SELF HELP AFRICA:WORK IN KENYA

OVERVIEW KENYASupporting smallholder farmers to move from subsistence to prosperity is at the core of our programme work in Kenya. Currently, 108.000 people are supported in Kenya.

Our largest scheme in Kenya is supporting the development of the cassava value chain across several district of Southern Kenya, benefiting 28,000 people.

Other projects include poultry rearing, rainwater harvesting, livestock rearing and banana and cashew production which focus on improved food and nutrition.

In spring 2018, Self Help Africa will launch KILIMO-VC, a competitive challenge fund aiming to identify and invest in Kenyan agribusinesses that can integrate smallholders and pastoralists into climate-smart value chains.

PROJECTS• Empowering Women within the Cashew Value Chain: The project, like its counterpart in

Ghana, is empowering cashew growers associations through the improvement of cashew nutquality and training in value chain management.

• Cassava Aggregation Project: This five years project funded by the EU, Irish Aidand the Walmart Foundation seeks to develop the production and added value of cassava as away to improve livelihoods of small-holder farmers. 28,000 farmers organised in producer groupsare benefitting through access to quality-declared cassava planting material, training in fieldmanagement, disease control, post harvest handling, storage, processing and more.

• TruTrade: Self Help Africa subsidiary TruTrade is focused on increasing prices paid tosmallholders through its use of a mobile-enabled trading and payments platform, tapping intoexisting value chain trading networks by providing traders with trading finance.

• Keringet Dairy Project: SHA works to develop innovative approaches to agricultural value chainchallenges, as shown by our successful milk bulking project through which we supported KeringetCommunity Social, Economic and Environmental Development Foundation Trust, a farmerorganisation based in the Rift Valley Region of Kenya, which seeks to add value for farmersengaged in milk and potato production.

The Challenge Fund Team Leader will be the technical and operational head of the KILIMO-VC Implementation Team. S/He will be responsible for ensuring successful implementation of this 5-year, European Union funded, programme through providing strategic leadership, technical oversight and direct management of all activities related to the programme – in particular a EUR 18m challenge fund. A key function of this role will be managing effective partnerships with the Lead Firms/implementing organisations.

• Lead and manage all aspects of theprogramme cycle: design, planning,implementation, quality and accountability,monitoring and evaluation

• Day to day management of the challengefund

• Support contracting of external consultantswhere required to address grantee capacityneeds

• Work in close liaison and ensure effectivecommunication with the Lead firms andother

stakeholders including SHA programme staff, EIB partner banks and the donor to coordinate coherent and consistent delivery of the programme objectives

• Provide technical input for theimplementation of the programme includingin the preparation of work plans, strategies,training materials, guides and manuals andvalue chain integration

• In liaison with the Country Team TechnicalAdvisors, ensure effective integration ofcore echnical areas – Nutrition, SocialInclusion, Enterprise Development,Agriculture and Natural ResourceManagement

• Represent SHA at government, donor,NGO and other relevant events in the fieldin close coordination with the Head ofProgrammes and ensure that the KILIMOValue Chain Programme collaborates andnetworks stakeholders;

KEY RESPONSIBILITIESPROGRAMME MANAGEMENT

Provide technical and managerial oversight and leadership for the challenge fund including identification of potential MSMEs, financial analysis, business plan generation and revision, market analysis, building market and distribution channels, and accessing finance for KILIMO VC target MSMEs/Lead Firms in order to improve entrepreneurship, competitiveness, and investment-readiness within the project’s key Value Chains. Specific tasks include:

MONITORING, REPORTING AND RESULTS

Monitoring and reporting on the progress of the fund technically and financially on a quarterly and half-yearly basis to reduce and manage risks. Specific tasks include:

• In conjunction with the M&E Coordinator,facilitate monitoring and documentation oflearning by ensuring that effectivemechanisms are in place to monitoractivities and outputs and assessmentsfor programme quality and impact andensure programme implementation is ontime, target and budget

• Ensure a monitoring plan is in place andundertake project monitoring visits fromtime to time

• Check grantee reports and ensure thatthey are compliant with set policies andprocedures

• Work with the M&E officer to ensure themeasures necessary are in place to reduceand manage risk in the portfolio

• Review, analyse and assess granteeperformance against KPIs

GRANTEE SELECTION, CONTRACTING

Manage the application, investment appraisal and selection process including completion of all assessment visits, internal review and independent selection meetings and ensure that action is taken on the minutes. Specific tasks and activities include the following:

• Manage the selection process includingcompletion of all organizationalassessments, internal reviews, assessmentand briefing of independent assessors.

• Support the screening, investment appraisaland selection of programme applicants,including due diligence process

• Facilitate the assessment of the Lead Firms’capacity building needs and design and leadactivities that build capacity of MSMEs/LeadFirms to address relevant technical andmanagement constraints

• Review of draft business plans andsupporting documentation to ensurecompleteness, consistency and adherence tothe grant terms and focus

• Review of all contracting documentation andgrant agreements to ensure they meetprogramme and client requirements

OPERATIONAL AND FINANCIAL MANAGEMENT

Ensure that the programme in implemented using value for money principles for effective and efficient delivery. Specific tasks include:

• Supervise the Grants team, other staff andconsultants and facilitate effective teamwork and coordination

• Manage the programme budget in closecollaboration with the Head of Programmesand Head of Finance

• Compile periodic programme reports asrequired by the donor and SHA

• Ensure compliance by SHA and partnerswith contract requirements in planning,financial management, procurement,branding, monitoring and reporting, andfacilitate further training where necessary

• Act as a focal point within the SHA countryoffice to ensure all programming, financialand administrative matters related to theprogramme comply with donor and SHApolicies and procedures and aretransparently, expediently and effectivelymanaged in line with established processes,rules and regulations

• Monitor external context and carry outadjustments to project plans, wherenecessary;

• Conduct periodic reviews of staffperformance in keeping with SHA’sperformance management system andmentor staff to ensure high levels ofmotivation, commitment, capacity andteamwork

• Ensure all SHA safety and securityguidelines are followed and that all safety orsecurity incidents(fires, accidents, theft, etc.) are recordedand reported;

• Ensure efficient use and management ofproject resources including transport;

PLANNING AND MARKETING Lead the marketing of the fund to potential applicants including networking and launch events. Specific tasks and activities include the following:• Putting in systems that will attract high-

potential and growth-oriented Lead Firms to the KILIMO VC programme

• Analysis and targeting of marketing activities• Formulate strategy for each round of

competition• Develop and define key messages for the

target market• Support the planning, marketing and

launching of the windows of the Challenge Fund.

KNOWLEDGE AND EXPERIENCEEssential

• In depth knowledge of agriculturalfinance, banking and investment/projectappraisal

• Substantial experience in theimplementation of agri-business/enterprise development projects, severalof which working with Lead Firms/MSMEs within value chains or relatedprojects, at a similar level

• Strong project management skills andunderstanding of project cyclemanagement approaches and tools –including planning, project appraisal,monitoring and evaluation andpartners’ capacity building

• Experience of working with donors indevelopment programmes would be anadvantage

• Experience of multi-year donor-fundedChallenge fund programmes

• A thorough understanding of Value ChainDevelopment and designing strategies andapproaches for enhancing Value ChainIntegration
