzania of which five TVET

institutions were selected from Kenya. KCNP is therefore developing a regional center of

excellence in Marine Transport & Port Logistics, a center which aims to develop competent

graduates for the maritime sector.

The success of the project will depend on several aspects, including but not limited to; a

close working relation between KCNP and the maritime sector, a highly competent pool of

trainers and proper follow up of the graduates once they complete their studies.

It is for this reason that we are recruiting a firm which will perform a thorough labor

market survey for the Kenyan Maritime sector, conduct a training needs assessment

(TNA) for current staff to be trained and also conduct tracer studies for the graduates.

Eligibility Requirement

The applicant consulting firm is expected to have the following qualifications:

Demonstrated success in conducting tracer studies, training needs assessment and

labor market survey in the field of Technical and Vocational Education and Training

(TVET)

Demonstrated capacity in reporting and information dissemination.

Demonstrated capacity in providing training, consulting especially in tracer studies,

training needs assessment and labor market survey for the TVET sector.

Have good client relationships to foster information gathering and sharing for

purposes of accomplishing tasks efficiently.

Demonstrate ability on timely delivery of results

The applicant is expected to put together a team of appropriate experts to undertake

the tasks as outlined in the scope of work hereunder.

Working experience in implementing projects funded by The World Bank, or other

donor agencies in East Africa will be an added advantage.

Tracer Studies

II. Objectives and Tasks

The objectives of the consultancies are to:

(i) Develop a standard set of survey instruments for regularly capturing graduate

employment in terms of position, wage, and providing feedback on the quality

and relevance of the training programs, including graduate survey, teacher

survey, employer satisfaction survey,

(ii) Collect baseline data (using the graduates from the departments with

programs related to Marine Transport & Port Logistics programs)

(iii) Capacity building of the research team to regularly update and maintain the

tracer studies.

Scope of Work

Activity 1. Develop the tracer study methodology and standard survey instruments in

consultation with the Project Team (1 month)

1. Develop, in consultation with the Project Implementation Team project (Kenya

Maritime Authority and Maritime Industries) a standard tracer study methodology and a

set of survey instruments targeting graduates, trainers, and employers.

2. Participate in a stakeholders meeting (to be organized by the Marine Transport and Port

Logistics Centre- Project team) in person and obtain feedback on the draft methodology

from project stakeholders before finalizing the methodology.

3. Work with the Research Coordinator (KCNP) to apply the methodology for the Center

of Excellence

Activity 2. Launch and conduct tracer study (1month)

1. Prepare the detailed plan and guidance note for the Polytechnic Project

Implementation team and graduates (both from short-term and long-term courses)

as well as templates to be used for the data collection. The mode of data collection

will consist of multiple rounds of email invitations and letters to graduates including

links on social media platforms.

2. Create an online system to collect and maintain the data security. The system will

allow the Staff and graduates to seamlessly submit information as requested.

3. Launch the data collection process. Provide guidance to KCNP management,

graduates and trainers throughout the data collection process. Particularly, data from

graduates and trainers will be collected via online system to be developed during

consultancy.

4. For data from employers, the consultant, will identify eight to ten employers for the

maritime and hospitality Sector contact them.

Activity 3. Capacity building for analysis of data and tracer study report writing (1

month)

1. Participate in a capacity building workshop sponsored by KCNP (to be organized by

the KCNP project team) to discuss the results and draft report for the study. Train

relevant staff and project team on how to use the report to improve their

employability outcomes and other related indicators.

2. Prepare the final report of the consultancy services, highlighting lessons learned from

the exercise, recommendations for improvement, and general overview of the results.

Outputs/ Deliverables

1. The consultant is expected to prepare an Inception Report, including detailed

methodology and plan for their assignment within 2 weeks after signing of the

contract.

2. The consultant is expected to deliver the following outputs to the Chief Principal for

each activity described below. All outputs will be reviewed and approved by the

Project Implementation team.

Output 1

Tracer study methodology and a set of survey instruments developed (within 1 month

after the signing of the contract). More specifically, the consultant is expected to deliver:

standard methodology of the tracer study and adaptation of the graduate tracer study for

each of the programs within the project and all other programs within the Polytechnic.

Output 2

Tracer studies launched and facilitated (within 1 month after the signing of the

contract). More specifically, the consultant is expected to deliver: a guidance notes for

Polytechnic staff and graduates, templates with the questions for data collection, online

system for receiving the collected data in line with the ones provided by the World Bank

Output 3.

Capacity developed, and tracer study reports prepared (within 3 months after the

signing of the contract). More specifically, the consultant is expected to deliver: detailed

agenda and workshop materials for the training sessions, draft tracer study reports for

each of the programs within the project and other programs offered in the Polytechnic,

and a final report of the consultancy services.

Time Schedule

The selected consultancy firm is expected to start assignment immediately after the signing of

contract. Duration of this consultancy service is expected to be three months. Time schedule for each

output is described above.

Partnership

Applicants may partner with other organizations, companies or institutions to assist with

defined activities.

Reporting

The consultancy firm representatives will work closely with Centre Leader, and report all

deliverables to the Chief Principal on a regular basis.

Upon completion of the consultancy, the consultant will submit all final templates, data, and

reports to the Chief Principal. The consultant is not able to publish any reports and data

from the consultancy without written approval by the Chief Principal – Kenya Coast

National Polytechnic.

Training Needs Assessment for Staff

Objectives and Tasks

The objectives of the consultancies are to:

1. Develop a standard set of survey instruments for regularly capturing staff training

needs for staff in administration, teaching and non-teaching staff.

2. Collect data from staff on training areas of gaps, both long term and Short term

based on the proposed training programs for the Marine Transport & Port Logistics

and general management and governance.

3. Identify the institutions and industries where staff can be trained, based both

locally and abroad.

Scope of Work

Activity 1: Develop training needs assessment Methodology and a standard set of survey

instruments

1. Develop training needs assessment methodology and a standard set of survey

instruments for regularly capturing staff training needs for staff in administration,

as well as teaching and non-teaching staff. The training (long term, short term and

attachment) should include management and staff training for programs to be

developed under the project.

2. Organize a meeting with the project team to obtain feedback on draft methodology

before finalizing the methodology

Activity 2: Launch and facilitate the collection of data

1. Prepare the detailed plan and guidance note for the staff to understand what the

study is about as well as templates to be used for data collection. The mode of data

collection will consist of interviews and filling of questionnaire.

2. Create a database for staff training needs and institutions offering the training

programs.

3. Launch the data collection process. Provide guidance to KCNP management, project

team, non-teaching staff and trainers throughout the data collection process.

Activity 3: Identification of training institutions and industries

1. Identify industries that can offer industrial attachment for staff in the priority areas

of the project. (Staff to be attached during holidays). Provide the cost of the

attachment for each staff.

2. Identify Short term capacity building programs and institutions within Kenya for the

Council, Management, Project team and Staff. Provide cost of training and

allowances to be incurred.

3. Identify short term training institutions and programs for relevant officers to be

trained abroad related to the project. Provide the cost for such training.

4. Identify institutions (both locally and abroad) that offer long term training in the

priority areas of the project.

5. Compile a detailed report on the possible training institutions and industries

including all the costs to be incurred and the duration of the programs.

6. Collect feedback from staff on the appropriate institutions and industries for training.

Outputs/ Deliverables

1. The consultant is expected to prepare an Inception Report, including detailed

methodology and plan for their assignment within 1 week after the signing of the

contract.

2. The consultant is expected to deliver the following outputs to the Chief Principal for

each activity described below. All outputs will be reviewed and approved by the

Project Implementation Unit before presenting to the Chief Principal.

Output 1

TNA methodology and a set of survey instruments developed (within 2 weeks after the

signing of the contract). More specifically, the consultant is expected to deliver: standard

methodology of the staff development plan and adaptation for future training programs

by the Polytechnic

Output 2.

TNA launched and facilitated (within 1 month after the signing of the contract). More

specifically, the consultant is expected to deliver: a guidance notes for Chief Principal and

Polytechnic staff, templates with the questions for data collection, and use the tools to

collected the data from staff.

Output 3

A staff development plan (Developed within 2 months after the signing of the contract)

The consultant is expected to develop a comprehensive staff development plan as per the

World Bank template

Time Schedule

The selected consultancy firm is expected to start the assignment immediately after the

signing of contract. Duration of this consultancy service is expected to be two months. Time

schedule for each output is described above.

Reporting

The consultancy firm representatives will work closely with the Centre Leader and report

Labour Market Survey

Objective of the Assignment

It is essential that the training programs in Marine Transport & Port Logistics be designed

to reflect and respond to the challenges facing the Blue Economy and Maritime Sector in

Kenya and also to meet the International maritime organization demands in the Maritime

Sector.

The objectives of this consulting assignment are to

I. Map out all the Blue Economy and Maritime Stakeholders in Kenya and the

Region.

II. Identify the gaps in training for the employees working for the Maritime industries

III. Identify the job opportunities available in the Maritime Sector, both locally and

abroad

IV. Identify the areas of potential growth for graduates including entrepreneurship

opportunities

V. Identify potential areas of collaboration between the Maritime industries and

KCNP

VI. Any other emerging objective.

Scope of Work

To achieve the above objectives, the consultant will prepare a study methodology that

addresses the following issues:

1. The structure of the Maritime Sector in Kenya and the Region

o What is the contribution of the sector to the economy of the country

o What are the Government initiatives that are addressing the sector

challenges

o Which/Who are the key Stake holders involved in the Sector

2. The demand for labour

o What is the current structure of employment across the maritime sector,

including wages and the quality of work?

o What sort of workers will be needed, in which sectors, with what skills, and

at what wages, to facilitate and to respond to economic growth?

3. The supply of labour

o What are the characteristics of workers in Maritime Sector in Kenya and the

Region? Who are the workers, what are their education qualifications and

what skills do they have?

o What is the current condition of trained maritime sector workers in Kenya

and the Region today? Where are they engaged? What are their skills?

4. The structure of the labour market

o Are the specific constraints facing graduates from accessing jobs both locally

and abroad?

5. Collaboration between industry and Kenya Coast National Polytechnic

o Are the industries willing to partner with KCNP in terms of curriculum

development, training, attachment, internships and equipment sharing?

This study will be prepared by:

i) Reviewing existing literature and recent studies in Kenya and globally

ii) Interviewing key stakeholders

iii) Questionnaires filled by the Maritime industry stake holders

iv) Undertaking simple analysis using the data collected

v) Any other as the expert may determine

Outputs

1. The consultant is expected to prepare an Inception Report, including detailed

methodology and plan for their assignment within 2 weeks after the signing of the

contract.

2. Report on the findings of the labor market assessment. (2 months)

The report will have substantive sections that mirror the objectives and scope

outlined above, plus a section that describes data sources used for the report.

3. An annex to the report will contain a list of contacts, informants and organizations

consulted (both public and private).

The scope of the work may be revised depending on the coverage and quality of the

information available.
