Licensed insurance companies report to the clerk’s office whenever you purchase or renew your insurance. They also report if your insurance is expired or if it has been suspended or cancelled for any reason. Although, you will still need to keep proof of your vehicle insurance with you every time you drive it in case a police officer asks your for it. The minimum insurance requirements for vehicles in Kentucky are:

$25,000 Bodily Injury Liability for one person

$50,000 Bodily Injury Liability for all persons

You can also purchase an insurance policy with a single limit of $60,000 and basic benefits to address all three liability aspects. However, this rule does not apply to motorcycles.

These minimum requirements must be met before you register your vehicle, but also during the entire registration period. If your insurance is cancelled for any reason, the insurance agency will notify the clerk’s office and you will receive a notice in the mail asking you to provide proof of current insurance. Not having your vehicle insured leads to severe penalties like having your vehicle registration revoked. Also, if you drive the vehicle without proper insurance or registration papers, you will get a fine and you can even be sent to jail.

$10,000 Property Damage Liability for damages resulting from an accident

Tip: It is always important to maintain your insurance information current with the clerk’s office as well as your mailing address since they will send you important notices by mail.

License

Plates

When you register your vehicle, the clerk’s office assigns a license plate number to you. Whenever you renew your registration, your license plates are also renewed. The clerk’s office will give you a decal that you must attach to the license plate. The decal features the expiration date of your registration and must be up to date at all times.

Standard plates in Kentucky are blue and white and have the name of the state on top. There are also specialty plates, which are made around a specific theme or cause, such as professional associations, sports, universities and environmental themes. They may be purchased at an additional cost, which helps fund the particular cause. You may request them at your county clerk’s office.

Page 16 | Car-Registration.org

Replacing Your License Plates

Your license plate is what identifies your vehicle to the authorities and is used to keep track of your driving behavior. This is why it must always be in good conditions and completely legible. If your license plate is lost, stolen or defaced, you may request a new one at the county clerk’s office. You will need to present:

Completed Affidavit for Replacement or Non-Exchange

Original proof of Kentucky car insurance

Proof of identification with photo, such as your driver’s license

You may choose to search an exact match or a partial match if what you are looking forward is to see a list of all issued plates that include the characters you selected.

Once you have selected the final design of your plate, go to a county clerk’s office and fill out an application for personalized plates. Your character combination will only be secured once the clerk’s office confirms the availability and all fees are paid.

There is an initial cost of $25 for your personalized plates

and another $25 fee to renew them or to obtain duplicates.

Updating Your Vehicle Registration

When you make any changes to your address or name, you have to report it to the clerk’s office and get your documents updated. Police officers check that your registration papers match the official records and if yours is different, you may get in trouble since your identity cannot be verified completely. That is why if you make any changes, try to report them to the clerk’s Office as soon as possible using the following methods.

Changing the name on your registration

There are many reasons why you may need a name change. In Kentucky, if you are married or divorced, you do not have to change the name on your registration because it is easy to verify that you are the owner of the vehicle. However, if you made any major changes to your name due to a court order, for example, you will have to update your registration.

The clerk’s office uses the information from the Social Security Administration to verify your identity. This is why, if you change your name officially due to marriage, divorce or court order, you must update it on your Social Security card first and then allow two business days for your record to be properly modified.

If you have a personalized plate, there is an additional fee of $25. This also applies when replacing your decals, even if you do not need a license plate replacement.

Tip: Before making the trip to the clerk’s office, report any theft to the police. This way, if your plates are used for

illegal purposes, you will not be held responsible.

Getting Custom Plates

Your license plate can say more about you than just a random set of numbers and letters. You can order your personalized license plate at your county clerk’s office.

You can personalize your plate by selecting any alphanumeric combination with up to six characters. First, you need to check if the combination you are looking for is available. To do this, access the Personalized Plate Lookup system and enter your plate lookup in the space provided.

Page 17 | Car-Registration.org

Page 18: Kentucky Car Registrationcar-registration.org.s3.amazonaws.com/pdf/... · residence. The inspector must certify on your application that the vehicle passes all safety requirements

You will have to pay the $6 fee to obtain a replacement registration receipt with your updated information.

Documents: After completing this errand, go to a clerk’s office in person and provide:

Proof of ID with your new name on it

Proof of name change, such as your marriage certificate, divorce decree or court order stating your new name

A completed Affidavit for Replacement or Non-Exchange

Original proof of your car insurance

Page 18 | Car-Registration.org

Page 19: Kentucky Car Registrationcar-registration.org.s3.amazonaws.com/pdf/... · residence. The inspector must certify on your application that the vehicle passes all safety requirements

Changing the address on your registration

The clerk’s office uses your address to send you important notifications and documents. For example, before your registration expires, you will get a courtesy note reminding you to renew it. In addition, when you request services using the online system, your documents are sent to the address specified in the DMV records. This is why it is of paramount importance that you keep your address up to date with the clerk’s office.

Whenever you change your address, whether it is within the state or if you are a new resident, you have 10 days to update your driver’s license information. To do this you will need to provide your out-of-state license and proof of your Kentucky residential address.

After updating your driver’s license, you will have to request a duplicate registration receipt to show your new address. This is not strictly necessary since your record will be automatically updated when you change the information on your driver’s license. When you renew your registration, your new address will show on the documents. If you still require to obtain a duplicate registration, you may follow the instructions described in the Replacing your Vehicle Registration section.

Vehicle Safety

Tips

Before you get behind the wheel, it is important to make sure that your vehicle is safe and prepared for any trip. This means checking the safety features and making any needed changes to your vehicle to guarantee a safe drive. Be sure to regularly check that your brakes are functioning properly and your tires are inflated and not worn out. Have the steering and suspensions checked by a mechanic.

Emergency Kit One of the essentials to safe driving is having a basic emergency kit available in your vehicle at all times. This kit should include items such as water, extra batteries, rope, First Aid items, matches and a whistle. During the winter months, it is also important to carry items such as blankets, non-perishable foods, a shovel and extra gloves and socks.

Winter Driving One of the most dangerous times to drive is during the winter, especially if you live in an area that is prone to ice and snowfall. Consider the tips below to drive safely during the winter.

Page 20 | Car-Registration.org

Page 21: Kentucky Car Registrationcar-registration.org.s3.amazonaws.com/pdf/... · residence. The inspector must certify on your application that the vehicle passes all safety requirements

Don’t Rush!

Roads are often covered in snow and ice after snowfall. Instead of driving fast and risking an accident as you hurry to get to your destination, try leaving a few minutes earlier than usual. This will allow you to drive slower and avoid other dangerous drivers without being late for your appointment.

Don’t Panic if You Skid or Slip

In the event that your vehicle does skid or slip while you are driving, make sure you do not panic and slam down on your brakes. Instead, apply slow and even pressure on your brakes until you stop. This will prevent you from spinning further out of control.

Check Your Vehicle

Before you leave your house, make sure your vehicle’s controls, brakes, tank, tires, antifreeze and exhaust are all in working order. It is also important that you remove any ice and snow from your car before you begin driving. This prevents the snow from blocking your view while you drive or flying off and hitting someone while the vehicle is in motion.

Things to Avoid

Drinking and Driving

Every year, thousands are killed as a result of drinking and driving. These unfortunate events can be prevented if drivers plan ahead of time and take certain steps.

Before you begin drinking, arrange for someone else to be the designated driver. If they also become intoxicated, it is important that you take a taxi. Never allow someone drunk to drive. Instead, take away their keys and call for alternative transportation.

If you see someone who you suspect is drunk and showing signs of intoxication while driving – such as making wide turns, weaving, swerving, breaking erratically or turning abruptly – call 9-1-1 and contact authorities immediately. Make sure to avoid them on the road to ensure your own safety. This could mean you pulling over until they are at a safe distance from your car.

Using Your Phone

Driving while using your cell phone is one of the most dangerous actions you can perform. During those few seconds that your attention is diverted to your phone, a major accident could occur. Make sure to avoid texting, using the internet on your phone or receiving calls while you drive.

Aggressive Driving

Aggressive driving and drivers should both be avoided to prevent on-road aggression or accidents. Aggressive driving is categorized as exhibiting behaviors such as tailgating, verbally or physically harassing another driver or preventing another driver from merging or passing.

If you are an aggressive driver, you are putting others at risk every time you engage in any of the above behaviors. When you encounter a frustrating situation on the road, instead of becoming aggressive, take a moment, breathe and continue moving.

Wasting Gas

If you drive often, you can start looking for ways to save on those expensive trips to the pump. Some of the ways that you can start saving gas are by turning off the air conditioning, not leaving your engine running and avoiding speeding. These things are preventable and not necessary for you to drive. Therefore, you can quickly reduce the amount of gas you waste.

Another way to save on gas is to make sure that your vehicle is functioning properly. You can do this by checking that your tires are properly inflated and your engine is properly tuned.
